The relationship between the bank and the customer in the credit agreement with the guarantee of a Decree on the Appointment of Civil Servants begins with the arrival of the customer at the PT. Bank Rakyat Indonesia (Persero) Tbk, Palembang branch on working days and hours to provide complete requirements and fill in loan application forms that can be taken immediately at the PT. Bank Rakyat Indonesia (Persero) Tbk, Palembang branch. Then proceed with the bank conducting a field survey to ensure that the debtor is indeed a civil servant according to the data written by the debtor and an assessment of the potential debtor's ability to pay off his debt. And it ends with the disbursement of credit funds by banks to debtors for the loan ceiling of 60% of the employee's net salary according to the class / rank owned by the customer / prospective debtor. This research uses an empirical juridical approach. This method is used to obtain the truth in discussing existing problems and to see the application of a rule of law in society. The analysis is carried out descriptively which will describe, describe and reveal how the actual implementation of the credit agreement with the guarantee of Civil Servant Decree at PT. Bank Rakyat Indonesia (Persero) Tbk, Palembang branch. The efforts of the banking sector to secure credit with the guarantee of a Decree on the Appointment of Civil Servants who are problematic are based on fulfilling the requirements and completeness of the identity data of the prospective debtor, the second is the provision of a period for debt repayment where the period does not exceed 5 years, and finally, the submission of a guarantee for the Decree of the Appointment of Civil Servants, all of which must be original. Credit settlement with the guarantee of a Decree on Appointment of Civil Servants who defaults, namely, first, deliberation with the debtor to fulfill the element of good faith, if it has not been responded to, the first legal route will be taken through the judiciary, the second through KP2LN (State Receivables and Auction Management Office). If the debtor is a mutation, it is requested or confirmed in advance to the office / agency where the debtor works to transfer funds against credit repayments with the guarantee of a Decree on the Appointment of Civil Servants.

Writing this journal aims to analyze the credit agreement of the bank between the bank as a creditor with the Civil Servants as the debtor who uses a photocopy of the Decree of the Appointment of Civil Servants who are legalized as collateral. This journal is prepared using empirical juridical research method and the approach used is case approach and concept approach. Based on the results of this study it is known that the Bank piahk dare to receive a copy of the Decree of the Appointment of Civil Servants who are legalized as collateral in the credit agreement using the juridical basis of credit analysis 5c which is the basic principle of bank credit analysis based on the Law of the Republic of Indonesia Number 10 of 1998 on Amendment to Act Number 7 of 1992 Concerning Banking. Photocopy of a legalized appointment letter of civil servants belonging to movable and intangible objects that can be used as collateral based on the classification of legal guarantees because it has economic value in the form of slip of gajih civil servants. Trust to the debtor is the foundation of the bank providing credit funds. Penulisan jurnal ini bertujuan untuk menganalisis perjanjian kredit bank antara pihak bank selaku kreditor dengan pihak Pegawai Negeri Sipil selaku debitor yang menggunakan fotokopi Surat Keputusan Pengangkatan Pegawai Negeri Sipil yang dilegalisasi sebagai agunan. Jurnal ini disusun dengan menggunakan metode penelitian yuridis empiris dan pendekatan yang digunakan adalah pendekatan kasus dan pendekatan konsep. Berdasarkan hasil penelitian ini diketahui bahwa piahk Bank berani menerima fotokopi Surat Keputusan Pengangkatan Pegawai Negeri Sipil yang dilegalisasi sebagai agunan dalam perjanjian kredit dengan menggunakan dasar yuridis yaitu analisis kredit 5c yang merupakan prinsip dasar analisis kredit bank berdasarkan Undang-Undang Republik Indonesia Nomor 10 tahun 1998 tentang Perubahan Atas Undang-Undang Nomor 7 tahun 1992 Tentang Perbankan. Fotokopi Surat Keputusan Pengangkatan Pegawai Negeri Sipil yang dilegalisasi termasuk ke dalam benda bergerak dan tidak berwujud yang dapat dijadikan agunan berdasarkan klasifikasi hukum jaminan karena memiliki nilai ekonomis berupa petikan slip gajih pegawai negeri sipil. Kepercayaan kepada debitor merupakan dasar pihak bank memberikan dana kredit.

TYPICAL STATEMENTS ABOUT THE RELATIONSHIP BETWEEN CIVIL servants and ministers include the following which I have come across myselc ‘it is the Civil Service mandarins who really run the country’, ‘a strong minister must frequently reject his department's advice to prove he is master’; ‘all decisions by government are based not on the merits of the case but whether they are likely to attract votes at the next election’. The first of these implies that a minister is powerless in the grip of his department and the last that a minister ignores all departmental advice unless it suits his short-term political objectives. The actual relationship between politician and civil servant cannot be explained in such simple and extreme terms. It is also in most cases a relationship which develops and improves as those concerned get used to working together. This is fortunate because if any of the above statements was entirely true, it would be difficult to have much confidence in the future of our particular democratic system.

Civil servants have rights to get some facilities among them is the use the state assets. State assets that can be used by civil servants are state houses and state vehicles. The use of the state facilities have some requirement, like position on the organization. However, there are some binding conditions between the state and civil servants who use state assets in the form of rights and obligations in the use of the state assets. The purpose of this research is to analyze the relationship between these rules to form a complete understanding about the use of state assets as civil servant facilities by statute approach of normative research. The results of this research show that there is provision in the rules of the use of state assets about costs inccured in use of state assets like maintenance costs, operational costs, and tax costs. There are overlapping regulations that make the implementation of the management of state assets ineffective, such as the terminology of state house permission that is not recognized in PUPR minister regulation. Pegawai Negeri Sipil berhak memperoleh fasilitas salah satu diantaranya adalah penggunaan Barang Milik Negara. Barang Milik Negara yang dapat digunakan oleh Pegawai Negeri Sipil yaitu rumah negara dan kendaraan bermotor milik negara dengan syarat tertentu. Namun terdapat juga syarat yang mengikat antara negara dan Pegawai Negeri Sipil yang menggunakan aset negara berupa hak dan kewajiban dalam penggunaan aset negara tersebut. Penelitian ini bertujuan untuk meneliti keterkaitan peraturan-peraturan tersebut untuk membentuk sebuah pemahaman yang utuh mengenai penggunaan Barang Milik Negara sebagai fasilitas bagi Pegawai Negeri Sipil melalui pendekatan perundang-undangan dengan menggunakan metode penelitian normatif. Hasil penelitian ini menunjukkan bahwa dalam peraturan perundang-undangan mengenai penggunaan Barang Milik Negara terdapat pengaturan mengenai biaya-biaya yang timbul dalam penggunaannya yaitu biaya pemeliharaan, biaya operasional, dan biaya pajak atas Barang Milik Negara. Adanya tumpang tindih peraturan yang membuat pelaksanaan pengelolaan barang milik negara menjadi tidak efektif antara lain adanya terminologi izin pemakaian rumah negara yang tidak terdapat dalam Peraturan Menteri PUPR.

This study aims to examine the role of the government internal auditor (APIP) on civil servant performance. Further this study analyze the effect of motivation (intrinsic and extrinsic motivation) as mediating variable between the role of the APIP on civil servant performance. The study is conducted in Kudus Regency, Central Java, Indonesia. This research was conducted through a survey with a random sampling method to all civil servants in the Government of Kudus, Central Java, Indonesia. The sample of this research consists of 272 employees. The statistical analysis using SEM-PLS for hypothesis testing. The results shows that the APIP role has positive influence on employee performance. Further, the study provide evidence that intrinsic motivation mediating the relationship between APIP role and the civil servant performance. However, extrinsic motivation do not mediate the relationship between the role of APIP and civil servants performance. The result shows that the increase of APIP role and intrinsic motivation positively affect civil servant performance.

When studying civil service traditions, scholars often contrast the Eastern, Confucian tradition from the Western, Weberian tradition. A few Korean and American scholars pointed out that the two traditions are not that different. It is argued in this article that they are not, because they are both grounded in the ancient Egyptian wisdom literature about what makes a good civil servant. They are impartial in their dealings with people, the have the administrative and technical skills necessary, and they respect the rule of law. The ancient Egyptian, Confucian, and Weberian traditions are visible in the work of Yu Hyŏngwŏn, a 17th century Korean scholar and civil servant.

Weah is struggling to convince that he can revive a stagnating economy and combat rising inflation. Impacts The relationship between government and civil servants could weaken further, resulting in an increasing politicisation of the bureaucracy. The Central Bank's new leadership has promised to initiate necessary monetary reforms but regaining public trust will take time. The relationship between ministers and the senior civil servants with whom they are in closest contact has long fascinated students of British government. For all the attention lavished on it, however, the relationship remains obstinately elusive and unsusceptible to clear categorization and analysis. The problem is partly one of finding a suitable frame of reference. Despite their well-established limitations, the Weberian model of an instrumental bureaucracy and the closely-related ‘politics-administration dichotomy’ still loom surprisingly large in academic analyses of bureaucratic behaviour. But the attempt to specify roles appropriate to civil servants, on the one hand, or ministers, on the other, runs the risk either of proving inadequate in face of the empirical evidence or of leading to the conclusion that one of the groups – usually the civil servants – is usurping the other's role or roles. Elements of the latter can be seen in the concern evinced in recent years about the power of civil servantsvis-à-visministers in Britain. (Discussion of minister-civil servant relationships has, indeed, been almost entirely confined to aspects of power – particularly that of the minister's ability to get his way on policy.)

Gejala sindrom purna kuasa yang dialami oleh individu yang sudah tidak bekerja atau sudah memasuki masa persiapan pensiun sering dialami oleh Pegawai yang akan berakhir maupun telah berakhir masa kerjanya. Penelitian ini bertujuan untuk mengetahui hubungan optimisme masa persiapan pensiun dan sindrom purna kuasa. Metode Penelitian adalah kuantitaif-asosiatif. Populasi dalam penelitian ini adalah Pegawai Negeri Sipil (PNS) Guru yang ada di kota Makassar dan pengambilan sampel sebanyak 29 orang menggunakan teknik accidental sampling, mengingat penelitian ini bersifat non parametrik dimana sampel boleh berjumlah kurang dari 30 orang. Hasil penelitian menunjukkan bahwa terdapat hubungan negatif antara optimisme masa persiapan pensiun dan sindrom purna kuasa, r = - 0,822 (p = 0,000 ). Artinya, semakin tinggi optimisme masa persiapan pensiun maka semakin rendah sindrom purna kuasa pada Tenaga Pengajar (Guru) yang berstatus PNS. Hal tersebut menunjukkan ada pengaruh negatif yang siginifikan antara optimisme masa persiapan pensiun dan sindrom purna kuasa. Implikasi dari penelitian ini adalah sebagai informasi untuk menanamkan sikap optimisme dalam diri untuk menghadapi masa persiapan pensiun agar terhindar dari sindrom purna kuasa.Kata kunci: Pensiun, Masa Persiapan Pensiun, Sindrom Purna Kuasa, Pegawai Negeri Sipil, dan Guru. The symptoms of post power syndrome are often experienced by individuals who are retired or has entered a period prior to retirement. This study aims to determine the relationship between optimism retirement preparation and post power syndrome. This study aims to determine the relationship of optimism during the preparation of retirement and post power syndrome. Research method is quantitative-associative. The population in this research is Civil Servant (PNS) of teachers in Makassar city and sampling of 29 people using accidental sampling technique, considering this research is non parametric where the sample may amount to less than 30 people. The result showed there is a negative relationship between optimism retirement preparation and post-power syndrome, r = - 0.822 (p = 0.000). That is, the higher the optimism of retirement preparation period, the lower the syndrome of powers on the teachers as civil servants. This suggests that there is a significant negative influence between optimism of retirement preparation period and post-power syndrome. This study implicates that it is necessary to instill an optimism attitude in order to face future retirement period as an attempt to avoid the post-power syndrome.Keywords: Retirement, Retirement Preparation, Post-Power Syndrome, Civil Servant, and Teacher.

The purpose of this study is to determine the impact of civil servant recruitment on improving the performance of Bengkulu Province civil servant employees. The method used in this study is a descriptive method using a qualitative approach. Data acquisition techniques were conducted by interviewing, observing, and recording documents related to the civil servant recruitment process carried out by Bengkulu local civil servants. The data acquired will be investigated and qualitatively analyzed for all the data collected, and an interview with Duncan's theoretical approach to stress, whose effectiveness can be seen in three indicators: goal achievement, integration, and adaptation Supported by the results of. The results of the field survey came to the correct conclusion as the implementation of labor recruitment carried out by local civil servants in the Bengkulu Province is more transparent and responsible.
