ROLE OF WOMEN IN EDUCATION DEVELOPMENT IN THE SOUTHERN REGIONS OF UZBEKISTAN

The article explains that during the years of independence in Uzbekistan, the development of new principles for solving women's problems is on the agenda. Particular attention should be paid tothecreation of a legal basis for ensuring gender equality in all spheres of life and public administration, improving the system of international institutions on gender issues, protecting the rights and freedoms of women in the era of globalization. The article analyzes the fact that Uzbekistan is undergoing serious reforms in the field of education. An analysis of the active participation of women in education reform is given, and data are systematized on the example of the Kashkadarya and Surkhandarya regions, where women were awarded state awards and achieved great success.Index Terms:Uzbekistan, southern regions, education, industry, women, gender equality, reform, school, award, title, textbook, competition

Аннотация. В статье рассматривается трансформация роли женщин в социальной жизни развивающихся стран. Автор приходит к выводу, что стремление достичь равного участия женщин и мужчин в различных сферах жизнедеятельности общества является одной из ключевых тенденций развития демократических режимов. Однако, на современном этапе существует ряд проблем, препятствующих достижению полного гендерного равенства и представительства, что требует определенных действий не только со стороны государства, но и со стороны гражданского общества, а также международных организаций. Макалада өнүгүп жаткан өлкөлөрдүн социалдык турмушундагы аялдардын ролунун трансформациясы каралат. Автор коомдун турмуш-тиричилигинин ар кандай чөйрөлөрүндө аялдардын жана эркектердин бирдей катышуусуна жетишүүгө умтулуу демократиялык режимдерди өнүктүрүүнүн негизги тенденцияларынын бири деген жыйынтыкка келет. Бирок, заманбап этапта толук гендердик бирдейликке жана өкүлчүлүккө жетишүүгө тоскоолдук кылган бир катар көйгөйлөр бар, бул мамлекет тарабынан гана эмес, ошондой эле жарандык коомдор жана эл аралык уюмдар тарабынан белгилүү аракеттерди талап кылат. The article discusses the transformation of the role of women in the social life of developing countries. The author comes to the conclusion that the desire to achieve equal participation of women and men in various spheres of society is one of the key trends in the development of democratic regimes. However, at the present stage there are a number of problems that hinder the achievement of full gender equality and representation, which requires certain actions not only from the state, but also from civil society, as well as international organizations. This policy brief looks at Grameen Bank (GB) microcredit sixteen Decisions policies to examine the degree to which women borrowers of the Grameen Bank are empowered to participate in familial decision-making around the management of income and expenditures, and to examine women borrowers’ engagement in community activities. This policy brief is based on previous GB microcredit research conducted by the author. results show that GB policies have resulted in the increased participation of women in households and communities, but also show a movement toward development. Using the case of Bangladesh, this policy brief recommends that GB should include gender equality in its sixteen Decisions to address the role of women.

A small but growing area of public administration scholarship appreciates the influence of religious values on various aspects of government. This appreciation parallels a growing interest in comparative public administration and indigenized forms of government which recognizes the role of culture in different approaches to government. This article is at the crossroads of these two trends while also considering a very salient region, the Islamic world. The Islamic world is uniquely religious, which makes this discussion even more relevant, as the nations that represent them strive towards legitimacy and stability. The history and core values of Islam need to be considered as they pertain to systems of government that are widely accepted by the people. In essence, this is being done in many countries across the Islamic world, providing fertile grounds for public administration research from a comparative perspective. This paper explores these possibilities for future research on this topic.

E-governance is a paradigm shift over the traditional approaches in Public Administration which means rendering of government services and information to the public by using electronic means. In the past decades, service quality and responsiveness of the government towards the citizens were least important but with the approach of E-Government the government activities are now well dealt. This paper withdraws experiences from various studies from different countries and projects facing similar challenges which need to be consigned for the successful implementation of e-governance projects. Developing countries like India face poverty and illiteracy as a major obstacle in any form of development which makes it difficult for its government to provide e-services to its people conveniently and fast. It also suggests few suggestions to cope up with the challenges faced while implementing e-projects in India.

This article analyses the role of state in the policy of economic liberalisation in Vietnam. Doi Moi, which was launched in 1986, is a very influential and effective policy in changing the socio-economic landscape of the people in the country. The results of this study prove that there are positive effects on the increase of foreign investment inflows, the eradication of starvation and unruly poverty, the increase of level of education, the improvement of gender equality and women's rights as well as the sustainability of the environment after Doi Moi is implemented. Through Doi Moi, Vietnam is moving towards a developing country status with good economic performance both at the Southeast Asian and global.

A current theoretical and practical legal basis for creation of regulatory acts in the Russian Federation is discussed. A current relationship between the issued regulatory acts and some criteria of legal norm classification is shown. Legalization of the President address to the Parliament of the Russian Federation as a substantial element of the legal norm-making in a democratic state is revealed.
