The design process of a new aircraft (AC) is always associated with the issue of choosing its basic technical parameters, or, in other words, the formation of its conceptual design. In case of a civil aircraft, the choice of these parameters is defined by the requirements for operational safety, market conditions, norms that specify the tolerable harmful impact of the aircraft on the environment, etc. In case of a military aircraft, its outlay mostly depends on the concept of potential military threats, ways of using the military aircraft in military conflicts. Some of these requirements are formulated in regulatory documents – the Aviation Requirements for Civil Aircraft and the General Tactical and Technical Requirements of the Air Force for Military Aircraft. For example, Part 25 of the Aviation Requirements for Civil Aircraft defines the Airworthiness Standards for transport aircraft. It should be noted that the stated above requirements are often a tool of competition, for example, when tightening the aircraft noise abatement procedures provides advantages for particular manufacturers, not admitting other manufacturers to enter the market, whose aircraft do not conform to the new standards. Thus, complying with the requirements virtually involves additional costs both in the aircraft development and during its operation. In addition, the implementation of the requirements stated above can lead to the deterioration of the aircraft’s performance, and hence, to the decrease of its competiveness and combat effectiveness. Therefore, each requirement of the regulatory documents should have a profound scientific rationale. This article analyzes one of the regulatory documents requirements referring to the necessity of anti-g system on board aircraft. The authors propose the approach to specify the existing criterion to provide the scientific basis for the anti-g system on board aircraft by assessing the actual level of pilot load when maneuvering. The subject under study is of particular importance for the Yak-152 trainer aircraft. The actual level of loads during pilotage of the Yak-152 trainer aircraft does not require the use of the anti-g system but if to be based on a formal criterion, namely, in terms of the maximum operational overload value, the aircraft should be fitted out with such a system.

A seamless and smooth morphing leading edge has remarkable potential for noise abatement and drag reduction of civil aircraft. Variable-stiffness compliant skin based on tailored composite laminate is a concept with great potential for morphing leading edge, but the currently proposed methods have difficulty in taking the manufacturing constraints or layup sequence into account during the optimization process. This paper proposes an innovative two-step design method for a variable-stiffness compliant skin of a morphing leading edge, which includes layup optimization and layup adjustment. The combination of these two steps can not only improve the deformation accuracy of the final profile of the compliant skin but also easily and effectively determine the layup sequence of the composite layup. With the design framework, an optimization model is created for a variable-stiffness compliant skin, and an adjustment method for its layups is presented. Finally, the deformed profiles between the directly optimized layups and the adjusted ones are compared to verify its morphing ability and accuracy. The final results demonstrate that the obtained deforming ability and accuracy are suitable for a large-scale aircraft wing.

After the appearance of the COVID-19 pandemic in France, MEROPE system was created to transform the military tactical ATLAS A400M aircraft into a flying intensive care unit. Collective aeromedical evacuations (aero-MEDEVAC) of patients suffering from SARS-CoV-2-related acute respiratory distress syndrome was performed from June to December 2020. A total of 22 patients were transported during seven missions. All aero-MEDEVAC was performed in safe conditions for patients and crew. No life-threatening conditions occurred during flight. Biohazard controls were applied according to French guidelines and prevented crew contamination. Thanks to rigorous selection criteria and continuous in-flight medical care, the safe transportation of these patients was possible. To the best of our knowledge, this is the first description of collective aero-MEDEVAC of these kinds of patients using a tactical military aircraft. We here describe the patient’s characteristics and the flight’s challenges.

The paper is devoted to determining the prospects for cooperation between Russia and the Syrian Arab Republic in various scenarios of military conflicts. In order to identify the relationship between the success of the country's foreign economic policy and the military conflicts waged on its territory, a study was conducted of such indicators of Syria as: the growth rate of the peace index and the GDP growth rate. A strong inverse correlation is revealed, which means that the level of political situation and peace in the state determines the efficiency of the economy. In view of this, various scenarios of the development of the military conflict in Syria have been studied: at the initial stage, at the stage of active hostilities, at the present stage of overcoming the crisis. The last stage involves four different scenarios for the development of a military conflict, including a local nature and a protracted nature with the involvement of other countries of the world. Options for developing cooperation between Russia and Syria have been identified for each scenario. Taking into account the assessment of the international political situation, the two most likely scenarios for further military events in Syria are identified, and the prospects for cooperation between Russia and Syria in these conditions are outlined.

This article considers the emergency evacuation of the collections of the Chersonese Historical and Archaeological Museum from Sevastopol to Sverdlovsk during the Great Patriotic War, between September and December 1941. The authors analyse some issues concerning the preparation and transportation of the museum collection and the interaction between state structures and cultural institutions in wartime conditions. The study is based on unpublished archival materials from the funds of the State Archive of Sverdlovsk Region and the Documentation Centre of Public Organisations of Sverdlovsk Region. The study of problems connected with saving cultural heritage during military conflicts is relevant considering the threat of local wars in the modern world. At present, military actions pose serious risks of the destruction, damage, and illicit transfer of museum exhibits. The authors employ the historical and anthropological approach, paying a great deal of attention to the historiography of the issue of cultural heritage preservation during the Great Patriotic War. The experience of evacuating heritage collections from the Chersonese Museum is both unique and typical. One hundred and eight crates of artifacts, books, and archival documents were sent from Sevastopol to Sverdlovsk, accompanied by a single employee of the museum, S. F. Strzelecki. Owing to his effort, the priceless collection was successfully delivered to the rear. Most problems faced during the emergency evacuation of the Chersonese collections related to the deficit of material resources, rapid changes in the situation at the front, inefficient interaction between the bodies of power, academic and cultural institutions, and deficiencies in the transportation system. The authors argue that during the early stages of the Great Patriotic War, the conditions in the military and cultural spheres posed a significant threat to the preservation of cultural heritage. There were no mobilisation plans for museums and the authorities failed to assess the real risks of wartime. Taking these factors into account should help diminish the threat of cultural heritage loss during military conflicts.

ABSTRACT Background Decreases in routine healthcare practices have been shown to occur during disasters. However, research regarding the impacts of natural disasters, pandemics, or military conflicts on emergency medical services (EMS) is scarce. Objectives This study assessed the impact of a military conflict versus the coronavirus disease 2019 (COVID-19) pandemic on a national EMS organization in terms of responses to overall daily emergencies, medical illnesses, motor vehicle collisions, and other injuries. Methods This retrospective comparative cohort study assessed daily routine emergency ambulance calls to Magen David Adom (MDA), Israel’s national EMS organization. This included overall emergency calls as well as those related to medical illnesses, motor vehicle collisions (MVCs), and other injuries. All data were obtained from the MDA command and control database. During the military conflict Operation Protective Edge (2014), the civilian population was subjected to intensive rocket attacks for 24 days, followed by 26 days of a progressive withdrawal of operations and then to a post-conflict period. During the first wave of the COVID-19 pandemic (March-April 2020), the population was subjected to 32 days of total lockdown, followed by 27 days of progressive relief of confinement, and then to a post-lockdown period. Results The total number of emergency calls in this study was 330,430. During the conflict, the mean number of daily calls decreased, followed by an increase during Relief and Post-Conflict with higher values in Post-Conflict than in Pre-Conflict. During the COVID-19 pandemic, there was a decrease in the mean daily number of calls during Lockdown. It remained low during Relief and increased during Post-Lockdown. However, it remained lower in Post-Lockdown than during Pre-Lockdown. Calls related to medical illnesses decreased during the conflict and during the lockdown. The post-conflict period was characterized by a similar baseline call magnitude but not during the post-lockdown period. Decreases in calls for MVC and other injuries were significant during the lockdown but not during the military conflict. Post-lockdown was accompanied by return to baseline call volumes for MVC, whereas calls for other injuries increased above baseline both after the lockdown and military conflict. Conclusion This study shows decreasing trends in routine daily calls for EMS during both Operation Protective Edge and COVID-19. However, different patterns of needs for EMS were evidenced for medical illnesses, MVC, or calls concerning other injuries. These results are instrumental for managing the operational demands of EMS during military conflicts and pandemics.

Edge rolling in roughing area of continuous hot strip rolling is a basic method of controlling slab width. Edge rolling will induce dog-bone, width loss and fish tail at head and tail ends of slabs in unsteady deformation zone. A 3D elastic-plastic FEM model for roughing stage of continuous hot strip rolling was established and research on the influences of those technical parameters such as slab width, thickness and reduction of edging roll on unsteady deformation of metal was carried out. The research work provides a scientific basis for the optimization of edge rolling schedule.

Requirements fall into two categories: — (i) the demands of the market leading to a capacity requirement, which, dependent on the technical solutions, leads to a market requirement in terms of the number of aircraft. (ii) the technical requirements in terms of the vehicle characteristics required to provide the most competitive aircraft to achieve maximum market penetration. An appreciation of future civil requirements is presented as seen through the eyes of a project engineer rather than a market research economist. The title of the symposium suggests a focusing of attention on two main fields of air transport, namely, the successors to the supersonic long-range aircraft and the large subsonic short-range aircraft. It is, however, the intention to broaden the survey to cover the major areas of activity in civil aviation, since in many ways there may be inter-relations between the developments in different fields.

Navigation by the use of inertial information is now an accepted technique for military aircraft and for missiles. In civil aircraft the application of inertial techniques are, as yet, limited to defining the vertical and providing a memory of azimuth direction; that is, as aids to flight rather than a primary or even sole navigational aid. Although the principles applied—the inertial properties of matter and the laws of gravitation—are the same, the accuracy of the inertial sensors differs by some three orders of magnitude, and the cost by some two orders, between these two extremes.Mr. A. Stratton of the Royal Aircraft Establishment first of all presents in perspective the range of application of inertial techniques that are available for civil use and suggests how the information obtained by inertial means can be related to that from other airborne sources. He shows that even if the expense of an accurate inertial platform of ‘navigational’ quality should not be justified, considerable advantage over existing sources obtains in terms of accurate attitude reference, and instantaneous velocity and acceleration, by the use of a lower-grade platform in conjunction with other navigation aids.
