The digital transformation of all socio-economic spheres of the country determines the inclusion of digital factors in the assessment of investment potential. The aim of this paper is to justify the need to include digital factors in assessing the investment potential and the assessment of the digital potential of St. Petersburg. The study includes statistical methods of correlation analysis, average values, comparison, and grouping. This paper defines the concept of digital potential; highlights indicators of digital technology development; presents a methodology and assessment of the digital capacity of St. Petersburg compared with other cities of federal status through 2016–2018. The author features three key components of digital potential: information and communication technology (ICT) infrastructure, digital government, and e-business. The study shows that St. Petersburg’s digital potential is sustainably growing. The research reveals that the digital capacity of St. Petersburg is improving by boosting the “e-business” component which reflects the use of ERP and CRM systems by organizations, as well as by the e-commerce. The low level of the “digital government” component has a negative effect on the integral level of digital potential despite the ongoing digitization process in the public sector services. The conclusions of the study suggest that the use of digital channels to interact with public authorities, the digitization of businesses, as well as the implementation of electronic workflow processes will improve the digital potential of St. Petersburg. Taking digital factors into account as a part of the investment potential of a city will make it possible to accurately assess its investment attractiveness. The findings of the study may be useful to scientists, rating agencies, and government officials when making investment decisions. The prospects for future research on this topic consist of expanding its base, clarifying the components of the digital potential factors, and methods for assessing the investment attractiveness of a territorial entity.

Digitizing public services is, at the moment, an essential necessity for numerous governments around the world. An improved government through digitization will not only have a growing effect on businesses, but it will also be able to intensify citizen engagement and push for economic growth. During the last 10 years more countries have progressively begun to provide digital services to their citizens. Therefore, in order to address this development, the purpose of this paper is to analyze the evolution of the digital government literature in order to describe the aspects of digital transformation in the public sector and how it is related to knowledge management. In this study the methodology is quantitative and it is based on a review and a survey made with the main goal being the estimation from several collected data on how the digital transformation process in the Public Administration takes place and what its relationship is with knowledge management. The review study is based on articles found on Scopus database and it addresses the role that digital government research plays in the theory and practice of knowledge management. In the survey study, 54 employees working for the services of the two governmental areas of the Portuguese Ministry of the Environment were surveyed. The results show that the research on the theme is still at an exploratory stage due to the lack of studies relating digital government to knowledge management effectiveness in the public sector. The results also show that the success of digital government seems to be related with the quality of the organizations’ knowledge management, complementing each other for significant improvements in the public sector. In terms of originality, this study aims to contribute and stimulate data-driven discussions regarding the impacts of the digital transformation in the public sector and their relation with the implementation of knowledge management practices. The results offer insights into future research needs.

With distributed teams becoming increasingly common in organizations, improving their performance is a critical challenge for both practitioners and researchers. This research examines how group members' perception of subgroup formation affects team performance in fully distributed teams. The authors propose that individual members' perception about the presence of subgroups within the team has a negative effect on team performance, which manifests itself through decreases in a team's transactive memory system (TMS). Using data from 154 members of 41 fully distributed teams (where no group members were colocated), the authors found that members' perceptions of the existence of subgroups impair the team's TMS and its overall performance. They found these effects to be statistically significant. In addition, decreases in a group's TMS partially mediate the effect of perceived subgroup formation on team performance. The authors discuss the implications of their findings for managerial action, as well as for researchers, and they propose directions for future research.

The world’s Industrial Revolution 4.0 and Society 5.0 are massively utilising the Internet of Things, Big Data, Artificial Intelligence and Robotic technology to solve various challenges and social problems. The challenge for the government now is to fully utilise these technologies to improve public services and government administrations. This study focuses on the transformation process of an e-government to become a digital government. The study aims to analyse the current development of e-government in Indonesia and the barriers to implement it as well as to propose how to transform from being an e-government to becoming a digital government. It uses a qualitative approach supported by secondary data. Focus Group Discussion was held in May 2019 to identify e-government barriers factors. The secondary data, meanwhile, was collected through e-government surveys published by the United Nations and E-government Evaluation issued by Indonesia’s Ministry of Empowerment Apparatus and Bureaucracy Reform. Data obtained was analysed using descriptive analysis techniques. Study shows that the development of Indonesia’s e-government is slow and lags behind other ASEAN countries. The E-government index in government institutions is not on target. There is a gap between the e-government indexes and central institutions and gaps between the Provincial and Regency / City Governments. The barriers factors of e-government are: (1) Regulations are not sufficient enough to encourage and guide e-government (2) Lack of data integration; (3) Gaps in the availability of ICT infrastructure between regions; (4) Limited ICT competence and, (5) Bureaucratic culture and leadership. Keywords: Indonesia, e-government, digital transformation, barrier factor, qualitative methodology.

The digital transformation vision (REACH 2025) is essential for transformation and enabling individuals, sectors, and companies in Jordan to adopt digital solutions and build a robust ground in conducting business. The government in Jordan launched the REACH2025 Vision in 2016, and it has taken many serious measures to bring sectors, companies, and individuals to virtual digital by 2025. This government's vision consisted of seven dimensions (Smart Specialization and demand-driven innovation, Public Sector Innovation, Tech Start-ups and Entrepreneurs, ICT Skills, Capacity and Talent, Enabling Business Environment, Smart digital economy infrastructure, and Governance), and 18 actions to implement over ten years. The researchers used these dimensions to build a framework to measure the impact of government progress on enabling individuals, sectors, and companies, on productivity, and encouraging investment. The researchers used a sample of 196 respondents from various disciplines to figure out attitudes and evaluate government actions. The researchers also used responses to validate the proposed theoretical framework in the components of the digital economy. The results revealed positive attitudes towards the development and implementation, and excellent in some areas, while some measures need strengthening and re-evaluation. The study recommended employing the proposed framework to measure the actual impact of the digital transformation. The study also advises leading future research towards further empirical examination to validate the framework proposed.

Based on self-concept theory, the present study proposed and empirically tested the impact of leader narcissism on employee organizational citizenship behavior directed toward the leader (OCB-L), highlighting the mediating role of perceived insider status and the moderating role of need for self-esteem in this relationship. Based on an analysis of 161 two-stage matched leader-employee dyads, the hypotheses were tested and the results showed that the leader narcissism had a negative direct effect on employee OCB-L, as well as a negative indirect effect on employee OCB-L via perceived insider status. Furthermore, the need for self-esteem was found to moderate the negative effect of leader narcissism on perceived insider status as well as the mediating effect of perceived insider status between leader narcissism and employee OCB-L. The theoretical and practical implications of our research were discussed. Limitations and directions for future research were also offered.

Purpose The entire world is now witnessing the Fourth Industrial Revolution and Artificial Intelligence (AI) is indeed altering the lives of the many in both developing and developed countries. Massive digital transformations are affecting the economies of those countries and are bringing with them many promised merits, as well as many challenges to face. This paper aims to examine the relationship between digital transformation (as a one facet of the fourth revolution and AI trends) on one side, and economic development, labor productivity and employment on the other side. Design/methodology/approach The paper analyzes different indices of digital transformation, and then uses the Digital Evolution Index (DEI) to study those relationships in a group of developing countries using feasible generalized least squares method (FGLS). Findings The results show a positive relationship between the digital transformation index and economic development, labor productivity and job employment. Females seem to gain more from digital transformation compared to males, as suggested by the positive relation with the first and the insignificant relation with the latter. The relationship with vulnerable employment is not significant; more evidence is still needed to judge whether digital transformation will have an impact upon the vulnerable employees in the economy. Research limitations/implications The paper focused on the impact of digital transformation upon total aggregate employment. Future research is still needed to examine the impact upon the structure of the labor market and the shift of occupations. Originality/value The paper aims to add to in the literature regarding the relationship between digital transformation, economic development, employment and productivity in the developing world. The implications of those relationships are of significant importance to policymakers regarding how much support should be given to encourage the digital transformation. At the same time, it shall also indicate how much social support policies are required – if any – to lessen the negative impact of digital transformation on the vulnerable groups inside the country. Another contribution is using a single composite index for digital transformation that is comparable across the chosen set of developing countries, instead of using single indices each capturing a different dimension of digital transformation.
