Introduction. The paper substantiates the relevance of reducing costs for regular passenger traffic and increasing their reliability in relation to cities with city-forming enterprises. The organizational and technological specificity of the regular route network of urban transport in such cities is disclosed. The authors propose a method for organizing regular transportation routes based on a rational combination of basic routes that require boarding and disembarking passengers only at stopping points and backup routes with boarding and disembarking passengers in any place not prohibited by the rules of road traffic. The authors demonstrate route network optimization of the regular passenger transportation using the proposed economic and mathematical model and taking into account the costs of forming the infrastructure for organizing traffic on backup routes, operating costs of transportation, as well as the cost of eliminating failures in urban transport. The developed mathematical model for assessing the reliability of regular passenger transportation differs from the well-known models, which take into account the availability of backup routes in the regular route network. The research proves the practical implementation of the proposed recommendations by the example of public transport routes in Magnitogorsk.Materials and methods. The authors used the analysis of scientific and regulatory literature; economic and mathematical modeling of transport processes; methods for calculating the reliability of technical and transport systems; the statistical, technical and economic system analysis.Results. As a result, the authors revealed the optimization of the economic and mathematical model of the regular passenger transportation in cities with city-forming enterprises and a mathematical model for assessing the reliability of regular passenger transportation. Moreover, the paper presented practical recommendations on the organization of reserve routes for regular passenger transport on the example of Magnitogorsk.Discussion and conclusions. By the implementation of theoretical principles, mathematical models and recommendations developed in the course of the research, the authors show the effect of implementation and the possibility to obtain new scientific results. Moreover, the authors demonstrate the formation of an additional volume of traffic by 178 thousand passengers a year, an increase in the speed of communication by 7 km per hour, a decrease in the cost of transporting one passenger by 7% and an increase in reliability by 1.14.Financial transparency: the authors have no financial interest in the presented materials or methods. The article provides information about the state of Magnitogorsk electric transport during its formation. This is one of the steps to preserving the history of emergence and development of tram traffic, an attempt to outline its fundamental role in formation of the transport system, as well as in socio-economic and political life of Magnitogorsk, one of the first so called social cities of the Soviet Union. The article is structured into sections relating to expansion of the tram route network, state and development of tram fleet. The considered time period captures the years of the Great Patriotic War and is limited to the beginning of the «thaw» in the domestic political life of the Soviet state. Through systematization of documentary evidence, the fundamental role of tram traffic in formation of the transport system of Magnitogorsk for the studied time period is determined. This should contribute to development of information support for research on the historical patterns of formation of urban transport systems in the period of industrialization.This issue offers the first part of the article.

Cilegon is one of the National Activity Centre (PKN) in Banten Province. As PKN, Cilegon generate movement from out of town towards Cilegon, either using AKAP/AKDP buses and urban transportation from the place of origin. Many AKAP/AKDP bus passengers fell in the shadow of the terminal, while the urban transport passengers from the outside get into the city of Cilegon and drop off passengers . The number of outer urban transport operating in Cilegon Cilegon City area adds to congestion in Jalan Sultan and Jalan Ahmad Yani Ageng Tirtayasa , especially at rush hour. Therefor, the Government of Cilegon Municipality then implement the construction of SeruniTerminal, officially put into operation on April 1, 2013. With the expected Seruni terminal buses no longer drop off passengers at the terminal shadow, and urban transport outside the city of Cilegon not get into town. Positivistic approach and methods used in this study is a quantitative method , as well as some analysis used : (1) the analysis of the characteristics of SeruniTerminal, (2) analysis of traffic volume in Seruni Terminal, (3) analysis of urban transport route network in Cilegon, and (4) policy analysis for development of The Seruni Terminal, is expected to answer the research question, namely : " the role of Seruni Terminal in the urban transport system in Cilegon Municipality? "The results obtained from this study is the lack of Seruni Terminal has a role in urban transport systems in Cilegon. To enhance the role, it’s can be done with urban transport route A.01 Cilegon-Anyer and Merak-Cilegon M.01 directed toward Seruni Terminal, and/or the addition of a new trajectory Cilegon-JLS. Therefor, Seruni Terminal is expected to increase the role of the movement in serving urban communities in Cilegon.

Introduction. The article is devoted to the development of an algorithm for checking the assessment of the adequate operation of the transport model and the application of this algorithm in practice.The research has been carried out at a regulated intersection in Belgorod, the main parameters necessary for creating a transport model have been determined. A transport model of the investigated intersection was created, an assessment of the adequate operation of the model was made, measures were proposed to increase the capacity of the investigated section of the road network.Methods and materials. The main attention is paid to the use of the software that allows simulating transport processes at the initial stages of activities related to the organization or reorganization of road traffic. Simulation is a fast, convenient and cost-effective way to assess the effectiveness of traffic management. The modeling process helps to select the most optimal solution for the transport infrastructure.Results. The authors have developed the algorithm for checking the adaptation of the controlled crossing model in the Aimsun software environment, and proposed a new coordination plan for crossing. Conclusion. It is concluded that it is necessary to use the software products intended for modeling transport systems.

The article is devoted to the establishment of information support to determine the patterns of changing the function of gravitation of employees of the urban-service enterprises. It has been established that the development of urban transport systems is impossible without the use of information technology to predict the parameters of the formation and absorption of passenger traffic. The design of urban transport systems cannot be achieved without assessing the impact of traffic improvement measures on changes in traffic and passenger flows. The main parameter by which it is possible to predict the choice of places of gravity by the inhabitants of cities is the function of gravitation between different areas of the city. The formalized functions of the gravitation of urban dwellers are not differentiated by the social composition of the population of cities. In addition, they use only travel time between areas of the city as an independent variable. The article proposes the formalization of the gravitation function of employees of the urban service enterprises using the parameters of the urban transport system, areas of departure and arrival, as well as the cost of movement. A special questionnaire has been developed to obtain the original information. A natural survey was carried out using it. As a result of the processing of survey data using correlation and regression analysis methods, the degree of influence of the studied factors on the value of the gravitation function of employees of urban service enterprises was revealed. Analysis of the correlation values obtained showed that the most significant impact on the value of the gravitation function of employees of urban services is the ratio of the cost of movement between districts and average wages in the city. The least impact is the distance from the area of residence to the place of application of work, the ratio of the cost of one square meter of housing in the area of residence and the average salary in the city, the ratio of the cost of one square meter of housing in the area of employment application and the average salary in the city. However, the compatible influence of all factors can change the level of influence of each factor and its combinations. In addition, it is advisable to take into account the technical and operational performance of urban passenger transport routes and individual transport routes.

The directions of economic assessment of the costs associated with the time of transport movements of the urban population have been described. It has been shown, that solving the problem of improving the reliability of urban transport leads to saving passengers` time and the possibility of using the resulting savings in a more productive way, therefore, the calculation of the cost estimate of the change in travel time can be taken into account when choosing to implement a particular transport project, to assess the costs and results of public investment or regulatory impacts. A model of economic efficiency evaluation of transport projects, based on accounting of reduction in average travel time of urban population and improving the reliability of transport correspondences of urban transport has been proposed.

The paper brings to the fore the need for state support by making investments in railway infrastructure, in order to maintain and ensure the success of railway transport of trucks by introducing RO-LA transport in rail traffic. Using this mode of transport reduces the cost of maintaining road infrastructure, protects the environment, reduces fuel consumption, and reduces road traffic congestionRO-LA transport is an alternative solution to auto transport and contributes to the streamlining of traffic of goods and people.

Purpose of the study.The study focuses on issues of the level assessment of transport system development of large cities. Despite the wide variety of studies on this issue, there is currently no universal approach to assessing the level of development of the transport system at megalopolises. The present study aims to create a tool for a comprehensive assessment of various aspects of urban transport development that are important for all categories of transport users, and to provide a comparative analysis of the world’s leading megacities in terms of transport development based on the proposed methodology.Materials and methods.In the study, the authors apply an approach related to the construction of integral indexes and ratings of cities based on the values of these indexes. In the calculations of the index, the authors use statistical data from authoritative open sources and information systems of national and municipal government.Results.Based on the results of the world practice analysis, the authors propose the Urban Transport Development Index developed in order to compare the level of transport system development in various cities. The Index provides an opportunity to identify the weaknesses and strengths of cities, to find reserves for the further improvement and development of recommendations in the field of transport policy on this basis. The Index consists of four sub-indexes: the availability of transport services for the urban population, the quality of transport services, road traffic security and the ecological impact of transport, and freight logistics performance. The Index reflects the main aspects of urban transport development and shows the views of different categories of population on the level of transport services. The paper examines the level of transport system development for 2010, 2015, 2016 and 2017 of a group of comparable cities, which includes Hong Kong, London, Mexico, Moscow, New York, St. Petersburg, Singapore, Istanbul, Tokyo and Shanghai. The results showed that Tokyo and London have occupied the leading positions during the period under review. For the seven years Moscow, St. Petersburg and Shanghai have showed the best dynamics of the Index.Conclusion.The proposed method allows both to evaluate the effectiveness of individual regulatory measures known in the practice of other cities, and to simulate their impact on the transport system of the city. The paper concludes with recommendations for further development of cities’ transport systems.

<p><strong>Abstract.</strong> This paper explores the application of real-time spatial information from urban transport systems to understand the outbreak, severity and spread of seasonal flu epidemics from a spatial perspective. We believe that combining travel data with epidemiological data will be the first step to develop a tool to predict future epidemics and to better understand the effects that these outbreaks have on societal functions over time. Real-time data-streams provide a powerful, yet underutilised tool when it comes to monitoring and detecting changes to the daily behaviour of inhabitants.<br> In this paper, we describe and discuss the design of the geospatial project, in which we will draw upon data sources available from the Norwegian cities of Oslo and Bergen. Historical datasets from public transport and road traffic will serve as an initial indication of whether changes in daily transport patterns corresponds to seasonal flu data. It is expected that changes in daily transportation habits corresponds to swings in daily and weekly flu activity and that these differences can be measured through geostatistical analysis. Conceptually one could be able to monitor changes in human behaviour and activity in nearly true time by using indicators derived from outside the clinical health services. This type of more up-to-date and geographically precise information could contribute to earlier detection of flu outbreaks and serve as background for implementing tailor-made emergency response measures over the course of the outbreaks.</p>
