Education is a government effort to educate the people of Indonesia, as mandated in the opening of the Constitution 1945, Human resources education is an important factor for the success of an education that must be managed with the most, because with the management of human resources education this educational institution can produce quality graduatesto realize the quality of the college graduates are required a qualified HR lecturer through the management of human resources in the University of Kutai Kartanegara. Human Resource Management (MSDM) is managing recruitment, selection, awarding, efforts to maintain assessment and promotion of personnel to gain the welfare or sanction of the institutions. The research objectives are: (1) to describe the mechanism of HR recruitment. 2 To describe the efforts to increase HR capability. (3) to describe the HR career level. (4) to describe the welfare of human resources. (5) to describe the process of termination or termination of human resources at Kutai Kartanegara University. This method of research uses a case study method with a qualitative approach. Data collection techniques are conducted with; Interviews, observations, photography, and documentation. Data was analyzed by the interactive model Milles Huberman (1994), namely; Data collection, data reduction, display data, and conclusion. Data validity checks are conducted to test credibility, transferability, dependability and confirmability. The results of the study found (1) Therecruitment of resources lecturer in education and teaching is determined by the quality of lecturers. (2) Improving the resource capability of lecturers measured through performance. 3 Career Enhancement lecturer conducted with the implementation of college followers (4) Lecturers get guaranteed income, based on the performance report of lecturers (5) dismissal and sanctions system and award based monitoring, performance of lecturers using a written record system.

Abstract: This study aims to determine the readiness of facilities and infrastructure in improving the quality of education to face the industrial revolution 4.0. The research used a qualitative descriptive approach at SMP Pangudi Luhur Salatiga. In this study, the analysis unit was used, namely facilities and infrastructure, while the observation unit was the principal, deputy head of the facilities and infrastructure sector, and educators. Data collection techniques using observation, interviews, questionnaires, and documentation using triangulation techniques. Meanwhile, data analysis was carried out interactively with data collection, data reduction, data presentation, and drawing conclusions. Conclusions from the study: (1) the planning of facilities and infrastructure has been carried out well; (2) the procurement of facilities and infrastructure has not been carried out properly, the priority scale is determined by the foundation not the school; (3) the maintenance of facilities and infrastructure has not been carried out optimally; (4) the elimination of facilities and infrastructure has never been carried out by schools, items that are no longer used are put into school warehouses; and (5) there are developments in facilities and infrastructure in the field of technology, while the human resources that are owned are still not professionally trained. Abstrak: Penelitian ini bertujuan untuk mengetahui kesiapan sarana dan prasarana dalam meningkatkan mutu pendidikan untuk menghadapi revolusi industri 4.0. Penelitian menggunakan pendekatan deskriptif kualitatif di SMP Pangudi Luhur Salatiga. Pada penelitian ini menggunakan unit analisis yaitu sarana prasarana, sedangkan yang menjadi unit pengamatan yaitu kepala sekolah, wakil kepala bidang sarana dan prasarana, dan pendidik. Teknik pengumpulan data menggunakan pengamatan, wawancara, angket, dan dokumentasi dengan menggunakan teknik triangulasi. Sedangkan analisis data dilakukan secara interaktif dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Simpulan dari penelitian: (1) perencanaan sarana dan prasarana sudah dilakukan dengan baik; (2) pengadaan sarana dan prasarana belum dilakukan dengan baik skala prioritas ditentukan oleh yayasan bukan pada sekolah; (3) pemeliharaan sarana dan prasarana belum dilakukan secara optimal; (4) penghapusan sarana dan prasarana belum pernah dilakukan oleh sekolah barang yang sudah tidak digunakan dimasukkan kedalam gudang sekolah; dan (5) adanya perkembangan sarana dan prasarana dalam bidang teknologi, sedangkan sumber daya manusia yang dimiliki masih belum yang terlatih secara profesional.

Scope: In general, human resource management is a process of carrying out the continuity of duties of organizational members as resources that can support all tasks and functions for the achievement of organizational or institutional goals. In the context of education as a formal educational institution, schools or madrassas strongly emphasize the improvement in the quality of the human. Objective: This study aimed to determine the effort to empower human resource management in improving the quality of Madrasah Aliyah Al Manshury Sungai Bakau Besar Laut. Method: This study used a qualitative approach. The data analysis technique used is an interactive model analysis with stages: data collection, data reduction, presentation of data and conclusions or verification. Findings: This institution has successfully functioning its human resources effectively; staring from well develoed its school profile, school vision and mission, well infrastructure arragement, quality management activities including staff welfare, staff training, assesment of work perforamnace, recruitment, library and practicum laboratory, employers welfare, good staff selection management and quality control. Conclusion: The madrasah has be able to improve the quality of education that has been determined in the vision and mission in achieving its main goal. However, it needs further research for improvement.

Land and building tax is local tax that has been transferred from the central to the regions since the issuance of PDRD Regulation No. 28/2009. Village is one of the institutions authorized as a collecting officer of PBB is required to carry out duties in the execution of the collection of PBB in accordance with Law No. 12 of 1994 on Land and Building Tax in order to support the original revenue areas used for regional development. This research is to explain how the process of implementation of land tax collection and building in Mrandung village of Klampis district of Bangkalan regency. The type of research used is descriptive qualitative with data collection techniques in the form of interviews, document review and analyzed using Van Meter model and Carl Varn Horn. The results of this research indicate that there is no a process of collecting land and building taxes in Mrandung village because the village government of Mrandung replaces the obligation of its citizens in paying off all the indebted taxes owned by the people of Mrandung village. It makes the village government as the management apparatus of PBB at the village level is not Following the procedures in accordance with the laws and regulations of the Building Land Tax Law No. 12 of 1994 on Land and Building Tax and does not obey the regulations in Bangkalan regency namely Bangkalan Regent Regulation No. 60 of 2013 on the Management of Land and Urban Building Tax and Rural. The analysis using Model Van Meter and Carl Van Horn it could be seen that the absence of the process of collection of Land and Building Tax in Mrandung village due to attitude / tendency owned by Mrandung village government which underlies the implementors remain in their own thinking in response to the policy of collection land and building in Mrandung village of Klampis district of Bangkalan regency. Suggestion from this research is that PBB officers in the village should be more active in delivering information to the community, the quality of human resources and understanding of the content of PBB policy should be improved so that in running the PBB in accordance with established procedures.

describe the implementation of an integrated quality management component consisting of the quality of services provided by the school, human resources in teaching, the school environment, and learning process  in SLB YPAC Pangkalpinang.               The method used in this study, namely by using a naturalistic qualitative approach. Data collection is done through observation, interviews, and documentation. The subjects of this study include the principal, teachers, employees, and students. The validity of the data is done by triangulation, and deeper observation. Analysis of the data used is the interactive analysis model of Miles and Huberman through data collection, data reduction, data presentation, and conclusion drawing.              The results showed that: (a) the quality of services to students in SLB YPAC Pangkalpinang had met good service standards. This can be seen from the services in the form of facilities and infrastructure which are quite complete in schools; (b) the quality of human resources in the education process shows good teacher resources. This can be seen from the teacher data which shows that the teaching staff at SLB YPAC Pangkalpinang 95% of educators with S1 qualifications in the field of education; (c) the quality of the environment in SLB YPAC Pangkalpinang is already good. This can be seen from the very strategic location of the school because the location of the school is in the middle of the city so that it is easily accessible by the community; (d) the quality of the learning process carried out by teachers at Pangkal Pinang YPAC SLB is good. This can be seen from the realization of the form of activities through learning planning by preparing lesson plans for each subject, then implementing learning, which includes strategies and methods used by teachers in delivering learning material, and evaluation of learning. Keywords: Integrated quality management, student achievement     ABSTRAK Tujuan dalam melaksanakan penelitian ini  adalah untuk melihat pelaksanaan serta mendeskripsikan implementasi  komponen Manajemen Mutu Terpadu yang terdiri dari kualitas layanan yang diberikan sekolah, sumber daya manusia dalam mengajar, lingkungan sekolah, dan proses pembelajaran di SLB YPAC Pangkalpinang. Metode yang digunakan dalam penelitian ini, yaitu dengan menggunakan pendekatan kualitatif naturalistik. Pengumpulan data dilakukan melalui observasi, wawancara, dan dokumentasi. Subyek penelitian ini antara lain kepala sekolah, guru, pegawai, dan peserta didik. keabsahan data dilakukan dengan triangulasi, dan pengamatan yang lebih mendalam. Analisis data yang digunakan adalah model analisis interaktif Miles dan Huberman melalui kegiatan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa: (a) mutu layanan terhadap peserta didik di SLB YPAC Pangkalpinang sudah memenuhi standar layanan yang baik. Hal ini dilihat dari layanan yang berupa fasilitas sarana dan prasarana yang sudah cukup lengkap di sekolah; (b) mutu sumber daya manusia dalam proses pendidikan menunjukkan sumber daya guru yang baik. Hal ini dapat dilihat dari data guru yang menunjukkan bahwa tenaga pengajar di SLB YPAC Pangkalpinang 95% pendidik berkualifikasi S1 bidang kependidikan; (c) mutu lingkungan yang ada di SLB YPAC Pangkalpinang sudah baik. Hal ini terlihat dari letak sekolah yang sangat strategis karena lokasi sekolah yang berada di tengah kota sehingga mudah dijangkau oleh masyarakat; (d) mutu proses pembelajaran yang dilakukan oleh guru di SLB YPAC Pangkalpinang sudah baik. Hal ini dapat dilihat dari realisasi bentuk kegiatan melalui perencanaan pembelajaran dengan menyusun RPP setiap mata pelajaran, kemudian pelaksanaan pembelajaran, yang meliputi strategi dan metode yang digunakan guru dalam menyampaikan materi pembelajaran, dan evaluasi pembelajaran.

Pelayanan publik menjadi suatu tolok ukur kinerja pemerintah yang paling kasat mata. Seiring dengan perkembangan teknologi dan banyaknya tantangan yang harus dihadapi maka pelayanan publik harus diselaraskan dengan terobosan atau inovasi. Salah satu pelayanan publik yang perlu dioptimalkan adalah Sistem Administrasi Manunggal Satu Atap (SAMSAT). Oleh karena itu, Kantor Bersama Samsat Gresik membuat aplikasi yang diresmikan pada tanggal 14 Juli 2020 adalah SAMSAT RAME (Samsat Ramah Merakyat) yaitu sebuah aplikasi pelayanan pajak serta informasi terkait pengurusan perpanjangan masa berlaku surat tanda nomor kendaraan (STNK) bermotor. Tujuan penelitian ini yaitu untuk mengetahui bagaimana optimalisasi pelayanan Kantor Bersama Samsat Gresik melalui Inovasi Aplikasi Samsat Rame (Samsat Ramah Merakyat) sehingga mampu menjawab beberapa permasalahan pelayanan publik Teknik analisis data dengan pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan/verifikasi. Teknik pengumpulan data melalui wawancara, observasi, dokumentasi dan studi literatur.  Hasil dari penelitian ini menunjukkan bahwa aplikasi Samsat Ramah Merakyat (Samsat Rame) belum efisien karena input pelayanan masih memberatkan para pengguna jasa. Belum efektif karena tidak berhasil mencapai tujuan yang dikehendaki oleh penyelenggara. Serta kualitas hasil yang buruk dikarenakan faktor pendukung terkesan membuat aplikasi Samsat Rame di lakukan karena mendesak tanpa memikirkan jangka panjang. Sedangkan faktor penghambat lebih berpengaruh pada keberhentian inovasi Samsat Rame. Salah satu saran yang dapat diajukan yaitu meningkatkan sosialisasi dan promosi kepada masyarakat Kabupaten Gresik. Along with technological developments and the many challenges that must be faced, public services must be aligned with breakthroughs or innovations. One of the public services that need to be optimized is the One-Stop One-Stop Administration System (SAMSAT). Therefore, the Samsat Gresik Joint Office made an application that was inaugurated on July 14, 2020, namely SAMSAT RAME (Samsat Ramah Merakyat), which is a tax service application as well as information related to the extension of the validity period for motorized vehicle registration certificates (STNK). The purpose of this study is to find out how to optimize the services of the Samsat Gresik Joint Office through the Samsat Rame Application Innovation (Samsat Ramah Merakyat) so that it is able to answer several public service problems. Data analysis techniques are data collection, data reduction, data presentation, and conclusion / verification. Data collection techniques through interviews, observation, documentation and literature study. The results of this study indicate that the Peoples Friendly Samsat application (Samsat Rame) is not efficient because service inputs are still burdensome for service users. Not yet effective because it failed to achieve the goals desired by the organizers. As well as the poor quality of results due to supporting factors that seem to make the Samsat Rame application done because it is urgent without thinking about the long term. While the inhibiting factor has more influence on the discontinuation of the Samsat Rame innovation. One of the suggestions that can be put forward is to increase socialization and promotion to the people of Gresik Regency. Kebijakan kurikulum 2013 yang dikeluarkan oleh Pemerintah merupakan upaya dari penyederhanaan pembelajaran dan adanya penilaian sikap dalam struktur kurikulumnya yang bertujuan agar peserta didik memiliki kompetensi sikap, ketrampilan dan pengetahuan yang lebih baik dalam proses pembelajaran. Tujuan penelitian ini adalah untuk mendeskripsikan Evaluasi Pelaksanaan Kurikulum 2013 di Kelas IVB UPT SD Negeri 144 Gresik Kecamatan Driyorejo Kabupaten Gresik. Penelitian dilakukan menggunakan pendekatan kualitatif dengan metode deskriptif. Teknik pengumpulan data yang dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penyimpulan. Hasil penelitian didapatkan bahwa pelaksanaan K-13 sudah berjalan dengan baik tetapi masih terdapat kendala dalam pelaksanaannya yaitu melihat dari efektivitas dalam pelaksanaannya belum  sesuai karena materi ujian nasional masih berdasarkan KTSP; terkait dengan efesiensi jumlah guru masih kurang; terkait dengan kecukupan dalam materi K-13 belum mendukung kompetensi belajar peserta didik untuk materi ujian nasional, terkait dengan perataan masih belum merata karena kelas satu sampai kelas enam tidak semua melaksanakan K-13, terkait dengan responsivitas yaitu adanya respon dari peserta didik maupun wali murid dalam pembelajaran yang mudah diterima dan terkait dengan ketepatan dalam pelaksanaannya sudah tepat sasaran kepada peserta didik. Simpulan dari peneliti masih ada kendala yaitu jumlah SDM yang kurang memadai, semua guru belum mendapatkan pelatihan, dan tidak sinkronnya materi UN (Ujian Nasional) dengan kurikulum yang berlaku. Disarankan sebaiknya dilakukan penambahan Sumber Daya Manusia atau guru (tenaga pendidik) dan ruang kelas, Sinkronisasi materi UN (Ujian Nasional) dengan kurikulum yang berlaku serta pelatihan guru yang dilaksanakan oleh semua guru.   Kata Kunci : Evaluasi, Pelaksanaan Kurikulum 2013, UPT SD Negeri 144 Gresik   The 2013 curriculum policy issued by the Government is an effort to simplify learning and the existence of an attitude assessment in the curriculum structure that aims to make students have better competency attitudes, skills and knowledge in the learning process. The purpose of this study was to describe the 2013 Curriculum Implementation Evaluation in Class IVB UPT SD Negeri 144 Gresik, Driyorejo District, Gresik Regency. The research was conducted using a qualitative approach with descriptive methods. Data collection techniques are carried out through observation, interviews and documentation. The data analysis technique used was data collection, data reduction, data presentation and conclusion. The results showed that the implementation of K-13 has been going well but there are still obstacles in its implementation, namely seeing the effectiveness in its implementation is not appropriate because the material for the national exam is still based on KTSP; related to the efficiency of the number of teachers is still lacking; related to the adequacy of the K-13 material, it does not support the learning competence of students for the national exam material, related to evenness it is still not evenly distributed because not all grades one to six grades implement K-13, related to responsiveness, namely the response of students and guardians in learning that is easily accepted and associated with accuracy in its implementation is right on target for students. The conclusion from the researchers there are still obstacles, namely the number of human resources is inadequate, all teachers have not received training, and the material is not synchronized with the applicable curriculum. It is suggested that the addition of human resources or teachers (teaching staff) and classrooms, synchronization of National Examination (National Examination) material with the applicable curriculum and teacher training carried out by all teachers. In this paper I investigate the problems of data collection, data analysis and the final communication of the results of our research, when doing social science that we, ourselves, are part of. Central to this are the concepts life world, language games and stories and narratives. How do we collect stories and narratives in the field, how do we construct scientific narratives that are both reliable and valid? And finally, how do we, as researchers present our newly constructed narrative to a – hopefully – interested audience? That is, how do you, as a consumer of scientific narratives, read what I have been writing? Finally, I will discuss the problem of handing over research results to the people that we are doing research with. This is all done within a framework of a pragmatic constructivist paradigm.

This study examines the role of human resource management in improving the quality of educators. This research uses a qualitative approach with case study. This research site is in MTs Nu Ma'arif Kemiri, Purworejo Regency. The data collection technique used by researchers is interview observation. In this study, the object of research is the Role of Human Resources to Achieve Workforce Quality in MTs Nu Ma'arif Kemiri. Research data collection using descriptive observation, interview or qualitative methods. This interview observation study was conducted by lecturers and students of Islamic Education Management Study Program with student WK in MTs Nu Ma'arifKemiri. This activity aims to observe the Quality of Human Resources Workers conducted by MTs Nu Ma'arif Kemiri.

Laporan keuangan yang berkualitas dihasilkan melalui proses pelaporan keuangan yang efektif atau mencapai tujuan pembuatannya. Terdapat lebih dari satu faktor yang mempengaruhi efektivitas pelaporan keuangan. Di antara faktor-faktor tersebut, kompetensi sumber daya manusia merupakan salah satu faktor yang mempengaruhi efektivitas pelaporan keuangan. Kompetensi merupakan serangkaian kombinasi dari pengetahuan, kemampuan, keahlian, dan sikap yang terdapat dalam diri sumber daya manusia untuk menjalankan tugasnya dan memperoleh hasil yang unggul. Keberadaan sumber daya manusia dalam proses pelaporan keuangan adalah sangat penting karena rasio, rasa, dan karsa merupakan hal-hal yang dimiliki hanya oleh sumber daya manusia dibandingkan sumber daya yang lainnya. Sumber daya manusia yang terlibat dalam pelaporan keuangan harus memiliki kompetensi yang cukup agar dapat memenuhi atau melebihi kriteria pelaporan keuangan efektif yang telah ditetapkan. Sumber daya manusia dengan kompetensi yang rendah menyebabkan proses pelaporan keuangan memiliki kualitas rendah. Proses pelaporan keuangan dengan kualitas rendah akan menghasilkan informasi yang tidak akurat, menyesatkan, dan tidak lengkap. Tujuan yang dimaksudkan dalam penelitian ini yaitu mengetahui seberapa banyak pengaruh yang sumber daya manusia berikan terhadap pelaporan keuangan. Karyawan yang bekerja pada bagian akuntansi dan bagian lain yang berhubungan dengan fungsi akuntansi pada perusahaan manufaktur di Kota Bandung adalah populasi dalam penelitian ini dan 53 orang merupakan jumlah sampel yang digunakan. Dalam penelitian ini, digunakan survei berupa kuesioner fisik sebagai teknik dan alat pengumpulan data sehingga data yang didapatkan merupakan data primer. Data yang telah didapatkan kemudian diuji menggunakan aplikasi SPSS. Hasil dari penelitian ini menunjukkan bahwa kompetensi sumber daya manusia memiliki pengaruh terhadap pelaporan keuangan. Kata kunci: kompetensi SDM, pelaporan keuangan Quality financial reports are produced through an effective financial reporting process or achieve the objectives of its creation. There are more than one factors that affect financial reporting’s effectiveness. Among those factors, human resource competency is one factor that affect financial reporting’s effectiveness. Competency is a series of combinations of knowledge, skill, expertise, and attitude contained in human resource to carry out their duties and obtain superior results. Existence of human resource in financial reporting process are crucial because idea, feeling, and intention are things that only owned by human resource compared with other resources. Human resources embroiled in financial reporting must have sufficient competency to meet or exceed the established effective financial reporting criteria. Human resource with lack of competency causes low quality of financial reporting process. Low quality financial reporting process cause inaccurate, misleading, and incomplete information. This research aim to examine how much influence that human resource’s competency gave towards financial reporting. Employees who work in the accounting department and other department related to accounting function in manufacturing companies in Bandung are population in this research and 53 people are the number of sample used. In this research, survey in the form of physical questionnaire was used as technique and tool of data collection so the data obtained is primary data. Data that has been obtained then tested by SPSS application. The result of this research indicate that human resource’s competency has an effect towards financial reporting. This study was conducted to analyze the influence of price (X1), service quality (X2) and promotions (X3) on customer satisfaction at Bu Rajab Resto Pancing and Cottage. The study used a quantitative approach and was conducted from March to June 2020. Purposive sampling was used. 120 people were included in the research and 97 people were selected as samples. Participants were customers of Bu Rajab Resto Pancing and Cottage who had visited at least 2 times. A questionnaire was used for data collection. Data analysis involved linear regression, hypothesis testing and classical assumption tests, using the SPSS program. Price and service quality had a significantly positive impact on customer satisfaction, but promotions did not. Keywords: price, service quality, promotion, customer satisfaction
