The objective of the article is to study the possibilities of agricultural production and agricultural processing and search for the prospects of development of the industry of Ukraine. Methodology. The following analyses are carried out: profitability and cost-effectiveness (rate of return) of the agricultural products, the level of consumption of basic food products in Ukraine, availability of agricultural machinery at agricultural enterprises, the structure and growth rate of purchase of agricultural machinery at agricultural enterprises of Ukraine. Results. It is proved that a low level of profitability in the agricultural sector is a significant violation of price parity – there is a deterioration in the ratio of the prices of agriculture producers for sold products, and prices for acquired industrial goods, and for the services of commercial and technical purpose, i.e. there is a situation of non-conformity of revenues and costs of agricultural production. It should be noted that the level of the development of the agricultural complex, first of all, is determined by the quality and volume of food consumed by the population. Practical implications. During the country's independence, the profitability of production of all major products has decreased significantly and negative trends are observed. Comparing the data of 2019 with 1990, we can see that part of the profitable production has transferred to the unprofitable. The analysis of the dynamics of consumption of major food groups over the past two decades shows that for the period from 2000 to 2014 there was an increase in consumption of milk and dairy products by 12%; meat and meat products by 65%; eggs by 86.7%; potatoes by 4%, vegetables and melons by 60.5%; fruits, berries and grapes by 78.5%; fish and fish products by 32.1%; oils by 39.4%. During this period, there was a decrease in the positions of bread and bread products by 13% and sugar by 1.4%. Value/originality. The low intensity of the agricultural sector of Ukraine is largely due to the neglect of the requirements of agricultural machinery and production technology. It is important to apply the required amount of mineral fertilizers, which is one of the important technological requirements for growing crops. Therefore, the effective development of this industry requires a modern, effective and scientifically sound financing program by attracting investment and soft loans.

The article analyzes the current state of production activities of the agricultural sector of Cherkasy region economy, its organizational and legal structures and identifies strategic directions for its development. It is proved that the priority solution of urgent problems, such as: redistribution of land and property; restructuring of enterprises and forms of management; development of cooperation; introduction of market management methods - management and marketing; state regulation of the agricultural economy, financial, credit and tax systems; development of markets for agricultural products, material and technical resources and services; intensification and diversification of foreign economic activity will contribute to the development of the agro-industrial sphere of Cherkasy region. It is determined that the years 2021-2027 should be considered the strategic period, during which the provision of the country's population with food at the level of scientifically sound standards, growth of export potential and reduction of imports should be achieved. The necessity of introduction of innovative activity and process of innovations introduction in the production activity of the agricultural enterprises which are a basis of economic growth is proved. Obstacles to the innovative development of the regional agricultural sector are analyzed. The priority directions of innovative development of agro-industrial enterprises are indicated. The need to develop an innovative policy of agricultural enterprises in order to increase the efficiency of their operation is determined. It is noted that the priority of the agro-industrial sector development of Cherkasy region and its leading industries will provide the population with food products, industry with raw materials, and foreign trade with the export goods. It is established that innovative activity in agricultural enterprises is a decisive factor in the effective development and increase of agricultural production, significant changes in its structure, reassessment of the motivation system that meet the current principles of the Cherkasy Region Development Strategy for 2021-2027, which determines key vectors of the region in the long-term.

The article is devoted to the analysis of some problems of organizational and legal forms of management in the agricultural sector. The main tendencies of development of organizational and legal forms of Ukraine in the aspect of deregulation of entrepreneurial activity and opening of the market of agricultural lands are determined. The role and significance, types, legislative and doctrinal approaches to determining the organizational and legal form of agricultural production are highlighted. On the basis of the analysis of legal literature, national legislation and practice of its application the problems of separate organizational and legal forms of conducting agricultural production (farms, collective agricultural enterprises, etc.) are analyzed. It is concluded that the principle of equality of ownership and management in agriculture is violated in Ukraine. Introduction. In the process of agricultural production the natural resources, human resources and capital are used. Responsible management of resources will contribute to the sustainable development of agriculture with the possibility of agricultural products, to satisfy the needs of the population quantitatively and qualitatively. The transition of agricultural production on industrial basis, the emergence of new techniques, technologies, organizational innovations are defined by quantitative and qualitative composition of the economic resources that would meet the modern conditions of activity of the agricultural sector. Purpose. The research aims to identify trends in the structure of the economic resources and their availability in the agricultural sector of Ukraine. Method (methodology). In the process of research the following methods have been used: monographic method; method of critical analysis; method of structural and trend analysis. Results. The structure of assets of agriculture of Ukraine is estimated. We have established the trends in the proportion of assets of agriculture in the structure of the assets of all sectors of the economy and their cost. The dynamics of changes in the ratio of fixed and current assets of agricultural enterprises of Ukraine is analysed. The analysis of non-current assets of agricultural enterprises is considered. It has been determined the dynamics of change in value of fixed assets. The features of reproductive processes in the agricultural sector are formed. The obtained results should be applied at the rationalization of administrative decisions in the field of financial management by managers and specialists of agricultural industry.

The article considers the current trends in the organization of agricultural production. The directions of evaluation of efficiency of use of production resources are revealed. The prospects for the development of agricultural business in the Republic of Tatarstan are determined. It is noted that in modern conditions, the importance of agriculture in ensuring food security is significantly increasing. The results of regulation of agricultural production and state support of various organizational forms of agricultural business are shown on the example of agricultural formations of the Republic of Tatarstan. They ensured the sustainable development of rural areas and the agricultural sector of the republic, increasing labor productivity and the efficiency of using the production resources of agricultural enterprises on the basis of innovations.

This article notes that the main task of sustainable development of agricultural production in Kazakhstan is a special approach to its financial provision and financial regulation. Features of the circulation of funds in the organization of finance of agricultural enterprises which are a combination of relations with regard to the formation, distribution and use of funds, determine the search for the main sources of income of financial resources in the agricultural sector. The aim of the research is that one of the directions of sustainable development of agricultural production and adjustment of Kazakhstan's agrarian policy should be an investment development strategy based on the current situation in the agro-industrial complex of Kazakhstan. Transfer of agro industrial complex to the industrial-innovative way of development on the basis of strengthening of its material and technical base, growth of competitiveness of agricultural production assumes an increase in financing of the agro-industrial complex.

An increase the efficiency of agricultural production is the most important economic issue at the present stage. However, according to the authors’ opinion, the sharpness of the problem for a long time is underestimated and continues to be underestimated in the agrarian policy of the country. The consequences of such attitude to the problems of agricultural development particularly had a negative impact on the results of the agricultural producers in 1991-1998 years, when investment in agriculture was sharply reduced, the production potential of the sector has been undermined. The agricultural production fell by 50%, compared to the pre-reform period, 88% of agricultural organizations were unprofitable. During 1999 - 2013 years, the government of the country, scientists carried out considerable work to ensure the effective development of agriculture. But, nevertheless, in 2013, the level of agricultural production was by 10.3% lower, than in the pre-reform 1990 year, the financials continue to worsen. According to the authors, so that to ensure the conditions for agricultural producers for effective functioning, expanded reproduction, it requires substantially to increase the level of state support to agriculture, to improve the economic mechanism of management, to develop management forms manifolds, under which we mean a rational, mutually reinforcing combination of different forms of management, based on different forms of ownership, ensuring the efficient use of available natural, labour, material and financial resources. In the paper the author’s definition of management forms is given. The development of forms of management and ownership in the agricultural sector should be seen as a continuous process. The composition and structure of the management forms in the agrarian sector will be updated with the development of market relations, economic conditions change.

To ensure the development of agricultural production in modern conditions, it is necessary to pay more attention to nontraditional spheres of activity and production. One of these forms is viticulture. In the article the present state of grape production development in agricultural enterprise sisconsidered. Focuse dattention to there levance of the issue under investigation and itssignifican cein the agricultural production system. The maintendenciesof development of are asundervineyards, productivity and grosscollection of grapesin agricultural enterprises are determined. It is noted that agricultural enterprises devote much less attention to the development of grape production and horticultureprivate households and users of other categories.It has been established that the area of vineyards are decreasing (even without taking into account producers of the Autonomous Republic of Crimea), the yield is low. Reducing of land area under vineyards in agricultural enterprises and reducing their productivity has led to a reduction in the volume of grape production.One of the reasons of this situation is that viticulture is a highly capital intensive industry that requires significant investments. For the last years there was a rise in prices, a depreciation of the national currency and some other negative factors that negatively affected the ability of commodity producers to effectively provide the need for funds to carry out the production program. Consequently, enterprises reduced the use of productive resources, which negatively affected the yield of grapes.The main problems for solving this problem are the high capital intensity of the industry, significant amounts of initial investment for the production of grapes, obsolete production technologies, difficulties with the marketing of the resulting products.To ensure the effective development of grape production, it is necessary to pay more attention to the improvement of the organization of the system of sales of the ready products. There are two important problems in grape production sphere – low buying ability of most consumers and competitiveness of grape production. On the basis of the researches, the directions of effective development of grape production are offered. The solution of these issues requires attention from the governmental authorities: the development of appropriate support and development programs, the full or partial compensation of the cost of laying vineyards, the purchase of the necessary equipment for the care, harvesting and processing of grapes. The combination of efforts of state institutions and agricultural producers will ensure the sustainable development of viticulture in Ukraine.The research was carried out using a number of economic, mathematical and statistical methods. With the help of the dialectical method, the current state of development of grape production was explored and illuminated; the economic and statistical method is used to assess the dynamics of the industry's development; method of expert assessments and abstract-logical – in substantiating the main directions of ensuring the effective development of grape production in agricultural enterprises. This article substantiates that innovation is objectively necessary to ensure sustainable development of agricultural enterprises and the agricultural sector. The study notes that the introduction of digital technologies such as the Internet of Things, cloud computing, big data, blockchain, artificial intelligence, robotics can be widely applied in the agricultural sector. It is noted that the agricultural has a number of specific features: a variety of biological objects that are affected; various and complex technological processes, distribution of controlled parameters over a large area; high risks of the external environment. In this regard, the use of technologies for working with large data arrays is especially important here. The smart Agriculture concept will allow monitoring the growth of crops, a decision-making system for irrigation and the choice of fertilizers. The main goals of introducing digital technologies into agricultural production are to increase labor productivity, increase the quantity and quality of products. The introduction of digital technologies will make it possible to manage the quality of agricultural products through the introduction of modern breeding and genetic developments, provide an individual approach to the maintenance and feeding of livestock and poultry. The use of digital technologies has a positive environmental effect and will reduce the harmful impact on the environment. Updating the technological base of agricultural production through the use of digital technologies will allow controlling costs and increasing the economic efficiency.

The purpose of the article is to determine the directions of integration processes in the development of entrepreneurial activity in the agricultural sector of the economy. Research methods. Using statistical and graphical methods, the state and trends of integration transformations of agricultural enterprises in Ukraine were assessed. Research results. The dynamics of changes in the number of agricultural enterprises in Ukraine during 2013-2019, their structure on the basis of legal status, scope and results of activities are analyzed and the relevant conclusions on the ways of development of integration processes in the agricultural sector are formed. The functioning of agrarian business entities of different sizes has been studied. The integration potential of small business entities in the agricultural sector has been identified. The dynamics of the main production indicators of small and micro enterprises is given, their share in the total volume of agricultural production is determined. Also, small forms of management due to integration and cooperative processes provide an opportunity to develop in rural areas, making financial contributions to local budgets, while large enterprises (agricultural holdings) usually have minimal impact on the development of rural economy and rural areas. The main segments of agricultural production (such as potatoes, vegetables, fruits and berries) in which households play a key role are identified. Priority areas for the development of personal farms have been identified, in particular, through the creation of family farms and their association in cooperatives, etc. The information base of the study is the scientific achievements of leading domestic and foreign scientists, analytical data of the State Statistics Service of Ukraine. On the basis of the obtained results the social and economic expediency of development of cooperative forms of management in the countryside and integration of small-scale agricultural producers is substantiated. Scientific novelty. It is proposed to turn personal peasant farms into family farms as components of integration formations in agrarian business. Practical significance. The state of business structures of the agricultural sector of the Ukrainian economy is assessed and the prospects and advantages of the development of integration formations and cooperation in the sustainable development of rural areas are outlined. The article reveals the theoretical foundations of the system of financial and economic regulation of agricultural production, based on domestic practice and best foreign practices. Various author's approaches to the structuring of the components of financial and economic regulation of agricultural enterprises are considered. It is established that improving the efficiency of support for national agricultural producers depends on the rate of real economic growth, which, on the one hand, will increase the state's ability to subsidize agricultural enterprises, and on the other - increase domestic sources of investment in agricultural projects.
