In modern conditions clusters are considered as an effective tool for achieving sustainable economic growth in the regional economy. Their successful development is a decisive condition for creating a new management model based on the priority of innovative production renewal. In this regard, the creation of high-tech and efficient clusters should become the main direction of strategic management of territorial development by the state authorities of the Russian Federation subjects. However, the solution of this task is impossible without the development of an appropriate methodology and techniques for assessing the effectiveness of the regional economy clustering, which could be used in the development of cluster initiatives and preparation of state programs for regional cluster development. The article highlights the main results of the research carried out under the RFBR grant «Effectiveness of cluster spatial development of the region in conditions of transition to an innovative economy» No 16-12-59011 in 2016-2017. Theoretical and methodological grounds for developing a multi-criterial approach to assessing the cluster effectiveness of the regional economic space have been formulated. Interpretation and distinctive features of the cluster as a self-developing system are given. Configuration of the effectiveness criteria for cluster spatial development of the economy is proposed, which is a primary visualization of the cluster criterial efficiency model. Description of the criterial and indicative approach to the analysis of the effectiveness of regional economy cluster development is given and an integral indicator is proposed for its evaluation. Methodology for assessing the Regional cluster index was tested in nine regions of the Russian Federation, which territorial clusters were officially registered in the Register of industrial clusters 2016 of the Ministry of Industry and Trade of the Russian Federation. Results of the survey can be of interest to representatives of the government bodies at various levels, heads of specialized cluster structures, enterprises and organizations that are members of clusters.

More than 10 years of Bulgarian membership in the European Union has resulted in significant changes not only in the product and organizational structures of the agrarian sector. These changes take place at different speed and form new models of agriculture by country. The purpose of the article is to analyze the regional changes in the product and organizational structures and to assess the characteristics of the emerging agricultural models in the northern and southern planning regions of Bulgaria. The thesis of the article is that, regardless of the unidirection of the changes, the agrarian identity of the regions affects their speed and their characteristics. The methdological approach is based on the assessment of the changes in product and organizational structures and their impact on the development of the regions. Subject of the research is the agrarian sector in the planning regions in our country. Conclusions were made for the consequences of changes in the importance of agriculture for the regional economy, their environmental impacts, income from farming, jobs, changes in the population, etc. The characteristics of agricultural models are described and guidelines and possibilities for their adaptation and development of the regional agricultural production potential were developed.

The significant impact of labor mobility on modernization of regional economy determines the relevance of the study. The article examines the main features of labor migration flows in the regions of the Southern Russia and identifies prospects of their innovative development. In contrast to similar studies, the article investigates labor migration in terms of its impact on qualitative changes in the economy of the host territory. It is proposed to distinguish centripetal and centrifugal, as well as inertial, innovative and regression migration. This allows taking into account the role of labor migration processes in modernization of regional economy. The author identifies economic, social and institutional effects of labor migration and determines their main trends on the basis of analyzing labor migration processes in the regions of the southern Russia. The study shows that intraregional migration, in general, is subject to the regularities identified by E.G. Ravenstein. In addition, the quality of migration flows is influenced by educational mobility of young people and by location of South Russian regions along the border. The issue of labor migration regulation is determined by its centripetal nature, which leads to overabundance of highly qualified human capital in regional centers. The study proposes a solution to the problem of labor mobility of the population for modernized development of a region and suggests to implement the projects of public-private partnership dealing with creation of innovative industrial clusters. It is concluded that implementation of cluster projects using the mechanisms of public-private partnership will allow focusing labor resources on enhancing their innovative abilities and their full implementation, to provide the local population with highly skilled jobs. The author emphasizes that these tasks should be interconnected with the tasks of socio-economic development of peripheral territories.

In the last three decades of rapid economic growth since the reform and opening-up, the traditional manufacturing mode of “high investment, high consumption, high pollution” along with unilateral pursuit of fast-growth of GDP makes resources and environmental problems emerged. Via high-tech, remanufacturing industry which is based on circular economy revitalizes waste products, dramatically improves the efficiency of resources utilization and reduces pollution in the manufacturing process, leading the transformation of economic development pattern. It is a kind of promising strategical industry in the sustainable development of regional economy. With the guidance of industrial cluster theory, it will create a new growth pole for regional economic development through vigorously developing remanufacturing industry, forming industrial clusters and remanufacturing industrial zones with regional and industrial characteristics and perfecting relevant laws and regulations and strengthening the industrial chain.

With economic globalization and rapid development of science technology, a number of enterprises in the region work closely in the form of industrial clusters, with whose overall innovation capability increasing rapidly. It is in this situation that the conception of innovation cluster comes with the tide of fashion. This paper first reviews the study situation of networks; analyzing the structure of innovation clusters deeply, and then constructs an improved BA model to demonstrate the complex links among the innovation cluster nodes and explains their structural features, then simulate its formation mechanism and evolution process.

The arcile descuites the features of the development of the agro-industrial complex of the Komi Republic, including based on the SWOT analysis of its agro-food sector. The study identifies the strengths and weaknesses of integration in the conditions of the Northern region, identifies opportunities and threats, formed the principles for the formation and functioning of a product cluster. The algorithm determining the priority directions of development of clusters in the Northern region, allows to deepen the system displays the development of agricultural production in rural areas and includes the following areas: analysis of the status and dynamics of development of agricultural production in the region; the allocation of typological groups; assessment of the influence of the main values of the factors on agricultural production; analysis of the development of processing industries; matrix analysis definition of priority directions of development of the cluster; the formation of potential product clusters.

As the main hypothesis, it is suggested that the existing unevenness in the number of precision farming elements used in agriculture in the subjects of the Russian Federation is related to regional characteristics and specific features of the agricultural sector of the regional economy. The purpose of the study is to identify the geographical features of the regions that are most preferable for the use of precision farming technology in agricultural production. Mathematical modeling uses data from 20 subjects of the Russian Federation on the dynamics of the introduction and use of precision farming elements and the characteristics of these regions for 14 different indicators that can in one way or another affect the introduction of these technologies. Multiple correlation was obtained using 5 characteristics of regions (the correlation coefficient was r=0.89±0.1). At the same time, two indicators (the change in the level of registered unemployment and the amount of subsidies per 1 ha of agricultural land) were inversely dependent on the result of the introduction of precision farming elements. The selected indicators determined the intensity of introduction of precision farming elements in the regions by almost 80% (the coefficient of determination was D=0.798). The identification of these features and the construction of an appropriate model allows to predict the most preferred regions for the use of precision farming elements in agricultural production based on the generalization of existing experience.

Abstract Introduction. For further effective development of agricultural production, it is necessary to develop new economic mechanisms and forms of interaction between the state, business, science and education to accelerate the process of introduction of new developments in production, attracting investment in the agricultural sector. The work is aimed at improving the mechanisms for managing the investment and innovation development of agricultural production on the basis of the creation of regional clusters, using public-private partnerships to ensure the transfer of innovations to agricultural development and increase the level of competitiveness of national producers in the free trade area with EU countries. The purpose of the study is to consider the institutional principles of managing the investment and innovation development of agricultural production on the basis of the creation of regional clusters. On the basis of this, the structure of the investment-innovation cluster with the inclusion of the infrastructure of the money capital market was developed. Results. The necessity to introduce into the structure of investment-innovative cluster of monetary capital infrastructure is established. The essential functions of which are: the organization and maintenance of cash flow, the integration of the necessary cash resources in specific areas and areas of activity. It is determined that the difference between the investment and innovation cluster from other forms of economic formations is that the cluster members do not go for full merger, but form a mechanism of interaction, which allows them not to lose the status of a legal entity and thus to cooperate with other cluster members and for beyond. The basic approaches to the estimation of the efficiency of activity of cluster formations as a result of increase of the level of utilization of available capacities, increase of opportunities of attraction of investments, emergence of synergistic effect are defined. Conclusions. It is determined that the investment-innovation cluster is a purposefully created group of organizations, which operate on the basis of centers of enhancement of scientific knowledge and business ideas and training of highly qualified specialists.
