Sukarno and Colonialism: An Analysis of Indonesia’s Foreign Policy Discourse, 1955-1961

For the most part, the literature about Indonesia’s foreign policy does not stray far from a descriptive and chronological presentation of the subject. The fact of the matter is that an in-depth analysis of the nation’s foreign policy from a different era will impart valuable lessons to the current policymakers in charge of formulating and implementing such a policy. The era of Sukarno bore witness to the implementation of Indonesia’s foreign policy that was strong in ideas and practices. Employing discourse analysis, this article seeks to analyze five of Sukarno’s speeches, which were delivered in various international forums from 1955 to 1963. It demonstrates that during that time, Indonesia put forward a coherent and consistent foreign policy with colonialism as its master signifier. The promotion of such a discourse contributed positively to the diplomatic effort on the issue of West Papua by mobilizing supports from Asian-African nations, as well as attracting the interest of the superpowers. As a result, Indonesia’s national interest to bring West Papua into the Republic was well served, and furthermore, Indonesia succeeded in enhancing its image, role, and leadership in world affairs. This experience presents a challenge to the contemporary policymakers in producing a configuration of strong ideas and concepts that would allow the implementation of a foreign policy that serves the national interest, when the nation has once again risen as an important player on the world stage.

Foreign policy stated by Indonesia related to the Republic ofVanuatu support for the Indenpendence of West Papua does not happennaturally. It is influenced by the facts and values that are had by theIndonesia that led to the perception and influences the decision ofmaking process. Indonesia stated that West Papua is a part of therepublic of Indonesia. Therefore, Indonesia states a foreign policy ofRepublic of Vanuatu regarding the support for the independence ofWest Papua. The result of this research indicates that there are someforeign policies of Indonesia against the Republic Vanuatu support forthe Independence of West Papua based on set of orientation, set ofcommitments and a group of behavior action. This research usesrealism approach, the concept of international politics, the concept offoreign policy, the concept of power, the concept of national interest, andthe concept of sovereignty that can explain the foreign policy ofIndonesia against the Republic Vanuatu support for the independenceof West Papua 2015-2016

This article seeks to an approach between the poetry of Carlos Drummond de Andrade, in Feeling of the world (1940), and the philosophy of Albert Camus, in The Myth of Sisyphus - the work of art as adventure of a spiritual destiny (2012), for, to think through by the language praticed by Drummond in two poems – Poem of necessity and Holding hands –, the be in the world and the passing of the man's condition of the being ontic to the be ontological, using also Durand (2012) and another theorists. Making use, as methodology, by the bibliographical research, and theory express of poetic text, concepts and analysis based on the phenomenological critique. Still in an interdisciplinary approach, to reflect the subject and its constitution as speech, will use theories of French line of discourse analysis (DA) and the line Anglo-Saxon (ADC), whose leading exponents are respectively, Michel Pêcheux and Norman Fairclough, relying on the concept of dialectical materialism. O Homem Absurdo na filosofia camusiana e na poesia drummondiana: a linguagem como fonte da (trans)formação Este artigo busca aproximações entre a poesia de Carlos Drummond de Andrade, em Sentimento do Mundo (1940), e a filosofia de Albert Camus, em O mito de Sísifo – a obra de arte como aventura de um destino espiritual (2012), para, por meio da linguagem praticada por Drummond em dois poemas – Poema da necessidade e Mãos dadas –, pensar o estar no mundo e a passagem do homem da condição de ser ôntico para ser ontológico, valendo-se, também, de Durand (2012) e de outros teóricos. Utiliza, como metodologia, a pesquisa bibliográfica e expressa teorias do texto poético, conceitos e análises com base na crítica fenomenológica. The Justice and Development Party (JDP) and its new cadre have entered into Turkish political life by the general elections held in 2002. Prof. Dr. Ahmet Davutoğlu, one of the members of the new cadre, has been considered as the architect of foreign policy discourse and practices pursued under JDP rule between 2002-2016. Davutoğlu has become both the theoretician and the practitioner of foreign policy strategies, which has been built on his “Strategic Depth Doctrine”. Davutoğlu has aimed to reach a new foreign policy strategy by the new principles such as “multidimensional foreign policy”, “rhythmic diplomacy”, “zero problems with neighbors”, “maximum international cooperation”, “proactive foreign policy” and “order instituting actor”. In these contexts, the aim of the paper is twofold. The 􀏐irst one is to 􀏐ind out whether Davutoğlu’s new foreign policy principles have been implemented in the foreign policy-making processes of the South Caucasus states of Azerbaijan, Armenia, and Georgia and, if yes, the second one is to de􀏐ine the policy re􀏐lections over Turkey’s foreign relations with these states. For this aim, three speci􀏐ic cases, which are critical to these states, have been selected: the Russian-Georgian War (2008), the Armenian Opening, and the Nagorno-Karabakh Con􀏐lict. The method of discourse analysis has been utilized and Davutoğlu’s books, articles, interviews, and speeches have been reviewed.

The place and international position of Lebanon in the world political arena today is changing and transforming under the influence of globalization. Thus, this is not deprive, but changes the vector on the international arena and does not exclude the already acquired conservative character. Prime Minister Tamam Salam, who is the executive of the President of the Republic of Lebanon, is reforming and liberalizing the law and changing the vector of foreign policy. He doing this without leaving the traditions and religious views, also without rejecting the conservative nature of foreign and domestic policies. Although Lebanon is part of the League of Arab States, which is accused of non-democracies, it has a democratic regime for a long time. Balancing the policy of the Lebanese Republic between conservatism, traditionalism, democracy and liberalization makes Lebanon a great country for analysis, since it provides an opportunity to reflect the coexistence of democracy with the stereotyped vision of the “Islamic world”.

In a time when idiocies such as the domino theory comprise a substantial part of American foreign policy one has to look hard for evidence that authentic national interest is anywhere being invoked as a rationale for external relations. That the Republic of South Africa seems to be a world power demonstrating innovation in diplomacy and putting shibboleths in their rightful place says something about the genera] bankruptcy of Western statecraft. While Ford and Kissinger flail about seeking justifications for American failures and misalliances, a moldy, outcast regime in Pretoria has embarked upon a path of diplomatic initiative which has effectively breached the wall of isolation that has surrounded it for two decades. The motives of the regime of John Vorster may be sinister and base, but there appears to be a far more sophisticated perception of long-term interests in Pretoria than in Washington.

In July 1989, as Carlos Menem awaited his inauguration as president, Argentina was experiencing a situation very different from that of the early days of the Alfonsín administration. Much water had passed over the dam since the transition. The crunch of economic crisis — and the failure of the Radical administration to overcome it even minimally — had brought economic questions to center stage and relegated political claims to second place. In this setting, Argentina's new foreignpolicymakers put aside the practice, set by their predecessors, of standing on principle. From the beginning, their rhetoric emphasized three keywords realism, pragmatism, and “normality,” — as the basis of a policy which focused on the economy (Argentina, 1989a: 1).According to Domingo Cavallo:The national interest, in the kind of historical circumstances now prevailing, is most dramatically manifest by economic and social demands. Thus, foreign policy will be realistic and seek to create a better political relationship with the friendly countries of the world in order to resolve Argentina's urgent economic and social problems (Argentina, 1989b: 2)

Women are the main driving force of society along side men. High personality of women will  bring into the world strong generation and community in facing challenges of life. If they are weak, the community also will become strengthless. Muslims, regardless being  majorities in Moslem countries or minorities in non Moslem countries should revive excellency as early generations of Islam that bring forth advanced world civilization for several centuries. The stories of the early generations had been written by many authors such as Mohammad Rashid Rida’s writing about the wives of the Prophet, as well as contained in history books known as “sirah”, autobiographies as well as other forms of writings, translations of thousands of titles in the subject but not studied analytically. Thus analyzing the social processes that apply at that time through the content of Prophetic hadith and discourse analysis texts as proposed by social language analysts, prevail to expose the excellency and sustainability of  women implied in the events as had been narrated by themselves and others. Methodology of this study is based on analysis of the content of hadith and Fairclough (2003, 1992, 1989)’s concept of discourse analysis through the dimension of intertextuality. Several prophetic Hadith are selected, analyzed and being related to social practice to formulate the principles that should serve as a model to modern  women especially by Moslim women. This is because the development of human capital especially female identity is the backbone of the nation’s development.

The article considers the role of ideology and values in the formation and implementation of the current foreign policy of the Republic of Turkey. Taking into account the increasing role of regional actors such as Turkey in international politics, studying their tactics and mechanisms of influence on the global political environment is necessary to explain the further transformation of the international system.The study reveals the strengthening role of the ideology and values in world politics in general and in individual states, such as Turkey, in particular. Under the rule of the Justice and Development Party headed by the current President R.T. Erdogan the country began a gradual transition from «Kemalism», which includes the preservation of secularism, ProWestern democratic values and a gradual departure from the Ottoman heritage, to a more conservative domestic and foreign policy, characterized by the strengthening of Islamist and nationalist sentiments, as well as the transition to the policy of «neo-Ottomanism», «neo-pan-Turkism». The return of the idea of «aggrandizement» of the country to the official political discourse has affected the conduct of Turkey's foreign policy towards both the regional states and the world arena as a whole.The Republic not only began self-restoration as an autonomous actor of international relations in the eyes of the key world powers, but also started to spread its own values and ideas among the population of both the Middle East and among the states which constitute a national interest for Turkey (Russia, the post-Soviet space, etc.), thus influencing them at various levels and involving them in its orbit of influence – both politically, economically and from a humanitarian point of view.Using «hard power» abroad no longer meets the current Turkey’s policy. Instead it relies on forging humanitarian ties, combining initiatives in the cultural, educational and scientific fields to achieve a long-term influence. The Republic of Turkey is trying to spread the following values among the world community:«Justice». International relations must be just and fair. For Turkey it means conformity with its national interests.«Religious fatalism». Government actions both at home and abroad are legitimized through references to religion and fate.«Democratic values». The Republic of Turkey considers itself the most democratic state in the world and contrasts itself with “Western democracies”, which, according to the Turkish leadership, are spreading hegemony rather than democracy.«State-centrism» and collectivism. The interests of the state, society, and especially the Muslim Ummah, are placed above the values of the individual.«Traditional values». Given the Islamization and conservatism of Turkish society as a whole, traditional values also begin to play a major role in the general political discourse of the state.«Culture». Turkey also makes adjustments to the concept of «culture» in very inclusive terms, presenting its culture as a «melting pot» that can turn anything into Turkish.«Respect». In the eastern tradition, it is customary to show respect to elders, as well as neighbors and guests. Turkey uses a demonstration of respect in foreign policy instrumentally and pragmatically. An example of this is the address of the President of Turkey in relation to the leaders of other states: Nursultan Nazarbayev – «aksakal» of the Turkic world, Vladimir Putin is a «dear friend».
