ABSTRACTThis study would like to explain in the description of the efficiency of the government's fiscal policies are applied in conjunction with industry performance amenitas in DKI Jakarta Province. At the moment the Government prohibits civil servants doing activities with the use of hotel facilities, industrial amenitas give a negative reaction to that policy.The study shows that policies impact have not influence occupancy rate. It can be happened cause most the hotel guest come from domestic and foreign tourist not depent only from government demand.Therefore, in order to continue tospur industrial development amenitas, a major foothold should be directed to the tourism industry as a pillar of improving the performance of the industry. To improve the performance amenitas industry, improving the quality of human resources through the knowledge of community needs to be continuously improved in order to innovation and creativity they have developed can stimulate performance amenitas industry.Keywords: Fiscal Efficiency, Amenitas Industry, and Tourism IndustryABSTRAKKajian ini ingin menjelaskan secara deskripsi rencana kebijakan efisiensi fiskal pemerintah yang diterapkan dalam hubungannya dengan kinerja industri amenitas di Provinsi DKI Jakarta. Pada saat Pemerintah akan melarang pegawai negeri sipil melakukan kegiatan dengan menggunakan fasilitas hotel, industri amenitas memberikan reaksi negatif atas kebijakan tersebut. Hasil studi memperlihatkan bahwa tidak ada potensi dampak kebijakan yang mempengaruhi tingkat hunian. Hal ini bisa terjadi karena sebagian besar tamu hotel berasal dari tamu domestik dan asing bukan hanya bergantung pada permintaan pemerintah.Oleh karena itu, agar dapat terus memacu perkembangan industri amenitas, pijakan utama harus diarahkan pada industri pariwisata sebagai pilar meningkatkan kinerja industri tersebut. Untuk meningkatkan kinerja industri amenitas, peningkatan mutu sumber daya manusia melalui knowledge community perlu secara kontinyu ditingkatkan agar inovasi dan kreativitas yang mereka kembangkan dapat merangsang kinerja industri amenitas.Kata kunci: Efisiensi Fiskal, Industri Amenitas, dan Industri Pariwisata

Tourism is very necessary to continue to be developed to improve the economy in Indonesia and increase the position of the country geographically, which is very strategic for tourism and the world economy. For this reason, the ability to communicate in English is absolutely necessary, in order to compete with workers from other countries, so that they can contribute to the improvement of the national economy. The ability to communicate in English is a strategic sector in the development of highly competitive human resources in the tourism industry sector and in the global economic community. By having good English communication skills, it will be easier to grab market share in the tourism industry sector and the economic sector. The tourism sector as one of the prime industrial development is developed in order to further increase the rate of national development. For this reason, it is necessary that the government continues to increase its resilience, policies, and increase the development of tourism with a view to further developing the community's economy and increasing the ability to speak English so that human resources are able to compete in various tourism industries so that the economy will increase.

The development of tourism industry can provide opportunities for tourism products including culinary in Dili, Timor-Leste. This article aims to identify types of traditional foods, measure the perception of tourists on traditional food and formulate program to develop traditional food as culinary tourism. Data collection for this article used direct field observation, interviews and documentation study, while data analysis used SWOT matrix. The results of this article revealed that in Dili there were several types of traditional food such as Saboko, Tukir, Kulu tunu or Kulu Gisa could be developed as culinary tourism. In regard to tourist perception on traditional food processing while good on quality of traditional food, food cleanliness and quality of restaurant service. Several programs conducted by the government to develop traditional food are human resource quality improvement, creating market for traditional food, identification of potential local products in each district and assessment of traditional foods.The restaurant owners also develop several programs such as menu adjustment, creativity in traditional food processing, and promotion.

It is a commonplace to assume that in any given Government members of the civil service and other non-elected employees will be loyal to the elected officials of the Government and will carry out the policies determined by these officials. But what happens when a policy is at odds with a man's conscience? Recently we have seen one solution in the release of the Pentagon Papers. Other solutions include burial of one's personal beliefs in commitment to duty, quiet resignation from the Government, or dedication to serve the country's best interests according to one's conscience while remaining within the Government. An example of such dedication, which exceeded partisan considerations, was that displayed by Sir Edward Walter Hamilton, permanent financial secretary to the British Treasury, during the 1903-1905 campaign for tariff reform.From his birth in 1847, Hamilton was destined to be a free trader. His father, Walter Kerr Hamilton, was the Bishop of Salisbury and a close friend of William E. Gladstone. In 1870, Hamilton entered the temple of free trade, the Treasury Department. (Britain had been a free trade nation since midcentury, and permanent members of the Treasury Department had come to consider the fiscal policies of Peel, Gladstone, and Sir Robert Lowe as their own.) He served as private secretary to the Chancellor of the Exchequer, Sir Robert Lowe, from 1872 to 1873, to Prime Minister Gladstone for the remaining months of his first administration (1873-1874), and again to the Prime Minister during Gladstone's second administration (1880-1885), becoming imbued with his mentor's ideas. Hamilton worked his way up the ranks of the Treasury Department and in 1902 became permanent financial secretary and joint permanent secretary with Sir George Murray. Although not brilliant, Hamilton was a capable civil servant, and in general, gained the confidence of the chancellors whom he served; this close association with the great men of the moment became important to his social ego.

The purpose of this study is to analyze the influence of indigenous people’s perceived the quality of life (QoL) on the tribe in the process of tourism development. In the survey, 8 tribes in Alishan were selected as the research objects, and a total of 827 valid questionnaires were collected through random sampling based on the proportion of each tribe's households. After statistical analysis, the findings of this study are as follows: 1. In terms of the influence on QoL, indigenous people’s perceived higher are "I am proud of our tribe". 2. Different demographic variables have an influence on the perceived QoL of indigenous peoples. 3. Those whose family work has nothing to do with the tourism industry have a higher perception of the influence on the QoL. Based on the above findings, this study not only gives suggestions to indigenous tribes and tourism sectors of the government, but also puts forward specific research reference directions for future tribal tourism researchers.

The issue of improving the quality of education has always been the focusof the various stakeholders in education. One of the objectives is to prepare learning outcomes (LO) that have competitiveness with their competitors. In addition, also to prepare the LO has the power sanding so that it can be in harmony with the era that has entered this disruptive era. The paper is intended to see how the policy relevance of the government to address the problem. The author uses a management approach in reviewing existing data. This paper uses literature review and is reinforced with data from the field. The results of this paper are several facts - including the following alternative facts: the government through the Ministry of Education with the policy of Curriculum 2013 and Kemenristek Dikti through the Presidential Decree on the Indonesian National Qualification Framework (KKNI) began to make efforts to improve education. There is a paradigm shift, previously focused only on cognitive development, or already towards the affective and psychomotor spheres but still very minimal, and unstructured evaluation, is now more systematic to achieve not only the cognitive, but affective, psychomotor sphere by considering multiple intelligence. Based on these facts it can be concluded that there is a match between education and community needs, so that the crisis of moral decadence, the competence of hope can be overcome. On the same side, the 2013 curriculum is nothing but a government instrument to control the quality of education that is oriented towards quality assurance. Finally, the government -designed education is expected to encourage LOs capable of competence, competitiveness and sanding power that is in harmony with the times. Isu perbaikan mutu pendidikan selalu menjadi fokus dari pelbagaipemangku kepentingan dalam pendidikan. Salah satu tujuannya adalahuntuk penyiapan learning outcomes (LO) yang mempunyai daya saingdengan kompetitornya. Selain itu, juga untuk menyiapkan LO mempunyaidaya sanding sehingga dapat selaras dengan zaman yang sudahmemasuki era disruptif ini. Tulisan ditujukan untuk melihat bagaimanarelevansi kebijakan yang diambil pemerintah untuk mengatasipermasalahan tersebut. Penulis menggunakan pendekatan manajemendalam mengulas data yang ada. Tulisan ini menggunakan kajian pustakadan dikuatkan dengan data dari lapangan. Hasil dari tulisan ini adalahbeberapa fakta –termasuk di dalamnya fakta alternatif sebagai berikut:pemerintah melalui Kementerian Pendidikan dengan kebijakan Kurikulum2013 dan Kemenristek Dikti melalui Kepres tentang Kerangka KualifikasiNasional Indonesia (KKNI) mulai melakukan usaha perbaikan pendidikan.Ada pergeseran paradigma, yang sebelumnya hanya terfokus padapengembangan kognitif, atau sudah menuju ranah afektif dan  psikomotor namun masih sangat minim, dan evaluasi yang tidak terstruktur, saat ini lebih sistematis untuk mencapai tidak hanya ranah kognitif, namun afektif, psikomotor dengan mempertimbangkan multiple intelegence. Berdasarkan fakta tersebut dapat disimpulkan bahwasannya sudah ada kesesuaian antara pendidikan dengan kebutuhan masyarakat, sehingga krisis dekadensi moral, kompetensi harapannya dapat diatasi. Pada sisi yang sama ;kurikulum 2013 tidak lain sebagai instrumen pemerintah untuk mengkontrol mutu pendidikan yang beorientasi pada jaminan mutu. Terakhir, pendidikan yang didesain pemerintah diharapkan mampu mendorong LO yang mampu mempunyai kompetensi, daya saing dan daya sanding yang selaras dengan zamannya.

Teenager is a period of rapid physical, psychological and intellectual development. Adolescents tend to like challenges without careful consideration. This caused various problems of adolescents, especially in reproductive health. Adolescent Reproductive Health (ARH) Education by teachers is an effort to overcome the problem of reproductive health of students. The purpose of this research was to identify the transfer process of adolescent reproductive health education at SMPN 52 Surabaya. This research used observational case study research with qualitative approach. Informants in this study consisted of teachers and students. Data was collected through in-depth interviews and document studies. This study found that most teacher informants have poor understanding of comprehensive ARH. The teacher informants said that ARH education is the responsibility of parents, school, community and government. The teacher informants delivered the ARH material with various methods. Teacher separated male and female students during delivering process of sensitive ARH materials. This method can encourage students' activeness to ask questions to the teachers. A better understanding of teachers on KRR materials can improve the quality of students' material delivery.ARH education is not only the responsibility of the school, but also family, community to government. The government needs to provide training for teachers related to theARH education. Families need to provide ARH education at home, meanwhile the community needs to provide supervision for adolescents in their neighborhood.

Introduction. In Russia, the issue of disparity in the quality of life between the regions remains urgent. To a large extent, it is manifested in the regions themselves, and is due to an objective factor of geographical location. The purpose of this study is to give a rating assessment of the quality of life in the largest constituent entity of the Russian Federation, the Republic of Sakha (Yakutia). Materials and Methods. The information base of the study includes open data from the Territorial Body of the Federal State Statistics Service for the Republic of Sakha (Yakutia), and the ratings by Profile magazine and RIA Rating agency. To assess the quality of life in the municipal districts of the Republic of Sakha (Yakutia), the sum-of-the-places rating method was adopted. Results. According to the ranking of the municipal districts of the Republic of Sakha (Yakutia), the leaders (the capital and industrially developed regions) and outsiders (areas in the Arctic zone of Yakutia) were identified. It has been revealed that despite the efforts undertaken by the regional authorities, there is a significant gap in the quality of life in the Republic of Sakha (Yakutia). The study has shown that there is no official or generally accepted system for assessing the quality of life. Moreover, there is no common understanding of indicators that comprehensively characterize the quality of life. Discussion and Conclusion. The study has confirmed the thesis that industrial development in association with development of the territory and formation of the infrastructure help improve the quality of life. On the other hand, industrial development and increased urbanization exacerbate the problem of safety of residents and make relevant the issues related to the provision of quality housing in extreme climatic conditions. The results of the rating can be used by the government of the Republic of Sakha (Yakutia) and the municipal authorities in order to provide solutions for managing the quality of life.

Tourism Awareness Group or abbreviated Pokdarwis is a self-help and self-help group that grows from, by and for the community and aims to enhance the development of regional tourism and succeed tourism development by becoming a government partner in raising public awareness in the field of tourism, increasing human resources, encouraging the realization of Sapta Enchantment, enhancing the quality of products and tourism. This research uses descriptive qualitative method, which is the subject and object of this research is the Tourism Awareness Group (Pokdarwis) of Andang Taruna Banraas Village. Tourism Care (Study in Banraas, Gili Iyang Madura Island). The role of Pokdarwis Andang Taruna is able to act as a mobilizer for the community where the community has provided support and role as host in efforts to create an environment and conducive atmosphere that is able to encourage the growth and development of the tourism industry and the realization of sapta charm. The role as a partner has been carried out by Pokdarwis Andang Taruna in the form of activities and programs carried out by involving the Government and other parties related to the development and construction of tourist facilities such as lodging, transportation, culinary and etc. although there has not been a maximum cooperation between Pokdarwis and the Government so that there are obstacles in realizing the character of caring tourism.

This paper investigates the relationship between the quality of institutions and the cyclical properties of macroeconomic policies in the Brazilian economy in the recent period. We extend the monetary and fiscal policy rules proposed by Taylor (2000) to incorporate a proxy for institutional quality. In the empirical analysis, we estimate reaction functions for monetary and fiscal policies by the Markov-Switching method. This methodology allows us to analyze how changes in the quality of institutions might influence the guidance of the fiscal and monetary policies over the sample period. The major results maintain that both monetary and fiscal policies are significantly countercyclical in periods that exhibit higher levels of institutional quality and are pro-cyclical or acyclical in periods which exhibit lower levels of institutional quality. Thus, the quality of institutions plays a key role in the government's ability to implement countercyclical monetary and fiscal policies to stabilize the Brazilian economy over the business cycle.

Engineering Education in Kenya remains the major determinant of country’s economic agenda. However, at the moment the education system offers the industry and society unsatisfactory knowledge and services due to mismatch between the supplied educational talents and the ever changing world of engineering. It is imperative that the Kenyan engineering education be designed to tackle challenges emerging in our societies and industries by providing real tangible practical skills. The government on its part should take its share by supporting and giving direction to institution offering such courses. In order to produce graduates with employable skills, institutions of engineering must aim at quality while ensuring massification of students into programs never happens. This paper is thus designed to show challenges facing quality of engineering education offered in Kenya in relation to the society and industrial needs. The paper also highlights the future demands needed on Kenyan engineering education. The write-up is expected to inspire education designers and curriculum developers in preparing programs that provide for the society and industry.
