Purpose. Determination of the role of scientific project activity in the formation of professional competencies of applicants for higher education in the field of electrical engineering.Methodology. The method of scientific projects is used to form the professional competencies of applicants for higher education in the specialty “Electricity, electrical engineering and electromechanics”.Findings. The implementation of project scientific activities using the base of engineering and scientific projects to improve energy efficiency motivates applicants for higher education to acquire new knowledge, creates the preconditions for the development and implementation of a modern educational program in the field of electrical engineering, contributes to the integration of a new structure into the university system – an energy-innovative hub of knowledge.Originality. In the work design methods and teaching technologies in the field of electrical engineering were further developed, which provide the use of the university base of scientific and engineering projects on energy efficiency and participation in the implementation of projects of applicants for higher education, which allows to form professional (scientific-research) competencies of applicants and to develop modern educational program.Practical value. The research results can be used to update educational programs in electrical engineering and to support the development of energy efficiency at the university when creating an energy-innovative knowledge hub that will allow organizing a complex interaction of the components “education – science (innovation) – business (entrepreneurship) – state”.

Education like others spheres of life of modern society is in the state of dynamic changes. New formats of universities as well as their missions and roles in the social and economic development are actively discussed by professional environment. A number of external and internal factors that determine the depth and scale of transformation have effects on the development of the system of higher education. The system of higher education is under the influence of the system and institutional dynamics, which dictate the need for changes. The activity of universities as centers of education, science and culture is one of the most important bases of social progress. This role becomes especially important in XXI century, which is based on new knowledge and principles of technological development. First of all a university takes new features in the current conditions of globalization. The fundamental task that needs to be solved in order to achieve the goals of a modern University is the change of meanings, goals and content of education by active participation in the internationalization processes of the system of higher education and by introducing reforms in educational process. Of course new economic conditions (global market and information technologies) require modifications. It was stated that the commercialization of University innovations in Azerbaijan is a relatively new direction, since the country is just adopts the path of an innovative economy. In this regard the transformation of a scientific idea to a product or a service faces a number of difficulties. It was investigated the problem of commercialization of the results of scientific activities of higher educational institutions in Azerbaijan. For the first time Azerbaijan State University of Economics has implemented its rebranding in the educational system of the country in order to strengthen the market position of the educational institution and realization of innovative marketing strategies. The University’s strategic goals were defined under the UNEC brand, and the brand development was successfully continued with the support of the scientific and expert community. An integrative educational environment is created in Azerbaijan State University of Economics and such environment ensures the unity of the “education – science – innovation – commercialization – production system”. It is important to note that UNEC strategy also provides for clustering of economical education and so that it provides for increasing the integration pace of the University into the world scientific and educational space. The article presents the innovative infrastructure of Azerbaijan State University of Economics connected with its integration into the global scientific and educational environment. The paper studies the matters of the international cooperation issues of the University with universities of such countries as USA, EU, Russia, Turkey, which expands the academic potential of the University and increases its competitiveness. The article substantiates the conclusion that the globalization of higher education increases the importance of commercialization of higher education institutions in the field of education and science. The article reveals the successful experience of UNEC University in the creation and implementation of joint educational programs, expanding academic mobility, attracting foreign applicants, conducting joint researches and international scientific events in partnership with universities in the EU, Russia and Turkey.

This report is a part of the results of the international project entitled “Studium in Osteuropa: Ausgewählte Aspekte (Analysen, Befunde)” conducted in the years 2013-2015 under supervision of Prof. Wilfried Schubarth and Dr Andreas Seidl from the Potsdam University, Department of Education Science, and Prof. Karsten Speck from the University of Oldenburg, Germany. The project was conducted jointly by representatives of academic centres from Germany, the Czech Republic, Poland and Russia. Its general aim was a comparative analysis of the effects of implementation of Bologna Process directives into the higher education systems of the individual countries. The changes introduced into the higher education systems in the countries involved in the project were described and evaluated, discussed was in particular the problems of education of teachers at the university level. The following text is the result of the contribution of the Polish group participating in the project. The report will be presented in two parts. The first part is focused on the macro-societal context of transformations in the higher education system in Poland. The implementation of selected aspects of Bologna Process directives is described and supplemented by empirical comments. The second part deals with selected aspects of university level education of teachers, followed by a polemic against the assumptions and execution of the target transformations of higher education system.

Energy efficiency in buildings is one of the main challenges in EU policy, since it is difficult to find common strategies and policies among Member States.  This article describes the USE Efficiency project, an initiative to create a common training framework for energy efficiency systems in buildings based on the Energy Performance Building Directive (EPBD), through university actions. Universities and students are proposed as shining examples both for energy efficiency solutions and for energy efficiency behaviour.  Moreover, involving university students guarantees acting on closest future market players and most convincing actor in diffusion of public opinions. The project aims to improve energy efficiency in university buildings and to establish training program for students around European countries.  In fact, this activity involves 9 Universities (Technology Faculties and Faculties of Engineering) and 4 technological and market players from widespread countries in EU.Initially, a mapping of the methodologies used for evaluating energy efficiency at the different countries is carried out. Students are trained in energy efficiency methods and strategies, having real work experience implementing these Energy Performance Assessment (EPA) methodologies in their own buildings. The wide geographical coverage of the consortium allows an important crossover of methodologies to achieve technical results even to a professional and technological level. Then, the analysed buildings at each university are monitored in order to collect data, which are then used to plan solutions to improve energy performance of the university buildings. This paper describes this innovative training initiative, which involves students as main actors, working and interacting together with professors and technicians in order to improve energy efficiency in their educational centres.

This article attempts to verify the relevance of building a network of energy knowledge hub centres to tackle the priority objective in enhancing energy efficiency and energy saving management in higher education institutions. It is emphasized that the issues of careful and wise use of fuels and energy resources challenge more government efforts, active use of advanced projects to manage energy saving and energy efficiency through the integrated use of different energy sources. The study argues that to identify the potential for energy saving, setting regulatory indicators of energy consumption, determining the key energy saving measures and target objects in the public sector where energy saving programs are planned to be implemented, there is a need to conduct energy surveys with further developing of energy passports for buildings. In the frameworks of this study, the following research methods were used: abstract and logical analysis – to interpret the essence of energy saving concepts for universities; systemic approach – to identify the specifics of energy saving projects implementation in universities; in-depth analysis and synthesis – to forecast the university development priority area of the "Energy efficiency and energy saving"; system, structural, comparative and statistical analyses – to assess the energy consumption in universities; economic and statistical methods – to evaluate the level and the dynamics of the energy sources use before and after the implementation of project activities; graph-based and analytical methods – to facilitate visual representation and schematic presentation of forecasts for further development of energy efficiency and energy saving systems. The study offers a mechanism to shape a network of energy knowledge hub centres to forecast a priority development area of energy efficiency and energy saving programs in higher education institutions along with providing an overview on the process of energy saving based on energy knowledge hub centres by carrying out the following tasks: project identification, scanning, energy audit, implementation of an action plan, and monitoring. It has been verified that to enhance the energy supply system in the university buildings, the following objectives should be attained: using the energy knowledge hub to forecast the university energy efficiency and energy saving programme, implementing an automated individual heating station with weather regulation and installing new radiator heaters.

Higher education institutions (HEIs) have a huge potential to save energy as they are significantly more energy-intensive in comparison with commercial offices and manufacturing premises. This paper provides an overview of the chief actions of sustainability and energy efficiency addressed by the University of Alcalá (Madrid, Spain). The policies implemented have shifted the University of Alcalá (UAH) to become the top-ranking university in Spain and one of the leading universities internationally on environmentally sustainable practices. The paper highlights two key elements. First, the actions adopted by the managerial teams, and second, the potential of public–private collaboration when considering different stakeholders. A descriptive study is developed through document analysis. The results show that energy consumption per user and energy consumption per area first fall and are then maintained, thereby contributing to meeting the objectives of the Spanish Government’s Action Plan for Energy Saving and Efficiency (2011–2020). Because of the research approach, the results cannot be generalized. However, the paper fulfils an identified need to study the impact of HEIs and their stakeholders on sustainable development through initiatives in saving energy on their campuses and highlights the role of HEIs as test laboratories for the introduction of innovations in this field (monitoring, sensing, and reporting, among others).

The research work is devoted to the survey of the power economy of Lviv Polytechnic National University to assess energy security, to improve the strategy of energy use, and to develop measures for improving the energy security of the university. The first chapter provides a brief description of the proposed method of studying the energy security of the university. It is based on the method of determining 46 indicators according to which five criteria of energy security are formed: Energy efficiency, Energy independence, Energy security, Reliability of heat supply, Economic stability. In the eighth chapter, according to the mentioned indicators the estimates of criteria are calculated and the analysis of their levels is carried out. Based on this analysis, the principles of improving the energy security of the university are proposed.

Purpose – This paper aims to propose an energy efficiency plan (with technical and behavioural improvement measures) for a Portuguese higher education building – the Teaching Building of the Faculty of Economics of the University of Coimbra (FEUC). Design/methodology/approach – The study was developed in the context of both the “Green Campus – Challenge for Energy Efficiency in Higher Education” and the Energy for Sustainability Initiative of the University of Coimbra, Portugal. An energy audit was conducted based on the analysis of the energy consumption profiles. A monitoring campaign was carried out to measure and disaggregate the electricity consumption. The consumption of natural gas and water were also assessed. The building envelope and the heating and lighting systems were also evaluated. Some patterns of energy-environmental behaviours of the academic community were investigated through a Web-based survey. Findings – The energy efficiency plan contemplates short-term tangible/intangible actions. It also considers the investment and payback period of the tangible measures. The implementation of three improvement measures in the lighting system would lead to a consumption reduction of about 26,123 kWh/year, avoiding the emission of 3,704 KgCO2/year, for an initial cost of 9,920 (payback period of 3.7 years). Research limitations/implications – Results are restricted to the case study and there are limitations in their generalisation outside of their context. However, they show some broadly implications and trends that have relevance for the higher education sector. This paper highlights the importance of engaging students, faculty and technical staff for working together on the assessment of the energy efficiency of the buildings where they study and work. Social implications – The higher education sector holds important functions in educating the next generation of professionals for a sustainable culture. The categories of activities described in this paper are good examples of what can be done within the academic community for acting towards sustainability. The results also pointed out that making users aware of their energy consumption is a priority towards the energy efficiency in higher education buildings. Originality/value – Reductions on energy consumption are expected if the energy efficiency plan would be implemented. The results of the behavioural study were presented to the FEUC’s board of directors to be integrated in the “Good Practices Manual on Water and Energy Management”.

The article reveals the essence of the key motivation drivers to save energy and increase the energy efficiency in higher education institutions. In particular, a low level of interest of higher education institutions in the implementation of strategies to reduce energy consumption has been observed. The findings suggest that the lack of interest in energy saving is primarily affected by budget legislation since the energy cost calculation was based on the consumption norms for a particular budgetary institution and the current (planned) electricity and heat tariffs. Recently, it has been decided that from now on universities will not obtain budget funding to cover utility costs; the amount of subsidies from the Ministry of Education and Science of Ukraine for the implementation of the government objectives will comprise regulatory costs for public service provision according to the student contingent. Standard property maintenance costs will not be covered by the Ministry anymore which will impose the burden of paying the utility bills upon the University’s gross income. Hence, there is a need to take efforts to enhance energy efficiency and energy saving in higher education institutions which was implemented using a foresight methodology. Within the scope of this study, the foresight project to improve the energy efficiency of buildings in the frameworks of the University energy hub is based on the following calculations: thermal energy consumption for heating public buildings, estimated hourly heating load to ensure heating in the building, verifying the feasibility of heating standby regulation, measuring energy savings through the creation of an automated heat supply station, as well as annual savings in monetary terms. In order to save resources and boost energy efficiency based on the University energy hub using an automated heat supply station, the study offers a mathematical toolkit to justify the choice of minimum and maximum values of optimal microclimate parameters; reduce infiltration, increase the efficiency of indoor air distribution; optimal modes of local air conditioning, preheating and cooling; utilizing of "waste" and natural heat and cold; "combining" microclimate systems with other systems; improving automation devices in technical systems. It is argued that increasing the energy efficiency of heating systems in University buildings on the basis of its own energy hub will contribute to gaining significant savings in thermal energy for heating and significantly reduce carbon dioxide emissions into the environment. In addition, the study reveals that the cost of thermal energy for heating depends upon a building design, modernization quality, reconstruction and insulation, applied building materials, spatial planning solutions, the presence or absence of control and automated systems, maintenance systems and attitude of owner’s attitude to innovations. The conclusions summarize that the cost of thermal energy can vary significantly in buildings of the same type.

The growing number of universities today makes it relevant to consider again the idea of the university. Consulting the classics of the discussion, I argue that we must retain the idealist notions of knowledge, science and truth professed by Newman in his argument for liberal education, although he neglects the possible corruption of the university faculty. The problem of corruption is recognized by Jaspers, criticizing all idealist notions and leaving science and scholarship to rely only on existential commitment. The problem for both classics, however, is that they conceive of academic freedom in an all-too individualist way. Instead, I argue that the idea of the academic republic should be taken seriously, i.e., that a contemporary idea of the university must include suggestions for university government comprising institutional checks and balances. Only such a constitutional notion of academic freedom may counter neo-liberal reification of higher education, science, and scholarship.
