The development of the tourism sector ought to be supported by the competent Human Resources (SDM). Human resources of tourism that include human resources apparatus, industrial human resources, and the tourism community until now still facing difficulties of competency gaps and capability certification. Concerning this issue, there will be conducted a research of human resource competency development policy in tourism sector of bureaucratic reformation era. The goal of this research is to explain the development of human resource competencies in the tourism sector of bureaucratic reformation era. This research utilizes literature study method, and secondary data acquisition techniques and qualitative descriptive analysis techniques, conducted in 2017. The results showed that the development of human resource competence apparatus realized by assembling information positions and competence standards positions are still largely in the stage of the process. In the meantime, the development of industrial and community competence of human resources is carried out with capability certification in quest of obtaining optimal target achievement. Human resource personnel in both the ministry of tourism, and the provincial as well as regency/municipal tourism agencies have the right to develop managerial, technical, and social cultural competencies through education and training, seminars, courses and upgrading of at least 20 hours of lessons per year to develop competencies in order to improve performance of human resources of tourism.

This study uses qualitative descriptive analysis, the type of data used in this study is secondary data and literature study survey by taking from previous research and collecting data from websites related to this research. The local government of Wakatobi Regency continues to innovate to create tourist attractions that can attract visitors. To achieve the success rate of local government in making innovations will be seen in the development of the region itself. So that the government of Wakatobi Regency continues to innovate in tourism. Wakatobi regency has natural tourism and cultural tourism, 195 natural tourism, and 451 cultural tourism. And not only that good transportation will also support the development of tourism and provide comfort to visitors who come.

The theme of this article is about the role of the Ministry of Defense in preparing for national food security, especially the role of the Ministry of Defense through the Strategic Logistics Reserve Agency in anticipation of facing a national food emergency, especially in the context of Sishanta. Currently the Ministry of Defense is in the function of preparing universal defense by directing all national potential which is not yet maximized, especially in preparing the logistic needs for the needs of TNI troops as the core force as well as logistical needs for supporting components and reserve components. In this paper, the author tries to use several theories concerning the Strategic Logistics Reserve Agency program, which include the theory of the role of organization, logistics theory, food security theory and Sun Tzu's theory of war in his book The Art of War and submit proposed solutions to these problems in the Strategic Logistics Reserve Agency framework. The research method used is a qualitative method using secondary data, as well as literature study. The data analysis technique used a qualitative descriptive analysis. This article seeks to identify various problems in implementing Strategic Logistics Reserve Agency at the policy and operational levels. From the research results, there are findings that illustrate that logistics supplies in the face of universal defense are unable to support both the needs of the TNI and the needs of its supporters.

Revocation of the right to vote and be elected in public office as an additional penalty applied to the defendant allows corruption cases. This research aimed (1) to investigate and analyze the relevance of the annulment of the vote right for the public position election of the corruption prisoners as seen from the perspective of the criminal aims; and (2) to investigate and analyze the factors effecting the annulment of the vote rights for the public positions  of the corruption prisoners. The research was conducted in Jakarta city by choosing the institutions relevant to the problem s of this thesis; they were the corruption eradication commission (KPK), Jakarta first thesis instance court, constitutional court, and the supreme court. The method used was the empirical study of the normative law. The nature of the research was descriptive using the primary and secondary data collected from the documents and interview techniques as well as reading the materials related to the exixting problems. The collected data were the analyzed using the qualitative descriptive analysis. The research result revealed that the imposition of the right to vote and to be voted for the public positions as the additional penalty was considered relevant to the purpose of the punishment,  I,e. to give retaliation and deterrent effect against the perpetrators of corruption. The law enforcement continued to expect that this additional punishment could prevent further corruption actions in the future. The factors effecting the implementation of the annulment of the right to vote and be voted for the public positions were already stated  clearly in the  law No. 31 of 1999 about the amendment of the criminal action corruption Jo the law  No. 20 of 2001 about the amendment of the law No. 31 of 1999 about the eradication of the corruption criminal  action, and the code of criminal law. As for its legal material, the conditions and mechanism of the annulment of the right to vote and be voted for public positions should be stated more clearly.

The pharmacy is a pharmacy or place of service where pharmacy practice is carried out by pharmacists. In accordance with the provisions of a pharmacist can establish a Pharmacy with its own capital and / or capital from a capital owner both individuals and companies. Furthermore, in the case of pharmacists who establish a pharmacy in collaboration with capital owners, the work of organizing mandatory pharmacy is still carried out entirely by the pharmacist in question, therefore the responsibility of the pharmacist is as the manager of the pharmacy, which raises responsibility for the drug consumers The businessman / manager of the pharmacy is also obliged to provide the right service and information to the drug consumers. This study entitled Implementation of the Responsibility of Pharmacy Management for Drug Consumers aims to (1) know the responsibility of the pharmacist / manager to consumers in providing medicines, (2 ) to find out the problems faced by businessmen / managers of pharmacies in carrying out their obligations to dru. The type of research used is normative juridical with research specifications that are descriptive analytical. In this study the data is obtained from secondary data as primary data and primary data as supporting data (complementary). While the data collection method is interviews for primary data and literature studies for secondary data. The data obtained is presented in the form of a description of the event and then analyzed by qualitative descriptive analysis. In the case of a Pharmacy committing a serious violation that is life-threatening, then the SIA sanction for a Pharmacist's License Letter can be revoked without prior warning. (2) problems of problems faced by employers or managers of pharmacies include (a) drugs that are no longer circulating (b) drugs that have expired, (c) supplies of medicines run out. Then the business carried out by the pharmacy entrepreneur is (a) the pharmacy gives substitute drugs that have the same use. (B) if the drug has expired the pharmacy will exchange the drug to PBF. (C) if the drug supply runs out the pharmacy will advise consumers to search the drug runs out to another pharmacy.

ABSTRAKDinas Pariwisata DIY merupakan unsur pelaksana daerah di bidang kepariwisataan yang memiliki tugas untuk melaksanakan urusan bidang pariwisata, kewenangan dekonsentrasi serta tugas pembantuan yang diberikan oleh pemerintah. Sehubungan dengan kegiatan kepariwisataan Dinas Pariwisata DIY berusaha untuk dapat selalu menyampaikan informasi atau mempromosikan berbagai macam kegiatan pariwisata di Daerah Istimewa Yogyakarta dengan tujuan untuk meningkatkan kunjungan wisatawan ke Daerah Istimewa Yogyakarta. Dinas Pariwisata DIY dalam promosi menghadapi kendala antara lain keterbatasan anggaran, infrastruktur yang belum optimal, kurangnya kualitas Sumber Daya Manusia (SDM), kurangnya sinergitas atau kesamaan orientasi kepentingan dengan Dinas Pariwisata di kabupaten/kota, dan kurangnya kesadaran masyarakat dalam kepariwisataan. Metode pengumpulan data dalam penelitian adalah metode observasi (pengamatan), wawancara, dokumentasi, partisipatif, dan studi pustaka dengan metode analisis berupa analisis deskriptif kualitatif. Dinas Pariwisata DIY menggunakan media promosi yaitu dengan advertising (periklanan) dengan menggunakan media cetak, media elektronik dan media modern yaitu media sosial. Hasil analisis untuk mengatasi kendala promosi meliputi kerjasama dengan travel agent, memaksimalkan promosi di media sosial, melakukan kerjasama dengan instansi terkait, mengkomunikasikan kepada pemerintah kabupaten/kota untuk mengirimkan peserta yang berbeda dalam pelatihan, mengadakan koordinasi dan menjalin hubungan yang harmonis dengan Dinas Pariwisata kabupaten/kota untuk menentukan prioritas pengembangan pariwisata, memberikan edukasi kepada masyarakat tentang kepariwisataan. Kata Kunci : Dinas Pariwisata DIY, Media Promosi, Wisatawan  ABSTRACTDIY Tourism Office is a regional implementing element in tourism sector. DIY Tourism Office has duties to perform tourism affairs, deconcentration authority and co-administration tasks provided by government. Concerning to tourism activities, DIY Tourism Office strives to convey information or promote various kinds of tourism activities in DIY aiming to increase tourist visits to DIY. DIY Tourism Office has some constraints in promoting such as budget constraints, nonoptimal infrastructure, lack of Human Resources quality, lack of synergy or similarity of interests orientation with Tourism Office in the district/city, and lack of public awareness in tourism. Data collection methods used in the Final Project are observation, interview, documentation, participatory, and literature study with qualitative descriptive analysis method. DIY Tourism Office uses promotional media such as print media advertising, electronic media and social media. The analysis results to overcome promotional constraints include collaborating with travel agents, maximizing promotions on social media, collaborating with relevant agencies, communicating to district/city governments to send different participants in training, coordinating and establishing harmonious relations with District/City Tourism Office to determine tourism development priorities, provide education to the public about tourism. Keywords: DIY Tourism Office , Promotional Media, Tourist

Recently, there is increasing growth in passenger numbers every year that are passengers, aircraft, routes, airports will have implications for increasing the number of competent human resources based on competency standards in each of the functions and duties in airport services. This implementation was carried out at the Tjilik Riwut Palangkarya Airport. Primary data were collected by interview with airport managers and direct observation, whereas secondary data obtained from reports, articles and standards of airportscompetence. Problems for some personnel do not have a certificate/ license and most of the airtime is depleted and workload that owned for each airport personnel is high. Data were analyzed using qualitative descriptive analysis towards aviation human resources competency. Overview of the results obtained for the basis technician license are 56% of licensed skilled personnel and 44% do not yet have, personnel who have SKP 46% have a basic license Avsec, 7% Avsec junior license and basic absec 20%, 13% aviation security personnel who have Avsec junior license, 40% senior Avsec licensing and 47% basic Avsec license, 29% flight engineer education had educatilln D III PLLU, 35% DIV Allu, 12% D III PPA and the other below 10%, personnel licensing PKP-PK 43 % do not have a license, 34% have a basic license, 3% junior license and 20% of senior license.Keywords: Human Resources, Competency Standards.Pada tahun terakhir ini terns terjadi peningkatan pertumbuhan jumlah penumpang setiap tahun baik jumlah penumpang, pesawat, rute penerbangan, bandar udara akan berimplikasi pada penambahan jumlah sumber daya manusia yang berkompetensi sesuai standar kompetensi pada bidang masing-masing fungsi dan tugasnya dalam pelayanan jasa kebandarudaraan. Pelaksanaan ini dilaksanakan di bandar udara Tjilik Riwut Palangkarya. Data primer dikumpulkan, dengan teknik wawancara pengelola bandar udara serta observasi langsung, sedangkan data sekunder diperoleh dari laporan, artikel dan standar kompetensi bandar udara. Permasalahan sebagian personel belum memiliki sertifikat/lisensi dan sebagian besar masa berlakunya sudah habis serta beban kerja yang dimiliki setiap personel bandar udara cukup tinggi. Data dianalisis dengan menggunakan analisis deskriptif kualitatif terhadap kompetensi sumber daya manusia kebandarudaraan. Diperoleh gambaran hasil untuk lisensi teknisi landasan 56 % personel yang memiliki lisensi terampil dan 44 % belum memiliki, personel yang memiliki SKP 46% memiliki lisensi basic avsec, 7% lisensi junior avsec dan basic avsec 20%, personel keamanan penerbangan 13% yang memiliki lisensi junior avsec, 40% lisensi senior avsec dan 47% lisensi basic avsec, pendidikan teknisi penerbangan 29% memiliki pendidikan D III PLLU, 35% DIV ALLU, 12% D III PPA dan yang lainnya dibawah 10%, lisensi personel PKP-PK 43% belum memiliki lisensi, 34% memiliki lisensi basic, 3% lisensi junior dan 20% lisensi senior. Kata kunci : SDM bandara, Standar Kompetensi

The types of the data that are used in this research are primary and secondary data. All the datas are collected through an observation method, questionnaires, literature study and documentation. The sample is collected by non-random sampling method. Analysis technique that is used in this research is qualitative descriptive analysis. This research result showed that the Asia tourists who came to Ubud for the first time are 96 tourists and the repeater tourists are 9 (nine) people. The characteristic of the tourists according to the age who came to Ubud the most is tourists between 26-36 years old and most of the gender are male. Most of the tourists are from China. According to the occupation, most of the tourists are student with bachelor degree, they got the information about Ubud from their friends and they came to Ubud with groups. Most of them are the first timer visitors and they came by car or bus and came to Bali by airplane. Mode of transportation which is used when the tourists are in Ubud mostly is rented vehicles and stay in Ubud for a day without the tour. The attraction they want to see in Ubud is the culture with the expenses around Rp 201.000-300.000 in a day. According to the tourists who came to Ubud, Ubud’s environment is very clean and safe, so they feel very satisfied and they definitely will come back again to Ubud. The motivation of the tourists who came to Ubud the most is the tourists with the pleasure motivation and the main activity they want to do is to visit Ubud market.

This study aims to determine how the effectiveness of publishing services business license in Licensing Service Agency and Investment Baubau city as well as to determine the factors that hinder the effectiveness of publishing services business license in Licensing Service Agency and Investment Baubau City. Study is a qualitative descriptive study, the research done by examining primary and secondary data. The population in this research that all employees at the Agency for Investment and Licensing Services Baubau city as many as 33 people. The sampling technique using total sampling. Data collection techniques are: observation, interviews, literature study and documentation. Processing and presentation of data by using data reduction, data presentation and verification of data. Data sources are: Primary and Secondary, Technical Analysis used in this research is qualitative descriptive analysis. Results of the study are: publishing services business license in Licensing Service Agency and Investment Baubau city is said to be effective, the factors that hinder the effectiveness of publishing services business license Licensing Service Agency and Investment Kota Baubau namely: the factor of time, cost factor and requirements in the licensing service , In an effort to streamline the process of licensing services to the public the government is expected to further the transparency of financial reasons that one way to do expose the online and offline media. In the matter raising public awareness as users of government services shall direct socialization in employers-local businessmen in an effort to take advantage of local entrepreneurs. Penginkatan performance and resource officers, the government in this case the service provider must also accept criticism and suggestions from users are a good and wise.

MSMEs in Gowa Regency have increased compared to the previous year. Nevertheless, the increase in the number is not necessarily followed by business success. For this reason, it is important to know what factors influence MSME performance. This study aims to determine the effect of factors on MSME performance. The type of research used is descriptive. The analytical method used is qualitative descriptive analysis, namely secondary data analysis, namely data obtained from scientific journals, documents, books, articles and the Internet. The results of the discussion showed the characteristics of human resources, environmental characteristics, entrepreneurial characteristics and unemployment have a relationship level and have a positive effect on the performance of MSMEs. It is recommended that MSMEs always improve quality, pay attention to the environment to add experience, be consistent in running a business, improve equipment and the willingness to use new technology

This study aims to analyze the causal relationship between economic growth, government expenditure and the quality of human resources in West Sumatra. This type of research is descriptive and associative research, where the data used is secondary data in the form of panel data from 2010 to 2017 with the technique of collecting documentation data and literature study obtained from related institutions and institutions. The data analysis used is the data used is descriptive analysis and inductive analysis. In inductive analysis there are several tests, namely: (1) Unit Root Test (2)Cointegration Test (3) Optimal Lag Determination (4) Granger Causality Test (5) PVAR Test. The results of this study indicate that (1) economic growth and government expenditure have a one-way relationship where economic growth affects government spending while government spending does not affect economic growth (2) economic growth and quality of resources humans have a one-way relationship where economic growth affects the quality of human resources and the quality of human resources does not affect economic growth (3) government expenditure and the quality of human resources do not have one-way or two-way relationships ( causality) where government spending does not affect the quality of human resources as well as the quality of human resources does not affect government spending during the study period
