The set of relationships between constructive cooperation between representatives of the business community and the structural units of state and municipal regulation of socio-economic relationships in various territories of the Russian Federation is formed and develops on the basis of the implementation of GR-management. Thus, the article determines the specificity of the methodology for assessing and studying the features of the use of available resources when achieving the planned indicators in the production of goods and services in demand in the modern private sector of the economy. The implementation of GR-management is characterized by a certain degree of efficiency and effectiveness as the key characteristics of the obtained results of the provision of state-municipal support to private business entities. The degree of the indicated efficiency and effectiveness of GR-management is characterized by the ratio of a number of socio-economic indicators within the framework of the implementation of the state program "Information Society", which, in particular, is reflected in the constituent entities of the Russian Federation of the Southern Federal District, which is one of the macroregions in the structure of federal and regional interconnections of the functioning of bodies public administration and manifestation of business initiatives. The authors come to the conclusion that the methodology for assessing the level of efficiency and effectiveness of public-private partnerships and the implementation of GR-management can be based on the calculation of indicators for a number of parameters. These parameters should reflect the specifics of the electronic information interaction between public authorities and private business, taking into account the level of electronic participation in this interaction of business entities and financial support of public-private relationships.

Analytical research in the field of health care provides the basis for making managerial decisions, in particular by public authorities. Objective — the study objective was to analyze the results of neonatal screening for congenital hypothyroidism in the Russian Federation. Material and methods. We analyzed reports of local health authorities (LHAs) on the results of activities of regional medical and genetic services, which were monthly submitted to the Ministry of Health of the Russian Federation. The reports included the number of newborns, examined newborns, and newly diagnosed CH cases. Results. According to the results of neonatal screening, the rate of CH detection in the Russian Federation was 1 case per 3,617 newborns (maximum, 1 per 2379; minimum, 1 per 4752 in different federal districts). The coverage of neonatal screening for CH in the Russian Federation varies by years and regions, from 67.9% (1997) to 99.8% (2012) and from 81.7% (North Caucasian Federal District) to 99.9% (Central Federal District). With the percentage of newborn screening coverage more than 70%, each additional coverage percent results in detection of 6—7 new CH cases. Conclusion. The conducted analysis indicates the need for further studying the features of congenital hypothyroidism incidence in different regions of the Russian Federation and improving organizational processes of neonatal screening for CH.

The most significant problems of anti-recessionary public management in Russia have been brought out in the article. For the detection of economic efficiency of the Russian Federation activity the analysis of total gross domestic product dynamics from 1991 has been carried out. Anti-recessionary characteristic of Central Federal District (CFD) regions of the Russian Federation was considered. The received results indicate that anti-recessionary stability of CFD regions is low. But consequences of crisis in regions of various types differ substantially. Obviously, state arrangements concerning crisis resistance should be based on typical features of regions. The analysis has shown the inability of public authorities of Russia to react operatively to environmental conditions changing. Besides, anti-recessionary programs do not take into account the typology of regions. In the chapter it is offered to reconsider basic approaches to anti-recessionary public management.

The article clarifies the concept of “agricultural holding”, using an approach to assessing the size on the basis of the total revenue of all agricultural organizations within the agricultural holding. It has been revealed that only 100 of the total number of agricultural holdings that were identified can be attributed to large business entities. They comprise about 3% of agricultural organizations in the country, while their share in the proceeds is about 37%. A large share of agricultural holdings — large business subjects under the control of Russian entities operate in one, and under the control of foreign legal entities — in three or more regions of the Russian Federation. Vertical integration within the framework of large agricultural holdings with different schemes for including the stages of processing and sale of products produced in their agricultural organizations allows them to receive advantages. Strengthening the role of large business entities in agriculture puts on the agenda the issue of differentiating approaches to taxation and state support in agriculture, depending on the size of the companies’ agricultural businesses.
