Improvement of the conformity assessment system for the improvement of pipe products quality

Нормирование качества трубной продукции является ключевым инструментом, влияющим на системную надежность, безопасность и эффективность функционирования объектов магистральных трубопроводов. В статье рассмотрены особенности оценки соответствия стальных труб, предназначенных для строительства, ремонта и реконструкции линейной части нефте- и нефтепродуктопроводов. Проведен сравнительный анализ технических требований к трубной продукции, установленных отраслевыми нормативными документами, международными и национальными стандартами. Выделены проблемные вопросы, связанные с оценкой соответствия труб, применяемых на объектах нефтепроводного транспорта. Отмечено, что проблема повышения качества труб актуальна как для операторов магистральных трубопроводов, так и для заводов - изготовителей трубной продукции. На основе практического опыта определено, что наилучшие результаты в области контроля и повышения качества труб обеспечивает реализация комплекса мероприятий, сочетающего «классическую» процедуру оценки соответствия (сертификации) с методической базой, позволяющей на основе статистических данных об отказах и браке в условиях эксплуатации трубной продукции эффективно решать задачи по управлению ее качеством. Standardization of the pipe products quality is a key tool affecting system reliability, safety, and efficiency of operation of main pipeline facilities. The article discusses the features of conformity assessment of steel pipes intended for the construction, repair, and reconstruction of linear sections of oil and oil product pipelines. A comparative analysis of the technical requirements for pipe products established by industry regulations, international, and national standards has been conducted. The issues related to the conformity assessment of pipes used at oil pipeline transport facilities are highlighted. It is noted that the issue of improving the quality of pipes is relevant both for operators of main pipelines and for manufacturers of pipe products. Based on practical experience, it has been determined that the best results in monitoring and improving the quality of pipes are ensured by implementation of a set of measures that combines the traditional conformity assessment (certification) procedure and a methodological base that allows to effectively solve problems of managing their quality based on statistical data on faults and defects in the operating conditions of pipe products.

The article is devoted to the study of the influence of the brake control elements of passenger vehicles on the stability of their braking properties. The analysis of the influence of uneven braking forces on the wheels of one axle of vehicles on the deviation of the distribution of braking forces between the axles from its calculated value is carried out. When assessing the error in regulating the distribution of braking forces between the axles of vehicles, three components were taken into account: the theoretical error due to the imperfection of the selected control method (the difference between the actual calculated control characteristic from the ideal), the error created due to the instability of the ratio of the braking forces on the front and rear wheels, an additional error caused by the unevenness of the braking forces on the wheels of individual axles, since the fulfillment of the most stringent requirements of international and national standards for the efficiency of braking of vehicles and is inextricably linked with the need to increase the energy consumption of brake mechanisms. The energy consumption of braking mechanisms is understood as the ability of the latter to dissipate the greatest amount of energy of the braking machine without reducing the braking efficiency indicators to the minimum permissible level. Excessive heating of the braking mechanisms leads to a decrease in the friction coefficient μ of the friction surfaces and increased wear of the friction linings, and the brakes are the most unstable element of the braking control, which ensures the absorption and dissipation of the vehicle's energy during braking. The instability of the braking torques on the front and rear wheels, caused by a change in the coefficients of friction of friction pairs, leads not only to a change in the distribution of braking forces between the axles and individual wheels, but also to a decrease in the braking efficiency of vehicles under operating conditions. A method is proposed that makes it possible to assess the quality of regulation of the distribution of braking forces between the axles of a car, taking into account the instability of the braking forces on the wheels.

In order to evaluate the performance of new turbo gas power plants for putting in commercial operation, it was necessary to supervise, test and, if so the case, to approve the works of commissioning, operational and acceptance of all equipments and systems that constitute the power plant. All this was done with the aim of guaranteeing the satisfactory operation of these elements to accomplish the function for which they were developed. These activities were conducted at the request of the customer to confirm and observe that the evidence of the tests was carried out according to the specifications and international regulations. The putting into commercial operation activities were done in collaboration with the supplier and manufacturer of equipment, the client and the institution responsible for certification and approval of the plant. All this in a logical and chronological order for the sequence of commissioning tests, operation and acceptance. Commissioning tests were carried out on-site at normal operating conditions, according to the design and operation needs of each power plant of a group of 14. Once the commissioning tests were completely executed and in a satisfactory manner, operational tests of the plants were developed. This was done by considering that they must operate reliable, stable, safe and automatically, satisfying at least, one hundred hours of continuous operation at full load. After evaluating the operational capacity of the machine, it was necessary to determinate the quality of the plant by carrying out a performance test. Finally, it was verified if every unit fulfills the technical requirements established in terms of heat capacity of the machine, noise levels and emissions. As a result of this process, it is guaranteed to the customer that the turbo gas power plants, their systems and equipments, satisfy the requirements, specifications and conditions in agreement with the supplier and manufacturers referring to the putting into commercial operation of the plant.

The availability of the production certificate gives an advantage to any company that cares about improving the efficiency of processes and quality of work. The production certificate is first of all necessary for the enterprises which plan to take partin tenders for supply of products for railway transport and its infrastructure. The production certification procedure involves checking the compliance of regulatory, technological, metrological support, personnel qualification level, organizational arrangements aimed at ensuring the stability of quality indicators of products or services provided, assessment of technical capabilities of the applicant company to ensure stable production/services that meet the requirements of current regulations in Ukraine (national standards, enterprise standards, etc.). Therefore, the assessment of the technical capabilities of the manufacturer, including PC-type terminals of separate rail fastening of the railway track, is the main and integral part of the production certification process. The information and data provided in this paper are based on the real-life experience of the certification body and relate to the quantitative assessment of the technical capabilities of the enterprise that manufactures PK-type terminals. Memperhatikan permasalahan prioritas yang dihadapi mitra, pengusul menimbang perlu dilaksanakan kegiatan pelatihan dan pendampingan guru dalam penyusunan perangkat tes mata pelajaran Matematika pada kelas tinggi di SDS Al Hilal Tarakan dan SDN 032 Tarakan guna dapat melaksanakan tugasnya sehari-hari di kelas secara lebih professional sehingga pada akhirnya mutu pendidikan kita dapat lebih terjaga dan terus meningkat dalam bentuk Ipteks Bagi Masyarakat (IbM).Abstract: Improving the quality of education services is one of the national education development priority agendas of 2015-2016 as mandated in Presidential Regulation No. 2 of 2015 on the National Medium Term Development Plan 2015-2016. Besides the availability of a reliable curriculum, one of the most important aspects in the effort to establish the quality of education services is to provide a comprehensive assessment system in accordance with national standards of education that has been established. Taking into account the priority issues faced by the partners, the proposers consider the need for training and teacher assistance activities in the preparation of Mathematics subjects in higher school in SDS Al Hilal Tarakan and SDN 032 Tarakan to be able to carry out their daily tasks in the classroom in a more professional manner so that in the end The quality of our education can be more awake and continue to increase in the form of Science for Society.

<p>The Agreement on the Technical Barriers to Trade (TBT Agreement) WTO and The ASEAN Economic Community (AEC) The Blueprint envisions the transformation of the WTO and ASEAN region through the facilitation of the free flow of goods and services. With tariffs declining to near-zero levels, non-tariff barriers are increasingly focused on coordination by member-countries. However, the quality of goods / services becomes a central issue that determines the market entry. Therefore, TBT agreement and AEC Blueprint require fulfillment of Standards and Conformity Assessment to guarantee the quality of goods or services. On the one hand, the low level of compliance of business actors in applying <em>SNI</em> (Indonesian National Standards) represents of the low level of Indonesian industry competitiveness in international level. Thus, specific government’s policies are required, one of which is that dealing with the strategic roles of local government to support products manufactured by national industries to break through global markets. Some strategies for strengthening local policies in national standardization include: (a) constructing local regulations governing Standards and Conformity assessment; (b) implementing mandatory <em>SNI</em> to leading local products; (c) Strengthening mutual cooperation between local government and related stakeholders.</p>

In this review, the state of the art of 23 distributed generation and microgrids standards has been analyzed. Among these standards, 18 correspond mainly to distributed generation while five of them introduce the concept of microgrid. The following topics have been considered: interconnection criteria, operating conditions, control capabilities, power quality, protection functions and reference variables. The revised national standards cover ten countries on four continents, which represents 80% of the countries with the largest installed renewable capacities. In addition, eight other relevant international standards have been analyzed, finding IEEE 1547 as the most comprehensive standard. It is identified a clear need to define a common framework for distributed energy resources (DERs) and microgrid standards in the future, wherein topics, terminology, and values are expressed in a manner that may widely cover the entire diversity in a way similar to how it has already been expressed at the network transport level by the ENTSO-E codes.

This standard was developed to be applied the superconducting magnet structure of ITER, Tokamak type fusion facility. The standard for the conformity assessment and quality assurance was decided as a subsection of the standard, to ensure the quality of the superconducting magnet structure for fusion energy. Conformity assessment is indispensable as well as quality assurance for the products to perform their function satisfactorily. Most of Japanese voluntary consensus standards in nuclear field limited their contents to technical requirements only, so conformity assessment has been performed by regulatory authority. Ensuring conformance to the standard is necessary to satisfy Japanese responsibility for in-kind contribution to ITER. For this purpose, fundamental requirements for conformity assessment were defined. Role and responsibility of Owner, Manufacturer, Installer, Qualified Inspector, Standard-Expert Engineer were defined. The requirements of certification for Design Specification, Design Report, Fabrication Specification, Installation Specification, Data Report were defined as well. In conformity assessment, realistic Qualified Inspection and Design Certification were pursued, considering the legislation, infrastructure and prospective user of standard in Japan. These procedures of certification and qualified inspection specific to national system were separated from main body as appendix for international user to adopt their own alternative system. The quality assurance requirements consists of 18 articles, such as organization, quality assurance program, design control, document control etc. were used. Each article was designed to constitute simplified performance based requirement. In addition, guidance was given in non-mandatory appendix for the users to apply performance-based requirements effectively.

Отказ трубопроводной арматуры приводит к значительным убыткам, связанным с потерей транспортируемого продукта, вынужденной остановкой трубопровода, ликвидацией последствий утечек. В этой связи задача обеспечения надежности запорной, регулирующей и запорно-регулирующей арматуры (ЗРА), поставляемой для нужд топливно-энергетического комплекса, включая трубопроводный транспорт нефти и нефтепродуктов, имеет безусловную актуальность и значимость. Цель статьи - анализ системы оценки соответствия ЗРА, поставляемой на объекты магистральных нефте- и нефтепродуктопроводов. Рассмотрены основные требования к данному виду трубопроводной арматуры, установленные в государственных и отраслевых нормативно-технических документах, проблемы, возникающие в процессе ее оценки. На основе практического опыта определено, что наилучшие результаты в области контроля и повышения качества трубопроводной арматуры на всех стадиях ее жизненного цикла обеспечивает комплексная система оценки соответствия ЗРА, включающая в себя проведение экспертизы технической документации, комплексного аудита производителя и испытаний изделий в сочетании с обменом информацией между изготовителями и организациями, эксплуатирующими поставляемую продукцию. The problem related to reliability of shut-off fittings, control fittings and shut-off and control fittings (SCF) supplied for the needs of the fuel and energy sector, including pipeline transport of oil and petroleum products, is of absolute urgency and importance. The purpose of the article is to analyze assessment system of conformity of the SCF supplied to the main oil and oil product pipelines. Within the framework of the work, the main requirements for this type of pipeline fittings established in state and industry regulatory and technical documents, problems arising in the process of its assessment are considered. Based on practical experience, it was determined that the best results in the field of control and improvement of quality of the pipeline fittings at all stages of their life cycle are achieved using a complex assessment system of conformity of the SCF, which includes examination of technical documentation, comprehensive audit of the manufacturer and testing of product in combination with the organization of information exchange between the manufacturers and the companies operating the supplied products.

The national metrology, standards and conformity assessment system in Ukraine is still largely based on the state-controlled Soviet system and differ significantly in form and function from the national standards and conformity assessment systems (or the national quality infrastructure) found in countries of the European Union and of the OECD. While in the latter group of countries the vast majority of national standards are of a voluntary nature and the national quality infrastructure operates as a highly-decentralized network of public and private institutions, the Ukrainian model emphasizes technical regulations (or mandatory standards) and is dominated by highly-centralized government institutions. Recent accession of Ukraine into WTO and commitment for integration into the European Union (EU) motivated an assessment of its national quality infrastructure (metrology, standards and conformity assessment). The importance of metrology and metrology policy development is discussed to support the regulatory environment. The paper discusses main findings of the assessment developed in cooperation between the World Bank and the IFC Ukraine Business Enabling Environment Project.

This article presents the supervision and testifying process during the start of commercial operations of several turbogas plants generating electricity rate of 32 MW each fuelled by natural gas. Supervision and testifying process were conducted at the request of the customer to confirm and observe that the evidence of commissioning, testing and operation of acceptance tests were carried out as specified by international regulations, calling the outcome of each tests agree the applied rules. The work was done in collaboration with the supplier and manufacturer of equipment, the client and the institution responsible for certification and approval of the plant. All this according to a logical and chronological order for the sequence of tests commissioning, operation and acceptance. Tests for putting into service are carried out on-site at normal operating conditions, according to the design and operation needs of the plant. Once implemented in full and in a satisfactory manner, test operation of each plant was carried out considering that they must operate automatically, reliable, stable and secure, fulfilling at least, one hundred hours of operation at full load. After completed operation tests are conducted, acceptance testing on the power plant and integrated approach to assessing the quality of the product were accomplished. Finally, it was verified if each unit meets the technical requirements established in terms of thermal capacity of the machine, noise levels and emissions. As a result of this supervision and testifying process, it is guaranteed to the client that the power plants and all their equipment, comply with the requirements, conditions and specifications in agreement with the supplier, concerning test of putting into service, operational and acceptance tests.
