The main purpose of the paper is to analyze the process of the health care development as the system-creating factor of human capital. Methodology. This study combines economic and managerial analysis of healthcare and human capital. The background for this analysis is the data of the 2020 Human Capital Index in Ukraine and other developed and developing countries. The method of historical and logical analysis of the literature was used. The functional and structural analysis was used with purpose to research the main tools of human capital’s development. Methods of comparative and statistical analysis and their synthesis were used to study dynamics of human capital. Method of summarization was used to make conclusions and recommendations for improving human capital in developing countries. Works of scientists in the sphere of human capital were used as the informational basis for the conducted study. Findings. In the paper it was analyzed the Human Capital Index in Ukraine and its components from the period of 2010-2020. The problems of the development of Ukrainian healthcare sector as the system-creating element of human capital are viewed. Formation of a new model for organizing medical care based on the development of the four P’s model of medicine (predicting, prevention, personalization, participation) is considered as the main basis for developing effective healthcare sector in Ukraine. The authors of the article see the following key areas of necessary actions in Ukrainian healthcare sector: technological breakthrough, strengthening a healthy lifestyle, ensuring the availability of high-quality medical services, developing human resources, creating a system of effective drug provision, increasing the efficiency of financing. Practical implications. The results of this study form the methodological and practical basis for improvement of the state regulation system of Ukrainian healthcare as a system-creating element of human capital. The results of conducted research could be a framework for formation of effective healthcare system in Ukraine, ensuring its constant development. The main proposals could be used by the Ministry of Healthcare of Ukraine while working out the Concept of national healthcare system development, they should be taken into consideration by state and municipal Health Departments for implement them during the process of Ukrainian healthcare sphere’s reformation.

As the use of medicines in the provision of medical services is an important component, it is advisable to constantly update the knowledge of doctors and monitor regulatory and market changes in the field of pharmaceutical supply. The purpose of this work is to identify educational and practical issues in the pharmaceutical field, knowledge of which contributes to the proper management of the provision of drugs to the medical organizations, motivated choice, appointment, rational therapy of diseased – patients of the doctor. General information on providing relevant knowledge to physicians in the cycles of thematic improvement in health management and economics on a number of issues are presented, including: legal and marketing regulation of health care organizations and the population with medicines; state regulation of drug prices; determining the need for drugs and purchasing for budget funds; regulatory requirements for prescriptions; features of use, storage and accounting in inpatient and outpatient settings of narcotic, psychotropic drugs and precursors, etc. Given that the development of the pharmaceutical healthcare sector is influenced by the market mechanism, it is advisable to familiarize yourself with the marketing management of its subjects. It is shown that knowledge of the main issues of medical care of health care institutions and the population contributes to the quality of professional duties of organizers and specialists on the basis of legal regulation, rational use of drugs, compliance with existing restrictions and standards, and forms the principles of professional interaction and ethical communication between health professionals.

Objective: China and many developing countries has placed high expectations on the general practice healthcare system in terms of lowering medical costs and improving the health status of the multimorbid population in recent years. However, the prevalence of multimorbidity among inpatients attending the general practice department of hospitals and its policy implications are largely unknown. The current study aimed to analyze the prevalence of comorbidities among inpatients attending the general practice department of the tertiary Grade-A Hospitals in China, and put forward evidence-based policy recommendations.Methods: Between December 2016 and November 2020, 351 registered general practitioners from 27 tertiary hospitals were selected, and their direct admissions were evaluated. The rate and composition ratio were used for descriptive analysis of the clinical and epidemiological characteristics of multimorbidity. A backward stepwise algorithm was used to explore independent variables. The absence of multicollinearity and plausible interactions among variables were tested to ensure the robustness of the logistic regression model. The pyramid diagram was used to show the link between gender and the involved human body system in multimorbidity.Results: Multimorbidity was present in 93.1% of the 64, 395 patients who were admitted directly. Multimorbidity was significantly more prevalent in patients aged 45–59 years (OR=3.018, 95% CI=1.945–4.683), 60–74 years (OR = 4.349, 95% CI = 2.574–7.349), ≥75 years (OR = 7.804, 95% CI = 3.665–16.616), and those with body mass index (BMI) ≥ 28 kg/m2 (OR = 3.770, 95% CI = 1.453–9.785). The circulatory system was found to be the most commonly involved human body system in multimorbidity, accounting for 79.2% (95% CI = 78.8–79.5%) of all cases. Significant gender inequity was further observed in the involved human body system in multimorbidity.Conclusion: Multimorbidity is likely common among the inpatients attending the general practice department of hospitals in China and many developing countries, with significant gender inequity in the involved human body systems. Effective countermeasures include establishing a GP-PCIC multimorbidity prevention and control model and enhancing the multimorbidity of elderly and obese patients at both the clinical and healthy lifestyle levels. The diagnosis and treatment capabilities of GPs on the circulatory, endocrine, metabolic, digestive, and respiratory systems should be prioritized.

Assessing the effectiveness of the Georgian healthcare system in the modern period and conditions, takes into account the results achieved, as well as the main problems that hinder the effective functioning of this important field; At the same time, it is important to develop the main directions of their solution, where we consider the improvement of the state policy-making process during the implementation of reforms in the healthcare sector, which should take into account the state of health of the population, quality of healthcare services, results, health care; furthermore disease prevention, equality, financial provision, access to health care, efficiency, rational allocation of health care system resources and other key features of the health care system.

Healthcare sector is now using telemedicine solutions to increase the reach of its services to population. Target areas are highly sparsely distributed devoid of basic amenities which makes the job of Governments difficult. Further people don't have enough disposable income to travel long distances and take preventive health care from urban areas. Problems are uniformly the same across the developing countries. The mindboggling developments in Information and Communication Technologies (ICT) particularly the web based technologies have opened up exciting new possibilities for health care across the world. These developments have evoked significant policy response in developing countries where the quality of health care is poor, resources are scarce and demands have to be immediately met. Telemedicine is gradually coming up as a viable policy option for the Governments in developing countries. This chapter gives an account of the telemedicine initiatives taken in India, describes emerging regional cooperation and its contribution for Sustainable Development Goals.

AbstractThis time last year in May 2020 India was under lockdown phase, many theories invented and discovered without any scientific evidence about India’s surprisingly low rates of Sars-CoV-2 infection, included variety of factors such as hot weather, natural immunity, heard immunity, robust health system, highly qualified doctors, natural healers and the country’s high proportion of young people; some also attributed it to the country’s harsh lockdown . India was doing so well that in biggest cities like Mumbai and Delhi, officials had begun dismantling temporary COVID-19 facilities. Comparing it to current scenario in May 2021, covid-19 & Mucormycosis (new epidemic &notifiable disease declared by several states of India) cases and deaths are a big problem faced by healthcare system of India. There are chances of emergence of other diseases which can become epidemic in India due to several factors like improper techniques applied for disposing dead bodies of covid-19 patients etc in rivers low burials to be digged by animals and improper immunization and care of pregnant women. The shortage of medicine for treatment of Mucormycosis is so acute that people are dying daily waiting to get medicine and proper treatment at hospitals. Daily rates of covid-19 cases are currently about 200,000, but now the main concern in India is Mucormycosis death rate. Several theories are again being invented and discovered on daily basis coming through news media and other channels again misguiding peoples and creating panic. It seems that the Indian scientific bodies are not able to understand and formulate a proper protocol for treatment and management of pandemic and epidemic. Cases of Mucormycosis, or "black fungus," a potentially serious condition that causes blurred or double vision, chest pain and breathing difficulties, have surged in India, mostly among COVID-19 patients. At least 8,848 such cases have been found across the country as of May 21, according to the govt . The covid-19 pandemic have not subsided yet in India from which the healthcare system is struggling since2020 January .Mucormycosis represents a group of life-threatening infections caused by fungi of the order Mucorales which are difficult-to-manage owing to limited as well as less number of diagnostic tools and therapeutic options available till date particularly in developing countries like India having a large portion of population dwelling in villages with poor infrastructure and limited resources in healthcare sector. Fungi of order Mucorales belong to six families, all of which have capacity to cause Mucormycosis. Rhizopus oryzae is the most common cause of infection usually. Others are Rhizopus microspores, Rhizomucor pucillus, Mycoclaudus corymbifier, Apophysomyces elegans, etc. Reclassification have abolished class zygomycetes and placed the order Mucorales in the subphylum Mucoromycotina. Mucormycosis is highly invasive and progressive disease with >40% morbidity and mortalities. For diagnosis a very high index of suspicion and history of patient is necessary to initiate early therapy to achieve better outcome. The article considers the issue of the Russian economy reaching development limit, what actualizes the need to analyze the human capital index dynamics. The study of the human capital index components dynamics revealed a special priority of state policy. Analysis of the Russian educational system development revealed its feminization, which changes the principles of the modern society formation. A negative change in the Russian educational system was observed in the form of a significant decline in the growth of preschool youth of junior median age and preschool children of younger age, a significant gap in the growth rate of government spending on education (% of GDP) to spending on education as a percentage of total government spending. In general, the priority of state policy to ensure the survival of male children under 5 years of age and subsequent indifference to their socialization in the Russian educational system with clear signs of feminization escalate the problem of gender bias risk. The Russian economy development, based on the increment of surplus value in the process of exploitation of unskilled labor and the level of wages insufficient for natural reproduction of the latter, has reached its limit.

The article discusses the problems of staffing the healthcare sector in Ukraine, since today it is growing due to the need for sustainable work of the healthcare system, namely the provision of qualified personnel and the availability of personnel, their qualifications and distribution, motivation, working conditions, remuneration, social well-being, financially, technical and technological support of the labor process determine the appropriate level of medical care to the population. It is noted that the implementation of effective staffing in the healthcare system is an important tool for reforming the medical sphere. It was established that the quality and availability of medical care for the population of the country depends on the level of provision of health care facilities with medical workers and their professional level. В статье рассмотрены инструменты государственного регулирования сферы здравоохранения на уровне региона, а также направления его совершенствования, что является в настоящее время весьма актуальным. Авторы, раскрывая важное значение программирования и проектирования государственного регулирования системы здравоохранения, отметили отличия и преимущества проекта перед государственной программой, что объясняет активное использование проектного метода на всех уровнях управления. Среди направлений совершенствования инструментов государственного регулирования сферы здравоохранения в республике предложены такие направления, как активное использование инструментов государственно-частного партнерства, широкая информатизация и цифровизация системы здравоохранения и др. На основе анализа развития системы здравоохранения Республики Башкортостан, показателей обеспеченности населения муниципальных районов и городских округов врачами и средним медицинским персоналом сделаны выводы о дефиците медицинских кадров в регионе и разработаны соответствующие мероприятия. В статье говорится о ключевой проблеме в целом по России, а также в республике, - о неблагополучной демографической ситуации. Представлен анализ демографических показателей за последние годы и предложены эффективные инструменты решения данных проблем.По результатам проведенного исследования авторами определены наиболее эффективные и значимые на региональном уровне мероприятия, позволяющие достичь целей национального проекта «Здравоохранение» и государственной программы «Развитие здравоохранения Республики Башкортостан». The article discusses the instruments of state regulation of the healthcare sector at the regional level, as well as the directions of its improvement, which is currently very relevant.The authors, revealing the importance of programming and designing state regulation of the health care system, noted the differences and advantages of the project over the state program, which explains the active use of the project method at all levels of management.Among the directions for improving the instruments of state regulation of the healthcare sector in the republic, such directions as the active use of public-private partnership instruments, widespread informatization and digitalization of the healthcare system, etc. are proposed.Based on the analysis of the development of the health care system of the Republic of Bashkortostan, indicators of the provision of the population of municipal districts and urban districts with doctors and nurses, conclusions were drawn about the shortage of medical personnel in the region and appropriate measures were developed.The article speaks about the key problem in Russia as a whole, as well as in the republic - the unfavorable demographic situation. The analysis of demographic indicators in recent years is presented and effective tools for solving these problems are proposed.Based on the results of the study, the authors have identified the most effective and significant measures at the regional level, allowing to achieve the goals of the national project “Health” and the state program “Development of health care in the Republic of Bashkortostan.”
