The article analyzes the main reasons for de-actualization of higher education in Ukraine on the example of teaching foreign languages. The authors identified four main reasons for the deactualization of higher education: a difficult socio-economic situation caused by an incompetent organization of the production forces of the Ukrainian economy, low quality of educational services, depopulation of the Ukrainian population and a decrease in the quality of the teaching staff, a permanent increase in the cost of higher education. To confirm our assumptions, we carried out an introduction of students from different parts of Ukraine who study a foreign language. We interviewed six respondents from different universities across Ukraine about the topic: V.N. Karazin Kharkiv National University, Horlivka Institute for Foreign Languages, Ivan Franko National University of Lviv, Kyiv National Linguistic University, National Technical University “Kharkiv Polytechnic Institute” and Ternopil Volodymyr Hnatiuk National Pedagogical University. Every respondent was given a name (A-F) in order to keep their anonymity. We have presented the results of the interview. Students say that problems do not always depend on universities, but personal traits of students and teachers and modern tendencies in labor market. We gave some recommendations: the curriculum must be corrected in favor of main subjects or even subjects that will make graduates more appropriate for some posts than people without degree; teaching staff must have special pedagogical degree in order to improve their pedagogical skills; universities need to employ native speakers of taught languages; universities need to elaborate such study programs that will make their graduates more attractive candidates in labor market. The main conclusion must be so: the system of higher education has to keep up with the times and change itself according to labor market, students’ beliefs and modern tendencies in science and technology.

In the higher education environment, lecturers play an extremely important role in higher education of universities. Assessing the higher education quality based on many standards such as the training program, the facilities, the teaching staff, the supporting staff to the learners, the measures of quality improvement, ... In which, improving the qualified lecturers who meet the training needs and implementing the strategic goals of each university is as one of the requirements important. Assessing lecturers' competences is considered one of the mandatory requirements for measuring the quality of university education. The assessment of lecturers' competences is based on a variety of criteria, in which the competences of teaching, scientific research and community service are considered the core competences of the lecturer. The paper presents the necessity of proposing criteria for assessing lecturers' competences. Besides, the paper also analyzes some of the basic criteria for assessing lecturers' competences. Then, some solutions are proposed to apply these criteria in assessing the competences of lecturers at the University of Social Sciences and Humanities, Vietnam National University-Hochiminh.

<p style="text-align: justify;">Higher education plays an important role in providing students with knowledge and skills to enter the labor market. The quality of higher education, the satisfaction of the quality of higher education has been concerned by many individuals and organizations. The study aims to explore the factors affecting student satisfaction with the quality of higher education services in Vietnam. Research data was collected from survey results by questionnaires from 396 students of An Giang University, Vietnam National University Ho Chi Minh City, Vietnam. SPSS 20, AMOS 24 software is used for analysis and evaluation of scales through Cronbach's Alpha reliability coefficient; exploratory factor analysis EFA; CFA confirmatory factor; SEM linear regression analysis to test the hypotheses. The results of the SEM model study show that there are six factors affecting student satisfaction with the quality of higher education services in Vietnam, including teaching staff; facilities and teaching facilities; ability to serve; educational activities; student support activities; education programs. From the research results, discussions on educational administration are proposed to improve student satisfaction with the quality of higher education services in Vietnam.</p>

The forced work of Russian universities remotely in the context of the pandemic (COVID-19) has generated a lot of discussion about the benefits of the new form of education. The first results were summed up and reports were presented, the materials of which showed that the main goal of online education — the prevention of the spread of infection, - has been achieved. Against this background, proposals and publications have appeared substantiating the effectiveness of the massive introduction of distance learning in Russia, including in higher education. However, the assessment of such training by the population and students in publications and in social networks was predominantly negative and showed that the number of emerging problems exceeds the possible benefits of the new educational technology. Based on the analysis of the materials of publications and personal experience of teaching online, the potential benefits and problems of distance learning in higher education in Russia are considered. It is proposed to consider the effects separately for the suppliers of new technology (government, universities) and consumers (students, teachers, society). It is substantiated that the massive introduction of online education allows not only to reduce the negative consequences of epidemics, but also to reduce budgetary funding for universities, optimize the age composition of teachers, and reduce the cost of maintaining educational buildings. However, there will be a leveling / averaging of the quality of education, and responsibility for the quality of training will shift from the state/universities to students. The critical shortcomings of online education are the low degree of readiness of the digital infrastructure, the lack of a mechanism for identifying and monitoring the work of students, information security problems, and the lack of trust in such training of the population. The massive use of online education creates a number of risks for the country, the most critical of which is the destruction of the higher education system and a drop in the effectiveness of personnel training. The consequences of this risk realization are not compensated by any possible budget savings.

This study aims to show the importance of evaluating the teaching performance level of the University teaching members. It also aims to provide the suggested mechanisms for evaluating the teaching performance of the teaching staff members of Sebha University. This study was based mainly on documents and analytic description to collect information about the importance and ways of evaluating teachers with reference to some of the international experiences on teaching performance development. This study concluded that the absence of an experienced entity that would develop the teaching performance of faculty members is one of the main reasons for the weak teaching performance at Sebha University. Based on the results of the study, it is recommended that there should be a planned system based on measured standards and criteria for evaluating staff members to improve the quality of teaching in the higher education domain.

Higher education institutions face the challenge that their graduates have the competences that allows them to quickly enter to the labor market and obtain an adequate economic remuneration. us graduate satisfaction is a key element in the assessment of the quality of institutions, since it allows us to know their perception regarding the quality received in their professional training. e objective is study the quality of higher education institutions and the satisfaction of the graduate in the Autonomous University of Tamaulipas. e methodology is descriptive and transversal  based on graduates information and satisfaction. As a result, Students are satisfied with their professional training received and their expectations were met since the academic level of the institution is good. It is concluded that studies on student satisfaction are useful for higher education institutions to identify educational and administrative priorities about the service they provide.

The article raises the topical issue of training competitive professionals capable of working under modern market conditions. The transition to market relations changes the education policy and the system of educational services provision. The professional destiny of a future manager and the success rate of an educational institution depend on the quality of providing educational services to graduate students specialised in educational institution management. The purpose of the article is to analyse the results of a survey of graduate students aimed at determining the status of educational services given within the specialty 073 "Management" (specialization "Educational Institution Management") in various higher education institutions of Ukraine. Monitoring the state of the educational services provided to graduate students majoring in educational institution management has been carried out on the basis of general scientific and empirical cognition methods: comprehensive study of quality training of master-course students, observation, survey in the form of questionnaires, analysis of graduate students’ responses, analogy. The criteria enabling graduate students to assess the quality of educational services provided by higher education institutions have been defined: the fundamental nature of training; level of knowledge and experience of teaching staff; organization of the educational process; culture and communication level of teachers; reaction of teachers and administration of higher education institution to further demands of graduate students, etc. On the basis of the analysis and generalisation of the processed material, the basic demands of master-course students majoring in educational institution management for increase in the level of educational services have been defined: decrease in theorising of educational material; practice orientation; increase in the use of interactive teaching methods by teachers; expansion of the list of optional courses; increase in opportunities for individual counselling at a convenient time; involvement of leading specialists, experts, experienced educational institution managers in teaching; improvement of facilities and resources of an institution; increase in the level of additional educational services provision in higher education institutions. According to the results of the study, it has been concluded that it is necessary to establish a flexible system of training master-course students majoring in educational institution management.

С одной стороны, образовательные результаты, полученные в университете, зависят от уровня знаний и навыков, которые получили студенты на предыдущем этапе образования, с другой стороны, ожидаемое высокое качество жизни, которое является ключевой мотивацией для поступления в вуз для большинства населения, определяется состоянием и структурой рынка труда. Именно наличие спроса на продуктивную рабочую силу определяет результативность системы высшего образования. The higher education system does not develop in isolation. It is directly dependent on the school system and the labor market. On the one hand, the educational results obtained at the University depend on the level of knowledge and skills that students received at the previous stage of education, on the other hand, the expected high quality of life, which is a key motivation for entering the University for the majority of the population, is determined by the state and structure of the labor market. It is the demand for productive labor that determines the effectiveness of the higher education system.

In computer-aided learning (CAL) usage in higher education, five stages can be identified: (1) complete unfamiliarity, (2) orientation, (3) introductory, (4) regular, and (5) integrated usage. Many faculties now find themselves somewhere between stages 3 and 4, which is characterised by sorting out or establishing policies, creating budgets, finding a coordinator and developing an implementation scheme or protocol. For help at implementing CAL during stage 4 we use the metaphor, "hitting the bull's-eye", to identify four important impact points. The first is to clearly recognize the critical success factors that normally accompany effective CAL usage. In total we identify 11 factors that can be divided into three hierarchical levels: the strategic, the organisational, and the operational levels of an educational institute. On the basis of an investigation, those responsible can uncover in which part(s) of an organisation conditions are most favourable for successful implementation. The next step would be to place the target, e.g. project type most likely to succeed, in the most appropriate environment. An inquiry can be held among all teaching staff involved in the curriculum that has been identified as most propitious. Questions to be included in the inquiry should address themselves to a portion of a teacher's course and should be rated on six criteria: (1) the basic teaching objective(s), (2) desirability/need for improving education, (3) teaching staff cooperation, (4) stability of learning materials, (5) target group size, and (6) the cost of training. The higher a particular course component scores on these criteria, the more likely it is to become chosen for a CAL solution. The third step is to follow the experience of the master; those who have already made successful usage of CAL. Twenty-one successful applications of CAL have been collected in a book titled, 'The merits of CAL' (De kwaliteiten van computerondersteund onderwijs, Mirande, 1994). Therein it appears that in higher education, CAL is successful in five different ways: (1) removing deficiencies, (2) increasing practice opportunities, (3) substitution for group work, (4) renewal of lab work, and (5) efficient testing and test preparation. The fourth point is to continue trying until the shot has hit the bull's-eye. This can be seen as a form of quality control or fine tuning of a product with special attention to didactic and content needs in the program under development.

In the context of implementation of the European Qualifications Framework (EQF) in Higher Education Area, building and assessment of skills in general and of transversal competences in particular is a key issue, which has not been entirely resolved yet. This paper presents a methodology developed by the authors, which refers to the contribution of the practice to building the transversal competences in graduates of higher education technical institutes, applied during a three-year program involving a relatively large number of students. Identifying the contribution of practical internship schemes to the acquisition of transversal competencies is an essential component of the overall evaluation of such skills. The results have shown that graduates who took part in special internship programs have attained a higher rate of insertion in the labor market. Moreover, the practical experience gained during bachelor study programs represented an important premise for the development of EQF level 7 transversal competences of the graduates enrolled in different Master programs.
