The issues of development and regulation of transport infrastructure of Moscow from the point of view of the experience of the world’s megacities have been considered. The advantages and disadvantages of the city transport system of Moscow have been adduced, and the necessity of its improvement has been substantiated. The importance of state regulation in this sphere has been emphasized. Successful foreign experience of the European Union, Japan, New Zealand, China, Singapore, the USA and others megacities in the context of its application in large cities of Russia has been examined.

The transition of a city to the «Smart city» level is a socio-technical process: first, the transi-tion includes technical and technological changes, and second, since the city is a social system, this process considered from the point of view of users who influence the development of certain types of services and devices for their provision. This article examines the process of digitalization of the city and transport infrastructure in particular. To fulfill the goal set for the transport infrastructure - complete, timely and high-quality transport services for the population, it is necessary to solve a whole range of tasks that are associated with the further development of market relations and improving the efficiency of the transport complex.

St. Petersburg is the fourth most populous city in Europe (after Moscow, Greater London and Greater Paris). Hundreds of thousands of people move daily within the urban agglomeration. Under these conditions, the effective functioning of the urban economy is impossible without a modern transport system capable of providing a solution to current and future problems of the urban economy. The work aims to analyse the effectiveness of the development of the transport system of St. Petersburg. Therefore, it is necessary to examine the main provisions of the most critical regulatory legal acts regulating the city's transport system's development, identify their advantages and disadvantages, and determine how effectively the activities outlined in them are being implemented in dynamics. The author's analysis of the two editions of the St. Petersburg transport system development program (the original edition of 2014 and the current edition of 2020) revealed negative trends, consisting of the deviation of the program indicators' actual value their planned values. Based on the results of the study, the author draws the following conclusions: when implementing the program for the development of the transport system of St. Petersburg, general principles of strategic management are not used, particularly, the effectiveness of program measures is not analysed, the reasons and factors that led to the deviation of planned indicators from the actual ones are not extended for a new period without any assessment of the results achieved; indicators of the transport system development program are constantly being adjusted downward; There is no unified management system for the development of transport infrastructure in the city, the program activities themselves are distributed among separate committees of the city administration, which harms the results of socio-economic development of the transport complex.

This paper presents an analysis of the most successful legal tools to stimulate environmentally friendly behavior of the population. The relevance of studying this issue follows from the disappointing data of the official statistics of the Organization for Economic Cooperation and Development, according to which air pollution can lead to premature death of 6-9 million people by 2060. Using the example of Russia, the EU countries, the USA, India and Japan, the specifics of state influence are revealed with the aim of stimulating “green” behavior of the population, the advantages and disadvantages of various approaches to state regulation in the environmental sphere are considered. Foreign experience is analyzed through the prism of the potential for its further reception in Russia - for example, it is proposed to turn to the practice of India, expressed in the functioning of a separate environmental court; special attention is paid to foreign experience in providing benefits and state assistance in the acquisition of electric cars. Despite the fact that achieving socially desirable behavior is possible through the imposition of sanctions, measures to stimulate environmentally friendly behavior can also be an effective way of influencing public relations, as they can lead to the formation of environmental legal awareness, lead to conscious and responsible, socially active behavior in relation to the environment. In the process of preparing the paper, an extensive regulatory and scientific material was studied (including using the legal research services such as Consultant Plus, Garant and Westlaw Academics), and the research methodology was both special legal (rather-legal, technical) and general scientific methods (analysis, synthesis, deduction, induction, etc.).

Major CO2 emitters such as individual states of the USA, the People's Republic of China and the European Union continue to rely on emissions trading systems to reduce CO2 emissions. Against this background, this thesis examines four emissions trading systems in the USA. For this purpose, the legal and economic fundamentals of emissions trading are presented in detail. Subsequently, emissions trading systems are analyzed from an economic as well as a legal point of view based on criteria defined for this purpose and the results are embedded in the context of national and international law. For this purpose, the author conducts extensive basic research by processing the available emissions and trade data.

There is no generally accepted definition of a territory’s mission either in Russia or abroad. So is it worth including a mission in the strategy of socio-economic development of a territory and what definition of the mission is better to choose? To answer these questions, a content analysis of Russian and foreign definitions of the territory's mission has been carried out, from which common units of meaning were identified. It was established that a number of semantic units in definitions of the territory's mission and the mission of organization coincide. However, from the point of view of the mission statement, there are a number of significant differences between a territory and an organization, which makes some definitions of the territory’s mission hardly applicable in practice. Conclusion is made: it is better to define the territory's mission through its role in the external environment, functions and unique features of the territory. The article examines advantages and disadvantages of alternative options: not to develop a mission at all or to develop it in a purely formal way. Practical recommendations on developing a territory mission, examples from Russian and foreign experience are given.

The article presents information about methods and technologies used in assessing the dynamics of urbanized territory, gives a brief description of them, and identifies advantages and disadvantages. The concept of geoinformation monitoring of an urbanized territory is formulated. To integrate heterogeneous and multiformat data and assess the dynamics of residential environmental management, a problem-oriented GIS for monitoring urbanized territories has been developed on the example of Ulan-Ude city (Republic of Buryatia). The functional structure of GIS, consisting of measuring, analytical and cartographic blocks, is presented, and the characteristics of each block are given. The planned basis of GIS is the topographic basis of three spatial levels: regional (1:200 000) for monitoring agglomerations and large cities; local (1:50 000, 1:100 000) to assess the dynamics of residential development of the territory; detailed (1:10 000, 1:25 000) to assess the dynamics of real estate and land plots. A digital terrain model is used as a high-altitude basis for the assessment of urbanized territories, which allows the assessment of morphometric parameters of the residential nature management system. The dynamics of the urbanized territory of Ulan-Ude was estimated using six time sections. The physical and geographical features of the urbanized territory development are determined, the map of the city dynamics for the entire period of residential development is compiled, and the forecast of the further development of the urbanized territory for background and local buildings is presented.

The aim of the article is to study the foreign experience of electronic tax administration on the basis of the analysis of scientific literature, and as well as to determine the possibilities for its use with further improvements of domestic legislation in this field in Ukraine. The subject of the study is the foreign experience of electronic tax administration and the possibility of its use in Ukraine. Methodology. The research is based on the dialectical method of scientific knowledge and on general scientific methods, which are based on it, such as: analysis, comparison, analogy, induction, and others. Results of the conducted study have shown that today there is a large number of countries where the digital tax format functions effectively and constantly develop. It is substantiated that the use of the experience provided in the article will give an opportunity to build a simple and effective system of electronic tax administration in Ukraine. And this fact, of course, will influence positively on the financial sphere in Ukraine. Practical impact. The positive experience of establishing a legal framework for the provision of electronic tax administration in foreign countries proves that the digital tax format functions effectively and is constantly developing. Besides, some practices of these countries in the field of electronic tax administration can be rather positive for implementation in the territory of Ukraine. Correlation/originality. Conducting a comparative analysis of the legislation and legal doctrine of Ukraine, and the countries of the European Union and the USA regarding the legal provision of electronic tax administration is the basis for developing the most promising directions of development of domestic legislation in the financial sector of the entire Ukrainian state.

Foreign experience of state regulation of territories economic potential development has been revealed. The purpose of the article is to study foreign experience of state regulation of territories economic potential development.International practices of using mechanisms and tools of state influence are analyzed. The types of state regulation of territories economic potential development abroad are offered: differentiated (specific to the countries of the European Union based on selective support for increasing the economic capacity of the community), marketing (typical for the countries of North America, which includes the using of branding benefits to implementation of state economic policy) , institutional (specific to countries of Latin America, based on effective collaboration of all stakeholders in local economic capacity building).The general tendencies of state regulation of territories economic potential development abroad are the following:1. The need to understand the modern economy - the determining role of the flow “knowledge” and “ information” (compared to flows “labor-capital”), which creates a global network of ideas. 2. Increasing local capacity and competitiveness - the need to increase local economic potential in industries.3. The basis for the entrepreneurial environment is education and quality training of the labor force.Common features of the implementation of state regulation of territories economic potential development abroad, regardless of the level of development, is that the territories economic potential development is a component of sustainable development of the country and regions with appropriate consolidation in the strategic documents, as well as creating the necessary organizational and institutional support for the state economic policy.The main aspects are becoming the orientation towards the values of the concept of sustainable development, the using benefits of strategic planning, benchmarking and branding of territories, social advertising and institutionalization in order to achieve the main purpose of such influence - increasing the territories economic potential. At the same time, each state forms its own, unique to it approach in accordance with archetypal peculiarities, based on certain generally accepted principles of effective state administration.

The article is devoted to questions of theoretical and methodological provision of state regulation ofeconomic systems, in particular the construction industry. The article presents the theoretical definition ofthe category of state regulation mechanism as the main structural element of this system. The analysis ofmechanisms of state regulation is carried out, the results of which are proposed classification of mechanismsof state regulation by the nature of their influence on the object of public administration. The analysis oftheoretical approaches to the definition of the concept of the state regulation mechanism gave the opportunityto develop a system of grouping these approaches, to identify their advantages and disadvantages and toformulate the author's definition of the concept of state regulation of the construction industry based on theachievements of the representatives of the system approach.The classification of mechanisms of state regulation has been carried out, which showed that themain means of influence on the object of state management can be accumulated in the following blocks:regulatory, organizational, economic, informational and tax. These are the components of the state'sregulatory policy aimed at streamlining economic activity, in particular in the field of construction. In theanalysis of theoretical and methodological approaches to the definition of the category of state regulation,three groups of these approaches are distinguished: structural, defining the components of state regulation,functional, describing the category from the point of view of those functions that it has to execute, and thesystem that reflects the complexity of the concept state regulation.

The article discusses the investment strategies of university students in relation to the infrastructure of the city, the characteristics of which were evaluated from the point of view of respondents as suitable / not suitable in order to plan their own life in this city. It was proposed to evaluate the investment priorities and investment potential of various infrastructure facilities of the city and aspects of its life. Quantitative and qualitative research was carried out in relation to the investment priorities of the objects: transport infrastructure, urban amenities, urban recreation areas, cultural, art and patriotism development objects, sports facilities and leisure facilities on the example of St. Petersburg. As part of the study, students were also asked to assess the potential willingness to invest in the future as owners or managers of enterprises. The article analyses the significance of a number of urban projects for environmental planning for the development of the territory, including the elements of the Lakhta Center public space in St. Petersburg.
