The article offers consideration of the results of the analysis of the State Service for Education Quality in Kyiv of the sites of educational institutions of communal, state and private forms of ownership of the city of Kyiv in relation to their availability and occupancy on 21 indicators: charter of educational institution; licenses for educational activities; structure and governing bodies of the educational institution; staff in accordance with the license conditions; educational programs implemented in the educational institution and the list of educational components provided by the relevant educational program; service area assigned to the educational institution by its founder (for preschool and general secondary education institutions); licensed volume and actual number of students; language (languages) of the educational process; availability of vacant positions, procedure and conditions of the competition for their replacement (in case of its holding); material and technical support of the educational institution (according to the license conditions); results of monitoring the quality of education; annual report on the activities of the educational institution; admission rules; conditions of accessibility of the educational institution for training of persons with special educational needs; tuition fees for private schools); list of additional educational and other services, their cost, procedure for provision and payment; rules of conduct for students; a plan of measures aimed at preventing and combating bullying in the educational institution; the procedure for submitting and reviewing (with confidentiality) applications for cases of bullying (harassment) in an educational institution, response and responsibility of persons in an educational institution involved in bullying (harassment). The authors of the article developed 518 sites of schools of various forms of ownership: state and communal forms of ownership - 437, private - 81. On average, according to 21 indicators, 56% of schools publish the necessary information on the websites of general secondary education institutions. The authors hope that the comments and suggestions set out in the conclusions to the article will help schools to systematize information about their lives and prospects.

Based on the analysis of educational and regulatory documents, the main pedagogical principles of the State Service for Education Quality of Ukraine (SSEQU) are summarized: a) basic pedagogical principles of SSEQU’s activity, which are defined by the legislator as basic principles of state educational policy (people orientedness; primacy of the law; ensuring the quality of education and equal access to education; humanism; democracy; unity of teaching, upbringing and development, etc.); b) principles that determine the legal sphere of the SSEQU’s activity (institutional separation of control functions and functions ensuring the activities of educational institutions; transparency and publicity of management decisions; responsibility and accountability of education authorities and educational institutions to society; public administration; public partnership etc); c) pedagogical principles that guide and structurally organize SSEQU’s activities (universal design and reasonable adaptation; scientific nature of education; diversity of education; integrity and continuity of education; integration with the labor market; freedom of choosing the types, forms and pace of education, educational program, educational institution; academic integrity; academic freedom, etc. Empirical data analysis based on the educational process participants’ views on the factors, which comprise educational quality, revealed that the interviewees valued most the level of qualification, experience, knowledge and skills of their teachers, educational and methodological support, the use of new technologies and innovations in teaching for achieving quality education. Interaction and cooperation between education stakeholders was identified as important by teachers and students, and less important – by parents. Interviews with students - prospective educational experts revealed that they valued the sequence of communication skills, knowledge and skills of expert activity, experience and knowledge of pedagogical activities. Based on data on the information openness of the education system and educational institutions of Kemerovo Region obtained by means of the integrated monitoring implemented in the region since 2008, as well as on the results of an independent assessment of education quality, the authors analyze the development of informatization processes in the context of ensuring the information openness of the region’s education and its results (on the example of general education institutions) in order to identify possible prospects and improve the activities in question. The eff orts of state, education authorities and regional organizations on informatization have resulted in achieving high values of the indicators of normative, material, HR, programme, and organizational support of information openness. However, the availability of information and services intended for the interaction of all the participants in the educational process presents a problem for a large number of organizations and indicates the failure to fulfi ll the functional tasks of ensuring openness and accessibility of information about an organization. The authors suppose that this makes it possible to determine the further prospects for implementing the regional educational policy in the fi eld of informatization, with an emphasis on eff ective practices of interaction between interested parties and satisfaction of their information needs.

Educational institutions in which there is an educational process, have a function not only in the aspect of developing science, but also have a mission to improve the quality of personality through good character. In this position, the teacher has a role in instilling inclusive values (tasamuh) in the learning process that can be applied in everyday life as well as the process in developing the potential of their students. Each educational institution or each teacher will have different tasamuh values in each habituation or teaching. Get used to communicating with others using the language of unity, namely Indonesian, helping each other, not blaming others, especially fellow Muslims, especially other religions, and respecting different principles and respecting others. This study focuses on the views of Islamic Education teachers about the concept of tasamuh and the actualization of the tasamuh attitude of Islamic Education teachers in the learning process at SMK NU Lamongan, MTs Putra Putri Lamongan, SD NU Banat-Banin Lamongan. This study uses a qualitative research method with a phenomenological approach. This study shows that teachers play a role in developing tolerant attitudes to students in the school environment, social groups and even the community, through habituation and learning Islamic Education. The teacher's perspective on inclusive attitudes also plays a role in shaping the personality of students to be more open and respect all differences.

For the first time, the activity of the weaving vocational school in the village Digtyari (modern Chernihiv region) is analyzed. It was the leading educational institution of the middle level of vocational education of the Ukrainian SSR in the second half of the 1920s, in which the creators of traditional textiles studied. The students learned the skills of making carpets, embroidered shirts, and kerchiefs. On the basis of archival sources, the histories, educational process, composition of the teaching and student groups of the school during 1926-1929 are covered. Established in the fall of 1926, the institution was to train qualified master practitioners for the factory and handicraft arts industry, who had formed an artistic taste. The teaching staff initially consisted of local general education teachers and visiting instructors and teachers of special subjects (O. Reisfeld and M. Dyachenko). The institution was headed by uneducated communists Yu. Kozelev and S. Lutayenko. The students of the first set were mostly non-locals, orphans. But the second set already consisted mostly of children of local peasants and artisans. The school had a significant material base, which remained from the textile educational institutions that operated in Digtyary during the first quarter of the twentieth century. The main rooms were located on the right-wing of the main building of the palace complex of the Galagan estate. As a result of the study of the materials of the minutes of the meetings of the school council, the conflict situations that constantly arose between the managers and their supporters and visiting specialists and led to the departure of the latter from Digtyary were analyzed. The initial stage of the existence of the Digtyari weaving professional school, problems in relations between staff, and the originality of the contingent of the first set of students influenced the quality of their training. As it is clear from the available sources, during the first and the beginning of the second school year students worked both theoretically and practically, but due to lack of raw materials they could not produce a significant amount of full-fledged products. The school’s workshop worked on “factory” and, in part, “peasant” raw materials. At the end of the second year of study, students were already making work suitable for sale. The school operated in two directions. The visiting instructor, an experienced artist M. Dyachenko brought a new vision of teaching graphic literacy into the educational process. Weaving and embroidery instructors who either graduated from the textile schools previously existing in Digtyary (A. Reisfeld, V. Nikolskaya) or worked there for a long time (G. Tsybuleva) broadcast local traditions. During the years under study, about 100 students studying at the institution, and one graduation took place. Troubles in the personal relationship between teachers and school management and insufficient funding have affected the quality of education. But even in such conditions, students not only mastered special and general education subjects but also participated in exhibitions, made marketable products, engaged in research work. Curricula developed by M. Dyachenko and O. Reisfeld became a model for other craft educational institutions. And the textbook was written by O. Reisfeld - the first Ukrainian-language textbook on the technology of folk weaving. Keywords: Digtyari weaving professional school, Mykhaylo Dyachenko, Pryluky region.

The article analyzes some aspects of quality control and efficiency of electronic educational and methodological complexes of educational disciplines usage in the educational process. Analysis of the implementation of e-learning and of user work allows to build a model of student’s work, identify the disadvantages of both organizational and technological plan and take timely steps to eliminate them. The solution to this problem should include a comprehensive approach to ensure an objective result. Google Analytics tools, Moodle Learning Management System (LMS) tools, the teacher’s surveys to monitor the quality of e-learning in an institution proves its efficiency and allows to see the full advantages and disadvantages of ongoing e-learning in an institution, plan and implement further development and improving e-learning. The analysis of the effectiveness of e-courses usage should be carried out in a comprehensive manner, using the monitoring tools of the educational process adopted in the educational institution. Such as surveys for teachers and students, analysis of success, etc. The specifics of e-learning, the Moodle LMS tools and third-party services for collecting statistics and analyzing user activity in the LMS should be taken into account.

An Information system for the analyzing the methodical work of higher educational institution department has been developed. It is established that the methodical work of the department is of great importance in ensuring the quality of educational activities of higher educational institutions, which provides in particular the availability educational and methodological support of the educational process and information systems for effective management. Given the important role assigned to the formation and development of the system of methodical work in the educational institution, the modern requirements and conditions of reforming and diversifying the system of higher professional education has been analyzed. Based on the general review of the methodical work of higher educational institutions department, has been revealed that the development of an applied software product for accounting and analysis of the methodical work of both an individual teacher and the department as a whole is relevant. The developed information system of analysis of methodical work of department allows analyzing the methodical work of both individual teachers and the department in general, to asses the quality of educational activities, documentation, and also provides diagnostics and monitoring of methodical work of department for different periods of time, comparison of teachers’ activities and preparation of recommendations for subsequent periods of work. The proposed information system allows to effectively manage the methodical work and to provide recommendations for planning, implementing and controlling the effectiveness of the strategy for improving the educational process and its methodical support. In particular, it is envisaged that the program includes such activities as: accounting for the methodical developments available in the department methodical cabinet with their reference to the name of the discipline; names and codes of the specialty; course; teachers-authors; lectures; study groups; the number of students in the group and general in the stream; the number of copies of educational and methodical literature; time of publication; taking into account the existing methodical developments within the virtual learning environment with their binding to the above parameters, as well as the time of the last editing; the number of lectures and students registered for the educational complex, student activity; accounting for existing methodical developments within the section “Electronic Library” of the department’s website with a separate link to the number of copies by users. The developed information system is being tested at the Department of Applied Mathematics of Lviv Polytechnic National University.

The article describes the features of the introduction of quest technologies in closed educational institutions, we noted the positive impact on the quality of education, which is confirmed by the pedagogic experiment in the study of the discipline "Informatics". The effectiveness of the experimental work is the positive dynamics of mastering the taught material by the military students and the growth of their motivation to learn, as almost all their activities are clearly regulated by military regulations, including the types of training sessions and the forms of their conduct. Non-standard and creative classes bring diversity and liveliness to the measured educational process of future military specialists, but at the same time quest technologies help them master the decision-making process in an unusual situation, which is necessary in solving combat problems. The authors note that the introduction of such classes in the educational process of educational institutions of the closed type can accelerate the process of formation of universal competences aimed at the development of communication abilities of the individual, such as the УК 1, 2, 4, 5.

Islamic boarding school is the oldest educational institution by the nation that participated in creating literate society. In the midst of this globalization era, Islamic boarding schools maintain both classical and modern education and teaching systems. In educational institutions need to pay attention to the quality management of education in order to improve and develop educational institutions for the future. The reality that we get in guaranteeing the quality of education in Islamic boarding schools is that there are many obstacles that must be resolved. With this the author intends to examine several management systems or quality management based on Islamic boarding schools. This study used qualitative research methods. This research is specifically directed towards descriptive qualitative research design. Trying to solve the problem based on the data concerned with the concept of quality management based on Islamic boarding school. The concept that has been prepared in the management of education quality in Islamic boarding schools is oriented to improving the quality of education by referring to the values ​​of Islamic boarding schools / Islamic society that have been entrenched among Indonesian people, by using tools, techniques and philosophies to create quality education in order to achieve educational goals.

It was found that techniques today is the key to effective management of educational institutions in general and teachers in particular. It determines the search for those management tools that can be used effectively in the pedagogical process. The technicalization of pedagogical management contributes to its rationalization, eliminates those actions of the superior and specialists that are not necessary to achieve the expected result of management, formalizes the implementation of management functions. The article reveals the specifics of studying the author’s discipline «Techniques of pedagogical management», which is taught to applicants of the second (master’s) level of higher education specialty 011 «Educational, pedagogical sciences» (specialization «Management of educational institutions») at Mukachevo State University. This discipline is aimed at the holistic formation of the readiness of a future leader to apply the techniques of pedagogical management in a general secondary education institution. The scope of the discipline, subject, purpose, tasks, interdisciplinary connections are determined; the system of knowledge, skills, general and professional competencies. The system of professionally important competencies on which this discipline is focused is also defined: the ability to unite the teaching staff, to turn it into a team of like-minded people; to develop leadership, unconsciously evoke feelings of admiration and respect in teachers, students, their parents, etc.; monitoring the educational activities of general secondary education institutions; strategic planning of educational institution development; delegation of powers; making management decisions, willingness to take due responsibility for them; establishing a favorable positive atmosphere in the team; effective communication with participants in the educational process of general secondary education; rational use of working time; management of the institution by means of cloud technologies; effective use of marketing communication tools, etc. The expected training results of future managers are determined. The structure of the discipline is given: content modules, and topics. The main methods of training and control of applicants’ knowledge are also identified. The specifics of studying the theoretical and practical material of the discipline are outlined.

The article analyzes the conditions for providing accessible education for people with special educational needs in China. The development of inclusive education, its position at this stage of education in China is considered. The aim of the article is to reveal the essence of the concept of «inclusive education» and to define the forms of organizing the work of people with special educational needs in China. To achieve the goal of the study, the following research methods have been used: analysis of scientific literature, observation, system analysis, comparative analysis, logical analysis, analogy, methods of classification, systematization, generalization, analysis of personal experience of teaching and learning in higher educational institutions in China, comparison and interpretation of the obtained data. The results. The author defines that inclusive education is the provision of equal access to education for all students, taking into account the diversity of educational needs and individual capabilities of the individual. Based on the analysis of the scientific literature, it is shown that effective forms of organizing the educational process of children with special needs are: education in a general (inclusive) classroom, if necessary, with individual or group support; training in a correctional class of a general secondary education institution under the guidance of a special teacher, with participation in general school activities; distance learning for students who are physically unable to attend educational institutions; training in a medical and social institution, in particular with partial inclusion in a general secondary education institution. The article proves that inclusion is not a form, but a new education with its humanistic philosophy of possibilities and free choice, it is a necessary preparation for life and full integration of everyone into society. Conclusions. The author is convinced that the effectiveness of inclusive education depends on five main organizational and pedagogical conditions: the availability of an accessible environment and humane relations with all participants in the educational process; scientifically based system of integration of children into mixed (inclusive) groups; high professionalism of teachers and leaders; acceptance of each student and involvement, organizational culture and spirit of mutual understanding; integration of an inclusive educational organization with social institutions.
