The purpose of this study were 1) to analyze and explain the legal certainty of the notary who leave because inducted into the legislature. 2) To analyze and explain the barriers and solutions to the notary who leave because inducted into the legislature. The method used by researchers is normative legal approach and specification in this study were included descriptive analysis. The sources and types of data in this research is secondary data obtained from the study of literature. Based on the results of research that Legal certainty to the notary who leave because inducted into the legislature is always referred substitute notary replaced and the decree was not revoked. Normative, legal certainty it requires the availability of devices legislation which is operationally able to support its implementation. Empirically the existence of legislation that need to be consistent and inconsistent human resources and supporting Notary Supervisory Council. In the execution of a notary who leave because inducted into the legislative, which makes barriers in this issue, namely: a) Could not intensively guiding the deed made by the notary substitute; b) Can not make corrections formal and substantive evidence against the deeds were made but the name remained imprinted substitute notary; c) Can not guarantee against legal certainty to the deed made by the notary substitute; d) Can not / are not able to use the time off was good. Solutions to overcome barriers to notaries who leave because inducted into the legislature is to reinforce the requirement for nominating a member legislative, not just for not practicing (on leave) but with resignation as a notary or PPAT and release all the attributes (nameplate, office practices, and so on ).Keywords: Rule of Law; Notaries; Leave; Legislature.

 The purpose of this study is to find out what preventative measures to prevent violence between convicts in existing correctional institutions. Penitentiary has a very strategic role in the framework of developing human resources, the implementation of guiding convicts including how conducive conditions are created in their implementation. The method used is normative and empirical juridical methods, namely research emphasizing secondary data by studying and reviewing riot prevention efforts, especially positive legal rules derived from library materials that exist in the legislation regulations, namely Law No. 12 of 1995 concerning Corrections and other related laws. This study uses descriptive analysis research, which is a study that describes and describes the situation or facts that exist about efforts to prevent violence between prisoners in prison and detention centers in Indonesia. The results of this study are known that in correctional institutions the reality is constrained by several things such as, inadequate prison facilities and detention centers, the number of employees or officers who are not in accordance with the number of convicts, the number of convicts that exceeds capacity, the lack of supervision also caused an easy commotion inside the correctional institutes and detention center.

Information and Communication Technology (ICT) is one of the important aspects in online learning for human resources (HR) in the target schools, namely teachers. Management of ICT needs for human resources of teachers in a fostered school (sekolah binaan) can be done by conducting a training. The purpose of this study is to describe the training process carried out by the PGPAUD FTIK Unisnu Jepara school fostering team and the effectiveness of the training activities. This type of research is descriptive with a qualitative approach. Research informants came from KB Sya'roniyah teachers, with 12 people. The types of data used are primary data and secondary data. while, the data collection methods are observation, interviews and documentation. Data analysis technique in this research is descriptive analysis with data testing method using triangulation. The results of the study show that the training process for teachers of the Sya'roniyah KB Purwogondo schools had several stages, those are needs analysis, training objectives, and determining the training program material. Evaluation is carried out to verify the effectiveness of the training. Based on the results of the evaluation of the training activities showed a positive response from the training participants. The ICT utilization training attended by the Sya'roniyah KB teacher was effective because the creativity of the teachers in using ICT after attending the training had increased and the level of parental complaints against online learning had also decreased.

Gerbangmas-Taskin is a poverty alleviation program in South Kalimantan province with the concept three (human empowerment, economic and the environment). This study aims to analyze the implementationof Gerbangmas-Taskin effectiveness, to evaluate the sustainability of Gerbangmas-Taskinand prioritize participatory empowerment strategy for effectiveness and sustainability of Gerbangmas-Taskin at PandakDaun Village, Banjar Regency. The methods used include descriptive analysis, RAPfish modification (RAPGerbangmas-Taskin) and Analytical Hierarchy Process (AHP). The data consists of primary data obtained from the results of in-depth interview and a questionnaire given to Poor Households (RTM), while the secondary data obtained from the publication of the relevant agencies. The result showed that Gerbangmas-Taskin program did not impact earnings accretion for the beneficiaries of capital. Gerbangmas-Taskin sustainability index is 34.79 % (less sustainability), consist of :Infrastructure by 62.39% (sustainable enough) while economic, social and environmental showed less sustainable, respectively by 36.85%; 30.22% and 27.11%. The main priority in the strategy of the effectiveness and sustainability of Gerbangmas-Taskin program are the coordination and synergy with the section / SKPD (19%) and increasing the capacity of human resources (16%).

This study aims to criticize village fund reporting by using qualitative approach. The data used in this study is secondary data in the form of literature related to village fund as well as related research journals. Descriptive analysis method as an analyst tool. The results of the analysis showed that the reporting of village funds in accordance with the regulation of the minister of home affairs number 113 of 2014 concerning the reporting of village funds but not in accordance with the prevailing government accounting standards, other findings indicate a late reporting process, the existence of interfensions in the use and reporting of village funds, obstacles to infrastructure and human resources are lacking. The existence of village funds is very beneficial for the village government in development. Reporting must be consistent with higher regulations, the need for specific reporting for village funds, as well as increased community supervision and participation roles.

After the enactment of the Law of Government Administration implied the regulation concerning the execution of the Administrative Court Judgment. Some pro-cons academic and practice discourses, arguing that the enactment of the Law of Government Administration is the culminating point from the limited role of the Administrative Court on enforcing  the administrative law and the argument that the regulation of the Law of Government Administration contains various ambiguities norms in concern with implementation in the Administrative Procedural Law System. This study aims to analyze and discuss concerning the regulation of the provisions of the Administrative Court Ruling execution, constrains in judgment execution and the legal certainty for the justice seekers in the provisions of the Administrative Court Ruling execution after the enactment of the Law of Government Administration. This paper is using a normative and empirical method. The data that using consisted of primary and secondary data, were analyzed using qualitative methods. This study result is presented in a descriptive analysis paper.

Recently, there is increasing growth in passenger numbers every year that are passengers, aircraft, routes, airports will have implications for increasing the number of competent human resources based on competency standards in each of the functions and duties in airport services. This implementation was carried out at the Tjilik Riwut Palangkarya Airport. Primary data were collected by interview with airport managers and direct observation, whereas secondary data obtained from reports, articles and standards of airportscompetence. Problems for some personnel do not have a certificate/ license and most of the airtime is depleted and workload that owned for each airport personnel is high. Data were analyzed using qualitative descriptive analysis towards aviation human resources competency. Overview of the results obtained for the basis technician license are 56% of licensed skilled personnel and 44% do not yet have, personnel who have SKP 46% have a basic license Avsec, 7% Avsec junior license and basic absec 20%, 13% aviation security personnel who have Avsec junior license, 40% senior Avsec licensing and 47% basic Avsec license, 29% flight engineer education had educatilln D III PLLU, 35% DIV Allu, 12% D III PPA and the other below 10%, personnel licensing PKP-PK 43 % do not have a license, 34% have a basic license, 3% junior license and 20% of senior license.Keywords: Human Resources, Competency Standards.Pada tahun terakhir ini terns terjadi peningkatan pertumbuhan jumlah penumpang setiap tahun baik jumlah penumpang, pesawat, rute penerbangan, bandar udara akan berimplikasi pada penambahan jumlah sumber daya manusia yang berkompetensi sesuai standar kompetensi pada bidang masing-masing fungsi dan tugasnya dalam pelayanan jasa kebandarudaraan. Pelaksanaan ini dilaksanakan di bandar udara Tjilik Riwut Palangkarya. Data primer dikumpulkan, dengan teknik wawancara pengelola bandar udara serta observasi langsung, sedangkan data sekunder diperoleh dari laporan, artikel dan standar kompetensi bandar udara. Permasalahan sebagian personel belum memiliki sertifikat/lisensi dan sebagian besar masa berlakunya sudah habis serta beban kerja yang dimiliki setiap personel bandar udara cukup tinggi. Data dianalisis dengan menggunakan analisis deskriptif kualitatif terhadap kompetensi sumber daya manusia kebandarudaraan. Diperoleh gambaran hasil untuk lisensi teknisi landasan 56 % personel yang memiliki lisensi terampil dan 44 % belum memiliki, personel yang memiliki SKP 46% memiliki lisensi basic avsec, 7% lisensi junior avsec dan basic avsec 20%, personel keamanan penerbangan 13% yang memiliki lisensi junior avsec, 40% lisensi senior avsec dan 47% lisensi basic avsec, pendidikan teknisi penerbangan 29% memiliki pendidikan D III PLLU, 35% DIV ALLU, 12% D III PPA dan yang lainnya dibawah 10%, lisensi personel PKP-PK 43% belum memiliki lisensi, 34% memiliki lisensi basic, 3% lisensi junior dan 20% lisensi senior. Kata kunci : SDM bandara, Standar Kompetensi

The development of the tourism sector ought to be supported by the competent Human Resources (SDM). Human resources of tourism that include human resources apparatus, industrial human resources, and the tourism community until now still facing difficulties of competency gaps and capability certification. Concerning this issue, there will be conducted a research of human resource competency development policy in tourism sector of bureaucratic reformation era. The goal of this research is to explain the development of human resource competencies in the tourism sector of bureaucratic reformation era. This research utilizes literature study method, and secondary data acquisition techniques and qualitative descriptive analysis techniques, conducted in 2017. The results showed that the development of human resource competence apparatus realized by assembling information positions and competence standards positions are still largely in the stage of the process. In the meantime, the development of industrial and community competence of human resources is carried out with capability certification in quest of obtaining optimal target achievement. Human resource personnel in both the ministry of tourism, and the provincial as well as regency/municipal tourism agencies have the right to develop managerial, technical, and social cultural competencies through education and training, seminars, courses and upgrading of at least 20 hours of lessons per year to develop competencies in order to improve performance of human resources of tourism.

Abstrak: Tujuan dalam penelitian ini untuk mengetahui kontribusi sumber daya manusia dalam meningkatkan industri kreatif dan mengetahui produk ungulan sebagai pendukung pariwisata berkelanjutan di Kabupaten Gunungkidul. Penelitian ini adalah penelitian kualitatif dengan metode analisis deskriptif. Objek penelitian ini adalah industri kerajinan kayu batik Bobung, Gunungkidul. Data primer diperoleh secara langsung dari objek penelitian melalui kuesioner dan wawancara dari seluruh pelaku usaha sejumlah 16 orang, sedangkan data sekunder diperoleh secara tidak langsung bersumber dari data- data yang sudah dipublikasikan. Hasil penelitian menunjukkan tingginya kontribusi sumber daya manusia dalam industri kreatif kerajinan kayu batik dengan indikator usaha, kemampuan, loyalitas, waktu dan gaji. SDM memberikan kontribusi yang baik untuk menunjang pariwisata di Kabupaten Gunungkidul, meningkatkan perekonomian masyarakat dan menjadikan Dusun Bobung menjadi sentra industri kayu batik serta menyerap banyak sumber daya manusia sebagai pelaku dalam industri kreatif. Abstract: The purpose of this study is to determine the contribution of human resources in improving the creative industry and to identify superior products as sustainable supports in Gunungkidul Regency. This research is a qualitative research with descriptive analysis method. The object of this research is the Bobung batik wood craft industry, Gunungkidul. Primary data was obtained directly from the object of research through interviews with all 16 business actors, while secondary data was obtained indirectly from the data obtained. The results showed the contribution of human resources in the creative industry of batik wood craft with indicators of effort, ability, loyalty, time and salary. Human resources make a good contribution to support tourism in Gunungkidul Regency, improve the community's economy and make Bobung Hamlet a center for the batik wood industry and absorb a lot of human resources as actors in the creative industry.

Child victims of sexual abuse who have traumatic impacts who serve child victims of violence that are so profound and difficult to cure. Psychological trauma to children who are victims of sexual crimes is difficult to remove from the child's memory, especially if the perpetrator is still and lives not far from the environment of the child, the victim who commits a crime in a crime. The importance of the victim's main concern in discussing crimes caused by the victim often has a very important role in the occurrence of a crime. The method used by compilers in this research is descriptive analysis, namely how to solve problems or answer problems that are tracing the road, classification, analysis, the data displayed with the aim of making a picture of an objective situation. Compilers also use a normative juridical approach, namely legal research that prioritizes researching library materials or what is called secondary data material. Implementation of Article 59 Paragraph (2) Letter J Law Number 35 Year 2014 Amendments to Law Number 23 Year 2002 Regarding Protection in the City of Banjar Has not been implemented optimally because it is still the infrastructure, budget and human resources who are experts in children specifically, therefore The government should add psychologists and psychiatrists to rehabilitate child victims of sexual abuse committed by the presence of the social service and the P2TP2A (Integrated Service Center for Women and Children) to carry out rehabilitation only to provide motivation and visits to families but still not maximally because one is functionally responsible for protection against child victims of sexual crimes crimes. It is hoped that the government can provide maximum rehabilitation for children who are victims of criminal acts because it is an obligation of the government. protection of the community and increasing human resources such as psychology and psychiatrists to provide rehabilitation services for child victims of abuse.
