The ability of the Regional Government in planning the budget is something that is very influential in order to realize the goals set through the Medium Term Development Plan. The change in the paradigm of the government system from centralistic to decentralized (regional autonomy) has the consequence of a change in the development planning paradigm from a sectoral development approach to a regional (regional) approach.This study uses qualitative methods, to see whether the budget planning implemented by the East Java Provincial Government is in accordance with public policy, and sees its potential, taking into account the development of the 2014-2019 Medium Term Development Plan.The results achieved in this study are mostly the budget planning process that is applied in accordance with public policy, which starts from the bottom, although the results obtained are still not fully in accordance with the target. And this is evident that East Java is the province that first applied ebudgeting, so that budget management can be more transparent and accountable.

A region’s development planning should be carried out by referring to the strategic issues faced by the region. Thus, strategic issues become the basis upon which regional governments formulate their policies and work programs. This study examined how each region in Bangka Belitung Islands Province positioned strategic issues of ecology in its regional development planning. The current writers examined eight regional governments’ Regional Medium-Term Development Plan (RMTDP) documents; one of which belongs to the provincial government, while the rest belongs to the regency/city governments. This study found that ecological issues comprised an average 17.6% of the strategic issues in all of the planning documents, the highest of which was found in Belitung Regency’s planning document. In addition, the analysis revealed that the general focus of the strategic ecological issues was environmental damage, which was reported by three of the regions as a result of mining activities. This study provides an illustration of how each regional government is committed to take ecological issues seriously and include them in the strategic issues at the regional level.

Purpose of the study: This study examines the capacity planning of the new autonomous region (DOB) in the Seluma regency of Bengkulu province, Indonesia. Methodology: By applying the descriptive qualitative research and interactive model, the results show that capacity planning becomes an important process involved by all stakeholders. Moreover, the planning process, which reflected the development and implementation of the DOB’s objectives, includes four approaches (1) technocratic; (2) political; (3) top-down/bottom-up; and (4) participatory. Main Findings: The findings imply that policy actors are required to respond to parts of the process that have not been effectively accommodated. Additional planning further should be based on the results of academic studies and expert opinions. Therefore, it needs a strategy and capacity planning to deal with these threats employing diversification strategies to increase creativity and innovation. Applications of this study: This study can be useful in the government and regional development. This study can be useful to plan work programs every year as set out by the Regional Revenue and Expenditure Budget (APBD) in line with the vision and mission of the elected Regent. In addition, this study also can harmonize the APBD with the National Long-Term Development Plan (RPJPN), the National Medium-Term Development Plan (RPJMN), and the Regional Long-Term and Medium-Term Development Plan, so that all work programs can be implemented according to community needs. Novelty/Originality of this study: There are a few studies have been done so for on this sample. This study has value for the implementers (ASN) of BAPEDA in planning the work program of the new autonomous regional government.

Facilitation of Development Planning is very urgent and vital as an instrument to increase effectiveness in building synergy in terms of regional development in accordance with the mandate of the law on national development planning, namely in accordance with Permendagri Number 86 of 2017. Kendal Regency Facilitation Process by the Central Java provincial government those that have been implemented well will produce legal products that are able to explain the central government's development programs and there will not be problems in the future. The problems of Regional Development Planning, which have been carried out by the Central Java provincial government, are still much sought to be in accordance with the conditions and needs and well implemented in accordance with the laws and regulations, the need for a better solution to avoid future problems ; Time problems that are less effective, and so that scheduling is done in great detail and in a short amount of time, to improve the performance and effectiveness of facilitation. Regarding the issuance of the Minutes is not quite right than the issuance of the Governor's Decree, the Javanese provincial government should be publishing the provisions of the results of facilitation that have been carried out.The Kendal Regency Government also seeks to ask the provincial government to establish a governor's decree so that it can form the basis of the legal umbrella of regional development planning, which is in accordance with the substance of the Minister of Home Affairs Regulation No. 86 of 2017, relating to the Regional Development planning process in Kendal District, which was previously in 2016 has been amended by the new regulation by referring to Permendagri regulation No. 86 of 2017, Kendal District Government seeks to ask the Governor of Central Java as the provincial government to provide facilitation that is in accordance with Kendal Regency characteristics, with reference to the effectiveness of the time given so that the bureaucracy that is built can be effective and efficient.Keywords: Facilitation, Juridical, Regional Development Planning

Since the enactment of decentralization local government have been granted the authority to organize, protect society etc. Given the authority that Central Kalimantan provincial government issued a policy (Pergub No. 15 tahun 2010 on guidelines for land clearing and yard for the people) to protect the local community in the tradition / habit of farming by burning forests to customary provisions. The aim of this study is to describe and analyze the extent to which public policy relevance since the issuance of the policy in 2010-2015 and to what extent these policies protect the local wisdom. the method used is descriptive qualitative study, using the study of literature in the process of data collection. Results and discussion of these studies show that 1) in 2015 created a policy that is no longer relevant because the whole area of Central Kalimantan is 15.3 million hectares, 12.7 hectares (78%) is controlled by plantation companies. 2) goodwill by the Government of Central Kalimantan to protect local communities need to be given appreciation. But this policy could apply / relevant if it is done before the 90s because many forests and local people still farming to meet food needs.

This paper attempts to examine the authority of the Regional Government following the amendment of the Regional Government Law Number 32 of 2004 to Law No. 23 of 2014. The compilation of this paper is based on a review of Library and Legislation. One of the important points in the amendment of the Law on Regional Government relates to the authority of the Regional Government in the Management of Mineral Resources. The implications of the amendments to the Law on Regional Government include the decreasing authority of the Government of Tinggua II related to the granting of permits and supervision of the utilization of energy and natural resources in the area of regencies / cities in Indonesia. public policy making (public policy making). Energy and Mineral Resources have now played a very important role in the development of the Indonesian economy, which serves as one of the backbone of state revenue. The management of Natural Resources needs to be done optimally, efficiently, transparently, sustainably and environmentally sound, and equitable in order to gain the greatest benefit for the people's sustainable prosperity.

SEZ (Special Economic Zone) is one of the government's policy programs in national development planning. Reliable and excellent business and investment activities are the main objectives of the Special Economic Zone policy. Promotion strategy in attracting investors interest continue to be enhanced by Palu City Government. The purpose of this research is to know the efforts made by Palu City Government in pushing Palu Special Economic Zone to potential investors. The method used is qualitative method with case study approach. The results of this study indicate the interest to attract investors to do personal selling done by direct communication between the Government of Palu City and Central Sulawesi Provincial Government with potential investors. Finally constructed suggestions for the strategy of promotion of Special Economic Zones to attract potential investors to invest in Special Economic Zones.The contribution of this research is to provide insight on personal selling with potential investors done by the government of Palu and the Central Sulawesi province.

The increase in the number of HIV-AIDS cases in the last ten years from 2008 to 2017 in Toba Samosir Regency with an average HIV growth of ≥ 7% and AIDS growth of ≥ 31%, has to be handled by implementing a special program. The lack of coordination between HKBP AIDS Committee Balige and Regional Government has to be made since there is no similar opinion about HIV-AIDS, the government agencies which are joined in the Committee of Regional AIDS Handling are not focused on prioritizing HIV- AIDS problems, and coordination in planning has not been optimal so that the budget is limited. The objective of the research was to find out the coordination between HKBP AIDS Committee, Balige and the Regional Government in HIV-AIDS Handling program in Toba Samosir Regency. The research used qualitative method (phenomenology design) which was aimed to get information about the coordination in preventing and handling HIV-AIDS in Toba Samosir Regency, with 20 informants. The data were gathered by conducting in-depth interviews and documentary study and analyzed by using content analysis. The result of the research showed that coordination, involvement, and active participation of all agencies in the KPAD (Regional AIDS Handling Committee), the implementation of budget planning, and activity planning were inadequate. It is recommended that formal meetings be increased in order to develop communication and to create good coordination, either from budget planning or from the implementation of handling HIV-AIDS in Toba Samosir Regency.

Nationally, the program to rejuvenate oil palm has become a concern of the Government. It is supported by the policy of replanting grant funds using funds from the Oil Palm Plantation Fund Management Agency (BPDPKS), including West Sumatra Province. In Dharmasraya District, KUD Suka Maju received grant funds to realize replanting in 2019, while KUD Bukit Jaya was for realization in 2020. This paper describes the activities' results to the two KUDs in preparation for replanting oil palm using BPDPKS funds. The activity's objective is to encourage and revive the spirit of cooperation in the KUD and help accelerate the effective coordination among stakeholders in the replanting program in the district of Dharmasraya. In the context of broader regional development, particularly the development of sustainable oil palm plantations, this oil palm replanting program needs to involve stakeholders from the initial planning stages to implementation and evaluation. Coordination between related government agencies requires the participation of the Regional Development Planning Agency (Bappeda) as the coordinator of regional planning, and it is necessary to internalize the replanting program plan with all its aspects into the Office's Strategic Plan (Renstra) and the Regional Medium-Term Development Plan.

Through access to regional autonomy, the desire of various regions to formulate Islamic law into their laws and regulations in order to fulfill rights and obligations and respond to various problems of society becomes more open. Therefore, the purpose of this research is to reveal how the function of Sharia Regional Regulations in the implementation and fulfillment of basic service duties of local government, especially from the aspects of education and socio-culture in Gorontalo Province. This type of research includes normative legal research supported by empirical data, which examines comprehensively and analytically the primary and secondary legal materials, using statute approach and case approach. The result of the research indicates that the existence of these regional regulations is one of the provisions ensured in Law no. 23 of 2014 on Local Government and Government Regulation Number 38 of 2007 on the Division of Government Affairs, between the Provincial Government and Regency/Municipal Government. The regional regulations drafted and compiled by the Gorontalo provincial government actually assure harmony of life, security, and order. As it is in the field of one's religious education. The existence of the Regional Regulation of Reading and Writing Al-Qur'an in Gorontalo is able to embody the desire of students to develop their education to higher level, as a condition for entering the next school level. Meanwhile, from the socio-cultural aspect, the existence of Regional Regulations on the Prohibition of Gambling, Prostitution, and Liquor, helps the government create order and tranquility in people's lives, maximize regional potential and development, especially with regard to local wisdom. Therefore, the Regional Government requires to implement and maximize the provisions of sharia regional regulations in order to support development, especially those related to basic services in various aspects, in order to maximize the regional potential and local wisdom.

Status: Postprint di Jurnal PUBLIKa Jilid 2 Terbitan April dan Oktober Halaman 48-58The region authority to controlling the development planning contained in a regulations No. 25 of 2014 about the system of development planning. The regulation give an opportunity to the public to become involved in every process of development especially in the long-term process, medium-term although short-term. Medium-term development plan (RPJMD) become the important ones to every region especially Peknbaru city, because this formula was an elaboration of the vision and mission of regional head (Walikota) as well as executives products that directly related to the policies of city government development. As part of the process of formulating the development plan, the discussion of development planning (musrenbang) was the only step where the public get the chance to participate. Through a descriptive qualitative approach by the ethic data analysis and emic, concluded that the public participate in the discussion of development planning RPJMD of Pekanbaru city fully initiated by the government of Pekanbaru city, there was nothing mobilitation from the government to the public in musrenbang because the public voluntary attendance for the invitation, participation from the formal way and group and also there was nothing informal way, so this participation has not been effective because the public were not involved from the start in the formulations of the RPJMD, so that the public still seen as a subject in the development planning.Key word: participation, social changes and development, RPJMD.
