ABSTRACTThis study aims to describe how the management of the Village Fund Allocation and the Village Fund implemented in Tulungrejo districts Donomulyo Malang district, which is in the process of planning, implementation and accountability if it is based on procedures and rules, whether the principles princip management has been able to be realized. And supporting factors and inhibitors that affect the management of the Village Fund Allocation and the village fund. In this research, the calculation to determine the amount of the management of the funds used for the fields in rural development. The results of data analysis showed that the allocation of funds and funds rural village in the village which Tulungrejo in use for four areas of rural development is the empowerment of the community amounted to 81%, the field of administration of the village of 47.16%, 41.83% field of community development and areas of development village 22.97%. In general management of the allocation of funds of the village and the village fund in Tulungrejo districts Donomulyo Malang regency less Effectively, this is proved by the persistence of the activities of management process which is still not in accordance with laws and regulations such as government regulations and rules issued by Regent Poor. Keywords: Management, Village Allocation Fund and the Village Fund

The purpose of the research is to describe and analyze accountability village funds allocation in Lam Ara Village. The method used is data analysis with a descriptive qualitative approach. Data collection was taken by interviewing several employees working in the Lam Ara Village Office in Banda Aceh. The results of the study show that  The  accountability  phase  of  the  Village  Fund  Allocation  (ADD)  in  Lam  Ara,  both  technically  and administratively is good, but must still receive guidance from the Banda Aceh City government, Implementation of the use of village funds has applied the principle of accountability. Thus it is necessary to make improvements on an ongoing  basis  while  still  adjusting  the  situation  and  conditions  and  the  development  of  applicable  laws  and regulations

Through this work, who examines rural village Gnjili Potok points out the importance of the historical and geographical components, as well as essential guidelines to preserve the identity and authenticity of the village? Villages are still the only places where it is possible to agriculture as a life interest, but there are fewer of those who live from it. Agriculture the other activity that is linked to be village and rural area, but there is less activity that ensures the development and future of this area. Experience of the EU shows that designed rural development policy, supported financially, resulting in a successful rural economy, with employment opportunities. In Montenegro, unfortunately, until now there was no consistent and long-term rural development policy. Namely, Montenegro is a big deal to all their strategies complies with international and European principles, and planned actions and activities, with the priority ranking, to enable the realization of the vision of rural development and its competitive participation in the global and European trends.

Empowerment of village communities is a way for the welfare of village communities in various aspects, through good management of village funds, the opportunity to empower communities is very easy to do with the support of programs that are right on target and quality human resources. This study generally aims to determine the management of village funds for community empowerment. The research method used qualitative with a descriptive approach, the data collection technique was carried out with a research library, and there were two sources of data, namely primary and secondary. Data analysis used descriptive data analysis with three stages of data reduction, data display, and drawing conclusions. The results showed that, (1) the management of village fund allocation (ADD) which was sourced from central and regional government financial balance funds for the 2018 and 2019 fiscal years in Tri Mulya Jaya Village had been implemented but the results were not optimal. There is an imbalance in budget absorption, almost 35% of which is spent on village administration. (2) accountability for the realization of the APBDes has also been carried out transparently and accountably, and (3) residents appreciate the results of development and community empowerment that have been implemented by the village government.

This research aims to provide information to the society related to the information openness and transparency of Blitar Government and Village Government in the implementation of Memorandum of Understanding (MoU) of Village Fund Allocation. Several issues stated in MoU include safety and orderliness, action, investigation, apparatus source, society protection, and connection. Other issues include prevention, supervision, and security of village fund. This research employed qualitative method with descriptive approach. The data were obtained from the document of interactive dialog broadcast named “Hallo Bupati-- aired by Local Public Broadcast Department (LPPM) radio, Persada FM, Blitar, edition of Monday, January 23, 2018. The informant of this interactive dialog program was the Regent of Blitar. Data analysis was performed by transcribing the broadcast document, organizing and analyzing data, and interpreting the findings.  The result showed that all the village governments getting Village Fund Allocation in Blitar have madeMemorandum of Understanding (MoU) with the Regent and the Chief Police Officer of the Regency Then, it was followed by supervision and evaluation towards the expenditure of the fund in village level.

This research aims to analyze the management accountability of Village Fund Allocation (ADD) in Kedungbetik. This qualitative research through data reduction method, data presentation, and verification used as data analysis. The results indicate that the planning and implementation of ADD in the village of Kedungbetik is accountable, ADD planning is based on the program proposed from village and evaluated through discussion forum at the village level. Disbursement procedures and distribution of ADD in accordance the rules of Jombang Regent No. 17 of 2015, Regulation No.113 of 2014 and the allocation of funds based on priorities. Accountability report of the ADD integrated with APBDes accountability. The purpose of the study was to find out and explain the process of managing the Village Fund Allocation (ADD) in South Marisa Village, Marisa District, Pohuwato Regency and what factors influenced the management of Village Fund Allocation (ADD) in Marisa Selatan Village, Marisa District, Pohuwato District. The method in this study is descriptive with a qualitative approach. Descriptive form is a form of research that focuses on the actual problems or phenomena at the time of the research and describes the facts about the problem being investigated as followed by accurate interruptions. The informants in this study were, the village head of South Sumatra, the village secretary, the village treasurer, the head of the BPD, the head of the hamlet and the community leaders of South Sumatra. The results of the study show that the ADD Management Process includes Planning, Implementation, Administration, Reporting and Accountability. ADD management carried out by the Government of South Marisa Village, Marisa Subdistrict, Pohuwato Regency has followed the rules of technical guidelines that have been regulated in the legislation. but the process is still not optimal. This can be seen from the reporting process and the liability that has been delayed. For the Realization Reporting Process, the use of ADD is not yet in accordance with the predetermined schedule, causing delays in disbursing the Fund for the next stage. Likewise with the Pertanganggung answer for the use of ADD so that the community cannot evaluate the work of the village government and accountability to the regional government that is not implemented in a timely manner.

The allocation of village funds is funds allocated by the district/municipality governments for villages sourced from the state budget and revenues or central and regional fiscal balances funds, used to finance the implementation of governance, development implementation, community development and community empowerment. The grant of village funds is done in several stages budgeting, allocation, distribution, use, reporting, and monitoring or evaluation of village funds. The objectives of this research is to find out the mechanism of channeling the allocation of village funds in the kauneran village of one of the subdistricts of sonder of minahasa district and to know the constraints faced in the tranparency and accountibility of the management of the village fund allocation in th kauneran village of one district of minahasa regency. The results of this study indicate that transparency and accountibility of gradual allocation of village funds from budgeting, allocation, use, reporting, and monitoring or evaluation work well.Keywords : Allocation of village funds, Transparency, Accountibility

Village financial management planning is the first step in the village financial management process. This planning stage is very important because in relation to village financial management, this stage of planning is the process by which the draft APBDesa will be developed. The purpose of this research is to know the financial planning in Kauneran I village, Sonder sub-district of Minahasa regency. This research uses qualitative analysis method. The results showed that at the planning stage of village financial management in the village of Kauneran I still not in accordance with Permendagri 113/2014. This is seen in the government regulations on APBDesa that should be evaluated by the local Bupati / Walikota is not implemented at all. In addition, the lack of participation from the community also becomes another fator of constraints in the planning stages of village finance management. This indicates that the financial management of villages in Kauneran I village has not implemented a participatory principle in accordance with Permendagri 113/201.Keyword: Perencanaan Village’s Financial Management, Permendagri No. 113/2014

The problems that occur in Batujajar Timur Village are the mismatch of village fund allocations received according to the realization, the delay in disbursing village fund allocations, the uneven physical development in Batujajar Timur Village. The management of village fund allocations cannot be said to be effective, if it is reviewed correctly, quickly, economically, and safely. This study uses a descriptive research method with a qualitative approach. The data obtained through the results of library research, field studies through in-depth interviews and observations, and documentation. The results showed that the management of Village Fund Allocation in Physical Development in Batujajar Timur Village, Batujajar Subdistrict, West Bandung Regency, cannot be said to be effective, due to the lack of community participation in musrenbangdes, the village fund allocation received is not by government regulations which in theory were obtained in January. and it was reported in December, the facilities for infrastructure funds were not yet supported, the allocation of village funds obtained did not match the realization. The autonomy implementation for the village will be the village government is power to administer, regulate and to conduct their own household based on the principle of transparency (openness) and accountability (responsibility). The accountability includes planning, action, administration, reporting and responsibility. Each stage of the management process has rules that must be understood and implemented in a settled period of time. But there are new problems when the village accountability is required to be managed in a transparent, accountable and participatory way, the execution somehow does not coincide with the village functionaries and dwellers' preparedness in implementing the process. The unpreparedness is caused by the limited capacity and quality of the human resources in managing the Village Fund Allocation. This study was conducted by using descriptive analysis along with qualitative approach to determine the accountability in the management of the Village Fund Allocation in Ledokombo village, and the factors that can inhibit and support the management process. In addition, the data collection method that was applied was triangulation technique with interview, observation and documentation. The results of this study showed that the planning, implementation, reporting, and accountability had been implemented well although there were still some procedures that had not been apt in terms of time allocation in the implementation process such as some issues in writing accountability documents and overdue delivering system.Keywords: Accountability,Village Fund Allocation,Financial Management village.
