The study of fuel and energy complex of Mexico occupies a very important place in the world’s leading research centers. Among Russian and foreign studies there are a number of works that consider the problems and peculiarities of fuel and energy complex of the countries of Latin America including Mexico. This article is devoted to the analysis of Mexico’s energy reform and use their experiences to transform the energy sector of the countries of South America. Presents the history of the Mexican energy reform. Discusses basic principles of energy reform and energy security of the country. It also examines the factors that Mexico should include in its energy policy and management system to ensure the safe delivery of energy across the country. Offers a brief overview of the current state of TEK of Mexico. Mexico has a large and varied potential for producing energy from renewable sources. With the recent opening of the energy sector, the country has the necessary conditions to attract major investments to develop projects on renewable energy. The liberalization of the sector allows Mexico to meet the growing energy demand and to diversify its productive matrix, creating at the same time as energy security and reduce greenhouse gases, positively affecting the environment. Reform of the energy sector of Mexico and the analysis of the sector in this country can be of great importance for the transformation of the energy sector in many countries of the region, especially in places such as Argentina, Brazil and Venezuela.

The article contains the results of a study of the state of the fuel and energy complex (FEC) of the Republic of Buryatia. The role of fuel and energy complex in the economy of the republic is analyzed in the article. The main problems, the solution of which is necessary for further development of the industry, including energy security and low efficiency of heat and power production in the power system, are identified by the author. The tasks of development of transboundary interaction with the energy system of Mongolia are defined. Possible options for gasification of Buryatia were studied. To ensure increased energy security of the Republic of Buryatia and the efficiency of the Buryat energy system, the main activity is the continuation of the construction of Ulan-Ude Thermal Power Station-2. The necessity of actualization of the development strategy of the fuel and energy complex of the Baikal region based on the diversification of the fuel and energy balance due to gasification, the development of gas processing and gas chemistry, the use of non-traditional and renewable types of energy is substantiated.

The article briefly describes the impact of global trends on the formation of the energy security strategy of the Russian Federation today based on the analysis of existing statistical data and media publications. The role of the pipe-rolling industry, the fuel and energy complex and other industries in Russia in the energy security of the country is shown including the prospects for their innovative development, energy efficiency, the implementation of strategically important directions in the energy sector of the state formed under the influence of the latest global trends. The author has made an attempt to reveal the concept of ensuring the energy security of Russia through the prism of the latest Federal Laws, Decrees, Resolutions, Orders and Draft Resolutions of the Government and the President of the Russian Federation. On the basis of the given legislative framework and the possibilities of the country's industrial capacity, the role of the pipe-rolling industry for the fuel and energy complex and other sectors of the economy is revealed, with conclusions about the long-term prospects for the intensive development of the industry associated with the modern concept of ensuring Russia's energy security which issues serious challenges to the entire industrial complex of the state.

The energy sector of the Republic of Belarus is one of the key sectors of the national economy, the effective development of which ensures the operation of the entire real economy and the sphere of housing and communal services. Due to the lack of the necessary amount of its own energy resources, the country is affected by factors of internal and external threats that form the energy dependence of the Republic on the supply of fuel and energy resources from outside. This weakens its energy security. The main importing country of fuel and energy resources for the Republic of Belarus is the Russian Federation. In this regard, the concept of energy security needs to be clarified, taking into account external and internal threats. The article deals with theoretical approaches to the definition of energy security, the specific features for the importing and exporting countries. The main threats to energy security for the Republic of Belarus are clarified, the causes of their occurrence and consequences for both fuel and energy complex enterprises and energy consumers are revealed. To determine the level of energy security, the indicative assessment method, which involves the identification of parameters and indicators of the development and functioning of the fuel and energy complex, its subsystems and facilities, as well as energy consumers, is the most optimal. These parameters characterize the composition, depth and territorial framework for the implementation of threats to energy security, its level. The indicators of the main directions of energy safety have been analyzed in dynamics; their levels are determined by periods. The directions of energy security, which are most and least susceptible to threats, have been identified. A combined approach for determining the objects of energy security is proposed. The author's definition of energy security is presented.

The article analyses possible areas of mutually advantageous cooperation of Russian and French multinational energy companies enabling Russia to upgrade its fuel-energy complex and attract adequate investments for large-scale projects realization and France can benefit by participating in new gas mains construction for diversifying its energy supplies and by acquiring shares of Russian multinational energy companies in order to resolve national energy security problem and strengthen its position in the international energy market.

The article highlights the basic concepts of energy security of regions. Factors influencing the energy security of the regions are considered, they can be divided into two groups: factors that can be eliminated or localized in the current and strategic period, that are directly in the field of management (these include energy shortages, man-made accidents, financial problems); factors whose management period is based on the time of strategic programs (period of hypotheses) and which are managed only indirectly through the concepts of development (these include limited resources, environmental problems, etc.). The economic threats to the energy security of the regions are highlighted: lack of investment resources necessary for the development, modernization and technical support of the normal operation of the energy complex; financial instability of ensuring the functioning of the energy complex, provision of fuel resources, materials and components to support technological processes, stability of payment of all current costs; breach of economic ties; inefficient use of fuel and material resources; excessively high prices for fuel and material resources; high levels of monopoly of producers, suppliers and distributors of energy and fuel resources; technical constraints arising from lack of funds; imbalance of production and consumption (FER), shortage of energy capacity, insufficient network capacity. The main characteristics of the energy security system of the regions, which should be emphasized in the formation of the management mechanism: energy saving as a characteristic of organizational and technical policy of energy security in the framework of social responsibility of the subjects; energy efficiency as a characteristic of economic policy to ensure the optimal balance of energy supply and energy intensity and energy consumption of production systems; energy competitiveness as a characteristic of political regulation of consumption of energy resources of the region. The mechanism of energy security management of regions, which should be based on the most important principles and their combination, is analyzed.

In the paper the scales of implementation of strategic threats to energy security are compared for different time stages. The main factors affecting the strengthening or weakening of these threats are shown. The estimation of the country’s total needs in primary energy resources and the required volumes of gas to fully cover these needs (taking into account the capabilities of other energy systems of the fuel and energy complex) is made. The total possible levels of Russian gas exports for the future are estimated. The possibilities of fuel and energy complex industries for the perspective satisfaction of the needs of domestic and export consumers are considered in detail.

One of the most important goals of the energy industry is to ensure a shortage-free and reliable energy supply to consumers. To achieve this goal, it is necessary to assess the level of energy security of the fuel and energy complex (FEC) of the country. For these purposes, it is proposed to form a model of the energy system that would take into account the peculiarities of all process flows that take place in it. For this purpose, we conducted a review of Russian and foreign studies in the field of modeling of the FEC in the course of the work. The main result presented in the article is a methodology for the building of a unified model of the fuel and energy complex to assess the level of energy security.

В работе представлен алгоритм проведения вычислительного эксперимента на примере реализации одной из угроз энергетической безопасности «Недостаток инвестиций в отрасли энергетики» с использованием когнитивных и экономико-математических моделей. Рассмотрены особенности включения инвестиционной составляющей в модель оптимизации вариантов развития ТЭК с учетом энергетической безопасности. Представлена когнитивная модель для анализа угрозы «Недостаток инвестиций в отрасли энергетики». Дается описание ПК ИНТЭК-А, обеспечивающего возможность интеграции когнитивных и математических моделей. The paper presents an algorithm of computational experiment on the example of the implementation of one of the threats to energy security "Lack of investment in the energy sector" using cognitive and economic-mathematical models. The features of the inclusion of the investment component in the model of optimization of options for the development of the fuel and energy complex, taking into account energy security, are considered. A cognitive model for analyzing the threat “Lack of investment in the energy sector” is presented. The description of PC INTEC-A, which provides the ability to integrate cognitive and mathematical models, is given.
