The article investigates and systematizes the concepts of an enterprise development strategy. The conceptual foundations of the enterprise development strategy formation are considered. The main stages of strategy development in accordance with the characteristics of the corporate, business and functional levels of management are separated and analyzed. The general characteristics of the eleboration and classification of the enterprise development strategies in modern economic conditions are determined. The main elements and components of the enterprise economic development in the context of strategic management are considered.

Strategy development is one of the most important functions of enterprise management. In addition to a sound strategic plan for the successful development of an enterprise, an effective mechanism for its implementation is required. The set of actions to develop the strategy and its implementation create the prerequisites for the formation of a strategic management system. The purpose of the research is to develop and use a new approach to the classification of methods for implementing enterprise strategy, which is based on the principle of separation of methods in accordance with the tasks of strategic management. Functional approach has been used as a methodological basis of the research. It provides for the division of the strategic planning process into a number of aggregated functional tasks. Scientific publications and works of foreign and domestic scientists were used, devoted to the analysis of the formation of strategic prospects for the enterprise development. The eventual result of the research was a classification of strategic planning methods, where the main stages of the strategic planning process, the tasks of strategic choice and methods of their solution are put in logical correspondence. The main features of the classification of methods for developing and implementing a strategy are: scientific specificity or specialization; characteristics of expert information; stage of the strategy development process; the degree of determinism of the problem conditions. Theoretical significance of the research lies in the development of methodological foundations for the formation and functioning of the strategic management system of an industrial enterprise. The classification of methods of strategic planning proposed in the article in accordance with the functional characteristics of the stage of strategic planning is of practical importance. The results can be used in subdivisions of an enterprise management system that solve the problems of developing and implementing a strategy, as well as in the educational process when training bachelors in the areas of «Management» and «State and Municipal Management».

The article highlights the issues related to the analysis of the activities of small business confectionery companies and the justification of the need to adjust the implemented development strategy in modern economic conditions. The analysis of the activities of three small businesses in the confectionery industry is carried out. The directions of strategies for the development of small business enterprises in the confectionery industry have been determined, a systematic approach to assessing strategic development has been formed and tested on the example of one of the enterprises in terms of com modity turnover and commercial transaction and cost intensity and profitability. T he conclusion is made about t he possibility of the system of indicators of t he effective ness of the strategy to correctly assess t he state, measure its quality level, identify significant shortcomings in the organization of management and used reserves and out line ways of improvement.

This article is devoted to the study of theoretical aspects of innovative design in modern economic conditions, which defines the concepts, content and structural components of an innovative project. The paper clarifies the concepts of «innovation», «innovative project», their economic essence; forms a classification of innovative projects by a number of features, summarizes the author’s approaches of scientists to the construction of stages of its development and implementation.

The purpose of the article is to substantiate the need to develop a new approach to the formation of enterprise strategy, which should take into account the characteristics of the modern world: variability, uncertainty, complexity and ambiguity, ie VUCA-conditions and propose the use of a new step-by-step approach. The relevance of this study is that the business environment is constantly changing and VUCA-world requires a rapid response and adaptability of the company's strategy to new conditions and global change. But most companies cannot quickly change their focus on business because they still follow traditional approaches to formulating and implementing strategy in the enterprise. The article is devoted to substantiation of the approach to formation of strategy of increase of profitability of activity of the enterprise in the conditions of VUCA-world. The article considers the phenomenon of "VUCA", highlights and describes the characteristics of the VUCA-world, which replaced the SPOD-world. This study presents and analyzes traditional approaches to strategy formation in the enterprise, reveals the shortcomings of traditional approaches to strategy formation and implementation in the world of VUCA. Particular attention is paid to justifying the need to use and develop a new approach to the formation and implementation of strategies to increase the profitability of the enterprise in the world of VUCA. The main content of the study is to propose the use of a new approach to the formation of an effective enterprise strategy in the world of VUCA. A basic model of enterprise strategy development was built. The article is devoted to the study and analysis of the main stages of strategy development and building a model of a step-by-step approach to strategy development in the world of VUCA. Attention is also paid to the proposed strategic directions and the latest tools for developing a strategy to increase the profitability of the enterprise in the world of VUCA, such as forecasting, road mapping and dynamic planning, which will help determine future event horizons and formation, competitive advantage strategy.

The article defines the concept and features of the personnel policy of enterprises. The definitions of personnel policy provided by various authors are analyzed and on their basis the most universal in terms of the strategic development of the enterprise is formed. The role of personnel policy in the formation of a development strategy has also been studied. The analysis of the peculiarities of interconnection of personnel policy and enterprise strategy is carried out. As a practical aspect, a study of the personnel policy of the tourist company "Tays" was carried out. The role of professional ethics in the development of an enterprise is highlighted, the code of business ethics at a tourism enterprise is evaluated. The current position of personnel policy is revealed, shortcomings are highlighted and directions of improvement are proposed.

An enterprise operating in terms of market economy must always set itself the task of further development and improvement in order to be successful and competitive. To solve this problem, it is necessary to produce a development strategy. This problem is all the more relevant for small enterprises, which find it more difficult than large enterprises to survive in the competition. Therefore, small businesses face the task of developing and implementing such a strategy for their development, which allows them to clearly define their goals and outline the ways to achieve them. The article considers various points of view on the concept of «strategy», the classification of strategies that exist in the scientific literature, including those applied to small businesses, brings forth the authors' point of view on this concept. It pays a particular attention to the proposed approach to the process of strategy formation and the mechanism of its implementation in relation to small businesses. It makes a conclusion that on the basis of the systematic approach the strategy under development should be comprehensive and include such elements as marketing, product, production, personnel, management, financial strategy and risk strategies. It brings forth a description of the content of each element. It examines an algorithm for developing an integrated strategy for development of small businesses, as well as a mechanism for implementing the strategy.

The paper investigates the inherent features of motivational culture's establishment and development at enterprises in modern economic conditions. The study traces the pressing problems of motivation of the team's work, establishes their impact on the efficiency of the enterprise's functioning. The relevance of the research is determined by the fact that the issues of motivation and team development in modern scientific research are considered in sufficient detail but the problem of motivation for personnel development, which is one of the components of the establishment of motivational culture and a prerequisite for development, cannot be considered fully solved. That is why the development of motivational culture in enterprises is an extremely necessary scientific and practical task that requires a modern solution. The purpose of this study is to consider the features of the establishment of motivational culture at enterprises in modern economic conditions by analysing the international scientific practice of team management, as well as improving motivational methods of team professional development in a modern enterprise. The main method of research was the analysis of documentation, namely monographs, statistical data, scientific papers, and textbooks. Using the method of analysis, the paper processed and systematised the features of the establishment and development of motivational culture at enterprises in modern economic conditions. The study covers and summarises the current motivational methods, considers the systematic diagnosis of the state of motivational culture at the enterprise. The conceptual foundations of the establishment and development of motivational culture, a model of the motivational system of enterprise management in modern economic conditions are proposed. The tasks set in the study and the results of their solution form the methodological and scientific-practical basis for improving the incentive system for professional development of personnel based on the development of effective methods of motivational culture. The developed recommendations are of interest to modern enterprises in current economic conditions and the country's economy as a whole and provide an opportunity to certify the prospects for further research work in this area
