To determine the number of officers at the Regional Disaster Management Agency (BPBD), the results of the Fuzzy calculations 2020. In May there are 70 requests for officers, while the number of existing officers is 109 and possibly 95. In June the requests for officers are 80, while the existing officers are 90 and possibly 87. In July the requests for officers are 90 , while the existing officers numbered 75 and possibly 72 were assigned. Until September the request for officers was 40, the existing officers were 58 and possibly 41 were assigned. Tests were also carried out using matlab tools as a form of implementation in order to get accurate results according to with manual calculation of the Fuzzy mamdani method.

ABSTRACT The purpose of this research is the implementation of policies of the Bengkulu Province disaster management agency in disaster mitigation. This research method uses descriptive qualitative research. The results of the study explained that the implementation of policies of the Bengkulu Province Regional Disaster Management Agency (BPBD) for the implementation of disaster mitigation policies had been running quite well. The Regional Disaster Management Agency of Bengkulu Province in Disaster Mitigation has issued a policy on natural disaster reduction, namely the Disaster Resilient Village policy and the proportion of Disaster safe schools. Apart from implementing this policy, the Bengkulu Province Disaster Management Agency also carries out socialization activities for disaster preparedness. In implementing this policy, we also cooperate with other agencies to carry out activities or policies in making Bengkulu Province safe from disasters. The conclusions of this study indicate that the policies issued by the Bengkulu Province BPBD in Mitigation are regulated in Governor Regulation Number 34 of 2018 concerning increased preparedness. Among them are disaster-disaster village policies and disaster-safe Madrasah schools. Keywords: Disaster, Mitigation, Policy.

Public service is an activity of service for every citizen and resident for goods, services, and / or administrative services provided by public service providers, namely the Regional Disaster Management Agency (BPBD) of Brebes Regency. The quality of public services must have the principle of openness or transparency, easily accessible, accountability and cling to the principles of efficiency and effectiveness. But in fact the current information and reporting of disasters is still conventional. This study aims to reflect and build a Web-Based Disaster Geographic Information System using Extreme Programming method. The research method uses qualitative methods with descriptive data analysis techniques. Data obtained by observation and interviews. The benefit of this application is to improve services to the Brebes Regional Disaster Management Agency also useful for internal from the Implementing Party or Admin who can manage Disaster Area data online, accurately, and quickly. As well as greatly helping the community to obtain maps of information on disaster-prone areas, the latest disaster information and the community can report directly on disaster events so that the Regional Government can directly handle the disaster.

Flooding is a threatening problem both in the city and in the countryside. One of the flood-prone cities is Tangerang City. The cause of flooding is overflowing from the Kali and blockage of existing drainage. Various efforts have been made to prevent flood disasters, the Badan Penanggulangan Bencana Daearah (BPBD) of Tangerang City which is an agency that has the task to assist the disaster, in coordination with the Tangerang City government in order to overcome the problems of frequent floods. The purpose of this study is to analyze how the coordination of Badan Penanggulangan Bencana Daerah (BPBD) in flood prevention in Tangerang City. The research method used is qualitative research. The results of the study show that the coordination of the Regional Disaster Management Agency (BPBD) is well underway and in accordance with the managerial hierarchy, rules and procedures, and plans and goal setting.

This study aims to analyze the forms of communication carried out and the media used by the North Aceh District Disaster Management Agency in improving community alertness. This research uses descriptive research type, and qualitative research approaches.  Research data obtained through interviews, observations, and documentation studies. Research informants, namely the Local Government, the Head of the North Aceh District Disaster Management Agency, the District Head of Langkahan, the Head of North Aceh SAR, the Head of RRI Lhokseumawe. The results showed that the communication carried out by the North Aceh District Disaster Management Agency was interpersonal communication and mass communication through socialization and simulation about disasters. While the communication media used, namely the mass media both print media and radio media to inform disaster management policies. It also used traditional media as local wisdom namely kentongan. Kentongan media are considered effective when communication tools that use technology do not function.

Analysis of Flood Disaster Management in Batang Merao River at Sungai Penuh Regional Disaster Management Agency. Flooding is an event where land which is usually dry (not swampy areas) becomes inundated by water, this is caused by high rainfall and topographic conditions in the form of lowlands to sunken areas. In addition, the occurrence of flooding can also be caused by runoff which overflows and its volume exceeds the drainage capacity of the drainage system or river flow system. The occurrence of flood disasters is also caused by the low ability of soil infiltration, so that the soil is no longer able to absorb water. Flooding can occur due to rising water levels due to rainfall above normal, changes in temperature, embankments / dams that break, fast melting snow, obstructed water flow in other places. The purpose of this research is to find out how the Flood Disaster Management in Batang Merao River in Sungai Penuh City Regional Disaster Management Agency. This study uses a qualitative approach that examines an object of research by studying in its entirety and in depth rather than looking at the relationship of two or more variables, where the results of the study will be processed based on the interpretive researcher and described in a descriptive form. Data obtained through field interviews with 7 informants namely 1 key informant and 6 ordinary informants. Flood mitigation consists of prevention and mitigation, preparedness, emergency response and rehabilitation and reconstruction. Based on the existing work program, all activities have been carried out by the Sungai Penuh City Regional Disaster Management Agency in flood mitigation in Sungai Merao River Sungai Penuh which is guided by Law Number 24 Year 2007.

ABSTRAK Terdapat banyak faktor yang dapat mempengaruhi kinerja seseorang, diantaranya adalah self efficacy dan self esteem. Self efficacy sangat diperlukan dalam meningkatkan kinerja karyawan. Demikian juga dengan self esteem yang dimiliki akan menumbuhkan suatu kekuatan dalam melakukan yang terbaik dalam kinerjanya sesuai tugas dan tanggung jawabnya. Tujuan penelitian ini adalah untuk mengetahui pengaruh positif yang ditimbulkan oleh self efficacy dan self esteem terhadap kinerja pegawai pada Badan Penanggulangan Bencana Daerah (BPBD) Kota Palopo, serta untuk mengetahui variabel yang lebih dominan memberi pengaruh positif terhadap kinerja pegawai pada Badan Penanggulangan Bencana Daerah (BPBD) Kota Palopo. Jenis penelitian ini adalah penelitian kuantitatif dengan teknik pengumpulan data menggunakan kuesioner, wawancara dan observasi, sementara teknik analisis data menggunakan regresi linier berganda. Jumlah Populasi dalam penelitian ini adalah 32 orang pegawai bagian lapangan atau Tim Reaksi Cepat (TRC), karena penentuan jumlah sampelnya menggunakan metode sensus maka sampelnya adalah sejumlah populasi yaitu 32 responden. Hasil penelitian  menjunjukkan bahwa nilai f hitung 13,883 > f table 3,32 dan nilai signifikansi sebesar 0,000 < 0,05, sehingga dapat disimpulkan bahwa Self efficacy dan self esteem secara simultan berpengaruh signifikan terhadap kinerja pegawai pada Badan Penanggulangan Bencana Daerah (BPBD) Kota Palopo, dan adapun variable yang lebih dominan berpengaruh terhadap kinerja pegawai adalah self esteem dengan nilai koefisien regresi paling besar yaitu 1,055, dan nilai standardized coefficient Beta 0,502 dan dari hasil koefisien determinasi diketahui bahwa besarnya kontribusi variable self efficacy dan self esteem mempengaruhi variable kinerja pegawai yaitu sebesar 48,9%, dan sisanya sebesar 51,1% dipengaruhi oleh faktor lain yang tidak diteliti dalam penelitian ini.Kata Kunci:   Kinerja_Pegawai; Self Efficacy; Self Esteem ABSTRACTThere are many factors that can affect a person's performance, including self-efficacy and self-esteem. The purpose of this study was to determine the positive effect of self-efficacy and self-esteem on employee performance at the Palopo City Disaster Management Agency (BPBD), and to determine which variables are more dominant and have a positive influence on employee performance at the Regional Disaster Management Agency (BPBD). ) Palopo City. This type of research is quantitative research with data collection techniques using questionnaires, interviews and observations, while the data analysis technique uses multiple linear regression. The number of population in this study were 32 field employees or the Quick Reaction Team (TRC), because the determination of the number of samples used the census method, the sample was a population of 32 respondents. The results showed that the value of f count 13.883> f table 3.32 and a significance value of 0.000 <0.05, so it can be concluded that the simultaneous self-efficacy and self-esteem have a significant effect on employee performance at the Regional Disaster Management Agency (BPBD) Palopo City. , and the more dominant variable that has an effect on employee performance is self-esteem with the largest regression coefficient value of 1.055, and the standardized beta coefficient value is 0.502 and from the results of the coefficient of determination it is known that the contribution of self-efficacy and self-esteem variables affects the employee performance variable which is equal to 48.9%, and the remaining 51.1% is influenced by other factors not examined in this study.Keywords: Employee_performance; Self Efficacy; Self Esteem

AbstrakPelayanan publik merupakan salah satu perwujudan dari fungsi pada aparatur negara sebagai abdi masyarakat. Pelayanan publik yang professional itu artinya pelayanan publik yang bercirikan oleh adanya akuntabilitas dan responsibilitas dari pemberi layanan. Pelayanan publik pada dasarnya merupakan sebuah upaya individu, kelompok atau birokrasi untuk memberikan bantuan serta kemudahan kepada masyarakat untuk mencapai suatu tujuan tertentu. Tugas terpenting dari pelayanan publik ini adalah memberikan pelayanan terbaik kepada masyarakat. Pelayanan publik memiliki suatu tujuan untuk memenuhi kebutuhan masyarakat. Penelitian ini ditujukan untuk mengetahui bagaimana Pelayanan Publik di Badan Penanggulangan Bencana Daerah (BPBD) Kota Kediri serta mengetahui strategi posko siaga penanganan penyebaran Covid-19. Metode penelitian yang digunakan dalam penelitian ini adalah metode deskriptif kualitatif dan teknik pengumpulan data melalui observasi, wawancara secara mendalam kepada informan, dan dokumentasi. Hasil penelitian menujukkan bahwa kualitas pelayanan publik di Kantor Badan Penanggulangan Bencana Daerah (BPBD) Kota Kediri sudah baik dan sudah memberikan pelayanan publik dengan tepat kepada masyarakat yang membutuhkan bantuan dengan posko siaga.Kata Kunci: Kualitas; Pelayanan Publik; Prinsip Pelayanan. AbstractPublic service is one manifestation of the function of the state apparatus as a public servant. Professional public service means public service characterized by accountability and responsibility from service providers. Public service is basically an individual, group or bureaucratic effort to provide assistance and convenience to the community to achieve a certain goal. The most important task of this public service is to provide the best service to the community. Public services have a purpose to meet the needs of the community. This study was aimed to find out how the Public Service in the Regional Disaster Management Agency (BPBD) of Kediri City and to find out the strategy of the standby post for handling the spread of Covid-19. The research method used in this study is a qualitative descriptive method and data collection techniques through observation, in-depth interviews with informants, and documentation. The results of the study show that the quality of public services at the Office of the Regional Disaster Management Agency (BPBD) of Kediri City is good and has provided appropriate public services to people who need assistance with standby posts.Keywords: Quality; Public service; Service Principles.

A disaster may lead to other disasters. This causes community suffer from disaster. Government needs a huge amount of fund to manage disaster and recover the affected communities. However, a number of phenomena which were confirmed to be disaster will provide impact on funding disaster-related activities and distribution of resources. In addition, institution related issues on local disaster management agency and unprofessional disaster-related aid management may affect the accountability and transparency of disaster and disasterrelated aid management. This study employs literature review on the policies related to disaster management. The results show that disaster status should be endorsed based on clear definition and parameters as it is mandated on Law No. 24 Year 2007. In addition, improving local disaster management agency’s function and authority and adopting standards or best practices on disaster-related aid management should also be taken into account to promote accountability and transparency of disaster management.KEYWORDSAccountability, disaster-related aid, policy, disastermanagement, disaster status, transparencyABSTRAKBencana dapat memicu risiko terjadinya bencana yang lain. Kondisi tersebut mengakibatkan setiap tahunnya masyarakat menderita akibat bencana. Permasalahannya ialah banyaknya kejadian yang ditetapkan sebagai bencana akan berdampak pada pendanaan dan distribusi sumber daya. Selain itu, permasalahan kelembagaan Badan Penanggulangan Bencana Daerah (BPBD) dan pengelolaan bantuan bencana yang tidak profesional dapat berpengaruh pula pada akuntabilitas dan transparansi penyelenggaraan penanggulangan bencana dan pengelolaan bantuan bencana. Kajian ini dilakukan melalui studi literatur tentang kebijakan-kebijakan yang terkait dengan penanggulangan bencana. Hasil kajian menunjukkan bahwa status bencana perlu ditetapkan berdasarkan definisi dan parameter yang jelas sebagaimana diamanatkan oleh Undang -Undang (UU) No. 24 Tahun 2007. Sebagai tambahan, peningkatan fungsi dan wewenang BPBD dan pengadopsian standar atau praktik terbaik pengelolaan bantuan bencana juga perlu dilakukan untuk meningkatkan akuntabilitas dan transparansi penyelenggaraan penanggulangan bencana.KEYWORDSAkuntabilitas, bantuan bencana, kebijakan, penanggulangan bencana, status bencana, transparansi

This paper will examine the existing constraints to addressing relief and repatriation needs in nongovernment-held areas and point to areas of possible change. Nongovernment-held areas are held by a force other than a central government army. In the case of Tigray, these areas were not only inaccessible to the army of the former central government of Ethiopia (GOE), but were also administered by an opposition force, theTigrayan People's Liberation Front (TPLF). Relative to other national liberation movements, the TPLF's administrative system was quite developed; in addition, the movement controlled a wide area encompassing most of rural Tigray and, by 1988, the whole of the region. Effective access was maintained from neighbouring Sudan, and the Relief Society of Tigray (REST) operated as an effective disaster management agency.
