The author analyzes and characterizes the government program "Digital economy of the Russian Federation". It shows the connection of the digital economy not only with e-Commerce and e-business, but also the creation of conditions for the development of the knowledge economy in Russia to determine the prospects for technological development. The problem of knowledge commercialization related to the evaluation of publications and scientific developments of domestic scientists is revealed.

This article explores the vulnerabilities of Russia in the digital environment, as well as such phenomena of modern digital economy as cryptocurrencies, blockchain, big data, artificial intelligence, and robotics. The question is raised on the risks that humanity faces in the digital space, which entail the implementation of the latest technologies in society. The author offers the ways for their minimization. The article covers the project “Digital Economy” developed by the Government of the Russian Federation, which is intended for creation of sustainable and secure information and telecommunications infrastructure for high-speed transmission, processing and storage of data bulk, accessible to all organizations and households. Analysis is conducted on the modern enterprise in the sphere of information and communication technologies and the concept on the protection against personal data theft. The crucial role of the IT specialists in digitalization is highlighted. The conclusion is made that in digital space, the major threat to national security is the hacker attacks aimed at the theft of personal data, intellectual property, etc. The author believes that the minimization of risks detected in the course of research requires providing technology opportunity for the Russian Federation to store the collected data locally, rather than abroad. The all-round government influence on the research and legislative sphere, legislative orientation towards stimulating the development of innovation technologies would ensure safe and effective integration of socioeconomic sphere into the digital space.


The article presents a typology of rural areas in the Russian Federation in terms of the level and dynamics of socioeconomic development based on comparative statistical and comparative trend methods of analysis, which the authors have elaborated. The authors cover methodological approaches, as well as organizational and economic mechanisms of agriculture, which are stipulated in the government program “Integrated Development of Rural Areas” for 2020-2025, and their expected influence on the transformation of types of rural areas, which have arisen in the country.

Introduction: the emergence of such freelancing as remote labor meant the beginning of the process of the flexible virtual law formation. “Cloud computing” is coming into life. There appear the concepts of “working in the cloud” only in the virtual (digital) space, so the government program “Digital economy in the Russian Federation” of July 28, 2017, No. 1632-P adopted in the framework of the Decree of the President of the Russian Federation of May 9, 2017 provided the need for the formation of a comprehensive legislative regulation of relations arising in connection with the digital economy development. At the same time, it is specifically noted that the labor market should be based on its requirements in order to create productive employment. Methods: the methodological framework for this study is the methods of scientific knowledge, among which the main ones are the methods of consistency, analysis and comparative law. Results: the paper is devoted to the existing problems of the legal regulation of digital technologies in labor relations for the expedient and empirical updating of many legal norms, from which in the future it will be possible to start, change and supplement it, adhering to a fundamental change in labor relations in order to develop non-standard and fruitful employment. Conclusions: as a result of the conducted research it is established that in the Russian Federation the labor legislation regulating the electronic legal employment relations is fragmented and does not contain all the elements of the legal regulation. There is a need for the legislation on archive business in electronic form, the widespread introduction of electronic employment contracts, which can serve as the basis for the electronic personnel records management. The labor legislation should contain the provisions on the equivalence of an electronic labor contract to a written form.

One of the priorities of the government program “Digital economy of the Russian Federation” is the progressive development of the existing education system, which should provide the economy with competent personnel. In addition, this document declares the need to create a system of motivation for the development of the necessary competencies and participation of personnel in the development of the digital economy of Russia. All this requires the transformation of the classical educational system, which ultimately implies the creation of a “digital university”.According to the concept, proposed by the Agency for Strategic Initiatives together with Skolkovo University, the “digital university” will allow us to change the form and content of education in accordance with the requirements for new digital economy personnel. At the same time, the main emphasis should be placed on the individual trajectory of education, that is, collecting information not only according to the teacher’s assessment, but also collecting information in the student’s online course (what subjects the student was interested in, how he passed the intermediate tests, etc.). In addition, you need to create a specific set of services at the university. They should work in a similar way to the super services that are already being created in the Ministry of Digital Development, Communications and Mass Media of the Russian Federation for receiving public services online. So, the student will be able to get help and get registered in the military enlistment office in a single window mode, without having to go to the offices. In addition, changes are needed related to the content of education. So, along with the already developing segment of mass online courses, courses using AR and VR and virtual simulators should be introduced in universities. With the help of modern technologies, students will be able to learn the profession more effectively in practice.The article attempts to generalize the minimum set of necessary transformations of a classical university into a “digital” one and present their description.

This article discusses the problems and prospects of the introduction of digital technologies in the activities of state authorities of the Vladimir region. The most acute problems of the implementation of the program “Digital Economy of the Russian Federation” in the region, the authors attribute: the inefficiency of the training system for the implementation of digital economy projects; low availability of communication services, relative to the average Russian value; a significant gap in the level of technological development of various sectors of the region’s economy. To solve these problems in the Vladimir region, a unified digital platform was developed, which will significantly increase the efficiency of the activities of state authorities, as well as a number of regulatory legal acts that are analyzed in this article have been adopted.

Abstract This article describes the impact of the global digital economy on the technological development of the mineral sector in the world. Due to the different specifics of the legislative bases of the investigated regions, such as the USA, China, EU, and Africa, the development of digital transformation is presented on the example of the Russian Federation in the context of world trends. The article presents an analysis of the possibilities of using straight-through digital technology in prospecting, design, development, and use of mineral resources. It describes a structure promoting the development of applied digital technology through research–education centers and international competence centers. This structure would allow forming the new competencies for personnel working in the digital economy. The underfunding of the information and computing infrastructure could be a significant challenge to the digital transformation of the economy. Creating the conditions for a reliable and secure process of generating, storing, and using data is the basis for protection from the cybersecurity hazard that could act as a brake on technology advancement. This article discusses the organizational and technological priorities of the development of the mineral resource sector on the example of the Russian Federation. The challenges for the mineral resource complex resulting from global changes can be taken on through technological changes of the industry. The article gives a thorough description of issues related to technological developments in the raw materials sector, oil refining industry, development of integrated and advanced mineral processing systems, and the use of household and industrial wastes. The research presents basic technology contributing to sustainable development, starting from exploration and production forecasting and up to sustainable planning and distribution of material and energy resources based on real-time data. It also pays special attention to the possibilities of creating digital platforms for the mineral sector. Digital integration, combining research areas, personnel, processes, users, and data will create conditions for scientific and technological achievements and breakthroughs, providing scientific and economic developments in related industries and, above all, in the global mineral and raw materials market.

Purpose The purpose of this paper is to substantiate the perspectives and to develop recommendations for managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 by the example of modern Russia. Design/methodology/approach The methodological basis of the research consists of the hypothetical and deductive method. The offered hypothesis of the necessity for decentralization of managing digital modernization of regional markets of educational services in the conditions of formation of Industry 4.0 is verified with the help of a complex of methods of economic statistics (econometrics), namely, the method of regression analysis and analysis of variation. The research objects are regions of modern Russia that are peculiar for the highest level of scientific and technological development (top 15 of 83 regions at the beginning of 2019), which shows their largest progress in formation of Industry 4.0. The information and empirical basis of the research consists of the materials of the report on human development in the Russian Federation “Human and Innovations”, prepared by the Analytical Center for the Government of the Russian Federation (values of the education index are taken from it), and analytical materials of the rating “Level of Development of Science and Technologies in Regions of Russia” as a result of 2018, prepared by Ria rating (values of the index of scientific and technological development are taken from it). Findings It is determined that regional specifics are not sufficiently considered during management of modernization of regional markets of educational services in the conditions of formation of Industry 4.0 in modern Russia. This reduces efficiency of managing digital modernization of regional markets of educational services and leads to the fact that these markets do not perform their function of infrastructural provision of Industry 4.0, slowing down the process of its formation. Originality/value The necessity for managing modernization of the markets of educational services in the conditions of formation of Industry 4.0 at the regional level, in view of specifics of the regional economy, is substantiated. For this, a conceptual model and recommendations for its practical application in modern Russia are offered.

In the Strategy of scientific and technological development of the Russian Federation, the main goal is to ensure the competitiveness and independence of the state by forming an effective system of the most complete application and development of the intellectual potential of the state. The main directions in the work of the Government of the Russian Federation, for the period up to 2024, is the formation of conditions for the entry of the Russian Federation into the top five leading countries in the field of R D, represented by the priorities of scientific and technological development of the state, determined by this Strategy.These areas are represented by the Program, which is the main mechanism for implementing the Strategy. It is aimed at increasing the socio-economic effect of applying the results of scientific research and intellectual activity, significantly increasing the efficiency of using budget funds and extra-budgetary sources to finance R D, by switching to the qualified customer model. The Strategy also provides for measures to develop the level of capitalization of the educational potential of the population to fulfill the tasks of technical modernization of industrial production, development of entrepreneurial structures of all types, attracting talents, social mobility, ensuring the required rates of economic growth, as well as the quality of life of society

The article considers the concept of “digital economy” and its relationship with the concept of “knowledge economy”. It is concluded that the digital economy is officially considered the previous stage before the development of the knowledge society (knowledge economy). A review of the opinions of specialists from different fields of knowledge about the positive and negative effects, as well as the possible risks of the development of the digital economy, is presented. It is proved that despite the objectiveness of the process of moving towards the information society, and further towards the knowledge society, humanity must make efforts that this path will not be destructive for its previous achievements in various fields. From the perspective of system economic theory, an analysis of the system effects and risks of the development of the digital economy in Russia is made. For this purpose, an assessment of the system balance of the distribution of funds in the national project “National Program “Digital Economy of the Russian Federation” is performed. The results of federal projects are classified by system types and the system balance indices are calculated for assessment the financing volumes of the four basic types of economic systems (object, environment, process, and project). The obtained values of the indices of system balance of distribution of funds of the national project “National Program “Digital Economy of the Russian Federation” showed the presence of significant imbalances in the volume of financing between systems of various types. It was revealed that priority support was given to the systems of environment and process types responsible for the development of infrastructure and protocols for collecting, processing, storing and disseminating data. This circumstance should be taken into account in the formation of the country’s economic policy since both the economic systems of the four basic types and the conditions and factors of economic growth should develop proportionally. Application of the presented approach to the development of the digital economy in Russia will make it possible to efficiently distribute financial resources between subsystems, to avoid both duplication of functions by systems of various levels and excessive strengthening or weakening of one or several types of systems.

A map is a means of knowing the territory, but the user’ cognitive activity, interest to maps and the readiness level are different. The levels of an experienced user who reads a map using their professional knowledge of the mapping object being studied, and a student who started studying a school subject and does not have any basic knowledge of the subject being studied. The article proposes a structural cognition model of the surrounding reality with the help of such a means of cognition as a map. Cognitive activity is carried out on the basis of sensory cognition, theoretical thinking and practi-cal activity. It occurs when a certain new phenomenon – a stimulus – appears, which, with the help of an orientation reflex, activates the child's interest in new means of cognition of the surrounding reality – the map. Cognitive activity involves subconsciousness, intelligence, and consciousness, which form new knowledge about the environment. The process of child’s cognitive activity can be controlled by an assistant (teacher, parent) or can take place independently. Knowledge about the region is proposed to be formed by using a cognitive model of the region, visualized by the cartographic method. Such a model contains a certain set of thematic layers, characterizing the region as a whole, from all sides of natural, socio-economic aspects. The cognitive model allows working with a separate topic, disclosed in a specific map and getting comprehensive knowledge about the region, thereby fulfilling the strategic objectives of the State Program for 2019-2030, approved by the Decree of the Government of the Russian Federation of 27.03.2019 No. 337 "Scientific and Technological Development of the Russian Federation" to provide conditions for the development of "civil" science, expanding the access of citizens of the Russian Federation to scientific knowledge and participation in their acquisition.
