The purpose of this study is to determine the impact of civil servant recruitment on improving the performance of Bengkulu Province civil servant employees. The method used in this study is a descriptive method using a qualitative approach. Data acquisition techniques were conducted by interviewing, observing, and recording documents related to the civil servant recruitment process carried out by Bengkulu local civil servants. The data acquired will be investigated and qualitatively analyzed for all the data collected, and an interview with Duncan's theoretical approach to stress, whose effectiveness can be seen in three indicators: goal achievement, integration, and adaptation Supported by the results of. The results of the field survey came to the correct conclusion as the implementation of labor recruitment carried out by local civil servants in the Bengkulu Province is more transparent and responsible.

Describe the implementation of the fingerprint electronic absence policy on the discipline and performance of civil servants as well as the impact it has on implementing the fingerprint electronic absence policy. Qualitative descriptive method describes various conditions and situations as the object of research. The data collection techniques used were observation, documentation and interviews. After the implementation of fingerprint electronic attendance, discipline increases and obligations as employees have been carried out in accordance with applicable regulations. The application of sanctions in the regional government of seluma regency is in accordance with the regulations of civil servants and the provision of rewards for employees who excel has been carried out properly, to inspire other employees, so that they can work better.

Government Regulation No. 53 of 2010 regarding the discipline of the Civil Servant loading obligations, prohibitions, and disciplinary action which could be taken to the Civil Servant who has been convicted of the offense, is intended to foster a Civil Servant who has committed an offense, the form of disciplinary punishment is mild, moderate, and weight. Disciplinary punishment for the Civil Servant under Government Regulation No. 53 of 2010 Concerning the Discipline of Civil Servants. The formulation of this journal issue contains about how the process of disciplinary punishment, and constraints and efforts to overcome the impact of the Civil Servant disciplinary punishment in Government of Demak regency. The approach used in this study is a sociological juridical approach or juridical empirical, that is an approach that examines secondary data first and then proceed to conduct research in the field of primary data normative. The process of giving disciplinary sanctions for State Civil Apparatus in Government of Demak regency begins with the examination conducted by the immediate supervisor referred to in the legislation governing the authority of appointment, transfer and dismissal of civil servants. The results showed that in general the process of sanctioning / disciplinary punishment of civil servants in the Government of Demak be said to be good and there have been compliance with the existing regulations / applied in Government Regulation No. 53 of 2010, although it encountered the competent authorities judge still apply tolerance against the employee, but also a positive impact among their deterrent good not to repeat the same offense or one level higher than before either the Civil Servant concerned or the other. Obstacles in carrying out disciplinary punishment in Government of Demak regency environment is still low awareness of employees to do and be disciplined in performing the tasks for instance delays incoming work, lack of regulatory discipline, lack of supervision system and any violations of employee discipline. There must be constraints to overcome need for cooperation with other stakeholders comprising Inspectorate, BKPP, and the immediate superior civil servants in this way can be mutually reinforcing mutual communication, consultation, coordination so that if later there is a problem in the future could be accounted for.Keywords: Delivery of Disciplinary Sanctions; Civil Servant; Government Regulation No. 53 of 2010.

The work culture of civil servants in this decentralization era tends to come fromthe working culture of each ethnic. The difference of culture applied causes thedifference of civil servants’ way, behavior, and action when performing their work. Thisresearch article aims to discuss one of the working cultures of the civil servants fromMinangkabau ethnic group named galie. This research was conducted by usingdescriptive-qualitative approach, and the data was collected trough observation,interview, and documentation study. Data is validated by triangulation and sourcetriangulation methods.Tthe data analysis is based on Miles and Huberman (2000). Theresult of the research shows that the galie work culture has usually been inherited in thefamily and society for a period time; hence the galie work culture is also implementedwhile working in the local government organization of Pasaman Barat regency. Theresearch concluded that the galie work culture does not cause work culture that canharm others, but whenever the work culture exists, the civil servants would be annoyed.Civil servants who have this work culture tend to avoid risks and prefer simpler workthan their colleagues.Key words: work ethnict culture, galie, civil servant, Minangkabau ethict

The relationship between the bank and the customer in the credit agreement with the guarantee of a Decree on the Appointment of Civil Servants begins with the arrival of the customer at the PT. Bank Rakyat Indonesia (Persero) Tbk, Palembang branch on working days and hours to provide complete requirements and fill in loan application forms that can be taken immediately at the PT. Bank Rakyat Indonesia (Persero) Tbk, Palembang branch. Then proceed with the bank conducting a field survey to ensure that the debtor is indeed a civil servant according to the data written by the debtor and an assessment of the potential debtor's ability to pay off his debt. And it ends with the disbursement of credit funds by banks to debtors for the loan ceiling of 60% of the employee's net salary according to the class / rank owned by the customer / prospective debtor. This research uses an empirical juridical approach. This method is used to obtain the truth in discussing existing problems and to see the application of a rule of law in society. The analysis is carried out descriptively which will describe, describe and reveal how the actual implementation of the credit agreement with the guarantee of Civil Servant Decree at PT. Bank Rakyat Indonesia (Persero) Tbk, Palembang branch. The efforts of the banking sector to secure credit with the guarantee of a Decree on the Appointment of Civil Servants who are problematic are based on fulfilling the requirements and completeness of the identity data of the prospective debtor, the second is the provision of a period for debt repayment where the period does not exceed 5 years, and finally, the submission of a guarantee for the Decree of the Appointment of Civil Servants, all of which must be original. Credit settlement with the guarantee of a Decree on Appointment of Civil Servants who defaults, namely, first, deliberation with the debtor to fulfill the element of good faith, if it has not been responded to, the first legal route will be taken through the judiciary, the second through KP2LN (State Receivables and Auction Management Office). If the debtor is a mutation, it is requested or confirmed in advance to the office / agency where the debtor works to transfer funds against credit repayments with the guarantee of a Decree on the Appointment of Civil Servants.

This paper aims to describe the challenges and opportunities of syariah financial technology (fintech) in Indonesia, due to the impact of covid-19 pandemic. Three things that become the focus of writing, include: syariah fintech; the impact of covid-19 pandemic on fintech; syariah fintech opportunities and challenges. This study uses a qualitative approach and descriptive method with documentation/text studies in the form of related data and literature studies. The conclusion of this research is: the growth of Syariah fintech assets at the end of 2019 increased by 2074.81% from the previous year. Although affected by the pandemic, the growth of fintech during this covid-19 pandemic remained relatively stable. Prominent opportunities and challenges for the Syariah fintech resulting from the impact of covid-19 pandemic, including increased use of fintech through online shopping platforms, payments and loans; accelerated digitalization of financial services; slowed economic activity; arose various risks; and decreased debtor/UMKM performance due to the impact of the pandemic.

This research is encouraged by the rejection of Jakarta Government Policy which requires the Head of Neighborhood Association (RT) and Community Association (RW) to use Qlue Application in helping the government to overcome the City problem. Research method used is descriptive method within qualitative approach. The informants in this research are Heads of RT and RW. Key Informants are Head of Administrative Village, Governmental Peace of Order Section, and Economic Development Section at Kelurahan Tengah. The results of the research show that Application of Qlue Application Policy has been running well. This is seen from the fulfillment of Evaluation Indicators of the effectiveness, efficiency, adequacy and responsiveness. While the Impact of Development is caused by the Report of City Problems that encourages the creation of Regional Development which is seen from the improvement of service, the development, empowerment, and the participation of citizens in following up the Qlue report.

The work culture and ethnict culture descripted when civil servant doing a job.This research used qualitative approach for looking the ethnict work culture the civil servant in west Pasaman resident, west Sumatra province. The focus of the research is the Giot Ipas work culture. Informants of the research choosed by purpossive sampling technique, especially civil servant form Mandailing ethnict. This research also used the snowball sampling and convenience / accidental technique. And then the interpretation of field data is done referto the statement  Geertz (1973: 2000) interpretation of the data with the thick description.The results of the research is the giot ipas work culture are efective and effeciency but there is negative impact because civil servant unfocus on work. Introduction. The article is devoted to the analysis of the content of the institute of legal restrictions imposed on a woman who is in the civil service and performs tasks in the field of public administration. On the basis of the provisions of acts of international law and the laws of Ukraine on Civil Service, found that for women - civil servants subject to special legal restrictions, which are provided by law bans involvement of women in certain forms of their professional duties and tasks for narrowing their total workload to preserve their health and create conditions for full implementation of the social function of the mother. The main results of the study. It is proved that the relevant legislation on public service both Ukraine imposed restrictions on female civil servant to attract her to the tasks of public administration and, at the same time, it focused on social protection. This approach is contributes to the establishment of a regime of "normal living conditions for civil servants. In particular, under the law relating to limiting women's participation in official missions, limiting working hours for women, limitations associated with the transfer of female civil servant to another location and so on. Particular attention is paid to the specifics of women's performance in the field of public administration of defense and national security. It is established that many legal restrictions for women in these areas are not always observed. In particular, attention is focused on unequal age conditions for concluding a contract for military service for women, the established age limit for female conscripts, regardless of service, and the ability of men to serve in the army for 15 years longer than women. The latest changes in the legislation to correct this situation are also disclosed. Conclusions. It is noted that the legal restrictions provided for in the legislation, which are provided for women involved in public administration, despite their positive impact, narrow in some way the scope of their professional opportunities, as well as limit the actual ability to exercise power. However, their inherent social nature and the state must provide adequate compensatory mechanisms stimulating professional activity of women civil servants and minimize the impact on female civil servant consequences relevant restrictions. In its turn, optimal administration of such measures is intended to increase not only the professional performance of women as public administrators, but also enhance the social effectiveness of public administration in general.

Abstract Persuasive Speech of Nadiem Makarim (Minister of Education and Culture) in Delivering Policy. This study aims to describe the persuasive speech forms and persuasive patterns in the speeches of the Minister of Education and Culture in delivering policies. This research use a qualitative approach and descriptive method. Data collected by documentation techniques. The data obtained from this study in the form of words or series of words referring to persuasive speech. Data sources are twenty videos of the Minister of Education and Culture. The results showed that the forms of persuasive speeches delivered by the Minister of Education and Culture when delivering policies, are: (a) persuasive speech when inviting; (b) persuasive speech when giving mandatory; (c) persuasive speech when persuading; (d) persuasive speech when convincing and (e) persuasive speech when suggesting to the audience. Based on these forms of speech, the forms of a persuasive speech for inviting and persuading are more frequently used by the Minister of Education and Culture. The patterns in persuasive speeches spoken by the Minister of Education and Culture include (a) patterns of problem-solving in relation to the policy of free learning; (b) the causal pattern in relation to the causes of Indonesia being unable to progress and to the plan of 100 days; (c) the pros and cons patterns in relation to the impact of technological development; and (e) the patterns of motived orders in relation to attracting and focusing the attention of youth, as well as satisfying the motivational needs of youth regarding success. Based on these persuasive speech patterns, patterns of problem-solving and those of the motived orders are widely used by the Minister of Education and Culture to convince the public when delivering their programs. Penelitian ini bertujuan untuk mendeskripsikan bentuk-bentuk tuturan persuasif dan pola-pola persuasif pada tuturan menteri Pendidikan dan Kebudayaan dalam menyampaikan kebijakan.. Penelitian ini menggunakan pendekatan kualitatif dan metode deskriptif. Data yang diperoleh dari penelitian ini berupa kata atau rangkaian kata yang menjadi tuturan persuasif. Sumber data diperoleh dari dua puluh video menteri pendidikan dan kebudayaan. Hasil penelitian menunjukkan bahwa bentuk tuturan persuasif yang terdapat pada tuturan Menteri Pendidikan dan Kebudayaan dalam menyampaikan kebijakan, yakni: (a) tuturan persuasif yang bersifat mengajak; (b) tuturan persuasif yang bersifat perintah; (c) tuturan persuasif yang bersifat bujukan; (d) tuturan persuasif yang bersifat meyakinkan serta (e) tuturan persuasif yang bersifat saran. Berdasarkan bentukbentuk tuturan tersebut, bentuk tuturan yang lebih banyak digunakan Menteri Pendidikan dan Kebudayaan adalah bentuk tuturan persuasif yang bersifat mengajak dan membujuk. Pola-pola dalam pidato persuasif yang dituturkan Menteri Pendidikan dan Kebudayaan meliputi: (a) pola pemecahan masalah, berupa kebijakan merdeka belajar; (b) pola sebab-akibat berupa penyebab Indonesia tidak bisa maju dan rencana 100 hari; (c) pola pro-kontra berupa dampak perkembangan teknologi, serta (e) pola urutan bermotif berupa menarik dan memusatkan perhatian pemuda, serta pemuasan kebutuhan motivasional pemuda mengenai kesuksesan. Berdasarkan pola-pola pidato persuasif tersebut, pola persuasif yang banyak digunakan Menteri Pendidikan dan Kebudayaan untuk meyakinkan masyarakat ketika menyampaikan program-programnya adalah pola pemecahan masalah dan pola urutan bermotif.
