Nowadays the high-tech sector plays a key role in economic development. The sector of high-tech and knowledge-intensive production is legally considered as a driver for the development of the domestic economy. However, the boundaries of any development are determined by the resource potential, in which the infrastructure component plays an important role. The search for opportunities to maximize the positive effects of investing in high-tech production in conditions of a total shortage of conditionally free financial resources is actualized by the need to implement the neo-industrial concept of economic development as a response to the challenges of the modern world economic system, which confirms the relevance and determines the purpose of this study. The effectiveness of the innovative component of the economic development of the state is predetermined by the quality of the processes of high-tech and science-intensive production in the context of the need to integrate the new industrial basis of the national economy into the system. This problem primarily affects the level of microeconomic systems that form regional economic systems, which, in turn, determine the pace and quality of development of the national economy.

The article examines modern world economic development as a phenomenon of regional and local cooperation with the growth of regions (subregions) as the main actors in ensuring the socio-economic development of the state, its competitiveness in the world economic and political arena. Capable regions and subregions are able, on the one hand, to reduce the burden on central authorities by taking over some of their powers, and on the other - to take into account the needs of new communities, businesses and other organizations when making decisions in production on public services. The article proves that public administration and their components - public administration and regulation in the field of national and regional (local) development - is one of the most important problems of forming developed market relations in Ukraine, in particular with the formation of a new system (mechanisms and tools) in the field of resource provision of the decentralized model of local governance. The European integration vector of development chosen by Ukraine envisages a significant modernization of the system of public administration in general and administration in particular. The formation of domestic public administration and administration on a qualitatively new basis in connection with the intensification of some social processes and the need to solve systemic problems of socio-economic development of certain territories of Ukraine necessitates deep theoretical, methodological and scientificmethodological study of the imperfection of the public system. management and administration in conditions of resource constraints. At the same time, despite the intensification of efforts of scientists in the development of methodological tools, a universal approach to solving the problems of insufficient efficiency of public administration and administration has not yet been developed.

The Central and Eastern European countries implemented an economic policy fundamentally reorienting their foreign trade in the nineteen–nineties. This involved a shift in direction from the East (the former Soviet Union and its satellite countries) to the West (primarily the European Union). The economic transformation of those countries as well as integration with the European Union was established and nearly complete in the wake of accession in the year 2004. However, transition periods facilitating the completion of integration processes were established for certain sectors, including adaptation to environmental rules and standards, for example. The aim of this paper is to present certain findings of an international comparison among the "new" European Union member states related to: certain final economic results of the transformation with respect to achievements related to the various states of economic development (verification of the M. Porter and T. Ozawa model), and the ability to adopt selected requirements of the Renewed European Union Strategies after the year 2005, with special reference to the Renewed Sustainable Development Strategy and the Strategy: Global Europe-Competing in the World. Verification of the Ozawa and Porter Model is positive for all Central and Eastern European new members of the European Union. Transformation and integration processes supported these countries on their way to economic development. These positive results on their development path are presented in the paper in detail.
