The article examines the economic reforms carried out in Azerbaijan, the goals outlined by industries according to Strategic Plan of the “Strategic Road Map for the National Economy and Main Sectors of the Economy”, aimed at implementing these reforms, development strategies, and reforms carried out in accordance with State Programs. The importance of these reforms in the national economy sustainable and constant development has been noted. The article describes the development of the non-oil sector in the framework of general, sectoral and regional programs adopted in Azerbaijan to achieve sustainable development, diversification of the economy, development of infrastructure aimed at ensuring socio-economic development. Thus, the level of gas supply infrastructure in the regions, the level of gasification, the level of industrialization, the creation and development of infrastructure in existing industrial zones, as well as the implementation of clustering measures were reviewed and determined that in 2019, 46 enterprises were registered as residents and more than 8,000 permanent jobs were created. At the same time, during the 4th stage of the industrial revolution, the implementation of innovations in the field of ICT in Azerbaijan, new opportunities for sustainable development of the country as a result of digitalization and the formation of a digital economy were created. Also, the importance of restoring the liberated territories of the country, assessing the current state of the economy, determining the priorities of the sectors and establishing an organizational-management mechanism that ensures the gradual development of these areas in a timely manner were studied in detail. The relevant state decrees, defining measures that need to be taken to ensure the restoration and development of the Upper Karabakh and Kelbajar-Lachin regions and adjacent territories, were also considered and analyzed, specific directions of the organizational and management mechanism to ensure their implementation were specified.

The article analyzes the need to transfer the environmental innovations effectively in the system “enterprise-region-state” and to establish the relevant innovative changes promotion channels for the country’s sustainable development. The authors study this problem in the context of priority directions of UNO Sustainable Development Strategy and Sustainable Development Strategy “Ukraine – 2020”. Its solution is a key factor of influence on Ukraine’s economic growth and security. The study is based on methods for defining the influence of national economy innovative activity on the choice of relevant ecological modernization state regulation channels for sustainable development. FCM analysis was used for the study. Six groups of instruments were defined and characterized depending on the influence on sustainable development subjects. The system of instruments was formed, and the approach towards making the managerial decisions in order to ensure Ukraine’s national economy sustainable development was proposed. Practical value of the obtained results is that the established relevant channels can ensure the fastest reaction of business environment to state regulatory impact, which is the main constituent of state administration and sustainable development processes regulation system.

Education is a core element of the Sustainable Development Concept. It is not only because of the declaration of SDG 4 within the 2030 Agenda but also its embeddedness in other goals, targets, and indicators. Thus, the study aims to generalize approaches to define the relationship between the efficiency of the strategy of sustainable development of the national economy and state regulation of education. The research is accomplished for 14 Central and Eastern European countries (2006–2016) using the combination of principal components method and parametric method of stochastic frontier analysis in the software package STATA 11 and FRONTIER 4.1. As a result, the empirical proofs of the strong and adequate link between the efficiency of the sustainable development strategy of the national economy and state regulation of education are identified. The technical efficiency indexes were also calculated that allowed forming three clusters for Central and Eastern European countries distributed by the level of state regulation of education and efficiency of sustainable development strategy implementation. It helps to distinguish the main measures to reform the state regulation of education in Ukraine considering the experience of Slovenia, Poland, the Czech Republic, countries that proved to be the leaders in a sphere of sustainable development strategy implementation. The recommendations for further improvements in educational policies were defined. SOCIAL INNOVATION AS AN IMPORTANT ELEMENT OF EUROPEAN DEVELOPMENT STRATEGIES EU member states are undergoing the process of economic and demographic transformation with significant influence on society and economy. In order to respond to the existing and future challenges, it is necessary to adapt development strategies and policies, as well as to focus on concepts such as innovation, social change, equality and sustainable development. In the new development strategy, EU will focus on creating a society that will function as a competitive, secure and energy-efficient system. Scientists, economic policy makers, nongovernmental organisations and entrepreneurs are showing an increasing interest in the field of social innovation, striving to address a series of contemporary challenges. The aim of this paper is to study the role and ways of fostering social innovations in the European Union. The contribution of this paper is reflected in the systematic review of the importance of social innovation and the measures used to foster them, while pointing out the existing obstacles and needs and recommendations for further development of social innovation in the context of global challenges that the EU is facing. The results of the research indicate the growing importance of social innovation in modern EU policies that actively promote the quintuple helix approach, recognizing sustainable development and innovation as key development priorities during the Fourth Industrial Revolution. Recommendations for further development of social innovation in the EU include the need to coordinate various EU instruments in this area, encourage investment in innovative education, training and employment programs in this area, increase awareness of social innovation, encourage networking and dissemination of information and create an enabling environment for their development. Also, the paper highlights the shortcomings in the field of measuring social innovation, as well as the need to address this challenge, in order to improve the understanding of their role, but also a more efficient allocation of incentives to them. The aim of the article is to analyse the current state of the economy, to review positive and negative trends for further economic growth, and to determine an effective strategy for the development of the economy on this basis. The subject of the study is economic development, prospects for development and the realities of the present. Methodology. The analysis of scientific literature enables to analyse the current economic status and to determine strategic priorities and goals of economic development; in addition, the dialectical method, scientific abstraction, methods of system analysis are used. The results of the study reveal that the implementation of foreign experience during the development of the national economy enables to solve a number of key economic problems that hinder the development of the national economy. The main positive stages of economic development over the last five years are outlined. The study states that an increase in the share of high-tech and innovation sector requires a complex structural transformation of the economy at present. Practical implications. Moreover, the status and determining trends of economic development, considering threats and risks associated with crisis processes in the modern world, are analysed. The main principles of the formation and implementation of the economic development strategy based on the coordination of strategic priorities and strategic objectives of the EU, as well as the need to reform the economic sector to improve promising spheres of the economy, are determined. Relevance/ originality. The study reveals the state of affairs in the economic system, as well as promising trends of the economy, are identified and further developed.

The scientific and methodological approach to the evaluation and analysis of the efficiency of system management by innovation factors for sustainable development of national economy from the point of view satisfaction vital interest’s population is developed. This is the calculation of the modernized index human development based on the adjective model based on 26 indicators (social, economic and environmental subsystems), as well as using the methods of the main components and the slip matrix. The resultant value is the modernized Human Development Index (MHDІ) of Ukraine. The architectonics MHDІ of Ukraine in 2007–2017 from the position of sub-indices of the ecological, social and economic subsystems is analyzed. Consequently, the scientific and methodological approach based on the MHDI change allows us to draw conclusions regarding the effectiveness of the work and public administration bodies in the context of making managerial decisions regarding the satisfaction of the vital interest’s population. MHDI considers the main regulated parameter of the system management in the innovation factors of sustainable development in socially oriented economy. The tendency of steady decline MHDI of Ukraine in 2007–2017 on 53.45 % was confirmed, which confirms inefficient state regulation of crisis situations in Ukraine. In order to increase the efficiency management of innovative factors by sustainable development of the national economy, from the standpoint of satisfaction vital interest’s population, it is proposed to intensify the use of public debt and savings bonds, market and non-market methods of relief and debt load. This is due to the fact that at the current stage of development in the national economy, public external debt is one of the most significant indicators of the state economy. It is at the same time a criterion for the effectiveness of public financial policy, as well as a threat and opportunity for the Ukrainian economy. In order to optimize its size, various methods, approaches, tools are used. Based on the analysis of world experience, it has been established that the securities market, in particular debt securities, plays a strategic role in regulating this issue. Therefore, it makes sense to recommend government debt bonds and government savings bonds to optimize the amount of external public debt.

The problem issues and points of inhibition of the introduction of public-private forms of sustainable management of European type in the national economy of Ukraine are determined in order to ensure the effective implementation of the relevant principles and mechanisms in the system of sustainable development of the state and its territories, in particular in the context of water, land, forest and mineral resources. The main limitations of the system, as well as the factors of deterrence and directions of the development of public-private relations in Ukraine are revealed.
