scholarly journals Statistical Analysis of Trends of Foreign Economic Activity of Ukraine: ICT Sector

The article is devoted to the statistical analysis of the trends of foreign economic activity of Ukraine, in particular, the ICT sector. The study identifies and analyzes the most complete and reliable source of world trade statistics – the database of UN Comtrade Database, on the basis of which the foreign trade of the most developed countries of the world and Ukraine in the groups of products and services of the ICT sector is investigated. According to the results of the study, the main changes of the data elements and functions of the UN Comtrade Database have been identified and described. The analysis of the state of the information society was started from the formation of the information base of the Ukrainian trade in services of the ICT services on the basis of Extended Balance of Payments Services (EBOPS), which are related to the specified sector. The collected data analyzed the trade balance of Ukraine in the main types of ICT services exported from Ukraine and imported into Ukraine, as well as the dynamics of export and import of ICT services in Ukraine for 2000-2017, and the corresponding diagrams for visual analysis were constructed. Using the UN Comtrade Database, the annual data on the cost of foreign trade in goods of ICT in Ukraine in 2010-2017 by the codes of the HS 2012 Harmonized Goods Description and Coding System and EBIT 2002 services by ICT were obtained and analyzed. According to the results of the survey, it was found that during the entire period under investigation the trend of increasing the volumes of both export and import of ICT products was noted, although in both cases this tendency was not stable. The negative factors influencing on the development of foreign trade in goods and services of ICT were: unfavorable conditions of external risks for domestic producers, insufficient level of competitiveness of their products, low activity of regions in the foreign market, imperfection of the commodity structure of expo rts and imports. In further research for the main components of export and import of ICT products, it is expedient to analyze monthly information and build appropriate forecasts.

The development of Russian foreign trade during the previous five years is analyzed. It is stated that, in terms of value, exports of services and imports of goods and services steadily grew during the first four years of the period under review. Exports of goods also rose during three years, but in 2014 both exports and imports again fell in comparison with the previous year as was the case five years ago. The composition of the Russian exports and imports of goods did not change radically during the previous years. The main items of export are, as always, mineral products, metals and fertilizers. Import is prevailed by foodstuffs, chemicals and heavy engineering equipment. The current situation is featured by the reduction of world oil prices, slump of the domestic economy and war of sanctions with the Western countries. All this substantially impairs the conditions of Russia’s foreign trade activities and inhibits its development in the upcoming years. In the author’s view, the implementation of measures worked out by the government – correction of tariff liabilities before the WTO, redirecting of trade streams from the European to the Asian markets, import substitution and export support – will unlikely improve the situation. Revision of the liabilities before the WTO in the conditions of the decrease of the internal demand and serious devaluation of Ruble is considered as inappropriate and counterproductive. “Asiatic turn” is only capable to compensate to a certain respect the loss of supplies of some food products from Europe, but cannot fully offset the loss of potentialities of the acquisition of modern technologies and equipment from the developed countries. It is doubtful that it will be possible to dramatically cut the import dependence. It is necessary to replace many kinds of foreign goods, but it is impossible to implement a frontal substitution of import in all directions. Excessive stress on the import substitution might lead to the emergence of shortages and poorer availability of some goods at the internal market and, at the worst, to self-isolation and economic autarky. The attempts to build up an effective system of export support might be successful only in the conditions of the establishment of the large-scale production of goods and services which would be comparable with the foreign analogues in respect to the criteria of price and quality. Taking this into consideration the technological renovation of production processes, first of all in the manufacturing industry, and on this basis rising up of the competitiveness of plants and factories are the most important prerequisites for encouraging export activities and formation of the new export specialization of the country.

The paper proposes a methodology for analyzing the system of interaction between an industrial enterprise and customs authorities in the process of carrying out foreign trade activities based on the classification and assessment of the system elements functions for performing customs operations and customs control. Foreign economic activity, which is a set of functions of organizations focused on the foreign market in terms of the chosen foreign economic strategy, as well as the forms and methods of work in foreign markets is considered as one of the key factors in the efficiency of an industrial enterprise. Analysis of the foreign economic activity of an industrial enterprise using the developed methodology will make it possible to determine the optimal and cost-effective options for performing customs operations related to the declaration and release of goods in accordance with the declared customs procedure. The focus on large participants of foreign economic activity, which are industrial enterprises, will allow using the results of the study to reduce non-production costs associated with the implementation of foreign trade activities by these enterprises. We have chosen an enterprise of the metallurgical industry that carries out foreign economic activity in cooperation with the customs authorities of the Russian Federation as the object of the system analysis in this research. At the same time the object of analysis is considered as a unified system that has the main system properties: integrity and divisibility, the presence of significant stable links between the elements of the system, the organization and the hierarchical structure of the system, integrative qualities. The object of the research is a complex-structured system of interactions between industrial enterprises that are participants of foreign economic activity and the customs authorities of the Russian Federation. The schemes of interactions of all elements of the four-level hierarchical structure of the analyzed system are illustrated.

The concepts of “summary”, “result”, “effect”, “effectiveness and efficiency” are de-grouped. In general, «effectiveness» is a relative indicator characterizing the degree of achievement by the economic entity of the goal in one or more areas and all its economic activity at a certain point in time, that is, it is a cumulative result of the activities of the business entity. While “efficiency” is a relative indicator that characterizes the positive dynamics of the development of a business entity at a certain point in time and is equal to the relative of the result or effect to the costs that caused its receipt. The criteria of efficiency of functioning of the enterprise are considered, namely: effectiveness, introduction of innovations, efficiency, quality of working conditions, product quality. It is noted that the improvement of the efficiency of foreign trade operations is associated with the effectiveness of the use of the company’s assets, its funds, the implementation of investment processes, the achievement of high-quality products, etc. It was emphasized that the smaller the domestic market for the products of this enterprise, the more important it becomes to enter foreign markets. The effectiveness of foreign trade operations depends on the stage of their planning and preliminary preparation for implementation and is evaluated through financial analysis. The following algorithm for assessing the effectiveness of foreign economic activity of the enterprise is presented: preparatory stage; design stage; analytical stage. To evaluate the export activity of the enterprise, it is proposed to use the following indicators: export growth rate, share of sales costs on foreign markets in total sales costs, share of profit from export sales in the total volume of profit from exporter’s sale, profitability of exported products, profitability of sales on the foreign market, competitiveness of products on the foreign market. For the analysis of the export activity of the enterprise in the literature, the following approach is proposed: a preliminary review of general indicators; analysis of the contract portfolio for export deliveries; analysis of the volume of sales of products for export; analysis of capital use in the implementation of export activities; effectiveness of export activities.

Introduction. At the beginning of the 21st century, most Western countries, faced with the need to find ways to grow, began to realize that the post-industrial economy can no longer act as a reliable foundation for economic development. It should be noted that Ukraine's place in world innovation processes does not yet match the potential of the country. Lack of funding for research and development, especially fundamental science, will lead to further outflow of highly skilled scientific personnel, loss of prospects for the growth of national competitiveness on world markets of innovative products and irreversible lagging behind developed countries. Aim and tasks. The aim of the research is to develop the general provisions of the systematic study of the patterns of innovation development of European countries in the context of global transformations and to justify on this basis the directions of innovation modernization of the Ukrainian economy. Results. Three fundamentally different variants of development of economic systems are determined depending on the choice of technological basis of economic growth. The prerequisites for formation of the strategy of innovation modernization of the Ukrainian economy are substantiated, namely: resource support; technological update; institutional support; development of infrastructure and regulatory support; strengthening of business reputation and access to the foreign market; increase of competitiveness of Ukrainian enterprises in the world market of goods and services. The model of innovative modernization of economic development with the account of the experience of the EU member states as a form of private-public partnership with the use of science-intensive technologies (on technological platforms) is offered. Conclusions. According to the results, it is determined that the effective system of innovative modernization of the Ukrainian economy has not yet been formed. The following areas are suggested for the urgent directions of solving this problem: fundamental development and theoretical substantiation of the types of public-private partnership; ensuring transparency of the system of stimulation of domestic innovation projects; formation of a stable information field, which includes a set of data on a number of issues that arise (between private, state and mixed structures), as well as in the process of generating and using financial resources for the purpose of innovative development of the domestic economy.

This volume on India is one of a series of research projects on exchange control, liberalization, and economic development, undertaken for many less developed countries. The study deals with three major topics: exchange control, liberalization, and growth. First, under 'The Anatomy of Exchange Control', the methods of allocation and intervention in the foreign trade and payments practised by the government during the restrictive period 1956-66 and their economic impact are discussed. Then, a detailed analysis of the 'Liberalization Episode' which covers the policies in the period 1966-68, including the June 1966 devaluation, and the episode's effect on price level, economic activity, and exports is given. Finally, the overall growth effects of the foreign trade regime (broadly defined as exchange rate policy plus the frame-work of relevant domestic policies such as industrial licensing), and their possible contribution to India's rather unsatisfactory economic performance are examined.
