The role of higher education institutions in ensuring the sustainable development of the Russian higher education system

To achieve the sustainable development of society, it is necessary to improve and improve various aspects of the socio-economic life of a person. One of these aspects is education. The state of modern Russian society is characterized as a transition, aimed at systemic changes, transformations that naturally put forward the need to update the Russian education system. In solving this problem, the primary role is played by the state and the degree of its influence on the management of the educational process. The Government of the Russian Federation is taking a number of measures to change the entire ideology of higher and vocational education. This is evidenced by a number of developed documents regulating the areas of activity for the modernization of the Russian higher education system. In accordance with the objectives of the national project «Education», specific measures will be proposed to address these objectives.

The aim of the article is to critically review the effectiveness of the processes of reforming Ukraine’s higher education system in the light of integration into the European educational space. Also, the goal is to define the boundaries of the legislative control of the education system at the state level. The defining theoretical concept for the development of higher education in Ukraine is its leading role in ensuring the sustainable socio-economic development of the country through the implementation and legal protection of the inalienable right of citizens to education, obtaining quality educational services, comprehensive intellectual and spiritual development. The main research methods are the frequency analysis method and the mathematical statistics methods, which were used to process the data of the questionnaire of public officials. It has been determined that in the conditions of socio-economic, socio-political, legislative, administrative and managerial crisis, increasing competitive requirements for the higher education system of Ukraine, the leading purpose of its modernisation is the formation of new content and quality standards of educational services, which will ensure the maximum integration of Ukraine in the world and European educational space. In the context of a sociological survey of civil servants, the circle of threats, the structure of their relationships and sources of origin are outlined, which are the first priorities of the state administration, aimed at ensuring the sustainable development of the higher education system of Ukraine. The novelty of the study is due to a sociological survey of public officials in order to determine the expert opinion on key issues. It is important to find out what legal responsibility people will bear for opposing the laws of Ukraine on education. The authors also collected an expert opinion on key issues that will improve Ukrainian legislation in the field of higher education. The practical importance is determined by the necessity to outline priority areas to counter the existing and more potentially dangerous threats to the sustainable development of higher education in Ukraine

Western university model was transferred to Russia in the 18th century. The development of HEIs took its own unique direction serving the needs of the country, while the state has been dominating the HE sector. The chapter analyzes the interplay of market, state and informal mechanisms in the process of implementation of rankings. The institutional legacy underpinned the locally defined hierarchies of HEIs and disciplines, both explicit and implicit. The challenges that Russia meets on its way toward world university ranking are on the level of institutions and faculty, students and parents, and employers. As a conclusion, global rankings and local hierarchies have to be balanced in the HEIs structures to allow for a compromise between the demands of the global competition and the needs of the local communities.

The article analyzes the main trends in the transformation of the modern system of higher education in Russia, which contain objective risks and contribute to the growth of social tension in the educational environment. The author points to the main aspects of considering significant changes in the higher education system, including: active dissemination of new digital technologies in the educational process; the consequences of integrating the Russian higher education system into a single European educational space; the emergence of new educational and management practices; the consequences of the commercialization of the higher education system. The period of transition of the higher education system from the traditional model to the digital one is characterized by the exacerbation of existing structural contradictions and social inequality, as well as the emergence of new risks in development.The article examines possible sources of social conflicts in the higher education system and provides their typology: conflicts of the “society — higher school” type, “administration — collectives of an educational institution”, “subject-subject”. A significant source is also the contradiction between the traditionally established educational practices and new digital practices that require special training of scientific and pedagogical personnel and an effective information base.The author conclude that the growth of social tension and, as a consequence, the emergence of new forms of social conflicts in the educational environment, can be explained by the unpreparedness of the Russian higher education system and society as a whole for the ongoing changes. Results of the transformation of the modern higher education system in Russia, on the one hand, new prospects have appeared for training and professional development of participants in the educational process, and on the other hand, sources of social tension and conflict in the educational environment have become more active. To implement a systematic and effective final transition from a traditional to a digital education model, a radical restructuring of the entire higher education system at the state level, the introduction of modular digital educational environments and the creation of an effective information base on an integrated educational platform are required.

The article is devoted to the analysis of the key challenges faced by Russian higher education during the pandemic and the prospects for its further development. The article highlights the key problems of higher education that have arisen in connection with the pandemic situation (reduced academic mobility, weakened partnerships, inability to complete research on time, reduced number of applicants, suspension of educational activities), examines the actions of governments and measures taken by universities to adapt to work in the context of the pandemic (development of appropriate legislation, provision of consulting and financial assistance, measures to support foreign students who found themselves in the country during the pandemic, etc.). Hypotheses are put forward regarding the ways of transformation of university education in the "post-covid" period, possible trends are proposed, including digitalization, changes in the content of the educational process, scientific activity, increasing the social role and the "third mission" of universities. The problems of online education, the development of digital technologies and new forms of education by teachers and students, and the creation of a new system of social and educational work corresponding to new educational formats are considered. Conclusions are drawn that the Russian higher education system as a whole has managed to overcome the difficulties that have arisen. The situation of the pandemic, on the one hand, has accelerated a number of transformational processes that began in the higher education system before it, and on the other – has revealed new challenges, the solution of which is necessary for the effective functioning of universities in force majeure situations. We should not expect a complete return of universities to the "pre-covid" situation, since certain mechanisms have been launched to accelerate the modernization of domestic higher education.

The article deals with the issue of periodization of the process of teacher training of Ukrainian language and literature in the national scientific and pedagogical discourse. The formation of a modern system of higher pedagogical education takes place in conditions of significant renewal of its conceptual foundations for the national direction, increasing the importance of the Ukrainian language as the state language at all levels of the educational process. The state progress of the Ukrainian language increases the attention to the issue of training teachers of Ukrainian language and literature in view of the latest requirements facing domestic teachers and which need to be correlated with existing pedagogical experience. The leading approaches of modern scientists to the development of the problem of training teachers of Ukrainian language and literature in higher pedagogical institutions of Ukraine are identified and characterized, the author's periodization of the research problem is presented. The assumption is made about the possibility of isolation in a certain process of a number of periods: 1945-1958 biennium – ideological basis (approval of conceptual bases of cultural (including linguistic and educational) policy of the Union of Soviet Socialist Republics and its strengthening in the system of higher pedagogical education); 1959-1991 – organizational and administrative (creation of a system of higher pedagogical education, which would meet the demands of the society for the preparation of teachers, in particular Ukrainian language and literature); 1991-2019 – transformation and modernization (transition from the restructuring of the post-Soviet higher education system to the creation of a modern flexible higher education system). Focused on the purpose and content of education of future teachers of Ukrainian language and literature, as this issue had a political context due to the connection with the language policy of the Union of Soviet Socialist Republics towards Ukraine. The old management system crisis and the involvement of new social sectors into participation in management encourage us to study the humanitarian foundations of managing the higher education system. This article discusses the issues of managerial humanitology and the content of special education, and the ratio of civil and professional elements in the formation of a managerial worldview. A feature of contemporary Russian higher education is the highest level of its fundamental natural and humanitarian component. Furthermore, the development of the higher education system in historical retrospective also indicates its humanistic character, which is laid down by Christianity and the Russian Orthodox Church. Naturally, today highly qualified specialists are needed to successfully implement socio-economic reforms in the country, able to understand and implement them properly. In this regard, the higher education system plays a unique role, since higher education, being a social institution, is responsible not only for the inheritance, accumulation, and reproduction of scientific and specialized knowledge but also for the formation and transfer of cultural values and norms of behavior.

Nowadays, many countries are searching for the best models of higher education that can ensure the implementation of the Sustainable Development Goals. In the context of the Global Development Agenda, education is considered as a spatial system that has the potential to increase the effectiveness of harmonizing economic, social and environmental aspects of human life. The paper correlates the objectives of the fourth Sustainable Development Goal “Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all” and the strategic planning directions of Russia’s higher education system. It is concluded that there is a set of problems in the global agenda implementation due to the regional specifics of the formation and development of Russia’s higher education system.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.
