According to the authors, the Republic of Kazakhstan has prospects for innovative development of industries and services in the regions. The trend of innovative development is aimed at the development, first of all, of agriculture, mining and services. Innovation is becoming a specialized area of development and humanitarian aid, combining new technologies with user-centered, behavioral and lean approaches. Structural transformation has been an important driver of economic development in recent decades. And since digital technologies have become a critical factor in economic growth, national security and international competitiveness, the digital economy has a profound impact on the trajectory of the world and the social well-being of ordinary citizens. It affects everything from resource allocation to income distribution and growth. However, in modern conditions, the possibility of enhancing innovation should be considered from the standpoint of the growth of its investment support, since the establishment of interaction between investment and innovation processes, whether in the agricultural sector, in the industry and services, creates the appropriate conditions for the effective development of the country's economy as a whole.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

BACKGROUND Electronic mental (e-mental) health offers an opportunity to overcome many challenges such as cost, accessibility, and the stigma associated with mental health, and most people with lived experiences of mental problems are in favor of using applications and websites to manage their mental health problems. However, the use of these new technologies remains weak in the area of mental health and psychiatry. OBJECTIVE This study aimed to characterize the social representations associated with e-mental health by all actors to implement new technologies in the best possible way in the health system. METHODS A free-association task method was used. The data were subjected to a lexicometric analysis to qualify and quantify words by analyzing their statistical distribution, using the ALCESTE method with the IRaMuTeQ software. RESULTS In order of frequency, the terms most frequently used to describe e-mental health in the whole corpus are: “care” (n=21), “internet” (n=21), “computing” (n=15), “health” (n=14), “information” (n=13), “patient” (n=12), and “tool” (n=12). The corpus of text is divided into 2 themes, with technological and computing terms on one side and medical and public health terms on the other. The largest family is focused on “care,” “advances,” “research,” “life,” “quality,” and “well-being,” which was significantly associated with users. The nursing group used very medical terms such as “treatment,” “diagnosis,” “psychiatry”,” and “patient” to define e-mental health. CONCLUSIONS This study shows that there is a gap between the representations of users on e-mental health as a tool for improving their quality of life and those of health professionals (except nurses) that are more focused on the technological potential of these digital care tools. Developers, designers, clinicians, and users must be aware of the social representation of e-mental health conditions uses and intention of use. This understanding of everyone’s stakes will make it possible to redirect the development of tools to adapt them as much as possible to the needs and expectations of the actors of the mental health system.

The article is devoted to the development of technologies for the production of quality sowing material, which is the main problem of cotton growing, which has a greater share in the agricultural sector, which is the basis of the economy of the republic. For this purpose, a new technology for the production of sowing material was developed as a result of the selection of biologically mature yarns during the combined sorting of fibrous cotton yarns, as well as processing of these yarns by the proposed method, and two positive decisions were made by the Intellectual Property Agency. In addition to the mentioned advantages of the proposed technology, the use of low-percentage starch solution, as well as absorbents with high absorption capacity (zeolite or bentonite) in the country to improve the quality of sowing material in the production of sowing material as a result of processing raw materials. indicates that it has indicators. During the COVID-19 pandemic in the Russian Federation associated with restrictions and quarantine, in order to ensure the quality and availability of tuberculosis medical care to the population of the Republic of Sakha, it became necessary to improve and search for new organizational forms of out-patient care.The objective of the study: to analyze the use of new technologies in out-patient care for tuberculosis patients in the Republic of Sakha (Yakutia) during the COVID-19 pandemic.Result: Scientific Practical Phthisiology Center introduced the following information and digital technologies to ensure the availability and quality of medical services to the population of the republic during the COVID-19 pandemic: Cloud Polyclinic, Telemedical Consultations, Radiological Information System of APK ArchiMed , Video-Controlled Treatment at Home, and Hospital at Home.All technologies have demonstrated their efficacy for remote medical consultations and contacting patients online. Based on practical experience, these technologies provided the following: improvement of medical care provided to the population through consultations, maintaining good contact with the patient, monitoring patients' well-being, and drug in-take. They assured compliance with general federal and regional anti-epidemic recommendations to prevent the spread of the new coronavirus infection.

The article is devoted to the analysis of interethnic relations in the Republic of Sakha (Yakutia) against the background of the coronavirus pandemic. The study was conducted taking into account the methodology of monitoring studies implemented by the FADN of Russia. This material presents data that allow us to make comparisons with representative ethnosociological studies carried out in the RS(Ya) in different years, and to trace the patterns of development of interethnic relations. The article presents conclusions about the state of interethnic relations in the RS (Ya) in 2020. The results of the study allow us to speak about a benevolent interethnic climate in the republic: 75% of Yakuts assess interethnic relations in the republic as benevolent and normal. These indicators are close to the all-Russian ones. The analysis of assessments of interethnic relations in the settlements of the republic for the period 2015–2020 shows a positive dynamics. The interethnic attitudes of the respondents demonstrate a positive trend – 70–80% of the respondents expressed their readiness for interethnic interactions in the labor and informal spheres. The dynamics of measurements on the Bogardus scale demonstrates a steady reduction in the socio-cultural distance. The factors influencing the current trends in interethnic attitudes are highlighted. Negative assessments of the social well-being of the population affect the perception of interethnic relations. Those who are dissatisfied with their life and financial situation are more likely to assess the interethnic situation in their locality as tense.

The article presents the results of a study of the possibilities of the social protection system to improve the quality of life of substitute families in the Republic of Mordovia. The authors conclude that a substitute family is not a legally defined term for any type of family that accepts a child (children) left without parental care. Social protection of a substitute family is a system of support provided by providing a set of social services to the family in order to preserve and strengthen the social, psychological and physical health of members of the foster family and prevent secondary abandonment of the child. Professional formation and support of substitute families is one of the most important stages in the work of specialists working with a child placed in a family and members of this family. The results of the research presented in the article suggest that in General, substitute parents in the Republic of Mordovia are satisfied with the socio-psychological and socio-legal knowledge obtained during the preparation and decision-making on the creation of a substitute family. Adaptation and upbringing of a foster child, the features of children who have a traumatic experience of breaking up with their biological parents and the features of their development in adolescence – are the topics that were most significant for the substitute parents. The authors observed that adoptive families are heterogeneous both in terms of social well-being in General, and by the presence and intensity of elements, and therefore family policies should focus not only on the institution of foster families in General, but to be differentiated in relation to different groups. The results obtained provide a scientific basis for such a differentiated policy, which corresponds to the principle of targeting, widely declared in social policy and social work.

The aim of the study is to study global economic problems that focus on the cultivation of agricultural products and the provision of food for consumption by the population. The article examines the future sustainable development of food production in our country, at the level of state policy and requires new approaches and reforms. The main guiding methods chosen in this study include: method of analysis, method of comparison, method of statistics, method of grouping, method of planning and forecasting. The object of the article is the agricultural state of the Republic of Uzbekistan, since the Republic of Uzbekistan is an agro-industrial state, where more than 49.5% of the population lives in rural areas, and almost half of the entire employed population works in the agricultural sector. The subject of the research is the agricultural sector of the Gallaorol region of the Republic of Uzbekistan. As a result of the study, it was revealed that in the Gallaorol region, where the research was carried out, the industry was not developed, and the income of the population was formed only due to agricultural products. In the conclusion, new opportunities for increasing the socio-economic well-being of the population are proposed through the formation of agribusiness in the region and appropriate recommendations are given.

The article provides a scientific and theoretical justification of strategic directions to ensure the investment attractiveness of rural areas on the basis of innovative development of agricultural production. It is determined that the specifics of innovation processes that take place in the agricultural sector, indicates the diversity of regional, sectoral, functional, technological and organizational features of rural development. It is noted that the elimination of factors that negatively affect the innovation process would ensure the accelerated development of innovation infrastructure and intensify innovation to invest in socio-economic, organizational, managerial and technical-technological re-equipment of production in rural areas. To understand the essence of innovation processes in agricultural production and to reveal some of their features, a scheme is proposed that reflects the stages, content and subjects of the innovation process in the agricultural sector. It is established that the innovative development of agricultural production and the mechanism of its management should consist in working out possibilities of stimulation of introduction of innovations for the purpose of radical transformation of rural territories for their orientation on innovative type of development. To do this, it is necessary to ensure financial investment in the development and implementation of innovations in agricultural production, both by the state and by private investors and large enterprises using the tools of public-private partnership. Develop a stable regulatory framework that allows you to clearly regulate the implementation of innovations and successfully address legal issues related to this activity. Provide training for highly qualified personnel capable of creating and implementing innovations, as well as effectively managing the innovative development of rural areas. Provide businesses with information support to better understand the latest developments in the agricultural sector, as well as to respond more quickly to changes and improve the efficiency of the management decision-making process.

These studies provide new insights into the relationship between parenting style, home environment and the timing of children's use of new technologies. The social and physical home environment has a unique impact on children's viewing time, regardless of parenting style. Our results indicate a relatively low association between parenting style and screen time in 8-year-olds. To reduce the time a child spends watching TV or using a computer or game console, it may be important for parents to become more aware of the impact they have on their child's behavior, especially at an early age. Annotation. In the article, the authors first proposed a comprehensive model for assessing and predicting the indicators of sustainable socio-ecological and economic development of the Republic of Kazakhstan. These aspects are system forming in the activities of any state in the development of programs and strategic documents. The main objective of which is to ensure the social well-being of the population, which is impossible without economic development and ensuring the reproduction, process as well as maintaining environmental standards. Based on the correlation-regression analysis a system of econometric equations describing the relationship of the main indicators of the development of the economic, social and environmental spheres and various factors, respectively, explaining the changes in these spheres had compiled.
