Poverty is a measure of socio-economic conditions in assessing the success of development undertaken by a government in a region. There are many negative impacts resulted from poverty, among others, social and economic problems. People who live in poverty usually suffer from malnutrition, poor health, high illiteracy rates, are in poor environment and in lack of access to infrastructure and adequate public services. The purpose of this study was to analyze the impact of human development and government capital expenditure on reducing poverty in Indonesia. The model was estimated by using 2SLS method. Several simulations was also conducted to look at the impact of the allocations of government expenditure on health, education and government capital expenditure on reducing poverty. The results showed that government capital expenditure and human development have significant impacts on reducing poverty in Indonesia with government expenditure on education gives the greatest impact. Abstract The study assesses the impact of government general spending on human development in Nigeria from 2003 to 2017. The purpose is to determine the response of human development index (HDI) to recurrent and capital government expenditure. In order to achieve this objective, the multiple linear regression model linking the study variables was applied while Ordinary Lease Squares method was used to analyze the model. The results indicate that government’s capital expenditure and inflation have insignificant negative influence on HDI, corruption does not have any impact on HDI but government recurrent expenditure has strong and significant positive impact on HDI. The study concludes that resources on recurrent expenses should be reduced while more money should be invested in capital projects for human capital development in Nigeria.

The Local Government Ordinance (LGO), formulated by the National Reconstruction Bureau (NRB) in 2000 and promulgated by provincial governments in August 2001, assigns powers, responsibilities, and service delivery functions to three levels of local governments: district, tehsil, and union. Responsibilities for the delivery of social and human development services, such as primary and basic health, education and social welfare, are delegated to the district level, whereas municipal services, such as water, sanitation and urban services are assigned to the tehsil level. The LGO does not only deal with the delivery of public services in its plan but also stresses the need for fiscal decentralisation, claiming that “Fiscal decentralisation is the heart of any devolution exercise. Without fiscal decentralisation no authority is devolved.”

The study focused on the impact of health and agriculture financing on economic growth in Nigeria from 1981 to 2019. The study utilized the time series data which was extracted from Central Bank of Nigeria annual statistical bulletin. Unit Root test was performed with the use of Augmented Dickey-Fuller test in order to ascertain the stationarity of all the variables and they were all found to be stationary at order 1 in the two specified models (composite and disaggregated). Error Correction Model (ECM) was used to analyze the data in order to determine the speed of adjustment from the short run to the long run equilibrium state. Casualty test was used to confirm causal relationship among the variables of interests. The study revealed that Federal Government expenditure in Health sector has a significant effect on economic growth in Nigeria. Federal Government expenditure in Agricultural sector equally had a positive effect on economic growth but surprisingly not significant. Considering the disaggregated form, Federal Government capital expenditure in both Health and Agricultural sectors have positive and statistically significant effect on economic growth while Federal Government recurrent expenditure on health has a positive and statistically insignificant effect in economic. It was also revealed that there is causal relationship among the variables. Based on the findings, the study concluded that Federal Government Expenditure in Health Sectors and Agriculture Sectors have effect on economic growth in Nigeria.

The need to better the lots of citizens through government expenditure has raised questions on the impact of government expenditure on the economic development and growth of nations. It is against this background that this paper examined the antecedent effect of government spending on the Nigerian economic growth. The general objective of the study is to ascertain the relationship between government expenditure and economic growth in Nigeria; specifically, the study examined: (i) the significance influence of government capital expenditure on economic growth in Nigeria and (ii) the significance influence of government recurrent expenditure on economic growth in Nigeria. The study employed ordinary least square (OLS) multiple regression analysis in estimating the specified model, with the Gross Domestic Product (GDP) as the dependent variable, while Capital Expenditure (CAPEXP) and Recurrent Expenditure (REXP) are the independent variables. Data between 1980 – 2013 were collected from secondary sources through the National Bureau of Statistics (NBS) and Central Bank of Nigeria (CBN). Results showed that in Nigeria, there exist a significant relationship between the government expenditure and economic growth. The study therefore recommends instilling fiscal discipline in government expenditures, and putting in place structural mechanisms to act as surveillance on capital spending so as to boost the nation’s human and social capital.

One of the objectives of the fiscal policy is to improve public welfare. Still, there are funding constraints to improve welfare in some countries. Therefore, fiscal management to increase welfare must be implemented efficiently and effectively. In this research, to improve welfare, the fiscal policy will be focused on health, education and community empowerment which are the components of the HDI. This research used quantitative method with regression equation to explain the impact of fiscal and social policy, in the form of Recipients of Health Insurance Contribution Assistance (Penerima Bantuan Iuran Jaminan Kesehatan Nasional/ PBI JKN), physical special allocation found (Dana Alokasi Khusus/DAK) for health and education sector, village fund, region’s budget expenditure, locally generated revenue (Pendapatan Asli Daerah/PAD), and poverty level on human development index (HDI) improvement. The locus for this research is all regencies/cities in Indonesia that use panel data. The results of this research were divided into three findings. First, there were research variables with unidirectional results and significant improvement on HDI, which are physical DAK for the health and education sector, village funds, social expenditure, and PAD. Second, there were variables with unidirectional impact but it does not have a significant impact on the HDI improvement (i.e. PBI JKN). Third, there were variables with unidirectional and significant impact, such as personnel expenditure, material expenditure, capital expenditure, and poverty level.

This article discusses the community service activities that have been carried out in the PKK RT / RW 005/005 Manukan Kulon group, Surabaya. This community service activity is held with the consideration that the author as an academic feels the need to participate in parsing the economic problems in society caused by the Covid-19 pandemic. The impact of the Covid-19 pandemic, which created many unemployment clusters due to layoffs from closed businesses, as well as macroeconomic impacts that affect the economic conditions of the Indonesian State, require the contribution of solutions from all parties, including academics who have the dharma of community service. This study empirically examine the impact of government expenditure on education on human capital development in Kaduna State over the last 15 years (2000-2015) using econometrics model with Ordinary Least Square (OLS) technique.The paper test for presence of stationary between the variables using Augmented Dickey Fuller (ADF) and autocorrelationusing Durbin Watson statistics. The results reveals all the variables were not stationary in levels except capital expenditure (CE) and Primary schools enrolment (PE) while the rest were stationary at second difference. DW shows presence of serial correlation. The regression results indicated that government expenditure on education have significant impact on human capital development in Kaduna State. It could therefore be recommended that the state government should increase its capital and recurrent expenditure on education, ensure proper management and monitory of funds made for the teachers, constant payment of teachers salaries and allowances in a manner that it will raise the state production capacity. The state should construct addition primary and secondary schools across the state, with modern facilities, and employ more teachers.

Local revenue is intended to finance infrastructure and basic public services that have not reached a certain standard to accelerate regional development. Capital expenditure is to increase public facilities. No part of the Capital Expenditure used for operational costs such as the construction of travel expenses and so on. Human Development Index is a measure of comparison of life expectancy, education and standard of living for all countries around the world. Human Development Index is used to classify whether a country is a developed country, developing or underdeveloped countries and also to measure the impact of economic policies on quality of life. If a public facility can be met, then people feel comfortable and be able to run their business efficiently and effectively so that in the end will create a healthy life and a longer life expectancy as well as partially and simultaneously improve the quality of education and standard of life of the community. Data were collected from 33 District Municipality (25 districts and eight cities) in the district/cities of North Sumatera. The sample used in this study were 22 district/cities (15 District and 7 Cities), from 2005 to 2009. Moreover, the fiscal independence level affects indirectly to the Human Development Index.

This study entitled "The Impact of Earthquakes on the Socio-Economic Condition of Communities on Lombok Nort ". In this study the researchers tried to try to study the phenomenon of the impact of the Lombok earthquake on the socio-economic conditions of the affected communities, especially North Lombok Regency.The type of this research is qualitative research with a documentation study approach, namely research conducted by looking at the documents that are then interpreted. Based on the results of the study, it can be explained about the socio-economic impact of the earthquake in Lombok in the affected communities, namely North Lombok District. from the socio-economic conditions of the community, which were many losses and damage that were affected by the people of North Lombok, both morally and materially, the Lombok earthquake had a significant impact on the conditions of Demography, health, education and the condition of the local housing area, especially in North Lombok Support. Nearly half of the population in North Lombok Regency who were displaced and several other people died, this has caused a large influence from the earthquake on the composition of the community's demography in North Lombok Regency. On the economic side, many people who lost their livelihoods, based on the results of the Lombok earthquake, especially for traders, who were originally able to earn 1-1.5 million per day but after the earthquake Lombok decreases their income by 50%. besides that, this earthquake caused a decrease in local revenue (PAD) in North Lombok Regency.
