ENERGY PRINCIPLES FOR DETERMINING THE IRRIGATION RATE OF AGRICULTURAL CROPS

Purpose: increasing the resource potential of objects of reclamation systems by developing a digitalization mechanism and an expert system for managing the efficiency of operation. An algorithm for the formation of the digital identity of individual reclamation systems is proposed, which presents the process of solving the logical problem of assessing the residual resource of individual objects of the reclamation system. The characteristics of the parameters of reclamation objects included in the Database of the expert system, focused on the creation of a flexible platform in the cloud environment with the prospect of predictive forecasting of the functioning efficiency, is given. The expediency of including the digital identity module in the passport of the melioration system has been substantiated. The factors influencing the efficient operation of the objects of reclamation systems are considered. The ranking of normative documents by the classification level of responsible persons has been completed. Requirements have been established for the level of competence of performers in the end-to-end document flow of monitoring the state of objects of reclamation systems throughout the entire period of operation. The fulfilled analysis of the structural elements of the objects of reclamation systems shows that the system of scheduled maintenance and repairs on demand, although it is sufficient to maintain the operable state of reclamation systems as a whole, does not include measures aimed at maintaining the modern level of workability of obsolete facilities. Particular attention in the research is paid to the issue of reducing the cost of operating reclamation facilities by carrying out a phased modernization of not only mechanical systems, but also by including additional modules of digital systems in the design that provide monitoring of the state and control of the complex in real time. The concept of formation of digital identity of objects of reclamation systems is proposed as a mechanism for increasing control over management and resource provision.

The article is devoted to the relevance of the development and adoption of the Concept for the development of the Contract System of the Ministry of Internal Affairs of Russia in order to increase the efficiency of using budget funds and eliminate corruption risks in the implementation of public procurement. The regulatory framework of federal and departmental level was considered, attention was paid to practical aspects of procurement of goods, works and services for the needs of internal affairs bodies, issues of regulation and control are reflected. Structural elements of the Concept, ways to improve the Contract System of the Ministry of Internal Affairs of Russia are proposed.

The urbanization of territories and the increase in density of urban development cause the necessity of introduction of improved structural solutions into the construction practice. This is also connected with both the erection of higher buildings with longer span structures and the use of non-standard methods for the analysis of structures. The introduction of modern structural patterns lessens considerably the weight of structures, reduces the consumption of materials and cuts the construction production costs. At the same time, the responsibility for the construction projects enhances. A systematic control over the state of structures including a quasi-continuous one, allows us to reveal the very beginning of destructive processes and to take measures for their liquidation. One of monitoring methods is the tachymetry survey of positions of a number of adjusting marks fixed at the structural elements. The non-reflection mode of operation of tachymetry survey allows lifting the restrictions for the number of points under observations. The combination of the afore-said factors determines the urgency of the use of the tachymetry as a tool for monitoring the state of the construction project. The subject of the study: the subject of the present research work is the methodology of selection of tachymetry spacing during the deformation monitoring of a construction project. The tachymetry can be carried out both in the mode of focusing on pre-established marks, and in the non-reflection mode through the points on the structure. The disadvantage of the first method is the need of installation of light-reflecting marks, which is not always possible due to some technical and/or aesthetic reasons and may lead to a significant increase in the cost of monitoring. The disadvantage of the second method is a reduced accuracy of the measurements. A wide incremental step may lead to the failure of detection of deformation processes, a narrow step means a considerable increase in the monitoring time and an unjustified rise in the cost of monitoring. Objectives: the purpose of this research work is the optimization of tachymetry spacing, which will reveal all deviations of structural elements from their permanent positions by a value exceeding the accuracy of measurements. Materials and methods: the initial material for the study included the results of geodetic observations carried out at various construction projects, in particular, the tachymetry results. The method of study includes the comparing of the limiting admissible curvature value to the minimum deformation value measured with the tachymeter accuracy. Results: a methodology is suggested for the selection of the tachymetry survey step. On its basis, a formula for the determination of a step value is offered that takes into account the geometry of the structure, the strain capacity of the material and the accuracy of the survey. Conclusions: the obtained results allow us to optimize the number of the observation points during the tachymetry survey and to ensure the detection of all destructive effects associated with structural geometry changes at the construction project. The descriptions of the methodology are recommended for their application in the development of geodetic monitoring programmes.

The article is devoted to the qualitative assessment of marketing research. The essence and role of theoretical features of market research are revealed. The main components of market research are identified. The objective necessity and significance of marketing research and its structural elements in providing competitive advantages to enterprises are analyzed. The work deepens the understanding of the content of the concept of market research, improved the principles of their conduct and the subjective component. The concept and basic provisions of introduction of the effective mechanism of marketing researches of the market, its structural elements which are analyzed in the course of research of demand for the goods are proved. It is proved that market research can be defined as the systematic collection, accounting and analysis of data on marketing and marketing issues in order to improve the quality of decision-making and control procedures in the marketing environment. It is established that currently market research of the market and its structural elements is the basis of successful business. It is recommended to conduct market research to ensure stable and efficient operation of domestic enterprises of various forms of ownership and management.

 The subject of the study is theoretical and practical aspects of accounting, audit and control of leasing activity and improvement of their quality on the basis of the unification of transaction accounting and the regulation of audit and control procedures. The purpose of the work is to solve the problems of organization, the content and methods of accounting, audit and control of leasing activities to increase its efficiency and further distribution in agribusiness. Methodological basis of the article became as general scientific, and special methods of scientific knowledge. Methods were used: monographic, abstract-logical, dialectical, system-structural analysis, special methods of accounting and audit. Results of work. The article thoroughly investigates the issues of maintenance and improvement of accounting, audit and control of leasing operations at Ukrainian enterprises. The proposals for improving the methodology of leasing audit, individual procedures and structural elements of audit and control are substantiated. The basic stages of the audit of leasing operations are developed, taking into account the specifics of their content, which lead to an increase in the quality of the audits. The field of application of results. Conclusions and results of the article can be used in the educational-scientific process of the economic faculties of higher educational institutions. It is expedient to transfer them for practical use in the practice of agrarian enterprises, audit companies and controlling structures. Conclusions. Improving the content of accounting systems and programs of control and audit of leasing activities should be based on the following basic procedures: legal expertise of a leasing agreement with a certain influence of their accounting regulations; checking the completeness, estimating the cost and documenting the records of the leased objects; checking the accounting of lease payments; verification of amortization amounts accrued under leasing objects; verification of validity of the inclusion of lease payments in the expenses taken for the purpose of taxation of profits; studying and assessing the compliance of the tax accounting registers.


The issues of determining the estimated cost of capital construction projects with the involvement of Federal budget funds at the stage of development of project documentation, during verification of the accuracy of determining the estimated cost and the initial (maximum) contract price are considered. On the basis of the assessment of amendments to urban planning legislation for the purpose of implementing a state contract by the contractor ( based on the results of competitive procedures or without competitive procedures by decision of state authorities), the procedure for forming the estimate as part of a state (municipal) contract, the price of which is firm, is presented. For the purpose of mutual settlements between the customer and the contractor for the work performed, the formation of primary accounting documentation, as well as for checking the work performed by regulatory authorities, an example of drawing up an estimate of the state (municipal) contract on the basis of grouping costs according to structural elements and complexes of work is given. The result of the research conducted was the development of regulations and the formation of criteria for their practical application by state bodies, institutions, organizations and other participants in the investment-construction process, as well as recipients of budget funds, who perform the functions of the state (municipal) customer, developer and technical customer.

The story of anti-communism in California schools is a tale well and often told. But few scholars have appreciated the important role played by private surveillance networks. This article examines how privately funded and run investigations shaped the state government’s pursuit of leftist educators. The previously-secret papers of Major General Ralph H. Van Deman, which were opened to researchers at the National Archives in Washington, D.C., only a few years ago, show that the general operated a private spy network out of San Diego and fed information to military, federal, and state government agencies. Moreover, he taught the state government’s chief anti-communist bureaucrat, Richard E. Combs, how to recruit informants and monitor and control subversives. The case of the suspicious death of one University of California, Los Angeles student – a student that the anti-communists claimed had been “scared to death” by the Reds – shows the extent of the collaboration between Combs and Van Deman. It further illustrates how they conspired to promote fear of communism, influence hiring and firing of University of California faculty, and punish those educators who did not support their project. Although it was rarely successful, Combs’ and Van Deman’s coordinated campaign reveals a story of public-private anticommunist collaboration in California that has been largely forgotten. Because Van Deman’s files are now finally open to researchers, Californians can gain a much more complete understanding of their state bureaucracy’s role in the Red Scare purges of California educators.

Abstract The paper attempts to determine an optimum structure of a directional measurement and control network intended for investigating horizontal displacements. For this purpose it uses the notion of entropy as a logarithmical measure of probability of the state of a particular observation system. An optimum number of observations results from the difference of the entropy of the vector of parameters ΔHX̂ (x)corresponding to one extra observation. An increment of entropy interpreted as an increment of the amount of information about the state of the system determines the adoption or rejection of another extra observation to be carried out.

The article deals with modern mechanisms for managing social protection of the population by the state and the private sector. From the point of view of forms of state regulation of the sphere of social protection, system indicators usually include the state and dynamics of growth in the standard of living of the population, material goods, services and social guarantees for the poorly provided segments of the population. The main indicator among the above is the state of the consumer market, as one of the main factors in the development of the state. Priority areas of public administration with the use of various forms of social security have been identified. It should be emphasized that, despite the legislative conflicts that exist today in Ukraine, mandatory indexation of the cost of living is established, which is associated with inflation. Various scientists note that although the definition of the cost of living index has a well-established methodology, there are quite a lot of regional features in the structure of consumption. All this is due to restrictions that are included in the consumer basket of goods and different levels of socio-economic development of regions. The analysis of the establishment and periodic review of the minimum consumer budgets of the subsistence minimum and wages of the working population and the need to form state insurance funds for unforeseen circumstances is carried out. Considering in this context the levers of state management of social guarantees of the population, we drew attention to the crisis periods that are associated with the market transformation of the regional economy. In these conditions, there is a need to develop and implement new mechanisms and clusters in the system of socio-economic relations. The components of the mechanisms ofstate regulation ofsocial guarantees of the population are proposed. The deepening of market relations in the process of reforming the system of social protection of the population should be aimed at social well-being.

Place of monitoring and control of risks of financial stability of the state in the system of ensuring financial security of the state was substantiated. Methods of identifying threats to Ukraine's financial security through the current and strategic analysis of financial system development indicators were considered. Tendencies of economic development of Ukraine in the context of revealing sources of threats to financial stability of the state were analyzed. Dynamic analysis of the actual values of the financial security indicators of Ukraine as a whole and its separate components had been carried out. Threats to Ukraine's financial security were identified based on comparative and trend analysis. Reasons for the critical state of debt, banking and monetary security in the financial structure and the preconditions for the emergence of systemic threats had been investigated. Systematization of risks and threats to Ukraine's financial security by its components had been carried out. Influence of systemic threats in the financial sphere on the economic security of the state was generalized. International experience of monitoring financial stability of the state was analyzed. Additional risks to the national financial system are associated with the globalization and digitization of the state financial system that are not taken into account by valid methodological recommendations for calculating the level of economic security of Ukraine were highlighted.

The article presents materials on the study of the possibility of reproduction and increase in the herd of highly productive cows through the use of embryo transplantation technology. The classical (in vivo) and more modern, developing (in vitro) methods of embryotransfer, their positive and negative sides are considered in detail. The possibility of accelerating the breeding process by using the method of transplantation, in which from one cow can be obtained from 10 to 100 calves, which will allow for 4-5 years, almost any herd (of any size and breed) with the help of biotechnology to turn into a cattle-breeding enterprise of the most modern level. At the same time, heifers obtained from unproductive cows can be used as "surrogate" mothers who are transplanted with the best donor embryos, which allows to obtain a full-fledged offspring adapted to local environmental conditions. A detailed scheme of obtaining, evaluation, storage, as well as the cost and economic effect of embryo transplantation was calculated, the market was evaluated, the required annual volume of transplants and the number of donor cows for large livestock farms were determined. As a positive example of "Scientific-production enterprise "Centre of biotechnology and embryo transfer" in 2014, implemented a project for accelerated replacement and genetic improvement of the dairy herd, engraftment averaged 57-69%, and the economic effect of the enterprise from getting a single animal by the method of embryo transfer, compared with imports of similar close in quality, ranged from 60 to 100 thousand rubles on his head. It is shown that it is necessary to organize at the state level a developed service for embryo transplantation to reduce the cost of embryo transfer and the possibility of creating in a short time in the country's own highly productive breeding nucleus of dairy and beef cattle, which will reduce, and in the future completely eliminate, import dependence on cattle products.
