The article presents the results of empirical research on the main theoretical approaches to the concept of educational services. It is determined that the concept of educational services in the system of higher education has certain features in terms of interpretation and adaptation of accordingly defined goals, functions and approaches. After all, educational services have an economic, social and cultural component. Therefore, we can conclude about the complex nature of educational services, namely: as a symbiosis of public and personal well-being. The specifics of educational services are also determined, including the impossibility of demonstrating educational services; inability to allocate educational services; ability to change; storage is impossible; lack of sole ownership; long performance; receiving deferred benefits. The article presents the results of empirical research of the main theoretical approaches to the concept of efficiency of management services in the field of higher education. It is determined that the concept of efficiency management is a complex multifaceted indicator that includes certain performance indicators related to efficiency, profitability, effectiveness, etc., in economics and management there is no single general approach to determining the effectiveness of management. It is proved that the effectiveness of management is a complex indicator that determines the use of resource opportunities to achieve a certain goal, and these concepts are complementary and interrelated, this approach from the point of view of economics is integrated with all management functions.Ключові слова: higher education; management efficiency; management effectiveness; management efficiency in higher education; educational services.

This chapter focuses on the problem of assessing the quality of higher education. It has been identified that the quality assessment of higher education consists of external and internal assessment of educational services quality. External assessment of educational services quality is carried out by all economic entities that are consumers. Internal assessment of educational services quality should be carried out by the university itself. For these purposes, the university develops a quality management system and organizes a department responsible for organizing and monitoring the quality of educational services. Internal assessment of educational services quality includes such parameters as the quality of student training and the quality of teaching at university. A rating assessment of students' knowledge is developed at university to control the quality of students' training. A rating assessment of the university academic staff is carried out to maintain the quality of teaching.

The article considers approaches to improving the quality of higher education in the system of state regulation. It is established that the reform of the educational system in the Russian Federation requires adequate changes in the internal management of universities, their transition to the principles of strategic planning, monitoring of the educational services market, personnel management, expansion of academic freedoms and academic mobility of all participants in the educational process.

The article is devoted to the description and analysis of factors that potentially and actually affect the socio-economic development of the state on the example of the higher education institution. It is established that at the system level the level of ensuring the quality of educational activities and the quality of higher education has a decisive influence on the formation of a positive image of a higher education institution. The results of a survey of students on the criteria for choosing a university to study are presented. Statistics on public funding of education in general and higher education in particular are presented and analyzed. It is established that, despite the formally high percentage of education funding from the level of GDP in absolute terms, the actual funding is low and needs to be strengthened by attracting external funding from customers. Attention is also paid to the state of development of educational services for foreign students. In a competitive environment at the national and international level, the decisive influence on the involvement of foreign students in the university is influenced by the structure of the training program, teacher qualifications, organization of the educational process in the classroom and so on. The article on the example of a higher education institution presents the main stages of formation and development of the internal system of quality assurance of education as an object of influence on the socio-economic development of the state. The development and/or improvement of internal quality assurance systems in universities is becoming a powerful basis for increasing university funding from external (personally involved) sources, reducing the outflow of applicants abroad and the successful provision of educational services to foreign students. At this stage, given the limited opportunities for funding of educational activities by the state (compared to EU countries), the successful implementation of the university development strategy is possible provided that systematic work is done to improve the quality of educational services for domestic and foreign citizens. As part of further research, it is planned to analyze the mutual impact of the education quality assurance system on the effectiveness of scientific activities, the provision of additional paid educational services, training for external customers and other sources.

The article discusses the personal qualities of school-leavers that determine their hardiness at the stage of professional self-determination. It analyzes contemporary theoretical approaches to defining of the essence of the ‘hardiness’ concept. The factors are revealed that contribute to personal hardiness formation in the situation of professional choice. The article determines that hardiness components are related to the parameters of effective self-realization and personal subjective quality of life and hardiness is a key personality formation that mediates stress factor influence on psychological well-being and success in activities

The historic preconditions of the lodging sites development are analyzed. The historic periods in the hotel sphere development are described. The main factors that lead to the formation and development of the hotel establishments are singled out. The development of services, quality of service, features of hotels architectural planning is characterized. The historic references on the first hotels in Lviv are submitted. The development of accommodation facilities in different time periods is traced. The influence of the historical background on the development of hotel infrastructure is analyzed. The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

Each country in the world has its own individual approaches to the quality assurance system of higher education, so the quality of educational services in each country is different. The developing countries should be guided by the standards and recommendations put forward by the world’s leading countries in the field of the assurance system of higher education in order to improve the quality of education services. The purpose of the scientific investigation is to formulate the objectives and analyze the practical aspects of functioning of the quality assurance system of higher education. In the study’s framework of the practical aspects of the higher education’s quality in European Union’s countries, the methods of general analysis have been used, including comparison and grouping; at the same time, the presentation of statistics is also demonstrated by graphical methods. The practical aspects of quality assurance of higher education in European Union’s countries have been analyzed, which is reflected in the dynamics of the number of students who have received higher education, the structure of higher education degree seeking applicants, the employment rate of graduates who have graduated from higher education institutions (Employment rates of recent graduates), the World University Rankings, the Europe Teaching Rankings, rating of the strength of the higher education system (the QS Higher Education System Strength Rankings). Proposals for ensuring the proper quality of higher education and a high level of educational services to educational institutions of the European Union have been presented.

Higher education is one of the key factors in the effort to improve the lives and well-being of a nation. The experience of developed countries in Asia showed that the quality of higher education correlated significantly with the increased competence of human resources as a whole which eventually forms a high competence in the global competition. Globalization proactively answered by the governments in various parts of the world through international cooperation in the form of teaching, research, and dedication to the university in the form of the internationalization program. Through descriptive qualitative method enriched by quantitative techniques with intrinsic case study design (intrinsic case study), this research found that the success of internationalization is driven by capacity building supported by horizontal and hands on leadership. Therefore, the leadership of a university is not only an academic but it must be a manager who is able to read the signs of change.

The article analyses the incentives of the Russian higher education institutions to provide quality education which develop as a result of the competition and signals from labor market. The mechanism of a quality assurance of training of specialists in higher education institution is the quality management system. The experience of formation of a quality management system is presented. The structure and interrelation of components of quality of education is considered. Criteria and indicators of quality of educational process, which can be applied in estimation of quality in the educational organization, are offered. Besides, backbone components of quality — satisfaction of consumers with educational services are considered.
