ABSTRACT: KUBE is one of the programs launched by the Bontang city government in poverty reduction. KUBE in Bontang City was first formed in 2013. Based on data from the Bontang City Social Service in 2018, the number of KUBE in Bontang City reached 282 groups. The large number of KUBE can be a big hope for the local government in improving the welfare of the community. However, the implementation of the KUBE program in the city of Bontang has not met the government's expectations. This is made clear by the large number of KUBE in the city of Bontang that are not developing or moving towards independence. However, in the city of Bontang there is one KUBE that stands out the most, namely Mekar Sari. KUBE Mekar Sari is the best group at city, provincial to national levels. This study aims to determine how the process behind the success of KUBE Mekar Sari in achieving independence and the success of KUBE Mekar Sari can be seen from two sides, namely social and economic, and there are several factors that KUBE independence has a network of connections with each other. ABSTRAK: KUBE merupakan salah satu program yang dicanangkan oleh pemerintah kota Bontang dalam hal penanggulangan kemiskinan. KUBE di kota Bontang pertama kali dibentuk pada tahun 2013. Berdasarkan data Dinas Sosial kota Bontang pada tahun 2018, jumlah KUBE di kota Bontang mencapai 282 kelompok. Kuantitas KUBE yang tergolong banyak dapat menjadi harapan besar bagi pemerintah setempat dalam meningkatkan kesejahteraan masyarakat. Akan tetapi implementasi program KUBE di kota Bontang belum sesuai dengan harapan pemerintah. Hal tersebut diperjelas dengan banyaknya jumlah KUBE di kota Bontang yang tidak berkembang atau bergerak menuju kemandirian. Meskipun demikian, di kota Bontang terdapat satu KUBE yang paling menonjol dibanding dengan yang lainnya yaitu Mekar Sari. KUBE Mekar Sari adalah kelompok terbaik tingkat kota, provinsi hingga nasional. Penelitian ini bertujuan untuk mengetahui bagaimana proses di balik keberhasilan KUBE Mekar Sari dalam mencapai kemandirian dan keberhasilan KUBE Mekar Sari dapat dilihat dari dua sisi yaitu sosial dan ekonomi, dan ada beberapa faktor kemandirian KUBE memilki jaringan koneksi satu sama lain.

AbstractIn this paper we discuss the SKPD Filing Unit Employee Perception of the Regional Archival Information System Application (SIKEDA) and the Regional Archival Information Network (JIKEDA) in  the City Government of Bukittinggi. The purpose of this study is to determine the competence and optimal shield of SKPD employees in inputting files to the SIKEDA application.This type of research is descriptive research with a qualitative approach. The location of this study was carried out in 5 SKPD Institutions in Bukittinggi, namely: (1) the Library and Archives Office of Bukittinggi City, (2) the Education and Culture Office of the City of Bukittinggi, (3) the Youth and Sports Pariwasata Service of the City of Bukittinggi, (4) the Health Service City of Bukittinggi, (5) Social Service of the city of Bukittinggi. The object of the study was SKPD employees in five government agencies in the city of Bukittinggi. Writing this paper aims to describe (1) To describe the optimization of the use of SIKEDA and JIKEDA applications by Admin node SIKEDA in supporting records management in the city administration of the City of Bukittinggi; (2) To describe the competencies possessed by HR in SKPD in utilizing information technology in the application of SIKEDA and JIKEDA applications in the City Government of Bukittinggi.Data was collected by observation and direct interviews with SKPD employees in the Bukittinggi city government and literature studies in the application of electronic records in the government of the City of Bukittinggi.Based on the discussion, it can be concluded that the First Employee in the SKPD in the City Government of Bukittinggi is still not optimal in inputting the archive to the sikeda Second application.iKeywords: optimization, competence, electronic archives.

Good Governing Poverty Alleviation is a poverty reduction program by implementing a model of Good Governance in this context in the Family Hope Program - Independent Women's Group involving actors in the state, society and private sector. Handling the poverty problem of the Batu City Government in accordance with the Good Governance model through a partnership pattern established with the private sector, KPM and Batu City Social Service is expected to be able to create independent women's groups that are able to try to develop their creativity to rise from poverty for themselves and their families .                    This research uses descriptive qualitative method with data collection techniques such as, observation, interviews and documentation and other data that supports this study both primary and secondary. Based on the results of the study of "Good Governing Poverty Alleviation" through PKH Policy - Independent Women's Groups in Poverty Alleviation in Batu City where there are several problem formulations namely Independent Women's Groups in Poverty Alleviation, Implementation and Dynamics of alleviation Good Governing Poverty through PKH Policy - KPM in Poverty Alleviation Women's Empowerment through Independent Women's Groups in Batu City. The results of this study, namely this policy has actually been well-integrated but in the implementation or implementation at the regional level in this case Batu City has not shown an integration model because there is something that has not been realized normative. What is intended is that the Standard Operating Procedure (SOP) has not been regulated in this policy, there are dynamics such as the KPM human resource capacity that is still below the standard so that the policy implementation and private enthusiasm in implementing this policy very, empowering women through KPM is one of the efforts to improve the economy of KPM through a partnership scheme with entrepreneurs in Batu City.

This paper provides the organizational structure of institu-tional investment in the city of Bandung.Dalam Undang-Undang Undang-Undang Nomor 23 Tahun 2014 tentang Pemerintahan Daerah dise-butkan mengenai urusan wajib dan urusan pilihan, dimana salah satu urusan wajib ini adalah pena-naman modal, kemudian dalam Peraturan Pemerintah Nomor 38 Tahun 2007 tentang Pembagian urusan antara pemerintah pusat, pemerintah provinsi, dan pemerintah kabupaten/kota, salah satu kewenangan pemerintah daerah adalah dalam bidang penanaman modal, di pemerintahan Kota Bandung, penanaman modal yang merupakan urusan wajib dan salah satu kewenangan pemerintah daerah ditempatkan dalam struktur organisasi Bappeda Kota Bandung yaitu pada Bidang Pena-naman Modal, ini tentu saja berseberangan dengan UU No. 32 Tahun 2004/UU No. 23 Tahun 2014 dan Peraturan Pemerintah No. 38 Tahun 2007. Artikel ini berisi tentang struktur organisasi kelem-bagaan penanaman modal di Kota Bandung.

This research will further explore the practice of Good Financial Goverance (GFD), with case studies on the partnership process that took place between the city government of Makassar with PT.GMTD in managing the finances for the participation of local government capital. The research will focus on actor relationships taking place between actors involved in capital partnerships as a recipe offered by Good Financial Governance. The research used qualitative method with researcher location in Makassar South Sulawesi, Indonesia.The main argument of this study is to question the claims of Good Financial Governance, which relies on economic development issues and good financial governance by opening investment shells and the involvement of actors outside the government. For this study, the claim is completely wrong. The results of this study found that good financial governance actually gave birth to a new problem that is Exclusivity Actors. Exclusivity of actors as a consequence of the unequal amount of capital on actors involved in Good Financial Governance. Exclusion of Actors Governance impact on the limits of power between governance actors to be biased, depending on the composition of capital in partnership.Keyword : Exclusivity of Actor, Good Financial Governance, Capital Governance

Ahmad Soleh, Wagini, Vero Agustin; Market Levy is a charge withdrawn by the Department of Industry and Trade to compulsory retribution for the use of facilities in the form of stalls, kiosks and courtyards provided by the city government of Bengkulu. This study aims to examine the potential of public market retribution in Bengkulu City. Data collection techniques in this study using documentation. Secondary data was obtained from the Office of Industry and Trade of Bengkulu City. The market retribution potential formula is used in this method of study. The results showed that the existing market potential in Bengkulu City fluctuated. The average potential of general market retribution is Rp 2,220,464,960 per year with an average growth of 2.51% per year. This is in line with the realization of public market levies that also experience fluctuations. The average realization of general market retribution revenue amounted to Rp 1,854,906,535, - with an average growth of 6.53% per year. The percentage of realization achievement of potential revenue of general market retribution in Bengkulu city from 2014 to 2016 were 82.08%, 80.23% and 88.07% respectively with an average of 83.53% per year. Achievement average achievement above 80% is considered good. However, the local government of Bengkulu city should always try to increase the realization of acceptance of public market retribution with its potential.Key Words: Potential, Public Market Levy, Bengkulu City.

After Wang and thousands of other faculty and staff moved into their new university-built apartments in 1999, they found that the anti-theft doors of their apartments were defective and virtually useless. As a result, many tenants lost personal property to thieves. When infuriated homeowners elected Wang to complain to the local government, local officials simply ignored the complaint.

The process of implementing the concept of a welfare state by the Indonesian government towards its people is a problem of poverty. The number of needy people in Indonesia is enormous. This is what underlies poverty to be considered a serious problem so that the Indonesian government provides specific regulations related to poverty handling through the issuance of Law no. 13 of 2001 concerning Management of the Poor. In the South Sumatra region, particularly the city of Palembang itself, the problem of poverty is a big task that must be faced by regional officials and other related agencies. The Social Service of South Sumatra Province stated that Palembang City was the city with the highest number of poor people compared to other districts / cities in South Sumatra. This of course requires the right policies in handling it, one of which is through the issuance of the Regional Regulation of South Sumatra Province Number 7 of 2017 concerning poverty reduction in South Sumatra

Joint movement for poverty and unemployment reduction through harmonization of the economy, education, ecosystems and community ethos, or abbreviated Gerbang Hebat of the Semarang City Government, which was pursued in Semarang City has achieved a significant poverty reduction effort of at least 1.5% per year in accordance with the RJMD target of Semarang City in 2016-2021. The Semarang City Government in implementing the Gerbang Hebat Program joins hands with all stakeholders, namely BUMN, BUMD, Banking, Business, Private Sector, State and Private Universities, NGOs and community organizations to jointly make efforts to improve community welfare. Based on this, this study analyzes the implementation of the Gerbang Hebat program by observing the phenomenon of the implementation of program policies, namely the driving and inhibiting factors in the implementation of the Gerbang Hebat program in an effort to create an intelligent community in the city of Semarang. The approach used is a descriptive qualitative method where data collection uses interviews, observation, and documentation studies. The results of this study are the presentation of a valid, accurate, right on target, objective, and up to date database where name-based address and potential and area are still a challenge and monitoring and evaluation when the program is completed. In addition, community participation has an important role in realizing digital-based community governance. This is to ensure that activities are in accordance with the needs of the community, and ensure that these activities are sustainable activities and can lead the community towards independence.

Surabaya as the second largest city in Indonesia has its large scale Final Disposal Site (FDS) in Njawar. There are quite a lot of scavengers in this area. They live in a village not far from the landfill site - FDS. Unfortunately, the Surabaya city government has already extended the waste management to the private sector leading to an impact on the income of the scavengers there. On the other hand, the human resources are very minimal. In responding such a situation, the scavengers apply the  livelihood  strategy to empower themselves to survive amid the urban poverty. This study aims to determine the livelihood strategy undertaken by the scavengers in building their empowerment in Surabaya landfill and some factors affecting it. The livelihood strategy  consists of  acquisition, allocation and social networking. Also  the community applies the livelihood strategy for the assets owned comprising of  physical, financial, social, waste, and spiritual assets,  In addition, the results of research indicated that work ethic, work motivation, the role of the collectors as mediators,  facilitators and  patrons have a significant influence on the livelihood strategies undertaken by the scavengers . The job as a scavenger can be classified as a profession although  this type of profession has not been recognized by the state. Such a condition like this  leads to less government participation in the scavenging community. The result of the study recommended the involvement of the related agencies such as  Social Service, Office of Sanitation and Gardening, NGOs and Universities to  issue  a policy  to regulate all the necessary things in finding out the matters of the scavengers. The participation of the governments of the native cities of the scavengers is highly expected. Some employments are supposed to be provided by their hometown so as to reduce the flow of urbanization

In this paper institutional change in the former Soviet Union will be explored by focusing on local government politics and administration. The political turmoil in local government is examined as efforts are made to capture the ‘residual legitimacy’ of the Communist Party and to replace the latent functions of the Party in coordinating the complex structure of local government. It is demonstrated that the complex centralized structure of Soviet local government still exists. It is argued that the conflict between the mayor and the city soviet has at least partly been a turf battle over whether the mayor or the city soviet will assume functions previously performed by units of the Communist Party; that, although on the surface the administrative system has been significantly altered, some units are little changed from the Soviet period; and that policy responsibilities of city government are being shaped as they assume by default residual responsibilities from the republic government and as the effects of privatization are felt.
