Urgency of the research. One of the most urgent topics for the development of a modern economy is the provision of security at various levels. In the conditions of instability of socio-economic development, political system, military con-flicts and activization of the terrorism threat the issue of the formation of effective mechanisms of state regulation of the security of economic systems are of particular relevance. Target setting. The instability of the environment, the problems of financial and economic security, the social unrest, the problems of terrorist threat, hybrid and local military con-flicts significantly reduce the potential for tourism development. Consequently, it is advisable to determine the possibili-ties of ensuring the safety of tourists with the mechanisms of state regulation in order to ensure the preconditions for the development of the world tourism industry. Actual scientific researches and issues analysis. The main source of static information for analyzing problems and prospects for tourism development is the World Tourism Organization [1]. The main legal document which regulates tour-ism activity in Ukraine is the Law of Ukraine "About Tourism" [2]. The analysis of literature is presented in works [3-10]. Uninvestigated parts of general matters defining. The issue of building an effective state policy at the global and national levels, aimed at the safety of tourists and the development of the tourist industry in an unstable and constantly changing environment hasn’t been decided. The research objective. The purpose of the research is to form the effective mechanisms of security system for tourists, which will contribute to the development of the tourism industry on the global level. The statement of basic materials. The problem of ana-lyzing the impact of the safety factor on the development of tourism is researched. Possible ways of providing an effective system of tourism security of the tourism industry through the implementation of global mechanisms of the state policy of tourism development are analyzed. Conclusions. As a result of the research, the relevance of the topic of tourist safety is identified as one of the main ele-ments for increasing the level of development and realization of tourism potential.

This article represents current tendencies stemming from collapse in the price of oil, devaluation of the national currency, bilateral international sanctions after the accession of Crimea and events in Ukraine, the aggravation of political situation and closure of the main areas of outbound tourism, namely Turkey and Egypt. Such negative situation for the country in whole has some positive aspects of the impact on internal tourism development, especially in regions with favorable climatic conditions and developed material basis for the tourism industry. Primarily Kuban is among these regions. The region for decades has been asserting as a tourism and recreation complex with a unique specialization in sanatorium-and-spa treatment. It has great social and economic potential, developed infrastructure, natural conditions for the international specialization in tourism and for high-quality rest and treatment of Russian citizens. However, the analysis showed that advances in this direction are insufficient. Even with the favorable impact of external factors many development indicators of the region’s tourism industry in the pre-crisis time are lower than in 2005. The high cost of services that is beyond reach for many Russian citizens is one of the important obstacles for tourism development. Hotel services and usage of the sports infrastructure in Sochi and Krasnaya Polyana are more expensive than in foreign resorts, but are inferior in services, for example, to Austrian Innsbruck. The state regulation of the tourism industry, definition of the strategic objectives and development of mechanisms to achieve them are in need. Spontaneous development of the complex can cause damage and prevent to use region’s temporary factors and advantages in a difficult period for the country.

The article examines the role of the tourism industry in creating new jobs in the regions and increasing the welfare of the population. The multiplicative effect of the tourism industry is expressed in the active development of related sectors of the national economy. The spillover effect of tourism spending on the region’s economy can be estimated using an “input-output” model. The paper provides an algorithm for determining the impact of changes in tourism spending on gross output by industry, income and employment in the region. Studies have shown that the development of tourism in St. Petersburg leads to an uneven formation of output, income and employment in various sectors of the region’s economy. The development of the concept of sustainable tourism development should be based on an assessment of the socio-economic state and prospects for the development of the tourism industry. The methodology, which includes an assessment of the resource and throughput potential, is most fully consistent with the principles of the concept of sustainable tourism development. Application of the World Bank methodology for the development of the adjusted net savings index. It allows you to internalize the external costs of economic activity associated with negative impacts on ecosystems and public health, which are an underestimated value in models of sustainable tourism development. The combination of this methodology with traditional multifactor models for assessing the level of tourism development will allow a more targeted approach to the choice of mechanisms and objects of state regulation at the regional levels within the framework of indicative planning.


Turkey has a high level of competitiveness and prerequisites for reaching the leading positions on the world stage of tourist services. It is a result of the effective state tourism policy, which ensures the stable functioning of the organized national market of the tourism industry. Therefore, the analysis of the state regulation of the tourism sphere based on the experience of Turkey is relevant and can contribute to the overcoming of the disadvantages and to the development of strong and unique aspects of tourism national market.The subject of research of the article is the state regulation of tourism in Turkey, which can become an example for the development of tourism in Ukraine. The goal is the analysis of the state regulation of the tourism sphere in Turkey and the development of proposals for improving the state tourism management policy in Ukraine. The objectives are to research the tourism development and the state regulation in Turkey and Ukraine, to determine the possibilities of adaptation of the Turkish Republic experience in practice of the domestic tourism. General scientific methods are used, such as system analysis – to determine the peculiarities of the state regulation of tourism in the Republic of Turkey and in Ukraine, comparative analysis– to characterize the recreational resources, tourism infrastructure, statistical analysis– to review the dynamics and patterns of the tourism development in Turkey and Ukraine.The following results were obtained: on the basis of the analysis the problem aspects and the priority orientations for the reorganization of mechanism of the state tourism regulation in Ukraine based on the experience of Turkey were identified. Conclusions: the experience of the state regulation of the tourism sphere in Turkey should be used as recommendations for determination of the modernized strategy of Ukraine in the world tourist market.

The aim of this research is to explore tourism development impact on the economy of Azerbaijan. International tourism as a source of both direct and indirect incomes of the state encourages the development of different sectors not specific to the tourism infrastructure, but through the multiplier effect. In this context, the authors analyze the impact of tourism on employment in Azerbaijan and calculate the indirect impact of tourism on the economy of Azerbaijan due to the multiplier effect. The development of tourism in Azerbaijan is constrained by a number of factors, some of which have been analyzed in the paper. Moreover, based on some of the models and data available in Azerbaijan tourism statistics, the authors assess the indirect impact of tourism on the economy in a long term. The results can be used to assess the overall impact of tourism on the economy of the state; to forecast the development of the tourism industry; to forecast the development of related industries; to assess indirect effects of tourism on the growth of population welfare; to forecast the dynamics of change and the efficient use of  labour resources; to develop an investment industry strategy; to develop an effective system of taxation, etc.. The following research methods were used: content analysis of tourism development documents, statistical data analysis; comparative analysis, synthesis, abstract and logical construction methods for studying tourism development opportunities.

Purpose – to assess the tourism industry development and its impact on Ukraine’s economy, to identify a set of problems hindering the significant development of the tourism industry, and to justify ways to increase competitiveness in the world market. Design/Method/Approach of the research. System approach, synthesis, analysis and comparison to assess the tourism development dynamics in Ukraine, correlation and regression analysis to determine the impact level of increasing the number of hotels and tourist-recreational enterprises on GDP growth in Ukraine, logical generalization to identify a set of problems holding back the significant development of local tourism and ways justification of increasing its competitiveness on the world market. Findings. This article presents the results of assessing the tourism dynamics, particularly the tourist flows, the number of resorts, the number of tourists served by tour operators and travel agents. The authors substantiated the ways of increasing the local tourism sector's competitiveness. Practical implications. The work results can make the basis for the development of fundamental and scientific-applied provisions contributing to the significant system formation of increasing the competitiveness of Ukraine's tourism industry by state and local authorities, establishing cooperation among market participants and forming optimal logistics flows, developing business models to optimize the flows of health and recreational facilities. Originality/Value. The research value is that its applied scientific provisions can be implemented in the strategy of economic development of local tourism in analytical and mathematical justifications of the relationship between economic growth and tourism development, which ultimately increases Ukraine regions’ competitiveness for sustainable development of the country’s economy. Research limitations/Future research. Future research should focus on identifying mechanisms to improve the procedure for increasing tourism enterprises' competitiveness and improving provided service quality. Paper type –empirical.

Purposes.The article aims to conduct an in-depth analysis of the situation in the world and Ukraine during the pandemic, as well as to develop practical measures to rehabilitate the tourism sector from the effects of the economic crisis caused by the Covid-19 pandemic. The authors suggest that the reduction of the negative effects of COVID-19 on the tourism industry is possible through the support of state institutions of the tourism industry and the development of the domestic tourism and recreation sector with elements of rehabilitation measures after coronavirus. Design/methodology/approach. To achieve the goals, objectives in the article the authors used a set of scientific methods that ensured the conceptual integrity of the study, in particular: methods of statistical and comparative analysis, which allowed to objectively assess the level and dynamics of the impact of quarantine measures on the world economy; tabular method - to illustrate the results of empirical research to study negative trends. Comparative research methods were also used to study the world experience of eliminating the effects of Covid-19 on the tourism industry; abstract-logical and system-structural - during the proof of the hypothesis. Conclusions. Tourism is a sector of the economy that is highly profitable and has made a significant contribution to filling local budgets and increasing annual GDP in general. It should also be noted that the tourism industry is closely intertwined with various industries and the negative impact of quarantine restrictions, as well as negatively reflected on them. The statistics analyzed in the paper indicate that this industry has suffered the most due to the introduction of quarantine measures, which has prompted the tourism company to quickly join the new conditions and reorient its activities. So, to support the tourism and related sectors of the economy, expanding pandemics and reducing its effects, the authors, first of all, propose to develop an internal tourism and recreation market, create conditions for the formation of a new innovative rehabilitation direction in the recreation complex and psycho-emotional state after coronavirus disease, which is carried out with important consequences. Originality/value. The authors have put forward a benefit and now need an idea for the rehabilitation of patients after coronavirus, as a result of which the consequences of the disease are sometimes important and require an appropriate rehabilitation period. The articles substantiate the need for support from state institutions of the tourism industry during pandemics and the authors propose to compile a tourist and recreational area of responsibility for the organization of rehabilitation conditions after treatment of coronavirus. Practical implications. The fact that the issue addressed by the article is necessary and adaptation in quarantine is important for every enterprise, especially for tourism enterprises, and the problem is not fully explored. Thus, the research and analysis conducted in the articles are relevant and requires detailed study and formation of new areas of tourism development, the formation of complex aspects of improvement and adaptation of tourism in a pandemic. Responsibly important support from government agencies in the tourism industry will promote the intensive development of the domestic tourism and recreation sector with elements of rehabilitation measures after coronavirus disease.

COVID-19 has made a bad influence on economic and society including cultural and tourism industry in China,2020.The industry has received a huge loss in the first quarter of the year and the situation is getting worse in the near future. It is believed that there will be a long impact for the country even the world. In order to recover the industry, Chinese government has published series of policies to support the enterprises and clusters to reduce the bad influence of COVID-19. This paper mainly uses filed survey and documentary research to map the real situation of the industry. It tries to find the policy demand of the industries and then analyze the policies published by government to conquer COVID-19. Meanwhile it will focus on whether the supply meet the demand and give suggestions on how to promote the policy efficiency in the post period of COVID-19 in China. The accepted Sustainable Development Goals aim at reorienting the tourism industry to sustainable tourism and enhancing post-industrial tourism. In this case, it is necessary to identify the statistically significant determinants which affect post-industrial tourism development. In this paper, we aim to analyse: (1) the impact of economic and environmental dimensions, and of digital marketing on supporting post-industrial tourism development and (2) the difference between attitude to post-industrial tourism on the gender, age, and education dimensions and digital channels on post-industrial tourism development. The data was collected from questioning 2334 respondents during April–November 2020. The study applied the following methods: frequencies, percentages, t-test, and one-way ANOVA and multiple regression analysis. The findings confirmed the statistically significant impact of the economic and environmental dimensions, as well as digital marketing on post-industrial tourism development. The results of the analysis justified that digital marketing was a catalysator of post-industrial tourism development. In addition, the findings confirmed that there is no difference in attitudes towards post-industrial tourism with respect to the dimensions of age, gender, and education.

The article identifies the main aspects of gastronomy tourism in Ukraine and in the world and possible prospects and trends for further development of gastronomy tourism in our country. The variety of gastronomic festivals and tours in the leading regions of the country available in Ukraine are analyzed. Factors and entities of development of gastronomic tourism in each region and the reasons of their uneven application are allocated. The perspective areas of gastronomy tourism development in Ukraine to create a promising and competitive product on the international market of tourist services are outlined. Ukraine as a new tourism destination is increasingly establishing itself on the tourists’ travel map. The information is supplemented by various ratings from international tourist guides, which recommend travelers to turn their eyes to Ukraine. In Ukraine, the tourism industry is in its infancy, but its operation has a significant impact on the economy and is quite promising. Ukraine has very promising conditions and opportunities for activating the tourist capacity, in particular, due to the availability of unique natural and recreational resources, historical and cultural monuments, rich flora and fauna, areas of various forms of recreation, interesting and delicious dishes. Forming the innovation clusters, which are groups of enterprises, firms, organizations, and institutions operating in one (or several related) business area by economic interests and regional characteristics is one of the perspective forms of economic integration and development in the tourism industry of Ukraine. The advantage and novelty of the cluster approach are that it provides significant importance to the microeconomic component, as well as the territorial and social aspects of economic development. In modern conditions, the improvement of methods of organizational, financial, and resource-based support for tourism development at the macro, meso-, and micro levels is highly relevant. The intensification of the tourism companies’ activity should be based on the expansion of the possibilities of regional investment processes management in the specified direction and the combination of efficient state regulation of the economy with market self-regulation.

This article discusses the role of women in supporting sustainable tourism development in Bali by promoting Balinese cuisine to the tourism world. To date, studies on the role of Balinese women in the tourism industry have looked mainly at women as ordinary workers or professionals. In fact, Balinese women operate as culinary entrepreneurs who have not only been successful in introducing Balinese cuisine to the world of tourism but have opened up job opportunities for men and women alike. The data presented in this article was collected through observation of four leading Balinese women who run successful local culinary outlets or restaurants offering local dishes, and is complemented by interviews and other published sources relating to their business activities. The four pioneering women surveyed are Men Tempeh of Gilimanuk (West Bali) serving chicken betutu, the suckling pig restaurant manager Ibu Oka in Ubud, the owner of Made’s Warung Ni Made Masih, and the catering company owner Ibu Warti Buleleng, based in Denpasar. This article concludes that these four Balinese culinary heroines or srikandi have successfully managed to preserve and promote Balinese dishes to the world of tourism while contributing to the sustainable development of Balinese tourism by providing opportunities for tourists to experience local cuisine.
