As a result of research into the state of the housing stock in Kiev and the prospects for its reconstruction, the main levels of implementation of eco-energy-efficient measures have been identified, taking into account the increasing cost / effectiveness ratio, which will include problem assessment, optimizing energy costs, eco-energy efficient housing reconstruction, application of innovative technologies. Based on the national and international experience of reconstruction and overhaul, the 6E concept is proposed, which focuses on energy efficiency, environmental safety, economy, ecology, ergonomics and aesthetics of the reconstruction process. Compliance with the basic requirements of eco-energy efficiency in the process of housing reconstruction will ensure the comfort of residents and will improve the level of environmental safety of our country. Introduction of the principles of energy efficiency in the process of reconstruction of housing stock is an integral part of Ukraine's environmental and national security, as it ensures a reduction in the negative impact on the environment and people, and also significantly reduces the waste of the construction industry.

Indartono, in paper use of alternative fuel gas for a motor vehicle fuel oil explain that in many ways energy efficiency can also be more than just preservation. Energy efficiency is an attempt to reduce the use of petroleum materials and the selection of alternative fuels. Improved energy efficiency is also an environmental demands, because it can reduce air pollution, acid rain control the incidence and protect the earth from global warming, which may occur due to buildup of carbon dioxide in the atmosphere. One of the alternative fuel is CNG. In motor vehicles, CNG usage advantages include lower price, the exhaust gas is cleaner burning results and the potential source is still very large. Keywords: energy efficiency, fuel, CNG

In many industrial processes, cooling with brines is preferable to cooling with an evaporating refrigerant. For medium and high temperatures (above about −35°C/−30°F), aqueous solutions of calcium chloride, sodium chloride, ethylene glycol, propylene glycol, and methanol have typically been used. For very low temperatures (down to about −80°C/-110°F) halocarbon refrigerants methylene chloride and trichloroethylene have generally been used. In recent years, both methylene chloride and trichloroethylene have come under increasingly strict regulation because of their toxicity. While many plants continue to use these brines, most are searching for alternates. This study was begun in response to the needs of a plant that was replacing methylene chloride with aqueous calcium chloride. The high viscosity of the calcium chloride brine caused design and operational problems. The above-mentioned brines, as well as aqua-ammonia, polydimethylsiloxane, and d-limonene, were compared for cost, toxicity, flammability, environmental safety, and energy efficiency. The energy efficiency comparison included comparisons of heat transfer coefficient, mass flow rate, volume flow rate, frictional pressure drop, inertial pressure drop, and pumping power. The comparisons indicated that aqua-ammonia was the best choice as a replacement for methylene chloride and trichloroethylene in some temperature ranges.

Industrialisation is trending manufacturing revolution vector, an urgent task is to increase the energy efficiency and environmental safety of small-volume furnaces processes, which are widely applied in the agricultural industry, asphalt concrete plants, etc. In many countries, there are practically no working coal mines or open-pit mines left. However, in a number of regions, coal waste remained in the form of coal dust, ash or in the form of sludge. Utilization of coal dust by preparation of coal-water fuel (CWF) with subsequent combustion of the mixture is currently being applied as the most suitable method. The article discusses improvement of the technology for the preparation of coal-water fuel by applying the effects of hydrodynamic cavitation and adding waste from the livestock complex.

The article substantiates the relationship between environmental safety and energy efficiency – as the main components on the way to sustainable development of society. The existing approaches to defining the essence of environmental safety are considered, its characteristic features are detailed, the basic practical principles of its provision are substantiated, and promising directions for the further development of the international environmental safety system are shown. The general scheme of the organization of the ecological safety system in the normal state of the environment is presented, which should be based on three components: control, regulation and implementation of safety measures. It is shown that maximum efforts should be directed to making management decisions based on the analysis of existing risks and forecasting new potential threats, which are an integral part of human activity. An important stage in a productive management system is the use of the best available technologies, which does not require strict regulation of activities and provides the freedom to choose ways to achieve this goal, based on the latest technological and technological solutions. organizational developments and their successful combination. Competitive advantages and a number of disadvantages from the introduction of an environmental management system at an enterprise, in particular in the energy sector, have been substantiated. The article presents the main laws of Ukraine in the field of environmental safety, as well as the state standards of Ukraine in the series of international standard ISO 14000. The main stages of management in the field of environmental safety, based on the Shuhard-Deming cycle, are summarized and presented in the model of the environmental safety management standard DSTU ISO 14001:2015.

This study was compiled from the results of various researches performed on using diethyl ether as a fuel or fuel additive in diesel engines. Three different techniques are used, the reduction of the harmful exhaust emissions of diesel engines. The first technique for the reduction of harmful emissions has improved the combustion by modification of engine design and fuel injection system, but this process is expensive and time-consuming. The second technique is the use of various exhaust gas devices like catalytic converter and diesel particulate filter. However, the use of these devices affects negatively diesel engine performance. The final technique to reduce emissions and also improve diesel engine performance is the use of various alternative fuels or fuel additives. The major pollutants of diesel engines are nitrogen oxides and particulate matter. It is very difficult to reduce nitrogen oxides and particulate matter emissions simultaneously in practice. Most researches declare that the best way to reduce these emissions is the use of various alternative fuels i.e. natural gas, biogas, biodiesel, or the use of fuel additives with these alternative fuels or conventional diesel fuel. Therefore, it is very important that the results of various studies on alternative fuels or fuel additives are evaluated together for practice applications. Especially, this study focuses on the use of diethyl ether in diesel engines as fuel or fuel additive in various diesel engine fuels. This review study investigates the effects of diethyl ether on the fuel properties, injection, and combustion characteristics.

The current state of environmental safety in Russia is described in the article. It is shown that the regulatory documents related to environmental safety are not fully harmonized. The article analyzes the results of social surveys of the population, reflecting the importance of the environmental situation in their places of residence. The shortcomings in the implementation of economic and institutional policies affecting environmental safety are considered. Based on the current environmental situation, the goal and priorities in the field of environmental safety are formulated. It is proposed to improve the legislation in the field of environmental protection and environmental management, taking into account the support for the development of environmentally friendly technologies and products. The economic stimulation of environmental safety, including the rationale for the use of ecological and economic criteria for economic decisionmaking is considered. The ways of creating the industry of utilization of harmful waste taking into account the union of the enterprises for production of the equipment for waste processing, the enterprises for waste processing and also the subjects applying waste and products of their processing as raw materials in technological processes are offered. The article considers the ways of increasing the energy efficiency of buildings and the impact of this increase on environmental safety, including the rationale for improving the energy efficiency of buildings by reducing the need for electricity and heat. The organizational measures of ecologically safe “green” economic growth are proposed taking into account the analysis of the best foreign practices. It is shown that the success of “green” growth in South Korea is due, in particular, to the political will of the country's leadership. It is proved that progressive provision of ecological safety is possible only on the way of system transformations in ecological and economic development of Russia.
