Indonesia Smart Card is a cash assistance from the government given to students whose parents are less able to finance their education. As a continuation and expansion of the objectives of the Poor Student Assistance (BSM) program. KIP has the goal of increasing access for children aged 6 (six) to 21 (twenty one years). In Primary School 091329 in the recipient of the Smart Indonesia Card faces many problems As students who are entitled to receive assistance actually do not receive. because of that there were protests and demonstrations caused by Kartu Indonesia Pintar which were not on target. The criteria for Indonesian card recipients are smart social protection card holders, parents' income, no vehicles, no dependents, orphans. In its implementation, it certainly has obstacles in deciding who students get the smart Indonesian card. To solve the problem, a weighted Sum Model (WSM) decision support system can overcome this problem. By applying the Weighted Sum Model (WSM) which is relatively easy and fast, it is believed to be able to get the best results. Bantuan Pangan Non Tunai (BPNT) is a program organized by the government in overcoming poverty and food needs. The BPNT program aims to reduce the burden of expenditure and provide more balanced nutrition to Beneficiary Families (KPM). However, in the implementation of the BPNT program there were still technical problems, including the determination of potential BPNT recipients who were wrongly targeted. To facilitate Government in determining prospective BPNT recipients, the authors make a decision support system using the Simple Additive Weighting method where this system generates ranking to choose citizens who are entitled to receive BPNT through calculating the criteria of each alternative. It is expected that this application can provide recommendations for prospective BPNT recipients who are more targeted.

Scholarships are a work program in every school or madrasa. The scholarship program is held to ease the burden on students in pursuing their studies especially in financial costs. Scholarships are given to students in a selective manner in accordance with the type of scholarships held. Distribution of scholarships is carried out by several institutions to help someone who is less capable or achievers during his studies. Based on this to help determine in determining a student to get a scholarship, then a decision support system is needed. The model used in this decision support system is simple additive weighting, this method is often also known as the weighted sum method, the basic concept of this method is to find the weighted sum of the ranking of performance on each alternative on all attributes. This method was chosen because it is able to select the best alternative from a number of alternatives, in this case the intended alternative is the one who is entitled to receive a scholarship based on specified criteria.

The development of Indonesia's population at this time is very rapid so that Indonesia has many problems including poverty problems that occur in the midst of society. In dealing with these problems the government has a program with a form of social assistance known today as the Elderly Family Hope Program (PKH). Efforts Government provides social assistance in order to fulfill all the needs of the economy for the people, especially the business of Micro Small Medium Enterprises are exposed to the impact of the virus covid-19 turned out to be still considered not optimal. So many actors business who think that aid social who do not and have not been precisely targeted and The Government also recognizes the problem that, until the time of this Ministry of Social Affairs and the government is still updating the data in order to precisely target. The case is suspected to be due to data collection that is not in accordance with facts and is not real-time in each region. Inputting the data in manually in the District Paiton Probolinggo risk not the right target, the receiver doubles as well as there are elements – elements that utilize state of the. Be because the methods TOPSIS expected to be able to determine the criteria of Enterprises of Micro Small Medium Enterprises are entitled to receive the assistance of social COVID-19. Method of TOPSIS is a method that uses calculations or that provides the kinds of criteria specified which have a weight of up to the value end of the weight will be the decision final. Smart Indonesia Card (KIP) Is a state guarantee card for the continuity of college by providing freedom of tuition fees, fees given to underprivileged students so that they can continue their education. The problem that occurs in the provision of kip scholarships is that it is difficult to analyze students who are entitled to receive the scholarship so that standard criteria are needed such as proof of kip card, photocopy of report card, certificate of graduation, photo of student's house and photocopy of family card so that the scholarship given is right on target for students who entitled to receive such assistance. This study uses the Sugeno method by taking the Max value (the highest value) and using the or operator. The benefits of this research can be used as a decision-making system.

<strong><em>In the Covid-19 pandemic situation, the government organized a Direct Cash Assistance as known as BLT for the people who were affected by Covid-19. The nominal amount of BLT received by the public is Rp. 600,000 per month. But in fact, the amount of BLT quota is not proportional to the list of BLT recipients submitted by regional officials, in this case, RT (Rukun Tetangga). So, to find out who is really suitable or appropriate, a decision-making system is needed so that the deposit of the BLT from the government can be right on target in accordance with the criteria set by the government. Stages of the study began with clustering of weights. After that, it is entered into the system to do a decision support process with AHP (Analytical Hierarchy Process). The target of this research is the application that can be used to assist the government in distributing BLT to be right on target. Based on the functional testing of the system, the functions in the system have been succeeded according to plan. This system has successfully applied the K-Means and AHP methods for decision making, to receive direct cash assistance from the government. This system has a 100% accuracy rate. Where the most important criteria in this system are income with a weight of 0.394142515, ownership of a house with a weight of 0.231035138, number of dependents with a weight of 0.190359096, age with a weight of 0.081077616, employment with a weight of 0.058111736, and weight with a weight of 0, 045273898</em></strong>

Home renovation assistance is an effort to reduce the burden on the poor. Home renovation is an activity to improve people's houses that are no longer suitable to be occupied. To determine whether or not it is appropriate, residents must meet predetermined criteria. The program that has been running so far is still very complicated in the processing of community data, as well as the selection process for prospective recipients, because it requires precision to determine which families are truly entitled to receive house renovation assistance, because the process is still manual. So we need a decision support system using the saw method that can help in determining who has the right to take precedence in getting home surgery assistance. The purpose in making this application is to help those responsible for making decisions easier, as well as preventing mistakes and fraud and making it easier to determine the values of community data criteria that are truly entitled to receive house renovation assistance. Vocational schools that have been licensed from BNSP to LSP P1 (first party professional certification institute) are schools that have been able to carry out their own competency certification exams for their students and later a competency assessor who will test and declare the eligibility of the students, competency assessors are productive teachers who have participated in and been given training by the government, in that training the schools choose from the number of productive teachers from each department to become competency assessor trainees in accordance with predetermined criteria so a decision support system is needed so there is no gap in the selection of productive teacher assessor training participants, a vocational school that has become a P1 LSP must have a competency assessor and is a requirement to be a P1 LSP. one of the solutions to the problem is the right one by using the Decision Support System (SPK). Decision Support System (DSS) can help the school in making the decision to choose the productive teacher of the appropriate assessor training and improve the efficiency of the decision. The Extended Promethee II (EXPROM II) is a development of the Promethee II method based on the ideal and anti-ideal solution. Promethee II itself is a method of making decisions on the function of preferences with problems through an outranking approach (ranking) or is a multicriteria analysis, comparing one alternative to another and calculating the alternative gap in pairs so as to produce an output that is alternative ranking based on the highest value.Keywords: Competitive Assessor LSP P1, SPK, The Extended Promethee II

In the last few years in the world of auctions, electronic auctions become a hot topic for discussion, especially in Indonesia. In Indonesia, the auction has been using online electronic system since 2007 with all its advantages and disadvantages. This system is one of a fairly successful program in a good governance. Until now, there are 620 government agencies in Indonesia have been using this electronic procurement systems[19]. The Government can perform a budget efficiency nearly 5% of the total budget by using today's electronic procurement system. The current system is good enough, but there are still some deficiencies found. Some of solutions to cover the deficiency offered in this paper. Starting from the classification of goods or services according to the UNSPSC, applying business classification with ISIC Indonesia in 2009, recording the activity of vendors for consideration decision, and implementing a decision support system using AHP to facilitate the auction committee to determine the winner. All of above matters are intended to improve the effectiveness and efficiency of the current system.

The world has witnessed recently a global outbreak of coronavirus disease (COVID-19). This pandemic has affected many countries and has resulted in worldwide health concerns, thus governments are attempting to reduce its spread and impact on different aspects of life such as health, economics, education, and politics by making emergent decisions and policies (e.g., lockdown and social distancing). These new regulations influenced people’s daily life and cast significant burdens, concerns, and disparities on various population groups. Taking the wrong actions and enforcing bad decisions by some countries result in increasing the contagion rate and more catastrophic results. People start to post their opinions and feelings about their government’s decisions on different social media networks, and the data received through these platforms present a very useful source of information that affects how governments perceive and cope with the current the pandemic. Jordan was one of the top affected countries. In this paper, we proposed a decision support system based on the sentiment analysis mechanism by combining support vector machines with a whale optimization algorithm for automatically tuning the hyperparameters and performing feature weighting. The work is based on a hybrid evolutionary approach that aims to perform sentiment analysis combined with a decision support system to study people’s posts on Facebook to investigate their attitudes and feelings toward the government’s decisions during the pandemic. The government regulations were divided into two periods: the first and latter regulations. Studying public sentiments during these periods allows decision-makers in the government to sense people’s feelings, alert them in case of possible threats, and help in making proactive actions if needed to better handle the current pandemic situation. Five different versions were generated for each of the two collected datasets. The results demonstrate the superiority of the proposed Whale Optimization Algorithm & Support Vector Machines (WOA-SVM) against other metaheuristic algorithms and standard classification models as WOA-SVM has achieved 78.78% in terms of accuracy and 84.64% in term of f-measure, while other standard classification models such as NB, k-NN, J84, and SVM achieved an accuracy of 69.25%, 69.78%, 70.17%, and 69.29%, respectively, with 64.15%, 62.90%, 60.51%, and 59.09% F-measure. Moreover, when comparing our proposed WOA-SVM approach with other metaheuristic algorithms, which are GA-SVM, PSO-SVM, and MVO-SVM, WOA-SVM proved to outperform the other approaches with results of 78.78% in terms of accuracy and 84.64% in terms of F-measure. Further, we investigate and analyze the most relevant features and their effect to improve the decision support system of government decisions.
