The article defines the concept and features of the personnel policy of enterprises. The definitions of personnel policy provided by various authors are analyzed and on their basis the most universal in terms of the strategic development of the enterprise is formed. The role of personnel policy in the formation of a development strategy has also been studied. The analysis of the peculiarities of interconnection of personnel policy and enterprise strategy is carried out. As a practical aspect, a study of the personnel policy of the tourist company "Tays" was carried out. The role of professional ethics in the development of an enterprise is highlighted, the code of business ethics at a tourism enterprise is evaluated. The current position of personnel policy is revealed, shortcomings are highlighted and directions of improvement are proposed.

The review analyzes the content of the textbook for universities Golovanov V.I. City development strategy. It is intended for the preparation of bachelors and masters being trained in the field of “State and municipal management” (03/38/04, 04/38/04) to study the course of disciplines “State and municipal administration system”, “City development strategy”, “Strategic management”, “Management of socio-economic development of a constituent entity of the Russian Federation”, “Strategic directions of state development”, etc. The textbook examines theoretical and practical issues of strategy for the formation and implementation of modern state and municipal policy in the cities of the Russian Federation. The basic principles of sustainable development of urban areas are studied, directions of strategic planning of urban development under the “Smart City” program are considered, and the role of national projects of the Russian Federation in the strategic development of cities is studied. The tests, questions and tasks for self-control are given to control the level of knowledge in the discipline.

The article deals with the influence of diversification of entrepreneurial activity on the profitability policies of the enterprise. The definitions of the concepts of "diversification" and "profitability of the enterprise" are analyzed. The factors that influence the formation of profitability of the enterprise are determined. The necessity of introduction of diversification of activity of the enterprise for the purpose of strategically oriented, profit management in the enterprise is proved. The stages of formation of the system of strategic diversification of activity of the enterprise are revealed. It is noted that a systematic approach to the formation of a competitive enterprise strategy involves the use of diversification as a tool in the process of increasing the profitability of the enterprise. The basic elements of enterprise profit management are investigated. It is established that business diversification reflects a multifunctional system of interrelated elements that form a single whole - the strategy of enterprise development. It is proved that the structure of the strategic development system is formed by the elements, the implementation of which ensures the competitiveness of the enterprise. The basic definitions of diversification of activity of the enterprise and its classification are given. It is substantiated that the system of strategic management of an enterprise is the basis of its potential, which influences competitiveness and determines directions of further development. The stages of realization of strategic management of profitability of the enterprise by diversification of its activity are offered. In the conditions of rapid changes in the world economy, processes of globalization, accelerating the implementation of scientific and technological progress in the practical activity of enterprises, intensification of competition in the market, the enterprise must plan and ensure its development for a certain perspective. In summarizing the results of this work, certain key points need to be highlighted. Finding the main advantages and disadvantages in implementing the diversification process of the company are important when choosing the right development strategy.

The study aims to substantiate a methodological approach to the strategic development of the service sector in the context of global socio-economic changes. As a result, the main provisions of the proposed methodological approach to the formation and assessment of diversification strategies for enterprises in the service sector have been formed, and a two-factor model “consumer-market” has been substantiated. It is necessary to consider the increasing role of management tactics and focus on those factors that determine the current position of the enterprise in the market presence and the industry. The basic changes associated with the digitalization of key processes and skills of the main and managerial personnel are characterized since the service sector develops based on the acquisition of innovative competencies.

The article deals with the issues of determining the impact and role of agro-industrial production on the development of rural areas, taking into account the rational and effective use of their potential to enhance their functioning and development. The conducted research showed that there was no strategy for the development of the above-mentioned processes and the lack of use of the opportunities created by the united territorial communities, which today received the prospects of a real impact on the activities of agricultural production. Therefore, it is suggested that in developing the concept of strategic development of this sphere of economy, to lay down strategies for integrated, sustainable and inclusive development on the basis of thorough research of the baseline provisions and basic scientific developments of national and foreign scientists on the subject. The key methodological provisions that should be the basis for the development of the agro-industrial development strategy are highlighted.

The article investigates and systematizes the concepts of an enterprise development strategy. The conceptual foundations of the enterprise development strategy formation are considered. The main stages of strategy development in accordance with the characteristics of the corporate, business and functional levels of management are separated and analyzed. The general characteristics of the eleboration and classification of the enterprise development strategies in modern economic conditions are determined. The main elements and components of the enterprise economic development in the context of strategic management are considered.


Ende Regency has a huge potential to be developed into a tourist attraction. One of them is the marine tourism attraction located in Aewora Village, Maurole District, namely Pantai Enabara. The beach has not been developed because of the lack of government attention and the low level of tourism human resources of the local community. This study aims to determine the role of stakeholders, to know the perceptions of the local community and tourists, and to conduct a strategic development of tourist attractions. The research used a qualitative method with Likert scale assisted. The data were collected by observation, interview, questionnaire, and documentation study. The number of respondents in the data collection of 20 respondents selected incidentally. The concept used in research is the concept of tourist attraction, marine ecotourism, and perception. The results showed that tourists are very enthusiastic to welcome the proposal to make Enabara Beach a tourist destination. In terms of tourists, tourists realize that Enabara Beach has a very attractive appeal and tourists also agree if the beach is managed based on the principles of eco-tourism. In supporting the maritime tourism development strategy based on ecotourism, active participation from the community, Local Government, and coordination of all stakeholders are needed to improve the quality of service and tourism attractions, accessibility, facilities, and institutions. The article examines the theoretical and methodological foundations and existing approaches to the process of developing an enterprise development strategy. It is established that the procedure of development and implementation of development strategy is a debatable issue among scientists, who determine different methodological approaches to the main stages of strategy development and implementation, components of this process, the relationship and interdependence between them. Based on the research, we propose to identify three stages of the strategy development process, combining 8 phases. The first stage - preparatory or analytical, includes a step-by-step comprehensive strategic analysis of the external and internal environment. The second stage defines the process of strategy development, which includes 4 phases: formulation of the mission; substantiation of strategic goals and determination of strategic gap; development of alternative strategies taking into account the limitations and possible risks, identification of promising and priority areas of development; choice of development strategy. The third stage - the realization of the strategy combines the stages of implementation of the strategy, its evaluation, and adjustment in accordance with unforeseen changes in the external environment. The defined stages of strategy development characterize the current state of the object, the forecasted goals of its development, and actions to achieve them. An important stage in developing a strategy is analytical. It determines the internal state of the system and its necessary changes, in accordance with the projected changes in the external environment, to achieve certain strategic goals. In general, the strategic development of the enterprise is a continuous process of formation and implementation of management decisions aimed at ensuring the strategic dynamism and effective operation in conditions of increased complexity and unpredictability of the business environment.

Тhis article examines the theoretical essence of the concept of agricultural enterprise management development strategy, namely that the development strategy of agricultural enterprise management is a set of measures aimed at forming new areas of improvement in the agricultural sector of the economy in relation to further actions in the market. The current scientific trends in determining the analytical support and its importance during the operation of the business entity are analyzed. The issues of strategy are considered and the main aspects of ensuring strategic development at domestic enterprises are formed. The key approaches of the complex system of management of strategic development of the agricultural enterprise are established, their general characteristic is carried out. Based on the study, the following approaches are: organizational, economic, technological, informational and innovative, which have a significant impact on the agricultural activities of the enterprise through the formation of competitive decisions by managers, whose main goal is to achieve predetermined goals and objectives of the main system. conditions of management of competitive positions of the agricultural enterprise. The importance of including each type of analysis in the formation of enterprise strategy in order to achieve a high degree of efficiency of the business entity. The external and internal factors that have an impact on the functioning of the management system for the development of the enterprise, as well as the systematization of goals, principles and patterns of management of this development. The structure of the analysis in the context of its types, namely strategic, current and operational, is systematized and detailed.
