The COVID-19 pandemic has hit the world hard, costing more than three and half million lives. Governments around the globe are not in a consensus position on the most appropriate response to the pandemic. This study utilizes an economic model to assess choices and compare outcome of public health policies using China as a case study. A lax policy could have costed the country up to 97% of inbound tourism revenue; reduced real gross domestic product by 11% and decreased employment by 15%. Analysis shows that the appropriate prevention and control policy of the Chinese Government have mitigated the impact of COVID-19 significantly for both tourism and non-tourism sectors. Importantly, the article highlights that the substantial negative impact on investment in tourism will slow down the sector’s recovery. The article calls for strong tourism-focused response policies for a speedy recovery.

In this article the authors set themselves a task to analyze the terrorism impact on the world tourism development. Description of terrorist attacks affecting the hospitality industry, mass media and Internet sources on mentioned problems over the past few years are the objects of analysis. The article deals with the theories explaining the impact of terrorism on tourism. The authors attempt to determine the motives of terrorists, as well as measures to ensure the safety of tourists. The authors conclude that the negative impact of terrorism on tourism development is reflected primarily at the micro-level, because exactly here there is a gradual development of the tourist industry, members of which are adapting to the new conditions. The hypothesis of the paramount importance of international tourism and intercultural dialogue in the fight against terrorism is advanced in the article. After reviewing the available information the authors have concluded that the resources for intercultural dialogue are actually scarce and inaccessible to most nations. These conclusions will find practical application in the work of tour operators, and the hypotheses advanced by the authors could be useful for both parties - the participants of tourism industry.

The issues of activity of enterprises of the tourism sector in conditions of quarantine restrictions are investigated. The thesis about the relevance of developing a number of anti-crisis measures that would help stabilize the development of these enterprises is substantiated. The aim of this work is to study the issues of stabilizing the functioning of enterprises in the tourism sector under quarantine conditions. The article presents the thesis that the tourism industry is considered one of the most dynamic industries in the world economy and international trade in services. In the modern world, tourism is economic activity related to the movement of a person outside the permanent place of residence, his recreation with health improvement, raising the level of culture and education. The author of the article states that over the past two decades, the indicators of the development of the tourism sector have been characterized by positive indicators, the number of countries participating in international tourism has expanded, and the scale of tourist arrivals and international tourist receipts has grown every year. Unfortunately, the coronavirus pandemic has made significant adjustments to the functioning of the tourism sector at all levels (global and regional). Indeed, the coronavirus pandemic, which began in China at the end of 2019 and spread throughout the world, has become the biggest challenge and threat to all countries since World War II. The article substantiates that this negatively affected the inbound and outbound tourism markets on a global scale. Thus, the uncertainty of the further development of the situation, the occurrence of obstacles to the normal implementation of travel, restrictions on movement, the concern of mankind to preserve their own health and safety have caused the crisis and an increase in the volume of losses of travel companies. The focus of the article is concentrated on the analysis of the negative consequences of the aggravation of the epidemic situation for the world economy. The article emphasizes that for each country it is extremely important to take a number of measures to minimize the consequences of quarantine restrictions on the activities of tourism enterprises. Within the framework of this study, the author emphasizes that the main criterion for the restoration of the tourism sector should be the achievement of an optimal balance between security, health and economic interests. The article proposes recommended measures to stabilize the tourism sector in Ukraine and minimize losses as a result of the pandemic. The complex of such measures includes: – continuation of the policy of canceling the obligations to pay income tax and VAT for accommodation facilities, catering; – government support and stimulation of domestic rail and air traffic (government subsidies for the cost of tickets); – gradual introduction of permission to organize open terraces, sites for cafes, restaurants (while maintaining all the necessary safety measures for health protection); – аctivation of measures for digital transformation of the domestic tourism sector; – introduction of a transparent mechanism for the use of funds received in local budgets from the tourist tax exclusively for the development of domestic tourism and related infrastructure. The authors emphasize that today there is no doubt about the need to activate the processes and measures to overcome the harmful effects of the pandemic on the tourism sector of the domestic economy. We emphasize that the nationwide implementation of all anti-crisis levers, consistency and consistency in the implementation of all measures will contribute to their speedy stabilization of the development of tourism entities and their achievement of the level of economic efficiency of their activities. The findings reveal that the tourism industry, as well as in Ukraine, is adapting fast enough to the global challenges caused by the coronavirus pandemic and other crisis phenomena and is gradually returning to its normal functioning, even under heavy restrictions. Particular emphasis is put on the growing role of innovative solutions to boost the process of adaptation to new realia. It is argued that tourism innovations and reforms will contribute to promoting both short-term and long-term tourism demand, raise the number of tourism businesses and, consequently, will create more jobs in this sector, along with enhancing the quality and competitiveness of domestic tourism product and increasing the tourism industry share in GDP. The purpose of this article is to identify opportunities to innovate and search for optimal solutions to ensure Europe-oriented vector of tourism development in Ukraine. To attain the research agenda, a range of general research methods have been employed, in particular, analysis and synthesis, monograph methodology, as well as methods of abstraction and concretization. The study asserts that in modern economic settings to secure the European vector in tourism development, there is a vast variety of innovative solutions available to tour operators and travel agents, ranging from radical changes in their management and marketing activities up to diversification of tourism products and customer service models. To facilitate further Europe-oriented development of domestic tourism, a focus is also placed towards the essential role of innovation-driven transformations of a tourist product at the regional level which assume new services, new tourist attractions and travel routes or their modifications, including the use of digital technologies and new tourism types, such as glamping, immersive tourism, fitness tourism, virtual tourism, travel journalism, film tourism, etc. In addition, the study discusses the specifics of backpacking as one of modern innovative tourism trends. It is argued that the key pathway for the tourism industry to innovate is building a single national tourist information base with an easy access and customer-friendly interface. Such an electronic database will combine the capabilities of an interactive travel guide and a marketplace. According to the results of the study, to enhance the Europe-oriented development of the tourism industry in Ukraine, the government should design sound investment and innovation policies that will help to support both nation-wide and regional innovative projects. The summary concludes that the implementation of innovations will contribute to gaining a competitive edge in the global tourism market.
