Article 33 paragraph (3) of the 1945 Constitution which reads Earth, water and natural resources in it are controlled by the State and used for the greatest prosperity of the people. This article is one of the foundations for the birth of a law on basic agrarian principles. In the UUPA, land rights include property rights, rights to build, right to cultivate, use rights and other rights.So far, people in Indonesia control land with the status of ownership rights and building use rights. The strongest and most fulfilled status of land a person has is only property rights. Meanwhile, the right to build only has a certain period. We chose a place of service in the village of Satria Jaya because in this village there is a housing complex, namely Perum Graha Prima which is intended for Civil Servants and Members of the Indonesian National Army who are certified Building Use Rights. Most of the residents in this housing do not know how to qualify and how to change their rights position. From building use rights to ownership rights.  So that giving understanding to the community about the importance of property rights and how to improve the position of land rights is a solution given to local communities. The implementation of community service activities is carried out virtually by using the Zoom application. Where the resource person delivered material about Property Rights, Building Use Rights and the process of increasing the status of land rights.ABSTRAK:Pasal 33 ayat (3) Undang-undang Dasar 1945 yang berbunyi Bumi, air dan kekayaan alam di dalamnya dikuasai oleh Negara dan dipergunakan untuk sebesar-besarnya kemakmuran rakyat. Pasal tersebut sebagai salah satu landasan lahirnya undang-undang tentang peraturan dasar pokok-pokok agraria (UUPA). Dalam UUPA hak-hak atas tanah meliputi hak milik, hak guna bangunan, hak guna usaha, hak pakai dan hak lainnya. Sejauh ini, masyarakat di Indonesia menguasai tanah dengan status hak milik dan hak guna bangunan. Status tanah yang terkuat dan terpenuh yang dimiliki seseorang hanyalah hak milik.  Sedangkan hak guna bangunan hanya mempunyai jangka waktu tertentu. Kami memilih tempat pengabdian di desa Satria Jaya karena di Desa ini terdapat Perumahan yaitu Perum Graha Prima yang diperuntukkan bagi PNS dan Anggota TNI yang bersertifikat Hak Guna Bangunan (HGB). Hampir sebagian besar penduduk di perumahan tersebut tidak mengetahui bagaimana persyaratan dan caranya untuk merubah status hak dari Hak Guna Bangunan menjadi Hak Milik. Sehingga pemberian pemahaman kepada masyarakat tentang pentingnya hak milik serta bagaimana peningkatan status hak katas tanah menjadi solusi yang diberikan kepada masyarakat setempat. Kegiatan pelaksanaan pengabdian dilakukan secara virtual dengan mempergunakan aplikasi Zoom. Dimana narasumber menyampaikan materi tentang Hak Milik, Hak Guna Bangunan dan proses peningkatan status hak atas tanah

This research is related to the Basic Agrarian Law which regulates land rights including property rights by registering the rights to their land to obtain ownership rights intended for maintain legal certainty and legal protection for holders of property rights over land. For this reason, it is important to socialize the importance of registering uncertified land to become certified land for legal certainty and protection of holders of property rights on the land to avoid land problems in the community. For this reason legal certainty and protection are needed so that the status of land owned by the people is clear as well as all actions taken relating to the land such as transfer, inheritance, transfer of rights, revocation / exemption and abolition of the land rights. With the certificate, the government has a definite role to provide legal protection to the  holders of property rights because the certified land has been registered at the landoffice and it becomes an obligation for the government to protect it. Keywords: Legal Certainty and Protection, Holders of Certificates of Ownership,  Agrarian Basic Law.

Tanah merupakan faktor yang sangat penting dalam kehidupan masyarakat. Selain sandangdan pangan, manusia juga membutuhkan tanah sebagai tempat tinggal mereka. Untukmemberikan kepastian hukum dan menjamin kepemilikan tanah kepada pemegang hak atastanah, maka mereka harus mempunyai bukti yang disebut sertipikat. Bahwa rumah tinggaldiperlukan masyarakat, maka tanah digunakan sebagai rumah tinggal dari status HakGuna Bangunan menjadi Hak Milik untuk rumah tinggal. Masalah yang dikaji dalampenelitian ini adalah bagaimana pelaksanaan peningkatan Hak Guna Bangunan menjadiHak Milik untuk rumah tinggal di Kantor Pertanahan Kabupaten Karawang? dan apa sajasyarat-syarat yang harus dipenuhi dalam pendaftaran peningkatan Hak Guna Bangunanmenjadi Hak Milik untuk rumah tinggal?. Berkaitan dengan masalah tersebut, penelitianini bertujuan untuk mengetahui pelaksanaan peningkatan Hak Guna Bangunan menjadiHak Milik untuk rumah tinggal di Kantor Pertanahan Kabupaten Karawang. Metodependekatan yang digunakan dalam penelitian ini adalah Yuridis empiris yaitu pendekatanyang menitik beratkan pada pengumpulan data dari studi lapangan sebagai data utama danstudi kepustakaan sebagai data pelengkap. Adapun hipotesa dari penulis adalah perihalpelaksanaan Peningkatan Hak Guna Bangunan menjadi Hak Milik adalah seringditemuinya pemohon yang mendaftarkan peningkatan dengan berkas yang kurang lengkapdikarenakan kurangnya pengetahuan terkait proses tersebut sehingga menunda prosespeningkatan hak dan membutuhkan waktu yang lama. The problem examinedin this study is how to implement an increase in Building Use Rights to Property Rights forresidences in the Karawang Regency Land Of ice? and what are the conditions that must bemet in registering an increase in the Right to Build into Ownership Rights for residences?In connection with these problems, this study aims to determine the implementation of theincrease in Building Use Rights to Property Rights for residences in the Karawang RegencyLand Of ice. The method of approach used in this study is empirical juridical, which is anapproach that focuses on collecting data from field studies as the main data and librarystudies as supplementary data. The hypothesis of the author is that regarding theimplementation of the Improvement of Building Rights to Ownership Rights, it is often thecase that an applicant registers an increase with an incomplete file due to lack ofknowledge related to the process, thus delaying the process of increasing rights and takes along time. The objectives of this research are: (1) to study and analyze the status of ownership of a modern shopping center or mall upon some tenure individual rights. (2) to study and analyze the process of grantingownership rights for apartment unit.The method used in this research was normative, that is, a legal research which was based on legal materials obtained from literature that examined legal norms related to the issue of providing ownership rights for apartment units upon some building rights.Based on the results of research and discussion, it can be concluded as follows: (1) PT. G.U. that wanted to have its apartment units certified for ownership had constraints by the absence of  implementation guidelines of Law No. 16 of 1985 (now Act No. 20 of 2011). (2) The principle of horizontal separation is the opposite of attachment principle which states that buildings and plants are integrated to land. (3) In planning the development of apartment, developers of the construction should first pay attention to the layout of the area of city/ county. (4) The construction of a housing project must meet some requirements, they are: administrative requirements, technical requirements and ecological requirements. (5) Prior to certificate of ownership registration upon an apartment unit, certificate of land rights either in the form of property rights, the right to use the land for building and the right to use and manage the land. (6) In the Act of Apartment, if it does not meet the provisions of these rules, there are some sanctions to be given. Every citizen has the right in law and justice, because of that the government made Law number 16 of 2011 concerning Legal Aid to protect its citizens in the event of a disaster that befalls the community. The purpose of community service is more focused on the people or villagers, while the other objectives of this counseling are the parents who can add information related to the process of handling criminal acts and how to follow up in the event of a crime. The method used is by way of lectures and discussions then ends with questions and answers. The results obtained from this community service are more sensitive people and know how the criminal proceedings associated with brands, patents, business licenses, taxes, illegal fees, financing or financing agreements with third parties and legal assistance and response to legal issues in particular those in connection with various threats to criminal acts at this time, it is expected that with the dedication to this community, parents can become equipped in protecting their families from various possibilities related to criminal acts and legal aid.Keywords: Legal Aid, Prevention, Socialization�AbstrakSetiap warga negara mempunyai hak dalam hukum dan keadilan, oleh kerana itu pemerintah membuat Undang-Undang nomor 16 Tahun 2011 tentang Bantuan Hukum untuk melindungi warganya dalam hal terjadi musibah yang menimpa masyarakat. Hasil yang diperoleh dari pengabdian kepada masyarakat ini yaitu masyarakat lebih peka dan mengetahui bagaimana proses tindak pidana yang terkait dengan� merek, paten, izin usaha, pajak, pungutan liar, perjanjian pembiayaan atau pendanaan dengan pihak ketiga dan bantuan hukum serta respon terhadap permasalahan hukum khususnya yang berkaitan dengan berbagai acaman tindak pidana pada sekarang ini, diharapkan dengan adanya pengabdian kepada masyarakat ini para orang tua dapat menjadi bekal dalam menjaga keluarganya dari berbagai kemungkinan yang terkait dengan tindak pidana dan bantuan hukum.Kata Kunci: Bantuan Hukum, Pencegahan, Sosialisasi.

Intellectual property rights (IPR) have been defined as ideas, inventions, and creative expressions based on which there is a public willingness to bestow the status of property. IPR provide certain exclusive rights to the inventors or creators of that property, in order to enable them to reap commercial benefits from their creative efforts or reputation. There are several types of intellectual property protection like patent, copyright, trademark, etc. Patent is recognition for an invention, which satisfies the criteria of global novelty, non-obviousness, and industrial application. IPR is prerequisite for better identification, planning, commercialization, rendering, and thereby protection of invention or creativity. Each industry should evolve its own IPR policies, management style, strategies, and so on depending on its area of specialty. Pharmaceutical industry currently has an evolving IPR strategy requiring a better focus and approach in the coming era. The protection of inventions with patents in the pharmaceutical industry have a specific role in the development of society and represent one of the drivers of economic development. The license agreements are considered as one of the most common types of transfer of industrial property rights. The right holders often transfer their rights to patents by concluding licensing agreement. While the patent license may give the license a right to use the technology many license agreements have provisions for the transfer of know-how in addition to the patent.

ABSTRACTBali Provincial Regulation Number 3 of 2001 which has been amended by Bali Provincial Regulation number 3 of 2003 concerning Desa Pakraman article 9 paragraph (5) explicitly states that land owned by Pakraman village of Bali cannot be certified in the personal name and Decree of the Minister of Agrarian Affairs and Spatial Planning / Head of National Land Agency Number 276 / Kep-19. 2 / X / 2017 concerning the appointment of Pakraman Village in the province of Bali as the subject of communal ownership rights designates the pakraman village as the subject of joint ownership rights. This brings polemic related to the existence of the village Druwe's land rights. Then the focus of this research is whether the conversion of Druwe Village Rights Into Property Rights According to Article II Provisions for Conversion of the Basic Agrarian Law (UUPA) is in accordance with the law. How should the conversion of Druwe Desa rights to land rights according to the LoGA. as for the research methods used Normative law research (normative law research). The approach used. Statute Approach and Historical Approach. The results of this study are found. Conversion of Village Druwe Rights to Property Rights According to Article II, the Conversion Provisions for the Basic Agrarian Law (UUPA) are not in accordance with the law, because the rights of village druwe with ownership rights do not have in common or similarities either with respect to the subject of the holder of his land rights or the authority of the holder of his right, so that conversions cannot be carried out. This is reinforced by article 9 paragraph (5) of the Regional Regulation of the Province of Bali Number 3 of 2001 which has been amended by the Regional Regulation of the Province of Bali number 3 of 2003 concerning Desa Pakraman regarding land owned by the village of pakraman in Bali cannot be certified in the personal name and the Decree of the Minister of Agrarian Affairs Spatial Planning / Head of National Land Agency Number 276 / Kep-19. 2 / X / 2017 concerning the appointment of Pakraman Village in the province of Bali as the subject of communal ownership rights.

Indonesian citizens who have transferred citizenship due to mixed marriages with other citizens who obtain property rights due to inheritance should be obliged to relinquish this right within one year. If it is not released then the right is lost because the law and the land fall to the state. However, in reality some of these property rights have not been released. This research is formulated to determine the status of land ownership rights that are not released by heirs who become foreign nationals and to find out the legal efforts taken by heirs who have transferred citizenship to become foreign citizens in releasing their ownership rights over land acquired due to inheritance. The research method used in this research is normative legal research method. The results showed that the status of land ownership rights that were not released by heirs who became foreign citizens was lost due to the law. This occurs after a period of one year, and the land becomes State land. Then, the legal effort made by the heirs in releasing ownership rights over the land obtained due to inheritance is to apply for more Indonesian citizenship or to remain a foreign citizen residing in Indonesia, so after one year they can obtain use rights or transfer of property rights. It can be done through buying and selling.

The certificate is a proof of ownership that is strong, this certificate comes from land rights which are the right to use and exploit the land which it occupies. Rights to land are also divided into Property Rights, Cultivation Rights, Building Use Rights, Use Rights, Rental Rights for Buildings, Use Rights and Temporary Land Rights. In this case the author will only explain the ownership rights related to legal issues, namely the right of ownership. Property rights are the strongest and most complete rights that humans can have. This right is obtained based on land registration. Own land registration is carried out by the authorized party, namely the National Land Agency. But in this case on the island of Pari, the certificate was declared maladministration by the ORI which caused the author to write about the validity of the certificate of land ownership based on law. With the formulation of the problem, how is the validity of the Certificate of Property Ownership according to uupa and Government Regulation Number 24 of 1997 related to the statement of maladministration by the ORI? and What are the legal consequences for certificate holders due to the administrative maladministration? By using explanatory research methods. In this case the researcher gets the result that in the process of land registration the measurement process is not carried out which is one of the requirements to obtain physical data and there is no announcements must be made because to provide an opportunity to file an objection.

The traditional cuisine is usually full of flavors and is typical of certain regions. An example is a Puluik pucung in Kuantan Mudik. Puluik Pucung has only been made to fill the event, even though the potential to be marketed commercially is quite high. This empowerment activity is carried out in Kuantan Mudik Subdistrict, Kuantan Singingi Regency. The target of this activity is the village apparatus, the people of Kuantan Mudik Village who have the ability to make the Puluik Pucung. The purpose of the community empowerment activities are to form the variety of flavors and ways of developing and marketing the puluik pucung, and finding suitable media as a means of developing and marketing. The results of community service can be seen from the ability of the participants' understanding of the material presented was very good as seen from the questions presented at the discussion session. Participants are able to absorb and respond to the material presented by the extension team related to the potential for development and marketing of puluik pucung. This activity also provides knowledge to participants about the right and correct ways to develop the potential of other traditional cuisines to be known and likely by outside communities.
