The market for design work in civil and industrial construction was one of the first to react to the crisis trends during a pandemic in the economy. Back in 2013, the volume of orders declined, and the peak of the decline was in 2014. The main reason for the difficulties is the reduction in investment programs of civil and industrial enterprises, and developers. The Ukrainian market for design works is distinguished by a high level of competition. A large number of design companies are actively working in this market niche. This fact constantly pushes market participants to take active steps to adjust the competitive strategy, positioning strategy and pricing. The primary signs of a crisis in design are also recognized through price indicators, which personify both the cost of the project or design services, and the results of the project enterprise, taking into account the factors that form the price level. In recent years, the price indicators of the construction industry have been unstable and completely dependent on external market conditions. Price as an economic characteristic is a significant regulator in the project market of Ukraine and abroad. The design market is the backbone of the construction industry with a volume of over UAH 1 billion per year and high added value. The field requires highly qualified staffing and the introduction of modern technologies. Outdated systems of training, certification of specialists and technical regulation hinder the development of the project market in Ukraine. The market is prone to underestimated cost of design work. In 2018, the share of design in the total cost of construction in Ukraine averaged 1.5-2%; in France it was 8-13%, and in Great Britain the level reached 10-17%. There is practically no system of state orders for design. Today our market is characterized by technological backwardness. The work of designers is low-paid, which, accordingly, affects the quality. High-quality architecture is more expensive than low-quality one. In Ukraine, the demand for quality design is just beginning to emerge. In this regard, it is very important to create a competitive environment that will contribute to development. The project market, like the construction industry as a whole, is extremely heterogeneous. Currently, there are thousands of various design bureaus and small workshops in Ukraine, employing no more than ten people, and the number of freelance designers cannot be statistically estimated. Prices for design, as well as the approaches used to provide services, differ dramatically in these organizations. A high price for a service does not necessarily guarantee that the quality of its delivery will be the same. Therefore, first of all, one should imagine what kind of work will be performed and what their essence is. Many investors prefer to design their facilities using the services of European specialists. What are the features and secrets of the Ukrainian project market? Are there really so few good designers in their country, and by what parameters can they still be found? The article examines the features of the functioning of the Ukrainian market for design work and the development of design in a pandemic.

This article reveals problems of development of the department of the world history of the Oles Honchar Dnipro National University during last 100 years. The department began to form in 1918 when Katerinoslav university was opened. The world history researchers V. Evstafiev and M. Brechkevich became it’s first university lecturers, they formed potential basics of the research directions. During the fight with reactionary representatives in science and high school they were criticized and fired. The new generation of the department’s lecturers mostly consisted of youth, who had got education during revolutionary and after-revolutionary times. Teaching work became their main assignment, they were active participants in the struggle against “sabotage” on the historical front, reviewed the world history textbooks. Also they were monitoring implementation of the marxism methodology in the world history teaching. During the repressions which started in 1930th some of lecturers were fired and the departments’s head was arrested and then shot away. The historical department was liquidated in the second part of 1930th. At the ending of 1930th historical education at the university was resumed, respectively the department began it’s work again. The young lecturers, post-graduate students from Kyiv, Odesa, Kharkiv were hired. During nazi occupation the work was interrupted. The work resumption was in 1944, the department was headed by N. Ladizjenska who occupied this position before the occupation. Post-war years of the department’s work are characterized as high level of scientific activity, defense of masters’ thesis by the young lecturers, writing a number of scientific articles dealing the world history issues, which have never been published and now are kept in manuscripts. There was a World History museum at the department in 1940−1950th, founded by the head J. Rubin. At the beginning of 1950th the historical department was closed. The new stage of it’s work was related to 1967 when the department and the historical faculty was resumed. In 1970−1980th under the direction of department head the main scientific direction historical germanistics was based. Due to it’s work the department begun to publish the yearly scientific magazine «The German history issues». The department’s lecturers also worked through the problems of late Roman, American, English history. In 1990−2000th due to prof. S. Plohiy and S. Bobyleva the department became an acknowledged research center of the German diasporas in the Russian empire and Ukraine. A mega-project is a major project or a group of projects of significant cost that attract a high level of public attention or political interest because of substantial direct and indirect impacts on the community, environment, and state budget. Capturing and sharing the knowledge from the performance of the current mega projects is essential in order to avoid losing vital corporate knowledge assets in the construction industry. The learned lessons are gained from experience, success, and failure for improving future performance. This research aims to review and read out the lessons learned from 77 research papers that have dealt with the barriers that hinder the successful performance of mega building construction projects in developing countries, identify and classify the main obstacles, and propose improvements for successful implementation and management of mega building construction projects. The results of this paper will help project owners, construction companies, and other stakeholders in developing countries to overcome the limitations in the execution of mega building construction projects.

The article is devoted to the problems of national security of the Republic of Belarus, the challenges and threats for which are generated by informatization and the transition to a risk economy are fundamentally new. The epistemological crisis of Belarusian science, intensifying against the backdrop of the paradigm crisis of economic science as a whole, poses a serious potential threat to national security. The trend of atomization of threats to national security, blurring the line between the economic security of Belarus and the economic security of industrial enterprises, strengthens the need for highly qualified specialists in the field of economic security of economic entities. A systematic approach to ensuring economic security cannot be fully implemented without the training of civil engineering and economic specialists with competencies that include design, economic, technical, technological, organizational and managerial, information and analytical components.

The construction sector has always occupied a strategic place in the European economy. The European construction industry suffered during the 2007–2008 global financial crisis, and today the sector is undergoing a recovery process. Among all the construction subsectors, civil engineering has the highest growth rate. Currently, the sector has to face profound industrial changes emerging with digital transformations (Industry 4.0), sustainability, climate change and energy efficiency. To promote the growth of the civil engineering sector and accelerate the recovery, we need to create a highly qualified and competent workforce that can handle the challenges coming up with the technological progress and global competitiveness. The main condition to achieve this capable workforce is to define the expected evolution of skills requirements. For that purpose, our work focuses on identifying current and near-future key skills required by the civil engineering occupations. To achieve this, we developed an automated sectoral database for the current and near-future skills requirements of the selected professional profiles. It is our belief that this sectoral database is a fundamental framework that will guide the sector through the future changes. We also believe that our research can be used as a key tool for construction companies, policy-makers, academics and training centers to develop well-designed and efficient training programs for upskilling and reskilling the workforce.
