This study aims to analyze the effect of work behavior, teaching work goals, research and service on work performance, and analyze the effect of work behavior on teaching work goals, research and community service. The research method used was a research method combination of explanatory sequential design models. The first phase was conducted using quantitative method. The quantitative data were obtained from 96 lecturers of civil servants at Mulawarman University using a proportional stratified cluster random sampling technique. Data was collected by documentation based on the value of the employee work goals in 2020 which was then analyzed using statistical path analysis. Subsequently, the second phase was carried out using the qualitative method by collecting data through interviews, participant observation and documentation related to work behavior, teaching work goals, research, community service, and job performance of civil servants lecturers at Mulawarman University. The results revealed that 1) there was an influence of behavior, teaching work goals, research and community service together based on quantitative and qualitative analysis, 2) there was an influence of behavior on teaching work goals, research, community service and work performance based on quantitative analysis and qualitative. 3) Based on qualitative data, the leadership style also affected the work performance of lecturers of civil servants at Mulawarman University.

This study aims to describe how the strategy of early childhood educators in carryingout early childhood character learning during the coronavirus19 disease 19 when learningactivities are carried out at home. The researcher used a qualitative descriptive approach with acase study method to gain an understanding of the strategies of early childhood educators inimplementing early childhood character learning. Data collection techniques used are interviewsand documentation. The data collected was then analyzed using an interactive model with dataanalysis steps, namely data reduction, data presentation, conclusion drawing, and verification.The results showed that there were changes in learning activities carried out before and duringthe covid-19 pandemic, First: the strategy of implementing learning through collaborationbetween educators and parents by sharing tasks, namely, educators as planners and assessment oflearning outcomes while for the task of implementing learning carried out by parents, so thatparents become partners during learning activities at home, including the task of parents is toprepare tools and play materials that are lent by the school and added to the tools and playingmaterials that are around the house, accompanying children, motivating children anddocumenting activities that children do then send the documentation to the homeroom teacher tobe analyzed and reported as a child development report carried out PAUD educators are assistedby parents at home, secondly: Educator's Strategy in instilling character values through learningactivities from At home during the COVID-19 pandemic, there are 11 character values that canbe developed in Anak Kita Preschool, including: 1) Religious, 2) Honest, 3) Tolerance, 4)Discipline, 5) Hard work, 6) creative, 7) independent, 8) curious, 8) friendly/communicative, 9)likes to read, 10) cares about the environment, and 11) is responsible. These eleven charactersvalues are developed through stimulation, storytelling, facilitation and good habituation fromadults, namely educators and parents and are evaluated based on six aspects of childdevelopment.

The Influence Sevice Optiamisation and Job Motivation with Employee Dicipliner in Measure Job Satisfaction Toward Administration Power at UPT and Education Official East Kutai Regency Provincy East Kalimantan. There is research to aim for the service optimalisation effect and employee motivation with employee dicipliner in measure work satisfaction toward administration power at UPT and Education Official East Kutai Rigrncy. There is kausal study do it Eighteen District and twenty UPT between one Education Official East Kutai Regency. The method used in this Research is Quantitative method with multiple Regression Analisis. The Sample of this research is one hundred and two respondent of four hundred fifty nine at Population. The result of this research is that there is a significant positive influence either partially or colletively between the effect service optimalisation and work motivation with employee dicipliner to measure work satisfaction employees toward administration power at UPT and Education Official East Kutai Regency. Based on the results of this study the researcher concludes that the batter of service optimalisation and work motivation with employee to dicipliner to result in more the more feeling satisfaction in the job.(1), The Higght more the more in motivation work or duty do it to result in of satisfaction the work (2), The Dicipline more the more and rule obdient employee doing the duty or manner rule, more the more to hoist satisfaction work (3), More the more service optimalisation, more the more work motivation with more the more rule obdient employees in dicipline their work becoming satisfaction to gether the administration power, more the more to services.

To face of an increasingly strong and competitive Globalization Era, implementing MMT at schools is very important for the long-term success of school organizations and is a source of excellence in order to create performance and productivity towards achieving continuous Quality Management. The purpose of this study was to determine: (1) the application of MMT at Samarinda State Vocational High School in an effort to improve school quality management, (2) the level of achievement of Integrated Quality Management (MMT) at Samarinda State Vocational School in an effort to improve school quality management, (3) which was an obstacle to Integrated Quality Management (MMT) at Samarinda State Vocational High School in an effort to improve school quality management. This study uses a qualitative descriptive design. The interview guide is used to explore information about the application, level of achievement and factors that become obstacles to Integrated Quality Management (MMT) at SMK Negeri 7 Samarinda. The results showed that: (1) the application of MMT to Samarinda State Vocational High School seven had been implemented and went well, (2) the level of achievement of MMT at Vocational High School seven had shown good results with increasing students, increasing educator HR, good quality of facilities and infrastructure, as well as a conducive work and learning environment, (3) Factors that become obstacles to the application of MMT to Vocational High School seven are the use of technology that is not maximized for some teachers, there are still some internal parties lacking commitment in quality assurance, learning methods, and lack of discipline of teachers in teaching. It can be concluded that the results of the research on the implementation of MMT in Samarinda State Vocational High School 7 Kalimantan through the implementation of MMT found an increase in performance and school quality assurance.

The purpose of this study was to determine the effect of the Leadership Behavior variable (X1), Work Motivation (X2) and Education Level (X3) which had a dominant effect on Employee Performance (Y) at the Mulawarman University Teacher Training and Education Faculty. The results of the study showed that based on the results of the research and analysis of the variables that affect the Leadership variable (X1) it has a significant effect on the Performance (Y) of the Teachers and Education Faculty employees of Mulawarman University. The partial test results show that the t test for Work Motivation variable (X2) on Performance (Y) with t count value of 1.668 is smaller than t table 0.260 or significance t = 1.668 smaller than  5%. This means that the Work Motivation variable (X2) has a significant influence on the Performance (Y) of the Teachers' School and Mulawarman University Education staff so that the hypothesis in this study is rejected. This indicates that work motivation is one of the ways used by a leader to exercise control. Based on the results of statistical analysis showing work motivation variables on the performance productivity of the Mulawarman University Teaching and Education Faculty employees, it was pointed out that motivation had a significant and significant effect on the performance productivity of the Mulawarman University Teaching and Education Faculty employees, this shows that the higher motivation of employees to work, the the high level of performance productivity of the Mulawarman University Teacher Training and Education Faculty employees. Based on the results of statistical analysis, the educational variables have a positive and significant effect on employee performance. The results of this study indicate that there is a positive relationship between education and the performance of the staff of the Teaching and Education Faculty of Mulawarman University so that the hypothesis in this study is universally universal.

Teacher performance plays an important role in improving the quality of the learning process in an effort to improve the quality of education, especially at the Yabis Bontang educational institution. To achieve optimal learning, teacher work motivation should be high to be able to bring up better teacher performance, so that it can produce quality students and can continue school to a higher level. The research was conducted to examine and find out how much influence teacher work motivation on teacher performance in schools in the Yabis Education Institute, from kindergarten, elementary, junior high and high school units. The method used in this research is ex post facto. To obtain the desired data in the field, this study used a questionnaire compiled using several indicators. The data needed in this study are data on teacher work motivation (X), and teacher performance (Y). Based on the results of data processing and analysis, the following conclusions were obtained; 1)There is a positive influence between work motivation on teacher performance at the Yabis Al-ikhlas Bontang Education Foundation during the Covid 19 pandemic. and 2) Work motivation contributes 44% to teacher performance at the Yabis Bontang Foundation.

Education is a government effort to educate the people of Indonesia, as mandated in the opening of the Constitution 1945, Human resources education is an important factor for the success of an education that must be managed with the most, because with the management of human resources education this educational institution can produce quality graduatesto realize the quality of the college graduates are required a qualified HR lecturer through the management of human resources in the University of Kutai Kartanegara. Human Resource Management (MSDM) is managing recruitment, selection, awarding, efforts to maintain assessment and promotion of personnel to gain the welfare or sanction of the institutions. The research objectives are: (1) to describe the mechanism of HR recruitment. 2 To describe the efforts to increase HR capability. (3) to describe the HR career level. (4) to describe the welfare of human resources. (5) to describe the process of termination or termination of human resources at Kutai Kartanegara University. This method of research uses a case study method with a qualitative approach. Data collection techniques are conducted with; Interviews, observations, photography, and documentation. Data was analyzed by the interactive model Milles Huberman (1994), namely; Data collection, data reduction, display data, and conclusion. Data validity checks are conducted to test credibility, transferability, dependability and confirmability. The results of the study found (1) Therecruitment of resources lecturer in education and teaching is determined by the quality of lecturers. (2) Improving the resource capability of lecturers measured through performance. 3 Career Enhancement lecturer conducted with the implementation of college followers (4) Lecturers get guaranteed income, based on the performance report of lecturers (5) dismissal and sanctions system and award based monitoring, performance of lecturers using a written record system.

The combined of prophetic leadership and trilogy leadership concepts called as neo- prophetic leadership. The neo-prophetic leadership covers prophets characteristics and Dewantara’steachings. The combining two leaderships models -then become L1L2- is believed able to increaseresult of bureaucratic reformation. The combination referred to descriptive and prescriptive theorieswhich were developed from theoretical and empirical perspectives. In this writing, L1 as a symbol of Prophetic Leadership, and L2 as a symbol of Dewantara’s Leadership which he is abringer of leadership trilogy teachings. This is a leadership prescription that derived from eternaluniversal values-prophetic- while still maintaining local wisdom values -trilogy- which itseffectiveness detail explained descriptively. L1L2 need to be tested by leaders and placed theorganization as a laboratoryto try-out it.

The purpose of this study is to obtain a complete and clear picture of PKBM Management in PKBM Salsabila, Pasir Belengkong District, which includes planning, organizing, implementing, monitoring, and evaluating. This research uses a qualitative research approach with a case study design, the main informants are managers including the Chairperson, Secretary, treasurer, technical resource persons and tutors. Data collection is done by interview, observation, and study documentationThe results of research, management and data analysis that have been done by researchers by describing relevant theories about PKBM management are: (1). Planning of human resource tutors and staff development programs is carried out at the beginning of the new school year through workshops. (2). Organizing the tutor and employee human resource development program is done by forming a committee and division of tasks and responsibilities towards the implementation of the program. (3). Implementation of the tutor's human resource development program and has been going according to plan. (4). Supervision in the implementation of resource development programs is carried out in the field or indirectly through reports at weekly meetings. (5). Source of Funds are: (1) Operational operational assistance fund (BOP). (2) Parents' participation funds, called Monthly Mandatory Fees (IWB). (3) Kepititian funds originating from the participation of parents of students (6) The form of giving Rewards in the form of incentives from the foundation paid every month. (7). Parental support in implementing PKBM management (8). Implementation of management, in principle, does not exist, but there is a component in the management function in the development of human resources that has experienced a few constraints, namely the implementation time of activities and financing support in ideal program planning is not yet maximal.

One of the very important aspect in the Education is related to the enrollment of new students which has a very complex problems. To overcome all the problems, the District Head Office of the Education and Culture Kota Samarinda, published a policy on the new students enrollment, year 2016/2017 by using online system/model. This research Purposes are (1) to describe the implementation of the  District Head Office of the Education and Culture Kota Samarinda for new students enrollment policy, year 2016/2017 for SMA level and (2) to know how the implementation of the District Head Office of the Education and Culture Kota Samarinda for new students enrollment policy, year 2016/2017 can be accepted by community. This research uses qualitative approach with the technique of data collection through indept interview, observation and  the documentation study. The sources of the informations for this research are the school headmasters and new student parents/new students. The research findings are (1) according to the school headmasters (the policy implementors), year 2016/2017 that the new students enrollment policy can be implemented on the SMA levels, although there are some problems associated with the students non-academic achievements, disability/Environment Devolopment(ED)/PTK, and the school capacity and the stages of the  registration path. While according to the new students’ parents/ new students, the new students enrollment policy, year 2016/2017  can be accepted with four notes, namely the problem of the non-academic students’ achievement, disability/ED/PTK, school capacity and the stages of the new students enrollment path; (2) related to the registration phase students’ non-academic achievements, disability /ED/PTK done before the regular /general path, causes many problems; (3) system/model of selection for students’ non-academic  achievements, disability/ED/PTK based on the leves of the highest value of the National Examination results causes problems; and (4) the school capacity according to the policy implementors and new students’ parents/new students hope the government provides enought school capacity for the community; and (5) Headmasters always have their HP on and they are always at school.
