Economic and legal approaches to balancing the development of the transport and logistics system

The globalization of market relations has given impetus to the rapid development of the transport and logistics system, which has led to its imbalance. Therefore, there is a need to develop economic and legal approaches that will balance the development of this system. The purpose of the academic paper is as follows: to reveal the factors creating an imbalance in the development of the transport and logistics system and establish economic and legal aspects that balance the transport and logistics system. To achieve the goal outlined, the following methods have been used, namely: statistical analysis, element-theoretical, correlation, factor analysis, generalization and analogy. It has been established that the factors directly affecting the development of the transport and logistics system are the level of development of transport infrastructure and customs conditions. A causal relationship between investment in transport infrastructure and income from freight traffic by various types of transport in individual EU countries has been proven. It has been established that the creation of simplified conditions of customs clearance and its electronicization contributed to balancing the development of the transport and logistics system. The legal and economic approaches in balancing the transport and logistics system of individual EU countries have been highlighted, which consist in the development of general and special strategies and their financing. Along with this, they involve the adoption of legislation, providing for the development of infrastructure, the introduction of innovative technologies, and the improvement of the internal logistics network. Such network includes an information base on the cargo service provider, recipient, ease and accuracy of cargo tracking, a simplified customs clearance system, including through electronic filing of declarations, as well as attracting investments in the implementation of the legal regulations outlined.

With the rapid development of the logistics market, the construction of an efficient “channel + hub + network” logistics system, that is, a hub-and-spoke logistics network, is of great importance to enterprises. In particular, how to reduce costs and increase efficiency in both the construction of network facilities and actual operations, and to formulate reasonable prices for the logistics service needs in the entire market are crucial strategies and decisions for enterprises. Under such a background, this article starts from the perspective of duopoly logistics enterprises that jointly build networks and allow the transfer of surplus capacity and carbon credits, and studies the hub-and-spoke logistics network design that also considers the relationship between service pricing and co-opetition. Considering the corporate profit and difficulty of implementation as a whole, the co-opetition is a better choice than the complete competition and perfect cooperation. In addition, the remaining capacity of the company, the transfer of carbon credits, the joint construction and sharing of hubs, and strategic cooperation in the area of corporate common pricing under the price framework agreement are conducive to the realization of an increase in corporate operating profits, a better market share and more favorable pricing.

The article analyzes legal aspects of institutes of corporate governance. Different draft laws "On Joint-Stock Companies" are considered which reflected interests of separate groups of participants of market relations. Stages of property redistribution are outlined. The advantages of the model of the open joint-stock company are formulated. Special attention is paid to the demand for legal institutes of corporate governance as well as to the process of accepting the Federal Law "On Entering Amendments to the Federal Law "On Joint-Stock Companies"" which was enacted in 2002. The article contains proposals directed at improvement of corporate legislation.

The transition of a city to the «Smart city» level is a socio-technical process: first, the transi-tion includes technical and technological changes, and second, since the city is a social system, this process considered from the point of view of users who influence the development of certain types of services and devices for their provision. This article examines the process of digitalization of the city and transport infrastructure in particular. To fulfill the goal set for the transport infrastructure - complete, timely and high-quality transport services for the population, it is necessary to solve a whole range of tasks that are associated with the further development of market relations and improving the efficiency of the transport complex.

The aim of this article was to assess the efficiency of the utilization of public funds for climate neutrality. It was concluded that the data gathered in public statistics are not adapted to current challenges and hinder the direct measurement of climate policy objective implementation progress. Due to that, an innovative approach to public intervention efficiency analysis was proposed for the sake of decreasing CO2 emission in 27 European Union (EU) countries, based on Data Envelopment Analysis (DEA) method and soft modeling. Statistical data are derived from the Eurostat database and pertain to the years 2005–2019. It was demonstrated that activity efficiency of the particular EU countries on climate neutrality varied and that together with the increase in public funds spent on environmental protection, the growth of effects in the field of reaching climate neutrality objectives was not observed. The greatest positive impact on achieving climate neutrality objectives was revealed for activities connected with building renewable sources of energy (RES) and there was no correlation detected for expenditures connected with transport infrastructure, which means that public funds used for their construction did not influence climate neutrality. It was established that, in the analyzed period, the decisions on allocating public funds were not taken on the basis of the expected amount of reduction in relation to the volume of outlays. In order to track the reasons for detected inefficiency, 52 projects were analyzed within the case study, which covered 3738 investments in the replacement of heating sources in one region of Poland. It was revealed that the efficiency of those investments varies; however, due to the full availability of data of the acquired results and outlays devoted to them, a synthetic index of efficiency measurement was established that presents the amount of CO2 reduction for EUR 1. When comparing the analyses carried out on macro and micro scales, it was observed that on the scale of the EU, there is a lack of uniform measurements or benchmarks of projects in the field of CO2 emissions reduction. Meanwhile, from the whole EU’s perspective, it should be reasonable to undertake projects with the highest economic efficiency, irrespective of political and geographical aspects. The results obtained should be utilized by decision-makers to elaborate reference methodologies and good practices in order to successfully implement climate objectives and especially the Energy Performance of Buildings Directive (EPBD). What should be established are universal, on the EU scale, measurements and rules for gathering and counting data as well as benchmarks for the particular project types.

Increased frequency of disasters keeps reminding us of the importance of effective resource distribution in postdisaster. To reduce the suffering of victims, this paper focuses on how to establish an effective emergency logistics system. We first propose a multiobjective optimization model in which the location and allocation decisions are made for a three-level logistics network. Three objectives, deprivation costs, unsatisfied demand costs, and logistics cost, are adopted in the proposed optimization model. Several cardinality and flow balance constraints are considered simultaneously. Then, we design a novel effective IFA-GA algorithm by combining the firefly algorithm and genetic algorithm to solve this complex model effectively. Furthermore, three schemes are proposed to improve the effectiveness of the IFA-GA algorithm. Finally, the numerical results provide several insights on the theory and practice of relief distribution, which also illustrate the validity of the proposed solution algorithm.

The paper analyses tourism potential and rural tourism of the Municipality of Andrijevica. Existing tourism and recreation supply is not sufficiently developed and affirmed nor organized and connected both within the scope of the Municipality and with the neighbouring municipalities. One of the prerequisites for tourism development might be good transport infrastructure. However, in the territory of the Municipality of Andrijevica is not adequate. On the territory of the Municipality of Andrijevica, natural and anthropogenic values are distinguished group deployment and characteristics of complexity and complementarily. Natural values are particularly come to the fore, if we know that modern tourism trends emphasize the value of untouched nature. Marketing affirmation of the Municipality of Andrijevica is one of the most important processes that represent a momentum for its tourism development. In this sense, all kinds of tourism propaganda must be enhanced, which affirmed the value of tourism (for example the eco-pasture Štavna), which would lead to a more comprehensive tourism development that would provide a profitable economic performance. Particularly it is very important to encourage and support rapid development of economic activities in rural areas and development of human resources. Furthermore, the economic progress and independence rural settlements of the Municipality of Andrijevica must be improved in accordance with the ecological principles and sustainable development in rural development. In finding a new identity and direction of development of the rural economy, the Municipality of Andrijevica must accept new trends in Europe and the countries that have been through a period of transition, in terms of adapting and complementing so far the role of villages and rural areas within diversified supply and the introduction of tourism as one the essential activities. Such guidelines already exist in spatial and urban plans of the Municipality of Andrijevica, starting as of 2010

The article considers the strategic guidelines of the logistics activities of poultry enterprises. It is noted that the strategies of minimizing logistics costs and investing in the logistics network, maximizing and improving logistics services, maximizing income and profits, increasing the competitive advantages of the enterprise, logistics outsourcing are the most widely used logistics strategies. It is proved that the purpose of creating a logistics system is to harmonize the interests of producers, suppliers and consumers. It is established that an important factor in improving the strategic activities of the enterprise is the introduction of the principles of distribution logistics. This concept involves the use of a systematic approach and integrated planning, as well as management of the entire flow of feed, materials, breeding and commercial poultry products in various areas from suppliers, through manufacturers of breeding and breeding products, distribution centers, to the final individual and corporate consumers of poultry products. The main stages of the business process of integration of a poultry enterprise in the supply chain are schematically shown. The necessity of introduction of new, more progressive forms of service in the process of goods movement can be achieved. The need to use regional distribution centers of poultry enterprises in the supply chain, which will significantly reduce the cost of delivery of their products through the formation of optimal transport batches of products from different manufacturers, its packaging and labeling.

The main problems of transport infrastructure of cities are the problems of interaction of different types of transport, optimization of route flows, technical backwardness, low capacity, low speed of travel on public transport, low comfort for passengers. Currently, this is complicated by the constant growth of population and the number of cars, which invariably results in the need for optimization of an urban logistics system. A comprehensive solution to the problems presented can be the building of a network of transport hubs as a new stage in the implementation of transport reform. The article analyzes the transport infrastructure of Yekaterinburg. Based on the ABC analysis of passenger traffic, a method has been developed to identify the stopping points of the route network, which can later be transformed into transport hubs. The optimal logistics system of Yekaterinburg has been formed, consisting of three transport and logistics hubs: “Bus terminal”, “Railway station”, “Professors’” (Professorskaya).

In the coming years, the number of tourist trips from and within the European Union can be expected to grow, as a result of ongoing integration processes, and also because it is becoming simpler and cheaper to travel. According to the WTO, tourism will grow at a moderate rate of four per cent annually in average, and by 2020 the number of tourist arrivals worldwide will reach 1.6 billion, of which 717 million tourist arrivals will be to Europe. Out of this number, more than half a million will be to present-day EU countries. Given the EU’s continuing enlargement, clearly this number will continue to increase, and with it the global importance of the EU. The EU’s tourist policy in the years to come will increasingly become better, more imaginative and more efficient. Regardless of the unchanging subsidiary principle, this policy will continue to develop, gradually adapting to new opportunities. The principles of the sector tourist policy are already being carried out in practice by all EU members, and any country aspiring to become a part this association will not only need to incorporate these principles, but respect them as well. Croatia is one of the countries which has embraced this orientation in tourism and it is aiming to address this “European challenge” at the level of market relations, taking efforts to avoid the pitfalls and threats of tourism marginalisation, given the harsh competition and protectionist measures existing within the EU.

The importance of reverse logistics and product recovery is evident in various industries as well as in current UNESCO sustainable development goals. This includes plastics and recycling with the former “contributed” significantly towards environmental issues and the latter being one of the primary solutions. The motivations of its implementation are generally divided into legal, economic, and socio-environmental factors. One of the crucial components of plastics recycling and a reverse logistics system is product return channels. The success of other components especially the recovery operations depends on the effectiveness of the return channels. Although numerous investigations on product return channels have been carried out, research on some critical aspects remains wanting. This study presents a review that highlights this deficiency, depicts relevant research development on product return channels, decision-making issues, and direction for future research. At the end of the study, the authors propose a new closed-loop logistics network and future research framework propositions.
