The article deals with the issue of periodization of the process of teacher training of Ukrainian language and literature in the national scientific and pedagogical discourse. The formation of a modern system of higher pedagogical education takes place in conditions of significant renewal of its conceptual foundations for the national direction, increasing the importance of the Ukrainian language as the state language at all levels of the educational process. The state progress of the Ukrainian language increases the attention to the issue of training teachers of Ukrainian language and literature in view of the latest requirements facing domestic teachers and which need to be correlated with existing pedagogical experience. The leading approaches of modern scientists to the development of the problem of training teachers of Ukrainian language and literature in higher pedagogical institutions of Ukraine are identified and characterized, the author's periodization of the research problem is presented. The assumption is made about the possibility of isolation in a certain process of a number of periods: 1945-1958 biennium – ideological basis (approval of conceptual bases of cultural (including linguistic and educational) policy of the Union of Soviet Socialist Republics and its strengthening in the system of higher pedagogical education); 1959-1991 – organizational and administrative (creation of a system of higher pedagogical education, which would meet the demands of the society for the preparation of teachers, in particular Ukrainian language and literature); 1991-2019 – transformation and modernization (transition from the restructuring of the post-Soviet higher education system to the creation of a modern flexible higher education system). Focused on the purpose and content of education of future teachers of Ukrainian language and literature, as this issue had a political context due to the connection with the language policy of the Union of Soviet Socialist Republics towards Ukraine. At present, profound changes are taking place in the system of higher education in Russia: goals, strategies, objectives and content of education, as well as the ways of organizing the educational process, are radically changing. One of the priority areas ensuring the transformation of the higher education system is the introduction of network educational programs. The study of the methodological foundations of their design is relevant and necessary today. The research problem: characteristics of network educational programs and methodological foundations of their design to ensure maximum flexibility of the educational trajectory within the framework of network interaction. The purpose of the research is determination of the methodology for constructing effective network educational programs, based on the formation of the student's personality and his practical preparation for future professional activity through individual development. The research methods are critical analysis of pedagogical, psychological and regulatory sources, design, modeling, systematization. The results of the research: changes in the technological, substantive and technical plan in the design of educational programs have been analyzed, the necessity of technological elaboration of psychological and pedagogical support of the educational process has been substantiated for the flexibility of educational programs and the development of individual learning paths; building a competence model of a specialist and strengthening practical training in the implementation of projectbased modular training in the format of network educational programs have been emphasized; the role of motivational behavior of students and teachers has been determined; the principles of network learning have been formulated; the experience of designing and implementing network educational programs at RANEPA and VAVT have been analyzed. Key findings: network education and introduction of flexible educational programs have defined a new methodological platform and architecture for higher education. The analysis of fundamental changes in personal, behavioral and cognitive development of modern youth under the influence of electronic media and their accounting will allow educational organizations of the higher education system to innovatively approach the development of content, learning technologies and to develop new criteria for assessing the quality of education at a university. Designing flexible educational programs in a network format based on the studied methodology provides an opportunity for Russian universities to develop a networked format of education effectively, increase the academic mobility of students and teachers, provide flexibility in the educational path of learning, and significantly raise the prestige of Russian education in the global educational space.

To achieve the sustainable development of society, it is necessary to improve and improve various aspects of the socio-economic life of a person. One of these aspects is education. The state of modern Russian society is characterized as a transition, aimed at systemic changes, transformations that naturally put forward the need to update the Russian education system. In solving this problem, the primary role is played by the state and the degree of its influence on the management of the educational process. The Government of the Russian Federation is taking a number of measures to change the entire ideology of higher and vocational education. This is evidenced by a number of developed documents regulating the areas of activity for the modernization of the Russian higher education system. In accordance with the objectives of the national project «Education», specific measures will be proposed to address these objectives.

The purpose of the chapter is to show to what extent university-based teacher training programs reflect the new educational standards required by the reform applied to the Romanian higher education system. Specifically, it attempts to analyze the relevance of the curriculum that forms the basis of the language teachers' preparation focusing on its content, structure, and educational aims and purposes. It also tries to highlight the degree to which such programs meet not only learners' needs but also the ones of today's society. Last but not least, the study aims to identify what elements resulted from the Romanian educational reform could be useful for the researchers interested in the field of initial language teacher training.

Western university model was transferred to Russia in the 18th century. The development of HEIs took its own unique direction serving the needs of the country, while the state has been dominating the HE sector. The chapter analyzes the interplay of market, state and informal mechanisms in the process of implementation of rankings. The institutional legacy underpinned the locally defined hierarchies of HEIs and disciplines, both explicit and implicit. The challenges that Russia meets on its way toward world university ranking are on the level of institutions and faculty, students and parents, and employers. As a conclusion, global rankings and local hierarchies have to be balanced in the HEIs structures to allow for a compromise between the demands of the global competition and the needs of the local communities.

There are many factors that motivate the pursuit of an academic career, including academic freedom, prestige, stability, curiosity, among others. However, salary is also key to the future career choices of young talent. In the State of São Paulo, in Brazil, the salary of all public servants is currently tied to the salary of the governor, that, for political reasons, is kept at a rather low value. This fact is already having an effect on thousands of faculty members in the higher education system of the State. In this paper, I discuss how this salary limitation can influence the decision of young talent to follow an academic career and, put at risk a rather well developed higher education system. Furthermore, I discuss this issue in a broader context of strong regulation, a lack of competitiveness to support career development, and how this all undermines the commitment and morale of qualified professors.

Under globalization conditions, the main priority of the state education policy in many countries of the world is to ensure higher education quality. This is possible through close and efficient cooperation between the state, higher education institutions, future specialists, employers and innovative structures (clusters). This study focuses on the development of indicators that can comprehensively assess the effectiveness of regional innovation clusters in the higher education system. The main attention is given to the analysis of innovations, business, education development and competitiveness, as indicators of the effectiveness of regional innovation clusters in the higher education system. The following methods have been used within the research: content analysis, statistical, correlation and regression analysis, econometric modeling and the graphical method. As a result of the research, indicators of the effectiveness of regional innovation clusters have been identified and the impact of these indicators on the higher education system has been evaluated. The authors have shown that there is a close relationship between the level of development of regional innovation clusters, indicators of business and innovations development, and the level of competitiveness. The direct impact of those on the higher education system has been established and confirmed by the provided calculations.

This article is devoted to the problem of correlation of the higher education system of the Russian Federation in accordance with the requirements of professional standards. The relevance of this problem is due to a radical change in approaches to personnel Museum policy and in the profile system of higher education. The most controversial issue in this study is the fragmentary implementation of professional standards in the field of Museum business and the dependence of the educational process on them. The article reveals the problems of determining the qualification requirements for a number of Museum professions, and assessing the possibility of their solution at the level of the education system. The main method of research is the method of comparative analysis, which allowed to determine the content load of the definitions used and to correlate professional and educational standards in the study area. The materials of the article can be useful for the formation of working curricula in the field of museology and protection of cultural and natural heritage.
