The old management system crisis and the involvement of new social sectors into participation in management encourage us to study the humanitarian foundations of managing the higher education system. This article discusses the issues of managerial humanitology and the content of special education, and the ratio of civil and professional elements in the formation of a managerial worldview. A feature of contemporary Russian higher education is the highest level of its fundamental natural and humanitarian component. Furthermore, the development of the higher education system in historical retrospective also indicates its humanistic character, which is laid down by Christianity and the Russian Orthodox Church. Naturally, today highly qualified specialists are needed to successfully implement socio-economic reforms in the country, able to understand and implement them properly. In this regard, the higher education system plays a unique role, since higher education, being a social institution, is responsible not only for the inheritance, accumulation, and reproduction of scientific and specialized knowledge but also for the formation and transfer of cultural values and norms of behavior.

The relevance of the topic is due to the difficulties that the Russian higher education system is facing today. Higher education together with the education system as a whole constitutes the most important factor in the development of national production. The progress of higher education must meet the requirements of the modern market. The purpose of the article is to identify areas of improvement of the education system, corresponding to promising trends in the development of the labor market. Changes in the modern labor market are changing the role of higher education in the economy. It should create a solid foundation of knowledge and skills of graduates, which will allow them to adapt to the changing labor market and independently develop their careers. The system of higher education of the future should change qualitatively in comparison with the level existing in Russia. The constantly evolving skills required by employers in the modern labor market necessitate a qualitative improvement of university graduates. Highly qualified specialists in any profession of the future should possess not only “hard” skills, but also “soft” skills. The flexibility of the modern labor market requires the appropriate flexibility of the higher education system. Universities should make greater use of new educational technologies to achieve this goal.

The current state of the higher education system in Ukraine is studied on the example of higher education institutions (HEIs). It is established that the effectiveness of the educational process is manifested in the level of training of a highly qualified specialist, who is competitive in the labor market. The dynamics of the number of applicants for higher education in Ukraine and the unemployment rate is analyzed; the relationship between these indicators is established. The main reasons for the mismatch of the level of educational services of educational institutions to the needs of employers are determined, which are due to inadequate funding of the education system, and, as a consequence, the low level of knowledge of graduates, which does not meet the real needs of today. It is established that the main reason for underfunding of the education system is the dominance of local budgets in expenditures for the needs of educators and lack of funds for implementation of educational programs, as well as non-fulfillment in full of state obligations in this area as a whole. The essence and features of the dual form of education are revealed, the substantive difference between traditional and dual forms of education is reflected, which consists in the fact that they have completely different planes of common interests. The relevance of the latter is substantiated taking into account current trends in the labor market and the adaptation of the domestic education system to the requirements of the European Union. The expediency of introducing dual education in the Free Economic Zone as a form of cooperation between educational and scientific institutions, production and business, and also an integral part of the formation of a highly qualified specialist, is substantiated. The main mutual benefits of the participants of the dual form of education and the forms of their participation in the educational process are listed. The effectiveness of the dual form of higher education has been proved on the example of Vinnytsia National Agrarian University, which is a co-founder of the All-Ukrainian Scientific-Educational Consortium. The importance of the principle of student-centeredness as a key factor in the effectiveness of the education system as a whole is substantiated.

Одним из наиболее значимых институтов общества в любой стране мира является институт высшего образования. Именно система образования в целом и структуры высшего образования в частности непосредственно связаны с благосостоянием граждан страны. Однако, технический и технологический прогресс не стоят на месте, ежегодно создаются и развиваются новые предприятия, которые требуют новые компетенции от своих сотрудников. В свою очередь система высшего образования должна соответствовать быстро меняющейся цифровой отрасли. Проблема заключается в том, что система образования, как контролируемая Государством структура является куда более инертной структурой, чем предприятия, силами которых осуществляется цифровая трансформация. Бездействие в части реализации реформ в сфере высшего образования неизбежно повлечет разрыв между требуемыми компетенциями в отрасли и теми компетенциями, которыми будут фактически обладать выпускники. Увеличение этого разрыва сделает высшее образование нерелевантным со всеми вытекающими от сюда последствиями. В данной работе подробно рассмотрен процесс защит выпускных квалификационных работ магистров (ВКР), этот процесс сведен в термины теории игр, с формализацией ролей, мотиваций и стратегиями поведения участников этого процесса. После рассмотрения проблемы с позиции теории игр выделены слабые стороны процессов и рассмотрены меры по их устранению. One of the most important institutions of society in any country in the world is the Institute of Higher Education. It is the education system in general and the structures of higher education in particular that are directly related to the well-being of the country's citizens. However, technical and technological progress does not stand still, every year new enterprises are created and developed, which require new competencies from their employees. In turn, the higher education system must meet the rapidly changing digital industry. The problem is that the education system, as a state-controlled structure, is a much more inert structure than the enterprises that are engaged in digital transformation. Inaction in the implementation of reforms in the field of higher education will inevitably lead to a gap between the required competencies in the industry and the competencies that graduates will actually have. An increase in this gap will make higher education irrelevant, with all the consequences that follow. In this paper, the process of defending the final qualifying works of masters (WRC) is considered in detail, this process is reduced to the terms of game theory, with the formalization of roles, motivations and strategies of behavior of participants in this process. After considering the problem from the point of view of game theory, the weaknesses of the processes are identified and measures to eliminate them are considered.

The article analyzes the main trends in the transformation of the modern system of higher education in Russia, which contain objective risks and contribute to the growth of social tension in the educational environment. The author points to the main aspects of considering significant changes in the higher education system, including: active dissemination of new digital technologies in the educational process; the consequences of integrating the Russian higher education system into a single European educational space; the emergence of new educational and management practices; the consequences of the commercialization of the higher education system. The period of transition of the higher education system from the traditional model to the digital one is characterized by the exacerbation of existing structural contradictions and social inequality, as well as the emergence of new risks in development.The article examines possible sources of social conflicts in the higher education system and provides their typology: conflicts of the “society — higher school” type, “administration — collectives of an educational institution”, “subject-subject”. A significant source is also the contradiction between the traditionally established educational practices and new digital practices that require special training of scientific and pedagogical personnel and an effective information base.The author conclude that the growth of social tension and, as a consequence, the emergence of new forms of social conflicts in the educational environment, can be explained by the unpreparedness of the Russian higher education system and society as a whole for the ongoing changes. Results of the transformation of the modern higher education system in Russia, on the one hand, new prospects have appeared for training and professional development of participants in the educational process, and on the other hand, sources of social tension and conflict in the educational environment have become more active. To implement a systematic and effective final transition from a traditional to a digital education model, a radical restructuring of the entire higher education system at the state level, the introduction of modular digital educational environments and the creation of an effective information base on an integrated educational platform are required.

The article is devoted to the analysis of the key challenges faced by Russian higher education during the pandemic and the prospects for its further development. The article highlights the key problems of higher education that have arisen in connection with the pandemic situation (reduced academic mobility, weakened partnerships, inability to complete research on time, reduced number of applicants, suspension of educational activities), examines the actions of governments and measures taken by universities to adapt to work in the context of the pandemic (development of appropriate legislation, provision of consulting and financial assistance, measures to support foreign students who found themselves in the country during the pandemic, etc.). Hypotheses are put forward regarding the ways of transformation of university education in the "post-covid" period, possible trends are proposed, including digitalization, changes in the content of the educational process, scientific activity, increasing the social role and the "third mission" of universities. The problems of online education, the development of digital technologies and new forms of education by teachers and students, and the creation of a new system of social and educational work corresponding to new educational formats are considered. Conclusions are drawn that the Russian higher education system as a whole has managed to overcome the difficulties that have arisen. The situation of the pandemic, on the one hand, has accelerated a number of transformational processes that began in the higher education system before it, and on the other – has revealed new challenges, the solution of which is necessary for the effective functioning of universities in force majeure situations. We should not expect a complete return of universities to the "pre-covid" situation, since certain mechanisms have been launched to accelerate the modernization of domestic higher education.

To achieve the sustainable development of society, it is necessary to improve and improve various aspects of the socio-economic life of a person. One of these aspects is education. The state of modern Russian society is characterized as a transition, aimed at systemic changes, transformations that naturally put forward the need to update the Russian education system. In solving this problem, the primary role is played by the state and the degree of its influence on the management of the educational process. The Government of the Russian Federation is taking a number of measures to change the entire ideology of higher and vocational education. This is evidenced by a number of developed documents regulating the areas of activity for the modernization of the Russian higher education system. In accordance with the objectives of the national project «Education», specific measures will be proposed to address these objectives.

The issue of staffing the Russian higher education system in modern society is becoming increasingly relevant. Against the background of reforms and a reduction in the number of universities and their branches, there are trends in reducing the number of personnel in higher education organizations. In the conditions of the formation of an innovative economy, the need for highly qualified personnel with an innovative orientation increases many times. The work of postgraduate studies should be aimed at training such personnel, but, unfortunately, in the modern system of higher education there is no well-established system of motivation for mastering this stage of education, which in the future will negatively affect not only the innovative development of the country, but also the functioning of higher education organizations in general. In the course of the study, it was found that the total number of personnel in higher education organizations decreased in dynamics by 20.7%. Mainly, high reductions occurred in the category of teaching staff. Teachers and researchers who have dropped out of the system now for various reasons are unlikely to return to the education system in the long-term future, having mastered new niches for earning money. There are certainly many reasons for staff attrition, but among them there are aging personnel and low motivation of young people to work at a university after completing postgraduate studies. Graduate school, in turn, due to the formalization of the learning process, loses its social function as a forge of personnel for higher education.

Subject .This article discusses the need to bring into line with the future activities of specialists the content of their preparation, the formation of a system model of higher education, which takes into account today's and prospective requirements of the labor market. Objectives. The article aims to research the labor market in four regions of the Volga Federal District of the Russian Federation: the Republic of Tatarstan, Mari El Republic, Chuvash Republic, and the Ulyanovsk oblast, as well as discuss problems and prospects of interaction of universities with enterprises and organizations of these regions. Methods. For the study, I used the methods of logical and statistical analyses, and in-depth expert survey. Results. The article analyzes the state of regional labor markets, presents the results of the expert survey of labor market representatives and heads of the regional education system, and it defines possible ways of harmonizing the interaction of universities with the labor market. Conclusions. The article notes that although the number of employed with higher education is growing, at the same time there is a shortage of highly qualified personnel in certain professions, on the one hand, and unskilled workers, on the other. Also, the article says that the universities do not prepare the necessary for the regions specialists in a number of professions or they provide a set of competencies different from the requirements of the labor market, so it is necessary to form and develop effective directions of cooperation between educational institutions and employers.

The paper analyzes measures adopted by the Russian Federation on internationalization and globalization of the higher education system, its integration into the international scientific and education area. One of the initiatives of the authorities of the Russian Federation in this direction is Project 5-100, designed to increase the competitiveness of both a selected group of universities and the Russian higher education system as a whole. Among the successful practices of Project 5-100, one can identify the presentation of a single stand of participating universities at the international education exhibitions APAIE, EAIE, NAFSA. Within this study, we explore the cooperation of the universities participating in Project 5-100 with potential international partners at global educational exhibitions by means of network analysis with graphs. The effectiveness of such cooperation from the point of view of integration of the universities from this group into the international higher education area is determined through estimations of the usefulness of participation in such events made by the universities and through scientometric analysis. As a result of this study, it was revealed that active participation in international educational exhibitions including negotiating, establishing contacts with international partners, contributes significantly to the promotion of the universities participating in Project 5-100 in the international arena.

On the way to higher education In recent years, under the leadership of the President Shavkat Miromonovich Mirziyoyev, great changes have taken place in the higher education system, as well as in all areas. Consequently, the confidence of our people in this field is strengthening, and the desire of youngsters for higher education is growing from year to year. The Presidential Decree "On approval of the Concept of development of the higher education system of the Republic of Uzbekistan until 2030" states important tasks such as ‘’raising the content of higher education to a qualitatively new level, the establishment of a system of training highly qualified personnel who can make a worthy contribution to the sustainable development of the social sphere and the economy, find their place in the labor market’’.
