The role and importance is growing fast in the world for international trade, technology transfer, interstate financial cooperation, cooperative and integration, interdisciplinary, regional and international cooperation, including the one in agriculture and food security fields. At the same time, the cases of food insecurity due to situation changes in foreign markets for agricultural raw materials and prepared food are becoming frequent. Access to food becomes a lever of foreign policy influence, and the weight of food expenditures in the structure of consumer spending takes a decisive role in ensuring food security. In this regard, the problem of hunger and malnutrition is still relevant in many regions due lack or deficiency of population income. The paper presents a comprehensive research of modern aspects for ensuring food security at global and national levels, including the current state of agricultural production and its development prospects, international assessment of food security level in countries and regions of the world, global trends in world agricultural trade of raw materials and prepared food, assessment of physical and economic affordability of foodstuff, nutrition level, welfare and public health. The results of assessing the environmental sustainability of agricultural production are presented. The level of public awareness in the field of food security is analyzed. It was determined that in general, there are prospects for Belarus for more efficient food security gaining due to qualitative parameters, for instance, increasing efficiency of resource potential, growth of consumer purchasing power, expansion of domestic market by increasing the proportion of safe functional nutrition for specific population categories according to occupation, age, health status, etc.

One of the most important components of national security is food security. The country's food security is mainly ensured through the development of agriculture, food production and food import systems. The main problems of the development of the agri-food system of the republic were the increase of the level of provision of the population with food, the increase of the level of economic protection of the country, which, first of all, requires an increase of agricultural production to provide the population with locally produced food products, raw materials to the processing industry as much as possible, as well as to increase export volumes. The main goal of the research is to develop and outline the ways of further development of the RA food self-sufficiency based on the development of agricultural production. Based on the analysis of the current situation in the agricultural market, to propose a set of economic development measures, which will contribute to the increase of the food security level, the development of the agri-food system, the reduction of the poverty level of the rural communities. The research substantiated the preconditions for further growth of agricultural production, as a result of comprehensive studies and analyzes, the main directions of improving food production and increasing efficiency were outlined, which conditioned the scientific novelty.

When studying the topic, the author analyzes the implementation of reforms and their impact on the development of the agricultural sector of the Republic of Uzbekistan. Special attention is paid to the pandemic crisis that has affected all spheres of the economy and the life of the population. The importance of the actions taken by the state in relation to the improvement of the agricultural sector, not only through the production of agricultural raw materials, but also in other ways, is revealed. One of these ways is the production of products that can compete on the world market, the production of semi-finished products, and others. Methods of analysis, synthesis, grouping, observation, and deduction were used in the study of the material. Using these methods, the authors were able to come to a better conclusion, and make suitable conclusions and suggestions. In conclusion, the ways to improve the efficiency of agricultural production, through the introduction of resource-saving technologies, innovative technologies, and especially the removal of state attention to the agricultural sector, are revealed. The article also focuses on the state of agriculture during and after the pandemic, and compares it with other countries of the world. The authors made proposals that are most suitable for the development of agriculture, ensuring food security and independence of the population.

The present paper focuses on key problems and specifics of ensuring food security and on state of agro-industrial complexes in different countries of the world. The authors defined the main aspects of state support for agriculture in advanced foreign economies and specified the challenges of food security ensuring. Agriculture is such an industry that brings prosperity to those who can work efficiently and make right decisions under high uncertainty, which may imply unsteady weather conditions, market environment, various production risks. Successful development of agriculture requires the ability to forecast and prevent unfavorable situations. In all countries, the main objective of agricultural production is to fully meet population’s demand for food using its own resources for manufacturing necessary food products. However, some countries do not have their own resources for agriculture, so they have to import finished products and raw materials for food production from other countries. For today, ensuring food security for all countries of the world is one of the most urgent problems of the mankind. Since the United Nations (the UN) was created, the international community has been paying close attention to the shortage of food. The issues of customs tariff regulation, plant and animal health care, administrative barriers – these are the priority tasks demanding systemic approaches, the fulfillment of which will stimulate the breakthrough inagriculture.

Exporters of raw materials under Iberian rule, the nations of Latin America continued to perform a similar role in the world economy after Independence. In the nineteenth century, however, a significant shift occurred in the kind of materials exported. Whereas in colonial times the great wealth of Latin America lay in her mineral resources, particularly silver and gold, aster 1850 agricultural production for foreign markets took on larger importance. The export of foodstuffs was not a new phenomenon, but in the nineteenth century the growth in consumer demand in the industrializing nations and the developing revolution in. transport much enhanced the incentives for Latin Americans who would produce coffee, wheat, cattle, or bananas for overseas markets.

The COVID-19 pandemic has drastically changed the lives of people, as well as the production and economic systems throughout the world. The flow of raw materials and products, the supply of labor and manpower, and the purchasing power have all been changed to the detriment of individual health and well-being. Such a situation requires placing even more emphasis on the search for virtuous agricultural systems compatible with the goals of economic and environmental development so clearly defined at the world level in the last decades. The present study aimed to assess the environmental and economic performance of some typical Mediterranean crops grown under different agronomical management regimes, such as strawberry, hazelnut, apricot tree, kiwifruit, peach, olive tree, and grapevine, to emphasize the importance of the mentioned issues even in the current pandemic situation. Life cycle assessment (LCA) was used to investigate the environmental profile of the studied crops, while lifecycle costing (LCC) was performed to assess and compare the economic aspects. From the environmental perspective, the hobby-organic olive systems were the most eco-friendly cropping systems, emitting 0.031 to 0.105 kg CO2eq per kg olives, while the organic hazelnut system had the greatest impact (1.001 kg of CO2eq per kg). Apricot, kiwifruit, and peach systems used N and P inputs most effectively, while strawberry systems efficiently used fossil fuels. Olive HO-2, kiwifruit, and peach cropping systems had the lowest budgets, with the costs amounted to 0.12 € kg-1 per fruit for Olive HO-2 and 0.28 € kg-1 per fruit for both kiwifruit and peach. On the contrary, organic strawberry cultivation was the most expensive (4.77 € kg-1). The variability in results due to the large differences between contexts, such as landscape, technical knowledge, and crop management, characterized the studied agricultural systems. To easily identify sustainability classes and to diminish the impact of farming practices, a considerable effort should be expended to combine LCA with LCC, C sequestration estimates, and some other useful indicators for the environmental quality evaluation.

That is how fast the Earth's population is growing. But global agricultural production is currently failing to keep pace. A June 2012 report by the UN Food and Agriculture Organization (FAO) sees trouble looming ahead, warning that “land and water resources are now much more stressed than in the past and are becoming scarcer.”

A comprehensive assessment of national food security should include an analysis of the physical and economic accessibility of food, the level and quality of nutrition of the population, the sustainability and competitiveness of agriculture, factors and trends of self-sufficiency in the main types of agricultural products, raw materials and food and the effectiveness of foreign trade in food. To assess the food security situation at the state level, it is necessary to conduct monitoring, which consists in determining the deviations of the main indicators from the criteria and thresholds established at the national level. The monitoring should determine the format of the national report on the country's food security. The number of indicators that make up its basis, should be optimal and sufficient to reflect the level of food security of the country and compare them with the situation in other countries. At the same time, it is necessary to analyze trends in ensuring food security at the global level in terms of the progress of countries and regions of the world in achieving the goals of sustainable development in agriculture, the elimination of hunger and poverty for the period up to 2030.  Conducting a study of the components of the global food security index, formed at the world level to measure the policy and efficiency of government agencies in the field of food security, is relevant and in demand for positioning the country within the framework of international comparison of countries.

This review examines the impact of drought and salinity on agricultural production in both the semi- arid and humid regions of the world. The frequency and nature of drought events and some recent approaches to drought prediction are discussed along with the distribution of salinity and the various factors leading to its occurrence under both irrigated and dryland conditions. Strategies to minimize the impact of drought and salinity on the rural community and on the stability of land resources have been developed largely in high-income countries. However, because of the high cost, little has been done in the developing world where extensive areas of valuable land are deteriorating, representing a serious threat to food security.

As an important agricultural production area in China, the Yangtze River Economic Belt has a large amount of water resources and rich types of energy. Water and energy resources are the supporting basis of food production, and the production and use of energy also need to consume a large amount of water resources. The three affect each other and are interdependent. Paying attention to the synergistic security of water-energy-food system in the Yangtze River Economic Belt is important for regional economic development. This paper uses the pressure-state-response (PSR) model and selects 27 indicators to build an evaluation index system of the regional water-energy-food system. We use the random forest model to evaluate the security level of the Yangtze River Economic Belt from 2008 to 2017, and the Haken model is employed to identify the driving factors that dominate the synergistic evolution of the system. Then we take the identified factors as the key control variables under each scenario and launch a scenario simulation of some provinces in the Yangtze River Economic Belt in 2025. The results show that due to the improvement of water and energy utilization efficiency and the advancement of agricultural production technology, the level of water-energy-food security in the Yangtze River Economic Belt improved significantly from 2008 to 2017. Each province performs differently in different subsystems, with water resources security being better in the upper reaches and Zhejiang and Shanghai in the lower reaches, and food security being better in the middle and lower reaches. The level of energy security is high in Sichuan, Yunnan, and Guizhou in the upper reaches and Shanghai and Anhui in the lower reaches. According to the results of scenario prediction for Jiangsu Province and Hubei Province in 2025, implementing moderate management in accordance with current management objectives can increase the overall security of the system to level 4. The two provinces should focus on controlling water resources and energy consumption and improving the utilization efficiency of water and energy in agricultural production.

AbstractTrade in agricultural products is one of the most dynamically developing segments of the global market. The feature of the contemporary stage of world food trade development is that the leading exporters are also the largest food importers, combining the benefits of the international division of labor with the development of domestic agricultural production. In the paper, the role of foreign trade in ensuring food security has been evaluated by comparing the global index of food security and the share of imported food in the domestic market. As a result, the countries of the world have been divided into 4 groups. The first two groups include countries that ensure their citizens a high level of food security through imports, as well as or through their own efficient agricultural production. The third and fourth groups include countries which are not agrarian developed. The problems of hunger and malnutrition in these countries can potentially be solved with the help of foreign trade and increased efforts of the international community.
