<p>The Agreement on the Technical Barriers to Trade (TBT Agreement) WTO and The ASEAN Economic Community (AEC) The Blueprint envisions the transformation of the WTO and ASEAN region through the facilitation of the free flow of goods and services. With tariffs declining to near-zero levels, non-tariff barriers are increasingly focused on coordination by member-countries. However, the quality of goods / services becomes a central issue that determines the market entry. Therefore, TBT agreement and AEC Blueprint require fulfillment of Standards and Conformity Assessment to guarantee the quality of goods or services. On the one hand, the low level of compliance of business actors in applying <em>SNI</em> (Indonesian National Standards) represents of the low level of Indonesian industry competitiveness in international level. Thus, specific government’s policies are required, one of which is that dealing with the strategic roles of local government to support products manufactured by national industries to break through global markets. Some strategies for strengthening local policies in national standardization include: (a) constructing local regulations governing Standards and Conformity assessment; (b) implementing mandatory <em>SNI</em> to leading local products; (c) Strengthening mutual cooperation between local government and related stakeholders.</p>

This research aims to analyse the degree of fiscal dependence of local government upon the central government in the regency of Mimika, one of Indonesia’s eastern regencies. The ratio of fiscal decentralization is used to calculate the local government’s ability to increase its regional revenue in order to support development initiatives in all sectors (Malmudi, 2010). Secondary data of locally-generated revenue and total revenue from the period 2010-2015 are used to measure the degree of fiscal decentralization. The results show that the degree of fiscal decentralization in the regency remained at a low level, reflected from the average value of 12.92 percent with the highest degree, of 25.09 percent in 2012. An analysis of fiscal decentralization in the period 2010 – 2015, indicates that the regency lacked sufficient fiscal capacity, showing heavy dependence upon financing from the central government. The local government is expected to develop the region’s potentiality through creative efforts within their governmental apparatus to increase local revenues. The funds from the central government could provide a positive contribution if used in the consumption of goods and services that potentially support economic activities.

The independence of territorial self-governments in the process of implementing the tasks imposed on them does not mean that they have to implement them independently. Achieving the assumed goals of action often requires skillful cooperation with other entities, including non- governmental organizations. Local government is the closest partner of non-governmental organizations, not only through action in the local community, but above all through a community of purpose, which is to meet the needs of residents. NGOs represent the local community. The basis for the functioning of the state is social dialogue. The guarantee of successful cooperation between partners is cooperation based, on the one hand, on the awareness of local governments of jointly diagnosing and solving local problems, and on the other ‒ on the awareness of non-governmental organizations to jointly implement their goals. It should be emphasized that territorial self-government ‒ fulfilling statutory tasks and non- governmental organizations (voluntary associations of people devoting their time and energy to achieve social goals) are two different types of entities. Dialogue and cooperation between them should aim to integrate and mobilize entities to improve the quality of life in small homelands. The main goal of the article is therefore to draw attention to the importance of cooperation between territorial self-governments and non-governmental organizations in order to achieve positive results. It emphasizes the principles on which such cooperation should be based. The areas of this cooperation were indicated, giving examples of practices. The work mainly uses the desk research method in the form of literature analysis, reports and exploitation of online resources, as well as case analysis.

<p><em>Professional needs of teachers in the Elementary School is a very </em><em>huge</em><em> necessity, moreover government assigned National Standards of Education and teacher certification. However, the various efforts made by the government has been not significant results yet although the government's efforts can’t be considered pity. The one reason is because it still seems unclear concept of professional teachers in Elementary School. From the results of this literature study, it was found that the required professional teachers especially in Elementary School must have a capacity of four, namely intellectual and research, spiritual, moral and ethic capacity, and last is emotional capacity.</em></p><p><em> </em></p><p><strong><em>Keywords</em></strong><em>: quality of education, certification, capacity, professional teachers.</em><em></em></p>

The most important development indicators of the level and quality of life of the population in the region are the state and tendencies of development of consumer market in the conditions of establishment of market relations. State regulations of the consumer market is performed, on the one hand, through automatic advantages, i.e. offering and demand, prices and competition, and, on the other hand, presents by the factors management appointments. Using administrative methods of influence, the regional governments regulate such processes as privatization, the deployment of new enterprises, and the attraction of foreign capital. The integrated approach allows ensuring the normal functioning of the regional consumer market. Trade is the most important sector of the consumer market. In this regard, the realization of the major areas of functioning and development of regional consumer market is closely connected with the strategy of trade development. Combined methods and forms of regulation should be the basis of the modern regulation of the market of consumer goods and services, therefore, in order to improve the effectiveness and implementation of unified state policy it is necessary to create the Concept of development of the consumer market of Moscow region The need for the development of the concept of marketing management is determined by the structural characteristics of the regional consumer market at present and observed change in the payment demand of the population. The article offers directions of implementation of this concept that will allow realizing the goals and objectives of all market participants. The necessity for using marketing tools in the regulation of the consumer market at the macro and meso-levels is caused by the goals of the state, among which the most important is the significance of its social policy, focused on improving the welfare of the population

The qualified rate of flux test is decided mainly by the assembly parameters, but for some reasons, the qualified rate especially the one-turn qualified rate had been on a low level for a long time. By applying 6σ methodology, this paper analyzed the influence factors about the flux test and found out the main influence factors firstly; then on base of these analysis results, this paper proposed some improvement measures; finally, this paper validated the effects of these improvement measures by carrying out some tests. The improvement measures proposed in this paper had improved the assembly quality of scavenging pump obviously.

The school is an institution which offers a fair public service to all citizens. This service is mainly based on education in societal values ​​and the preparation of individuals for positive and effective integration into society. Although several countries have succeeded in combating illiteracy, the problem of illiteracy remains a problem even in developed countries and continues to worsen over the years. In addition, there is a decline in scientific culture in a world where almost everything is based on science and technology. This shows that the school has not always succeeded in fulfilling even its most basic missions. We also note that the school form has not changed since the 19th century and remains locked in the same model, which begins to agonize without we manage to completely emerge a new model (Antoine Prost 1997) despite some beginnings. We can note in this sense the new type of school that Alain Bouvier calls “the school of the Market” that others call “the school of the shade” (Mark Bray 2009) which includes elements like support courses and e-learning. The inability of the school to carry out its missions and the insufficiency of the classic model of the school, require to reflect on new solutions likely to avoid the disadvantages from which the educational systems suffer on the one hand and to reinforce their achievements on the other hand, in order to open up other perspectives guaranteeing the quality of learning for all pupils. Thus, have we experienced this last decade the adoption in several countries of approaches and methods in the field of Quality, exploiting their success in improving the quality of goods and services in the field of business , the cradle of quality management, then in public services, especially after the European agreement on the common quality reference system well known under the acronym of CAF. This is how the world of education and training has seen the fairly wide adoption of approaches and methods aimed at improving the quality of learning in education and training establishments.

This study is motivated by the trend of corruption cases which increase from year to year, where bribery is the first number in corruption cases. As many as 128 cases of bribery with in kracht status occurred in the local government that received an unqualified opinion from the Audit Board of the Republic of Indonesia (BPK RI). Using the Zero Inflated Poisson (ZIP) Panel Regression, this study examines the correlation between financial statement opinion and the number of bribery corruption cases based on 258 bribery cases that have been handled by the Corruption Eradication Commission (KPK) in the period 2008-2017. The estimation result shows that there was no correlation between financial statement opinion and the number of bribery cases. However, the increase in the amount of capital expenditure also goods and services expenditure is related to the increase in the number of bribery cases. This study recommends BPK to consider improving the quality of fraud detection through audit procedures on financial statements, especially in regions that have a relatively high value of capital expenditure and service goods expenditure.

Recent decades, we often hear the advent of the Asean Economic Community (AEC) which is a community that is struggling in the field of free market economies in particular, so it requires some readiness; economic, capital, and the equally important need readiness of human resources as the party who run the economy. For Indonesia alone, MEA will be an opportunity for trade barriers will tend to diminish even be non-existent. This will impact on increasing exports, which in turn will increase the GDP of Indonesia. On the other hand, the Muslims as the vast majority of Indonesia's population must face the Asean Economic Community (AEC). In this case Indonesian Muslims should be careful and ready to face the AEC. Campaigners Indonesian economy began to prepare for the era of free markets that will be enforced. The era of the free market itself is the result of the formation of the Asean Economic Community (AEC). The free market itself covering the areas of capital, goods and services, and labor. In this regard, please note that the mission is a process conducted by a conscious and planned to invite the people to the path of Allah, to improve the situation for the better (da’wah is the promotion and development) in order to achieve certain goals, namely to live happily in the world hereafter. In this paper will attempt to peel da’wah efforts in developing the quality of the people in the face of the Asean Economic Community (AEC).

Policy-makers have long been concerned with the quality of local political leadership and have often resorted to institutional reform to try to improve political leadership. This paper looks at a specific and neglected facet of the political management reforms that have been implemented in English local government over the last decade: the tenure and turnover of cabinet members. The tenure of top politicians may be an important influence on the performance of local government particularly when political management is designed to favour individualised leadership. On the one hand, excessively short tenures for top politicians may damage the ability of governments to develop strategic plans and ensure they are implemented while on the other hand the risk of loss of office is central to political accountability and excessively long tenures may be indicative of an insulated and unresponsive elite. While some research attention has been paid to the tenures of leaders of councils in England there is little systematic information about the tenure of cabinet members. This paper discusses the relevance of cabinet stability and provides an overview of recent experience in England.

ABSTRAK After the approval of the establishment of the ASEAN Economic Community (MEA) in 2015, Southeast Asian countries have prepared their country to face the MEA. MEA is a free trade between several countries in Southeast Asia. MEA give a positive advisers to take advantage of opportunities and benefits. From the consequences the MEA assists its use as it allows to sale of goods and services as well as the inclusion of labor from one country to another. MEAs are growing negatively from countries that are not ready to face and work in a threatened country. To collect what the government and human resources are doing, what is needed in improving the quality of the workforce in health, education, communications and technology. The method used in this study is a qualitative method that describes the various impacts and things that need to be prepared from the MEA. Keywords: MEA, Manpower, Indonesia ABSTRAK Sejak disepakatinya pembentukan Masyarakat Ekonomi ASEAN (MEA) pada tahun 2015, negara-negara kawasan Asia Tenggara telah mempersiapkan negaranya untuk menghadapi MEA. MEA merupakan pasar bebas antar negara-negara di kawasan Asia Tenggara. MEA dapat membawa pengaruguh positif apabila negara dapat mengambil peluang dan manfaatnya. Dari adanya MEA membantu merangsang perekonomian karena adanya kemudahan untuk memperjual belikan barang dan jasa serta mempermudah keluar masuknya tenaga kerja dari satu negara ke negara lain. MEA menjadi berdampak negatif ketika suatu negara belum siap menghadapinya dan tenaga kerja dalam negeri dapat terancam. Untuk mengatasi hal itu pemerintah melakukan berbagai upaya guna meningkatkan kualitas sumber daya manusia Indonesia, hal pokok yang harus diperhatikan dalam meningkatkan kualitas tenaga kerja dalam negeri adalah sektor kesehatan, sektor pendidikan, komunikasi dan teknologi. Metode yang digunakan dalam penelitian ini adalah metode kualitatif deskriptif yang mendeskripsikan tentang berbagai dampak serta hal yang perlu dipersiapkan dari adanya MEA.   Kata Kunci : MEA, Tenaga Kerja, Indonesia
