AbstractMotor vehicles ownership through finance companies can be realized after going through a series of procedures before a notary and fiduciary registration office. However, this series of procedures are not done by finance companies in providing motor vehicle financing to consumers. Increasing consumer financing to the public for motor vehicles ownership should also increase the number of non-tax state revenues from fiduciary guarantees.The study purpose is to know the legal consequences for fiduciary recipients who did not register their fiduciary guarantees and to know the impact of unregistered fiduciary guarantees on non-tax state revenue (PNBP). The formulation of the problem in the research question is how the legal consequences for fiduciary recipients who do not register their fiduciary guarantees and how the impact of unregistered fiduciary guarantees on non-tax state revenue (PNBP). The research method used is descriptive qualitative normative legal research using secondary data. The study results found that fiduciary finance companies/recipients did not register their fiduciary guarantee, so they committed illegal acts by utilizing third parties to execute motorized vehicles that were not actually burdened with fiduciary guarantees. The executor's right to fiduciary recipient is legally flawed because he does not hold a fiduciary guarantee certificate as a result of not registering a motorized vehicle as a fiduciary guarantee. The impact on state finances because they were not registering motor vehicles as fiduciary guarantees at the fiduciary registration office resulting in non-tax revenue (PNBP) being not optimal for the state. Key words: fiduciary guarantees, motor vehicles, and nontax state revenues. AbstraksiKepemilikan kendaraan bermotor melalui perusahaan pembiayaan dapat diwujudkan setelah melalui serangkaian prosedural di hadapan notaris dan kantor pendaftaran fidusia. Namun, serangkaian prosedural ini tidak dilakukan oleh perusahaan pembiayaan dalam penyediaan pembiayaan kendaraan bermotor kepada konsumen. Peningkatan pembiayaan konsumen kepada masyarakat terhadap kepemilikan kendaraan bermotor seharusnya juga ikut meningkatkan jumlah penerimaan negara bukan pajak dari jaminan fidusia.Tujuan penelitian adalah untuk mengetahui akibat hukum bagi penerima fidusia yang tidak mendaftarkan jaminan fidusianya dan untuk mengetahui dampak jaminan fidusia yang tidak didaftarkan terhadap penerimaan negara bukan pajak (PNBP). Perumusan masalah dalam pertanyaan penelitian adalah bagaimana akibat hukum bagi penerima fidusia yang tidak mendaftarkan jaminan fidusianya dan bagaimana dampak jaminan fidusia yang tidak didaftarkan terhadap penerimaan negara bukan pajak (PNBP). Metode penelitian yang digunakan adalah penelitian hukum normatif yang bersifat deskriptif kualitatif menggunakan data sekunder. Hasil penelitian menemukan bahwa perusahaan pembiayaan/penerima fidusia yang tidak mendaftarkan jaminan fidusianya, sehingga mereka melakukan perbuatan melawan hukum dengan memanfaatkan pihak ketiga untuk mengeksekusi kendaraan bermotor yang sebenarnya tidak dibebani jaminan fidusia. Hak eksekutorial penerima fidusia cacat hukum karena tidak memegang sertifikat jaminan fidusia akibat tidak didaftarkannya kendaraan bermotor sebagai jaminan fidusia. Dampak bagi keuangan negara akibat dari tidak didaftarkannya kendaraan bermotor sebagai jaminan fidusia di kantor pendaftaran fidusia mengakibatkan tidak optimalnya penerimaan negara bukan pajak (PNBP) bagi negara. Kata kunci: jaminan fidusia, kendaraan bermotor dan penerimaan negara bukan pajak.

The purpose of this study was to: 1) To determine the form of non-tax state revenues (non-tax) in the transfer of land rights under Act No. 9 in 2018 at the National Land Agency of Semarang. 2) To determine the barriers and solutions in implementing the collection of non-tax state revenues (non-tax) in the National Land Agency of Semarang In the transition of land rights. The data used this research is primary data, secondary data, and data that can support tertiary study, which is then analyzed by the method of empirical juridical approach in this research means is that in analyzing the problems made by combining the ingredients of the law (which is a secondary data) with the primary data collected in the field is about voting Non Tax Revenue Office Bada National Land Semarang city. This approach is implemented by conducting direct research of the respondents and narasumbr in the field with the aim to collect objective data, which is referred to as primary data.Based on the results of data analysis concluded that: 1)Lodging Tax State Revenue for the transfer-usually collected through intermediaries Deed Official Land (PPAT), although the edges remain submitted to the National Land Agency, and it could have been through a formula or a look of Value Zone Land is there, but at the time of calculation Land Deed official typically does not have any land value zone or commonly called Zoning Value of Land, it is estimated only through the ground's Value Zone only. Because all for the sake of security clien to avoid underpayment. And with the Non Tax Revenue This brings several benefits to the State, the institutions and the community itself. 2) With the non-tax state revenue has not run optimally, so there must be some rules and systems are modified so that it runs with optimal collection.Keywords: Non Tax Revenue; Transfer of Rights to Land; Buy and sell.

Based on Government Regulation Number 48 of 2014 about Marriage Registration Fee which contains about the cost of marrieage recording and referring for free or free of charge when done in KUA. If marriage applied outside KUA and outside working hours, it is charged Rp 600.000. The regulation subtitutes Government Regulation Number 47 of 2004 about Non-Tax State Revenue Rate that applied to the Ministry of Religious Affairs. The weakness of Government Regulation No. 47 of 2004 is the number of gratification practices among some headman. This resulted in the issuance of Government Regulation Number 48 of 2014 concerning about the Cost of marriage listing on the basis of the benefit to eliminate the practice of gratuities. Primary sources in this study are the views of the Head Office of Religious Affairs (KUA) Tegalrejo and Gondokusuman Subdistricts and View of bride and groom candidates  in Tegalrejo and Gondokusuman Subdistricts. The secondary data are documents relating to the Office of Religious Affairs (KUA) Tegalrejo and Gondokusuman Sub-districts. The approach used is the normative approach. Data were analyzed qualitatively by using deductive and inductive methods. This paper describes the impact of the implementation of Government Regulation Number 48 of 2014 about the Cost of Marriage Listing in KUA Tegalrejo and Gondokusuman.[Berdasarkan Peraturan Pemerintah Nomor 48 tahun 2014 tentang Biaya Pencatatan Nikah yang berisi tentang biaya pencatatan nikah dan rujuk gratis atau tidak dipungut biaya sama sekali apabila dilakukan di dalam KUA. Jika melaksanakan nikah di luar KUA dan di luar jam kerja, maka dipungut biaya sebesar Rp 600.000. Peraturan tersebut menggantikan Peraturan Pemerintah Nomor 47 tahun 2004 tentang Tarif Penerimaan Negara Bukan Pajak yang Berlaku pada Departemen Agama. Kelemahan PP Nomor 47 tahun 2004 adalah banyaknya praktek gratifikasi di kalangan oknum penghulu. Hal ini menyebabkan lahirnya Peraturan Pemerintah Nomor 48 tahun 2014 tentang Biaya Pencatatan Nikah atas dasar kemaslahatan untuk menghilangkan praktek gratifikasi. Sumber primer dalam penelitian ini adalah Pandangan Kepala Kantor Urusan Agama (KUA) Kecamatan Tegalrejo dan Gondokusuman serta Pandangan Calon Manten di Kecamatan Tegalrejo dan Gondokusuman. Data sekundernya adalah dokumen yang berhubungan dengan Kantor Urusan Agama (KUA) Kecamatan Tegalrejo dan Gondokusuman. Pendekatan yang digunakan adalah pendekatan normatif. The thesis aims to determine the application of advances in the provisions of the prevailing laws and regulations. And how the legal consequences for violations of the provisions stipulated by regulation of the Minister of Finance No. 43/PMK. 010/2012 concerning advances in consumer financing for motor vehicles in financing companies, and regulation of the Financial Services Authority No. 35/POJK. 05/2018 on the implementation of business financing company. The type of research used in this study is normative juridical law research conducted by examining the library material or secondary data as the basic material to be examined by conducting a search of the rules and literature relating to the investigated issues. The result of this thesis study shows that regulation of the Minister of Finance No. 43/PMK. 010/2012 concerning advances in consumer financing for motor vehicles in financing companies and regulations of the Financial Services Authority No. 35/POJK. 05/2018 concerning the implementation of the financing company is not contrary to the prevailing laws and regulations. However, the regulations have not been implemented optimally in the field, because there are still many violations regarding the promotion of low DP in dealers who have been in cooperation with leasing. In regulation of the Minister of Finance shall apply a 20% advance payment and in regulation of the Financial Services Authority at least 10%. But there are still some leasing that violates the provisions far from the prevailing provisions. The consequences of applicable law in the form of warnings, suspension of business activities, and revocation of business licenses. But because there is no firm supervision in the field make dealers/leasing often commit violations, causing uncertainty in law enforcement.

This chapter addresses the specific block exemption regime that applies to the automotive industry. The relevant regime is contained in Regulation 461/2010. Different from past practice, Regulation 461/2010 closely resembles the general block exemption (Regulation 330/2010) and limits itself to adding certain hardcore restrictions applicable in the secondary markets. The chapter provides an overview of the impact of the block exemption from the perspective of the various stakeholders active in the sector. It then goes on to describe separately the block exemption principles governing the distribution of motor vehicles, the provision of after-sales services, and the distribution of spare parts.

To date, no studies have examined the relationship between geographic and socioeconomic factors and the frequency of pedestrians sustaining traumatic injuries from a motor vehicle. The objective of this study was to analyze the impact of location on the frequency of pedestrian injury by motor vehicle. The University of Louisville Trauma Registry was queried for patients who had been struck by a motor vehicle from 2010 to 2015. Demographic and injury information as well as outcome measures were evaluated to identify those impacting risk of pedestrian versus motor vehicle accidents. Number of incidents was correlated with lower median household income. There was also a moderate correlation between the number of incidents and population density. Multivariable analysis demonstrated a significant association between increased median household income and distance from downtown Louisville and decreased risk of death following pedestrian versus motor vehicle accident. Incidence of pedestrian injury by motor vehicles is influenced by regional socioeconomic status. Efforts to decrease the frequency of these events should include further investigation into the mechanisms underpinning this relationship.

Purpose. The main cause of distress in the majority of Nigerian banks is poor corporate governance in the country. Corporate governance (CG) is a contemporary subject attracting the consideration of the corporate world, practitioners, consultants, academia and society at large. As a result, this study explores the financial performance (FP) of money deposit banks (MDBs) in Nigeria as a result of corporate governance put in. It went on to investigate the impact of board size and composition, as well as the audit committee, on bank financial performance. Methodology. A descriptive design method was adopted, while secondary data in the form of yearly financial reports of banks selected for the study were obtained and relevant documents via electronic search of databases. Descriptive statistics were used in analyzing the data and an econometric model of panel least square (PLS) regression test was employed for the study. Findings and Implication. The findings affirmed that the correlation between size of board of directors and bank performance was significant, however negative. The results of the study show that the board of directors (BOD) composition significantly influences the FP of MDBs. The study results further reveal that the correlation between size of the audit committee (AC) and FP of MDBs is significant and also a negative one. As a result, based on the empirical findings of the study, it is concluded that CG has a statistically significant influence on the FP of Nigeria’s listed money deposit banks. Mechanisms such as the large size and composition of the board as well as the size of the audit committee encourage a negative impact on the FP. In line with the foregoing, the study recommended that an effort be made to improve CG, in the sense that the number of directors on board should be kept to a desirable level, and that the ratio of executive directors to non-executive directors, as well as the size of the audit committee, is kept at an optimal level.

Bangladesh has already become a middle-income country. Yet its large number of working people is still jobless. The importance of Wholesale, Retail, Motor-vehicle workshop, and Motorcycle businesses (WRMB) for solving employment problems in a short time is immense. WRMB can pave the way for the employment of these people. There are eighteen types of manufacturing and service activity in the small-scale industry (SSI) sector. Out of this WRMB activity sector holds the height contribution in number. This paper attempts to discover the present situation of the Growth and Development of the Wholesale, Retail, Motor-vehicle workshops, and Motorcycle businesses in the Rangpur Division of Bangladesh during 2013-14 to 2017-18. The study is empirical. Both the primary and secondary data have been used in this study. Primary data is collected from 200 wholesale and retail trade, repair of motor vehicles, and motorcycles activity. The study found a simple correlation between financial conditions of the WRMB with the three dependent variables `net sales 2013-14’, `net sales 2017-18’, and `average net sales’.

Penelitian ini merupakan analisa tentang upaya meningkatkan penerimaan Negara bukan pajak (PNBP) pelabuhan perikanan yang dilakukan pada bulan Juni – Agustus 2009. Penelitian dilakukan denganpendekatan studi kasus, yang didasarkan pada hasil pengamatan dan analisis pada pelabuhan perikanan sampel yaitu Pelabuhan Perikanan Samudera (PPS). Pelabuhan Perikanan Nusantara (PPN) dan Pelabuhan Perikanan pantai (PPP). Data yang dikumpulkan terdiri dari data primer dan sekunder. Analisis data menggunakan metode SWOT (at). Hasil penelitian ini menghasilkan identifikasi strategi peningkatan layanan melalui optimal strength, Weakness, Opportunity, There sasi PNBP pelabuhan perikanan. Dari hasil analisis, teridentifikasi beberapa strategi kunci untuk peningkatan PNBP yaitu: (a) memaksimalkan kualitas layanan jasa dengan sarana prasarana yang ada; (b) perbaikan dan penambahan sarana-prasarana pelabuhan; © peningkatan kapasitas sumberdaya manusia; (d) meningkatkan kerjasama dengan institusi terkait; dan (e) peningkatan pengawasan serta perbaikan aturan serta implementasinya. Implikasi dari hasil kajian ini adalah perlunya kebijakan pengalokasian dana PNBP yang memberikan prioritas pada hal-hal yang tercakup dalam daftar strategi kunci tersebut. Tittle: Strategy to Increase and to Optimize Allocation of Non-Tax State Revenues for Better Services of Fishing Ports,This research is analysis on strategy to increase and optimize allocation of non-tax state revenue (PNBP). It uses a case-study approach combining with observation on selected fishing ports according to their classification: Oceanic Fishing Port (PPS), Inter-island Fishing Port (PPN), and Fish Landing Place (PPI). This research collects primary and secondary data while analytical method use a ‘SWOT’. Results show that four strategies to increase and optimize allocation of non-tax state revenue were identified, namely: (a) maximizing the quality of services using the existing facilities and infrastructure; (b) improving and adding the port facilities and infrastructure; (c) improving the capacity of human resources; (d) enhanching collaboration among related institution; and (e) improving surveillance and improving the regulations and their implementation. It then recommends allocation policy of PNBP by prioritizing services.

ABSTRAK Dampak terhadap pemanasan global adalah terjadinya perubahan iklim yang berpengaruh terhadap kondisi ekosistem Daerah Aliran Sungai (DAS). Kondisi ini menyebabkan penurunan tingkat kesejahteraan masyarakat dan meningkatkan tingkat kerentanan masyarakat. Penelitian ini bertujuan melakukan analisis tingkat kerentanan masyarakat terhadap perubahan iklim di Sub DAS Garang Hulu. Penelitian ini merupakan penelitian deskriptif-eksploratif dengan menggunakan pendekatan metode kombinasi kualititatif dan kuantitatif (mixed method). Data sekunder dikumpulkan melalui kegiatan studi literatur dan desk study. Data primer berupa persepsi masyarakat dengan wawancara mendalam dengan metode purposive sampling. Penilaian kerentanan masyarakat terhadap perubahan iklim menggunakan fungsi dari tiga komponen, yaitu paparan, kepekaan, dan kemampuan adaptasi. Hasil analisis kerentanan masyarakat ditampilkan dalam bentuk peta-peta dengan bantuan Sistem Informasi Geografi (SIG). Hasil kajian menunjukkan bahwa tingkat kerentanan masyarakat terhadap perubahan iklim didominasi dalam kategori rendah sampai dengan sedang dengan persentase 73.83%. Daerah yang memiliki kerentanan tinggi adalah daerah Kecamatan Ungaran Timur dan kelurahan Sukorejo di Kota Semarang. Kata Kunci : DAS, Kerentanan, Paparan, Kepekaan, Kemampuan Adaptasi ABSTRACT The impact of global warming is climate change affecting the condition of Watershed Ecosystem. This condition causes the decreasing in the level of social welfare and the increasing  level of vulnerability of  living community. This study was aimed  to analyze the level of vulnerability of living communities due to climate change in Garang Hulu sub-watersheds . This research was a descriptive-explorative approach by using a combination of qualititative and quantitative methods (mixed method). Secondary data were collected through the study of literature and desk study. Primary data were taken in the form of public perception along with  indepth interviews. Respondents were chosen through purposive sampling method. Assessment of the  social vulnerability to climate change was using a function of three components, namely the exposure, sensitivity, and adaptability. The results of the vulnerability analysis were presented in the form of maps using the GIS. The study results showed that the level of vulnerability of communities to climate change was dominated by low category to moderate with the percentage of 73.83%. Areas that had a high vulnerability were East Ungaran local district and Sukorejo village in Semarang. Key Words : watershed, vulnerability, exposure, sensitivity, adaptability.

Transportation plays an important role in supporting, improving and enhancing the economic development both regionally and nationally. The need for services is increasing traffic, limiting the number of motor vehicles as much growing from year to year in Denpasar City causes unbalance between the number of vehicles available with the road infrastructure are available and also increase the traffic accident per year. Accidents in the road are usually caused by motor vehicles. In this case largely due to technical factors and not roadworthy. The issues examined are how is the implementation of the motor vehicle feasibility test in Denpasar City and whether is the implementation of vehicle testing already able to realize the safety of traffic in Denpasar City. The research was classified into empirical legal research of the descriptive analysis research using primary and secondary data. Transportasi memainkan peran penting dalam mendukung, memperbaiki dan meningkatkan pembangunan ekonomi baik di tingkat regional maupun nasional. Kebutuhan akan layanan lalu lintas semakin meningkat, jumlah kendaraan bermotor bertambah dari tahun ke tahun di Kota Denpasar sehingga menyebabkan ketidakseimbangan antara jumlah kendaraan yang dengan infrastruktur jalan dan juga meningkatkan kecelakaan lalu lintas per tahun. Kecelakaan yang terjadi di jalan biasanya disebabkan oleh kendaraan bermotor, dalam hal ini sebagian besar dikarenakan dari faktor teknis dan tidak layak jalan. Permasalahan yang diteliti adalah Bagaimana pelaksanaan uji kelayakan kendaraan bermotor di Kota Denpasar dan Apakah pelaksanaan pengujian kendaraan bermotor sudah dapat mewujudkan keselamatan berlalu lintas di Kota Denpasar. Penelitian ini diklasifikasikan ke dalam penelitian hukum empiris dari penelitian analisis deskriptif dengan menggunakan data primer dan data sekunder.
