This study aims to analyze the forms of communication carried out and the media used by the North Aceh District Disaster Management Agency in improving community alertness. This research uses descriptive research type, and qualitative research approaches.  Research data obtained through interviews, observations, and documentation studies. Research informants, namely the Local Government, the Head of the North Aceh District Disaster Management Agency, the District Head of Langkahan, the Head of North Aceh SAR, the Head of RRI Lhokseumawe. The results showed that the communication carried out by the North Aceh District Disaster Management Agency was interpersonal communication and mass communication through socialization and simulation about disasters. While the communication media used, namely the mass media both print media and radio media to inform disaster management policies. It also used traditional media as local wisdom namely kentongan. Kentongan media are considered effective when communication tools that use technology do not function.

About disaster management can result in many fatalities. One aspect in minimizing disaster impacts is disaster mitigation. Disaster mitigation as a way to increase community participation in reducing disaster risk. Therefore, BPBD established a disaster management program, namely the Tangguh Bencana Village program. Karang City is one of the villages that received assistance from the Tangguh Bencana Village program. This research aims to identify forms of community participation and the level of community participation in the Tangguh Bencana Village program. The method used in this research is descriptive research type with qualitative approach. Data collection is conducted using interviews, and documentation. The results of this study showed that the participation of the community of Kota Karang Village in the Tangguh Bencana Village program is quite good, because the community provides participation in the form of energy, and social. Furthermore, the level of community participation is still at the level of tokenism (pseudo participation) of the community has given its participation but in its implementation the decision is still in the hands of the government.

Tujuan penelitian ini untuk mengetahui gambaran dan pengaruh komunikasi interpersonal terhadap kinerja pegawai pada Badan Penanggulangan Bencana Daerah Kota Pematangsiantar. Metode penelitian mix method. Hasil penelitian diperoleh bahwa komunikasi interpersonal dan kinerja pegawai sudah baik, serta terdapat pengaruh yang positif dan signifikan antara komunikasi interpersonal terhadap kinerja pegawai. The purpose of this study was to determine the description and influence of interpersonal communication on the performance of employees at the Pematangsiantar City Disaster Management Agency. Mix method research method. The results showed that interpersonal communication and employee performance were good, and there was a positive and significant influence between interpersonal communication on employee performance.

This study aims to describe how the flood of information delivered via a variety of interpersonal communication activities include socializing, discussion and drills / simulations can be understood by people in the District Pengaron and Simpang Empat.What was raised by the officers of the Regional Disaster Management Agency (BPBD) and its partners with all kinds of communication media were prepared very appealing to the public. They do play a role which is preferred when drills / simulations in the field.The symbols of communication in the form of a blue triangle emblem (symbol BPBDs). Meeting points, evacuation routes, pemantaub tool Anjir, and signs warning gong sounds in the form of code Early Warning System (EWS) and the notification of the place of worship can be understood by the people of the District and the District of Simpang Empat Pengaron Banjar district. Covid-19 has become an issue that has been written about in the media since the end of 2019. Since the emergence of the first case in Indonesia in March 2020, efforts are needed to manage disasters that occur. The role of various parties is needed to provide information and communication to the public, one of which is through the mass media. Information on pre-disaster is important for the formation of security and community capacity in dealing with disasters. The mass media becomes a self-warning system in providing information and education to the public. Currently the media continues to grow, the internet makes it easy for every audience to access various information in the mass media, one of which is disaster information. This study aims to provide an overview of how disaster information is packaged in the mass media as a form of disaster communication to the public. The concepts used in this research are disaster management, and disaster journalism. This research method uses descriptive qualitative using literature studies and framing analysis on the online news portal Tribunnews during March 2020. The results of this study indicate that disaster communication determines community attitudes in dealing with disasters. The role of disaster communication in the mass media is very important, and can determine the success of the government in providing information for public safety and overcoming disasters that occur. This research contributes that the optimization of disaster communication is important in disaster management. The government is the main source of the media in finding news sources. Therefore, the government must provide information intake actively, periodically and with a positive frame.

Abstract: Interpersonal Communication Strategy for Trainers and Players in Improving the Achievement of UPI Bandung Futsal Team. Interpersonal communication is communication that has a large effect in terms of changing the attitudes and thoughts of others, especially individuals. This is because, usually the parties involved in the communication meet directly, do not use the media in delivering the message so that there is no distance that separates the communicator from the communicant. The diversity of the UPI Bandung Futsal Club players led to the need for an appropriate communication in a training situation and at the time of evaluation after the training of the players. Interpersonal communication is considered necessary to be used and controlled by a trainer in communicating to players during training in the field as well as interactions outside the field. UPI Bandung Futsal Club has three training programs, including strategy training, physical training, and agility training. Good communication will facilitate the process of sending the intended message from the coach, so that if what is instructed from the three training programs by the trainer then performed well by the player. The author chooses the effectiveness of Interpersonal communication between the trainer and the UPI Bandung Futsal Club player, because researchers are interested in the background of the different tribes of players and the players who are women. In addition, an increase in achievement adds to the interest of researchers to find out more about interpersonal communication at the UPI Bandung Futsal Club in improving achievementThis study aims to describe and analyze How Interpersonal Communication Strategies for Trainers and Players Improve UPI Bandung Futsal Team Achievement (Qualitative Study of Teams Putri UPI futsal Bandung). Activities involving the use of several media simultaneously or alternately while working on a task are even better known as multitasking behavior in using media (media multitasking). This study aims to describe the behavior of multitasking in using media for students at the University of Nusa Cendana (Undana). The approach used is a quantitative approach with a descriptive research type. The data collection technique used the MMM-S Likert scale with the results of the measuring instrument trial showing the Cronbach alpha scale value of 0.856. The research respondents were 395 Undana students. The results of the study found that Undana students showed high multitasking behavior in using media because the empirical mean was greater than the hypothetical mean (40.17> 30), with a low category of 39 people, medium 132 people, and high as many as 224 people. Multitasking behavior in using the media is known to be 4.24 times more women respondents than men, in the age range 22-25 years, 1.64 times more than those aged 18-21 years, while based on where the respondents live in 1.32 times more households than living in a boarding house.

Online learning is learning that is carried out online, learning using applications or with social networks. This online learning is carried out without face to face directly, but through the media that has been provided. This study used a qualitative field method with descriptive research type. The main data sources in qualitative research are words and actions, the additional data is documentation. The results of this study are online learning carried out during the Covid-19 pandemic carried out at Kindergarten Pertiwi 2 Sidodadi Pekalongan, East Lampung in social emotional development, which is very impactful because there is no direct interaction between friends and teachers, but in the online learning process when the teacher has creativity in giving tasks to children such as involving parents and the environment in learning will develop social emotional in children. Some parents say that with online learning, children are not focus on learning and have fun playing alone.

Abstrak Dalam menuju Poros Maritim Dunia dan memanfaatkan potensi ALKI II sebagai Alur Laut Kepulauan Indonesia dapat dimaksimalkan dengan melakukan pembangunan berbasis kemaritiman. Indonesia menuju poros maritim dunia yang dapat diwujudkan melalui rencana pembangunan pelabuhan global Hub Internasional di Bandar Kayangan Lombok Utara Provinsi Nusa Tenggara Barat. Penelitian ini bertujuan untuk menemukan pengembangan model baru, dengan menggunakan desain penelitian kualitatif dengan tipe penelitian deskriptif. Analisis yang digunakan dalam penelitian ini adalah analisis implementasi kebijaksanaan publik model Grindle (1980) dan dilanjutkan dengan analisis strategi ASOCA. Kebijaksanaan pembangunan global Hub Bandar Kayangan belum maksimal. Oleh karena itu diperlukan strategi untuk pemecahan masalah dalam pengambilan keputusan. Dari hasil analisis implementasi kebijaksanaan publik berdasarkan temuan empirik analisis strategi ASOCA maka, diperoleh konsep baru strategi model 7 P JSRW, yaitu: Peran pemerintah (proses Pendelegasian), Peraturan zonasi, Peran media dalam membuat opini public, Pemanfaatan tenaga kerja lokal, Peran perguruan tinggi dalam mencetak tenaga ahli, Pelaku bisnis (menarik investor), dan Pemberlakuan hukum yang adil. Kata Kunci: Model, Strategi Kebijakan, Poros Maritim, Global Hub. Abstract In heading towards the World Maritime Axis and utilizing the potential of ALKI II as the Indonesian Archipelago Sea Channel, it can be maximized by conducting maritime-based development. Indonesia is heading towards the world's maritime axis which can be realized through the plan to develop an International Port global hub in Bandar Kayangan, North Lombok, West Nusa Tenggara Province. This study aims to find the development of new models, using qualitative research designs with descriptive research type. The analysis used in this study is an analysis of the implementation of Grindle's (1980) model of public policy and continued with the analysis of the ASOCA strategy. The Bandar Kayangan Hub global development policy has not been maximized. Therefore we need a strategy for solving problems in decision making. From the results of the analysis of the implementation of public policy based on empirical findings of ASOCA strategy analysis, a new concept of JSRW 7P model is obtained, namely: The role of government (Delegation process), Zoning regulations, The role of the media in making public opinion, Utilization of local workforce, The role of universities in printing experts, business actors (attracting investors), and the application of fair law. The purpose of this study is to examine and identify how the process of budgeting and budget allocation for programs and activities related to disaster management managed by the Central Aceh District Disaster Management Agency. This research is descriptive research using a qualitative method approach. From the research, it was found that the budgeting process of disaster management in the Central Aceh District Disaster Management Agency had been running well and in accordance with the applicable laws and regulations, with the composition of mitigation financing, which was 6.40% in 2014, 0.11 percent in 2015, 5.17% in 2016 5.38% in 2017 and 3.82% in 2018. For emergency response programs, the budget and financing are not budgeted into the budget of the Central Aceh District Disaster Management Agency, but rather into the eyes of the budgetary funds ready use the Regional Government of Central Aceh Regency, which at any time can be used according to the needs in accordance with the scale of the disaster and real needs in the field. The dominance of budget absorption is still widely used for routine office financing of 26% in 2014, 2.74% in 2015, 3.56% in 2016, 24.46% in 2017 and 39.43% in 2018.

Mikhail Mikhailovich Bakhtin (b. 1895–d. 1975) has received much more scholarly attention since his death than he ever did while alive. Bakhtin’s early years found him joining small groups of like-minded intellectuals eager to escape the social and political turmoil of Russia in the late 1910s. In the late 1920s he wrote several of his most important works, influenced by discussions with colleagues Valentin Voloshinov and Pavel Medvedev (now called the “Bakhtin circle”); indeed, some scholars claim that books authored by Voloshinov and Medvedev were actually written by Bakhtin. Bakhtin’s participation in these intellectual circles is likely one reason why he was arrested in 1929 and sent to exile at a hard labor camp in the north where he almost certainly would have died if not for his already poor health (his leg was injured and later amputated in the late 1930s) and the intervention of well-placed family and friends that diverted him instead to Kazakhstan. After five years of exile Bakhtin was released and permitted to begin a teaching career. During this time he wrote extensively, having completed Problems of Dostoevsky’s Poetics, Discourse in the Novel, and in 1941, Rabelais and His World, which he submitted as his doctoral dissertation. A locally popular figure in the 1950s and 1960s, Bakhtin lectured and taught and would have remained relatively unknown if it were not for a group of scholars who admired his writings and helped to popularize them. After Bakhtin’s death, his writings were translated into English (in the 1970s and 1980s), where they quickly found influence. Bakhtin is now included as one of the most prominent social theorists of the 20th century. Bakhtin’s major concepts include dialogue (and monologue), heteroglossia, genre, carnival/carnivalesque, centripetal/centrifugal forces, and authorship. Dialogue may be the most commonly referenced Bakhtinian concept and yet it may also be the most misunderstood. Dialogue in a Bakhtinian sense is an expansive philosophy that considers that all communication is dialogic, where meaning can only be understood in its social context. The concept of intertextuality, while never explicitly identified in Bakhtin’s work, was developed by Kristeva from Bakhtin’s thinking. This as well as other Bakhtinian concepts have greatly influenced scholars in the fields of communication, where his influence became widespread beginning in the 1990s and 2000s. In particular, this influence has been felt in the disciplines of rhetoric, interpersonal communication, organizational communication, intercultural communication, and mass communication. This entry concentrates primarily on English-language essays and empirical studies using Bakhtin’s concepts in each of these fields in communication.
